timely and good welcome to the program eva leaders are meeting for a 2nd day to break a deadlock on a contentious economic recovery plan european council president charlotte michaud offered a revised proposal for the package aimed at helping countries worst affected by the coronavirus pandemic german chancellor angela merkel is chairing the summit tensions are running high between leaders whose home countries have been hit hard by the virus friday's negotiations ended earlier than expected when agreement looks unlikely the talks are hung up over the packages mix of loans and grants and who controls how countries spend the money. i'm joined now by our correspondent barbara valle who's in brussels monitoring the situation barbara there's a new proposal from the european council president it's on the table will this be

any more acceptable to the more frugal members there. at this it's getting there because we've heard positive noises from several members of the austrian chancellor for instance just said that it's going in the right directions the talks were intense which is diplomatic speak for there is quite a battle raging ongoing and that's a good sign because as soon as it gets to the point where they turn and in circles for several hours and everybody says no no and no again it's time to break up and try again but we haven't reached that point yet so to date to end it's ongoing there would swing away at the figures that's what they're doing at the moment and they're sort of. packages within this big recovery deal and within the european budget a little bit more for agriculture a little less for something else a little less for signs for instance we hear the protests from the loving groups coming in by the hour and on the other hand it is also if you bit less on grounds

and a bit more in loans so that again satisfied the frugal countries the northern countries that are sort of grouped around the netherlands is so this is what they're doing there and it's a very very slow process because if you take away 5000000000 and one side you put them somewhere else you have to sort of reformulate the whole the whole package so it's a it's a difficult labor and it's just drags on a difficult labor and irritating one which we've which we've seen for frustrated is coming out of this this summit are these frustrations really only about the coronavirus recovery fund or are there tensions here that run deeper and longer than that. there are deeper running tensions of course because if it were only in the money it's only on the surface you could just you could sort of slip this together in a day and a half but there is stuff underneath this this cultural war between the sun and countries who think they're owed more help from the northern richer countries and

also there is something that the leaders haven't even touched upon yet and which is that's not a good sign because it's a really contentious and dangerous issue the question whether the payment of money from the european funds can be and should be tied to the rule of law and some use to you in countries namely hungary and poland the 2 of course are up the barricades in saying no never under no circumstances but many of the countries are very frustrated considering that their financing was their contributions to the e.u. budget the autocracies that seem to be developing particularly in hungary and also in poland so there is another battle to be had which will come a bit later so there is more to it than just money so much to work out here to get through which i know you will for us barbara thanks very much for talking to us from brussels. french officials have launched an arson inquiry after

president hassan rouhani says an estimated 25000000 iranians could be infected with the coronavirus according to him an additional $30.00 to $35000000.00 of his people could become infected in the coming months. now there are a lot of problems of the coronavirus one of them that's largely overlooked is the plight of binational couples it's unmarried people of different nationalities who happened to be living apart at the start of the pandemic there are thousands of them who remain separated by travel bans and they're campaigning to be allowed to reunite we're joined now with a reporter joel all right who's here with us on the story so who's exactly affected by all this has been 5 months now william since borders started slamming shut separating people separating loved ones foreigners are slowly starting to reopen between certain countries and for people with certain exceptions now early on governments created exceptions for travel bans for people who are legally married but for those who are just in normal relationships who are actually legally wed the

situation isn't so clear some european union countries allow family members to be exempt from travel bans but the definition of a travel of a family member isn't actually clear now this applies for people living in so-called 3rd countries that is countries that are not in the e.u. and are also not on the list of countries deemed safe to travel but there are also problems for people who are couples trying to leave certain countries in order to be reunited that's the case in australia where citizens actually have to apply to be allowed to depart and if you are an american situation it's not clear that you would be given permission i personally know of at least 2 weddings that have been postponed due to coronavirus in one case in australia groom managed to get into germany only to be kicked out again because bureaucrats failed to process his partnership paperwork on time and now they are indefinitely separated well to find out what it's like to be in this situation d.w. earlier this week spoke to a couple that is separated by c.s.

a hash tag that's going around which is love is not tourism and that's being used to try and campaign into bicycling on twitter sending messages to politicians they've also started a website to try and spread this campaign love is not tourism the petition there are petitions if a different countries and couples are also posting photos of themselves online trying to move the hearts of politicians into changing the situation and you know what it's actually working for example the netherlands this week announced that it would start allowing exceptions to its travel bans for couples where one member is in stuck in a certain country they have to prove that they were in a relationship for at least 3 months before those travel bans came into effect and by doing so the netherlands joins denmark's all stria and norway in allowing these sweetheart reunions and this week germany's interior minister horst c. hoffa was challenged about this and he said he would start working with other european union member countries to come up with a sensible solution but until then these couples are not just socially distance
