ok. this is news live from berlin tensions run high in brussels as negotiations over a crown of ira stimulus package remain deadlocked e.u. leaders haggle over how to parcel out a 750000000000 year old with coverage on some it goes into overtime and on the 3rd day of talks things get personal between the opposing camps also coming up. elections in syria government controlled areas go to the polls with strict measures to contain the spread of the coronavirus the vote comes amid new international sanctions and rare protests against the assad regime within its own strongholds.

and after a long pause due to the pandemic romance is back on the cards as weddings resume in some countries we'll take you to one couple's big day right here in germany. i'm on it it's a welcome to the show e.u. leaders remain at odds over a proposed 750000000000 euro coronavirus recovery plan they've reconvene for a late night session of roundtable talks with all 27 members taking part econ trees are divided on how much money should be distributed as free grants and how much as loans that need to be repaid are hit southern states including italy and spain are seeking substantial aid payments but a group of so-called frugal northern nations favors loans and more control over how

the money is spent. the mood over 3 days of talks has been described as tense leaders have signaled they're not entirely sure whether a compromise will be reached the night. i still conscious a whether a solution will be found there is a lot of goodwill but there are also many positions and so i will make every effort but it may also be this no result is achieved today of the so it's a plan that gives us. the willingness to compromise should not deter us from the legitimate ambition that we need to have the we will see in the coming hours if the 2 are compatible to something but human so i don't like blame game but the doc is the real responsible man for a whole mess we have never seen in 7 years i've rarely seen such diametrically opposed positions on many points point let's bring in our correspondent barbara of a zone who has been following the developments in brussels throughout the summer so barbara clashing opinions here on how to bail out europe overall it looks like it's
11:03 pm
not going so well. that is putting as mildly i mean this whole spectacle has been exasperating infuriating awful abominable i mean everything it was really fractures in the meantime you know from time to time it was outright venomous so whatever attribute you want to put at it it's the truth because if $27.00 adult people within 3 days can figure out a way to compromise on an aid package that in the end everybody in the room knows is necessary after the cone of crisis because the european economy has to be sort of put back and pulled back on and on its feet it is a story spectacle and that's what everybody here has seen and many of the service are really exasperated about this dragging on and on we just now here is going to be number laid tonight and already it's making almost
11:04 pm
a record it's the 2nd longest summit in the history of the european union already so 3 long days negotiations and late nights so what does that say about the state of the union. no not much good because it shows that the european union is just sort of pulled apart by so many different forces and you have the north the few so-called frugal countries who are just watching the budget and saying let's not spend money and particularly no free money this can't deal with that they're just going going to do stupid stuff with it and squander it you have the countries who had been hardest hit by the coronavirus who say we can't pile more debt on our already overburdened national budgets so we really do need help we need grants when you have the east who are sort of doing their own thing all they want is through regard brussels as a big a.t.m.
11:05 pm
and say give us money and that's pretty much all do you want but democracy we don't really care and so this whole thing is really flying apart and it seems like america and him on the mccrone who have really worked at this for 3 days and kept very close together and really try to pull the others along that they didn't have enough power or influence or enough could convince them to sort of get into the communal boat and say ok we either the road together or we seem to get that and it doesn't really bode well for the future so if we don't see a compromise tonight what's next another summit of course because giving up is not on the cards this has to be done in some way in one way or the other and so the german sources already talk about it next summit within 2 weeks time in early august and then they really have to crack it because failure is not an option.

correspondent bob a visit in brussels thank you. syrians have gone to the polls to elect a new parliament election comes against a backdrop of civil war and ongoing economic crisis and the coronavirus pandemic it's the 3rd such vote since the conflict began in 2011 the poll was postponed twice because of the virus and syrians can only cast their ballots in government held regions of the war torn country. syrian president bashar al assad caused his vote in his country's parliamentary elections $167.00 of the parliament's $250.00 seats are already allocated to his ruling baath party critics say the vote will create a parliament that will just be a rubber stamp for the president's decisions so why hold it at all as it wants to say i'm still there all i'm still controlling and this parliament in particular is

important for 2 things it will be the one you 2 would have to fight any question you should foresee here and it will be the parliament who has to just confirm the presidential candidates in 2021 at the polling booths voters who are more focused on the aftereffects of the civil war and stringent u.s. sanctions imposed in june or so that all at least we hope the candidates will be deserving of the faith with placing in the money syria has to return to what it was before leon and we hope we can overcome the sanctions said that syria can become better than it was you know with that 3 eyes on my. happiness this election is a constitutional right and the national duty we all have to participate and one of our most important demands from the parliament is to raise salaries and improve the living and economic conditions of citizens in iceland and with us in iraq. some
