is going to come from the capital markets this is a really unusual. situation in europe they're going to be basically issuing bonds and letting international investors buy those bonds that's how they're going to raise the 750000000000 euros that's going to fund these recovery efforts this was a very contentious. decision within the euro zone and they have fought over the idea of joint session debt issuance since. since the financial crisis so that's a really historic agreement for the euro zone and that's really necessary because a lot of the countries that need the money the most italy spain already have a lot of debt and if they were to issue this debt themselves they would have to pay a much higher interest rate so the fact that the e.u. is going to issue that that will allow them to get that money cheaper and it will get the money to these countries like italy which is specter to get about 200000000000 euros from the fund there are still questions about when this money
