of the huge jump across that's causing tension between nations. but concerns remain about. suppliers. welcome to the program u.s. marines have the what the american flag and u.s. diplomatic stuff have left the consulate in the southwestern chinese city of chengdu beijing ordered the closure. for washington's shutting down of the chinese consulate in houston u.s. secretary of state told the facility a center for spying. hundreds of onlookers gathered to watch the evacuation of the u.s. . china though many took selfies and waved chinese flags knowledge numbers of police officers plus a quick stuck to him. they provoke

a sort of gestures. so. the closure has stoked nationalist sentiment in china. but at the core you i improve the us close star consulate i think we should should there's 2 it has been said many times if we are to have a trade war something should have been done long time ago china rarely got aggressive by support china closing all of the u.s. consulates and embassy. what i fear most is that the u.s. won't just stop and that might get uglier here. with just hours to go before the departure deadline shipping containers were loaded up while signs were stripped from the building. the departure follows the closure of china's

consulate in houston texas last week and made allegations of espionage and intellectual property theft. the tit for tat diplomatic route marks an escalation in the tensions between the 2 superpowers over a range of issues including trade the coronavirus. correspondent. is standing by for us in trying to materialize how was disclosure been received where you are. here i am in front of this consulate over there next to the black gate you can see this sign that said consulate of the united states covered by by wouldn't panels and a lot of people are here they came out today as they have done in the past 2 days to have a look at this historic moment some people where i outright triumphant are joyous
3:04 pm
they said they were happy for the u.s. to go others were sad that it had come to the data point and many just with curious they said that something historical was happening in their city and they wanted to have a look at it but here's the whole important was the trying to consulate to the united states's diplomatic presence in china the u.s. consulate was probably one in there somewhere in the middle of the importance the u.s. have 5 consulates in mainland china and one from hong kong and macau and do is not where most of the business is the u.s. businesses are it is not as important as shanghai or quango but it is quite important because it covers a wide area of china it covers the whole southwest of china and it also covers

tibet which has a distinct political meaning so it was an imp. it was a step that china had taken that is about reciprocal towards the u.s. had done it the importance should be about the same level as the u.s. and consulate was to china as you mentioned this was indeed a tit for tat response but where does this leave the relationship between the 2 countries. their relationship is as bad as it has ever been this this is really a low point during the past few months we have already seen deteriorating this this relationship and this closure of usin consulate set off another deterioration we will see now what will happen next there is little chance that the relationship will get better before the elections in the us and
3:06 pm
then of course it will also depend on the outcome of the us as elections whether the 2 countries can move on and maybe take these panels down again and restart on a more positive note but is building good reporting from outside the former u.s. consulate in trying do thank you so much. now to some other stories making news around the world flooding in china has again caused extensive damage in central who were province floodwaters submerged drawls and washed away wiggles in southwestern chongqing heavy rains caused multiple landslides. and hundreds of protesters of lost in the philippines company in manila against a new and deter law on the same day the president brought people to address to congress in his annual state of the nation speech of the gatherings of more than 10 people a band on the corner of august destructions the justice said the government was

using the health crisis to mute widespread criticism. invited vietnam is back on high alert after an outbreak of the corona virus was confirmed in the city of donna and that's after weeks of nor new cases being reported the government has reacted quickly and started evacuating thousands of people. this crowded airport lobby is a far cry from the beaches of tonight but for many people summer holidays have now come to an approach and around $80000.00 tourists are being evacuated from the coastal city after at least 3 new coronavirus cases were reported there on the weekend. i was supposed to go back tomorrow afternoon but i'd rather fly home tonight the situation makes me worried but i will follow preventive measures by wearing a mask and having less contact with people in. the massive evacuation will take
3:08 pm
at least 4 days once at home travelers will need to cry on teen for 14 days to avoid spreading the virus people seem happy to comply. right i will strictly obey the instructions of the ministry of health as well as those of the government even if i am not immediately karan teamed i will submit my medical report right away. and so far that number has touted its success in fighting the pandemic the country has seen only a few 100 coronavirus cases and no deaths by applying tough measures now the government. wants to keep it that way. and here in germany dozens of migrant workers have become infected with the coronavirus on a large cucumber farm in the southern state of bavaria nearly 500 people are under quarantine and not allowed to leave the site it's the latest in
3:09 pm
a string of outbreaks to hit germany's food production sector. all 480 farm employees in mumming have been told they aren't allowed to leave the premises security guards are monitoring the current team period imposed after more than 170 of the seasonal workers tested positive for the coronavirus there were 7 new cases on friday and blanket testing revealed that the vegetable farm was the focus of the infections the district administrator moved to reassure the public. just like the high number of positive tests we believe that it's currently limited to a closed group of people in the last minute as the seasonal workers from hungary romania bulgaria and ukraine bus together from their shared accommodation to the cucumber crops ready for harvesting it said that hygiene standards weren't strictly followed the variant opposition parties see the state government is partly
3:10 pm
to blame there have been a lack of special measures in both slaughterhouses and on farms. however the various health minister praised the quick reaction of the authorities and called on the public to go for testing. therefore all so important in my opinion that the population here also gets tested so that if they want to travel they can then travel accordingly with a certified negative test which i like the test of and patient rising. throughout the outbreak the district of think of england is on the verge of exceeding the infection rates of 15 every 100000 people when a regional lockdown would be imposed is still unclear for more i'm joined now by did a political correspondent thomas sparrow thomas what more can you tell us about this latest outbreak in bavaria i mean how concerned are authorities. well thirty's are
3:11 pm
certainly concerned not only about this outbreak in bavaria but in general about these kinds of outbreaks is not the 1st outbreak we see which involves season 0 workers or immigrant workers we had for example previous cases in meat processing centers in western germany which were also matter of concern and now we have this case in bavaria which you describe are not such they say is indeed beer or something that can sons authorities in the particular case of area some of the measures that have already been announced include increasing fines when some of the measures violated or it also in creating means increasing the number of tests that are carried out those are specific measures that have been imposed in bavaria but as i say this is also seen here in germany as something that goes beyond but various something that also affects all of the other types of establishment cyc like these and also for example meat processing centers in other parts of the country and speaking of meat processing centers stormers you have that outbreak in
3:12 pm
western germany that was also a food production facility are supposed to root question is why does it keep pumping in food production facilities here in germany. if you osc critics they would say that that has to do with working and living conditions we saw that very clearly in the case of the meat processing center in western germany the fact that living conditions there of the seasonal workers were not good at all we also saw for example that they were working in very difficult conditions in closed encounters those were the issues that prompted authorities to present changes although critics say that that has come too late or the government and other authorities should do much more to try and deal with these kinds of situations we're seeing them time and time again and that's why critics point to the fact that authorities should be stricter when it comes to dealing with these kinds of outbreaks almost what is the overall situation in germany i mean is a 2nd wave of infections or review upon the country. if you're judged by what one
3:13 pm
regional leader had to say a regional leader in the state of saxony that 2nd wave is already there other politicians however have been much more cautious asking people to still remain vigilant asking people to still consider all those social distancing measures that have been very important in germany in the last few months we heard very recently today from a gold chief of staff that they are concerned about this possibility and in fact what they're concerned is not only about those regional outbreaks that i mentioned for example the meat processing centers but also the problem of people who have gone on holidays to other countries and of coming back to germany that is something that has been hotly debated here in this country particular whether those people have to have a test when they come back regional health leaders agree that they should have a test but those tests as of now be have been voluntary and what is being discussed right now here in germany is whether those tests for people who have come back to
3:14 pm
germany from their holidays abroad should be made compulsory that is something that is being discussed today that will probably be decided also in the next few days to debra's political correspondent tom sparrow thank you very much for that here's a look now at some of the other developments in the corner of a spender make the overall number of confirmed cases worldwide top 16000000 at the weekend that's according to figures from johns hopkins university u.s. company mcdermott has started a government backed vaccine trial involving 30000 people it's the world's biggest so far china has recorded its highest daily roi since april with 57 locally transmitted cases and hong kong so another 261 kiss is over the weekend and in the austrian mixer do sort of sunk wolfgang a new cluster of more than 50 infections among young workers in the tourism sector is causing concern. the u.k. meanwhile has reimposed bottom jeans for travelers returning from spain after the

surgeon for nobody is there it's a further blow for travel industry badly battered by the pandemic and for the budget airline ryanair it has posted a loss for the most recent quarter and it's warning that it may be in the red for the long haul. as europe's busiest airline group ryanair had much to lose from corporate 19 and lose did to that unit of 185000000 euros travel restrictions hit hard with. 99 percent speaking on the ryanair website the airline chief warned that his biggest fear was a 2nd wave. at this time we expect the for your traffic to fall by about 60 percent will fall from $149000000.00 passengers last year to best $60000000.00 passengers this year that would be entirely contingent on there being no 2nd wave of covert knitting in the autumn of the winter and obviously we've seen some recent spikes in

places like barcelona and that he's impacting short term bookings. those rising coronavirus case numbers in spain late the u.k. to reimpose a 14 d. quarantine for arrivals not decision dented travel stocks holiday company among them. and he said mesdames a government that biased against anything but essential travel and play a holiday however much we all love it it's not essential travel on the ground sometimes i wish it was and so we cancelled all our men and space program and we cancelled out tonight will because clearly it's a fairly fast moving and kind of creature and we don't know quite where we'll go next for ryanair bossie say the key to survival is cost cutting along supply chains and white spread mask wearing and hand hygiene on its flights but even those are no protection against a bumpy road ahead. let's check in with our financial correspondent joe to dylan
3:17 pm
who joins us now from frankfurt chelsea travel restrictions are coming back into force and lines are suffering what's the reaction been. it's been a pretty rough day for the travel in the airline market we have seen some pretty steep declines for almost all european airlines and travel stocks down between 5 and 10 percent so there definitely is a lot of anxiety what's really sinking in for investors now is that the road to normalization the road to recovery for the travel industry is going to be a lot bumpier than people had hoped for the e.u. started to open travel again and june into open next to external borders this month and that really made a lot of people optimistic that we could start seeing a recovery in the travel market sometime in the fall but now as we see restrictions
3:18 pm
coming back into place as of it case with the u.k. and spain that's really underlying underlining for these companies that they could at any moment see hotspots again and see restrictions again in the midst of folders the jet engine make a rolls royce screwed we're due to drunk but tocome. this is really part of the same story line so rolls royce makes makes engines for aircraft for commercial airlines for civil. defense as well so they're very very exposed to whatever is happening and the travel industry so the airlines are really struggling right now as they aren't seeing. as they're not forecasting a recovery any time within the next few years that's obviously really impacting the demand for the engines that they make so this is hitting them quite hard they've
3:19 pm
been downgraded to junk their stock it's really falling a lot but it's really part of the this broader travel industry trend so to do then you know financial correspondent in frankfurt thank you so much. now to some other stories making news around the world a cease fire has gone into effect in eastern ukraine moscow and kiev agreed to implement a full ceasefire between government forces and pro russian separatists earlier this month more than 13000 people have died in 6 years of conflict. saudi authorities have ordered the deeply enough islam's holiest site in mecca ahead of the pilgrimage because of the coronavirus muslims from abroad will be unable to attend this year for the 1st time in the modern era this year's event has been limited to only $1000.00 pilgrims from within saudi arabia. and somebody has

followed his ouster prime minister. in a no confidence vote and internet blackout followed legislators accused of failing to move the country towards democratic elections the e.u. says his removal undermined somalia's constitutional foundations. egypt if you're here and sudan have agreed to resume talks over the disputed high drew electric down that ethiopia is feeling on the river nile negotiations over the ground. have gone on for almost a decade so why is it so difficult to settle this dispute over how to share the waters of the nile here's small. this is the ethiopian grande renee sounds damn good for short. erected on the river nile mean tributary the blue nile it took almost a decade to build and cement to be part of ethiopia's transformation. roughly
3:21 pm
65 percent of the country is not connected to the power grid energy from the dam could more than double ethiopia's current output fulfilling its needs and making it an exporter. but the dems also highly controversial due to its location. the nile's main source the blue nile starts in ethiopia at lake tundra the river flows toward sudan and joins the rivers of the tributary that sudan's capital hard to him before heading downstream to egypt just being built here on the border with sudan near the blue nile source the demo catch water in its massive reservoir whose surface area is larger than that of greater london. this will inevitably have an effect on how much water flows to downstream countries egypt and sudan. egypt is home to almost 100000000 people
3:22 pm
who depend on the nile for 90 percent of their fresh water supply some fear that ethiopia will leave too much water in its reservoirs during periods of drought in danger and the flow downstream. that could leave egypt farmers unable to irrigate their lands causing major food losses. and all this as the effects of a worm and climate have already strained egyptian agriculture. to meet. the effects for sudan seem mixed one fear here is that the gerd could jeopardize the operations of sudan's own dams on the nile however sudan also sees an opportunity to get cheap energy from ethiopia thanks to gird and it could regulate water flows but it sometimes cost flooding these competing interests are among the reasons why negotiations over the dems operations have been difficult no comprehensive final deal has been reached but even with an agreement cooperation
3:23 pm
between egypt and sudan will be needed for the years to come. there are more projects planned along the nile and the effects of climate change and growing populations mean water could be an increasingly scarce resource. for more let's bring in william davidson he's a senior analyst for if you're here with the international crisis group he joins us now from disobey mr timson what is the mean the sticking point at the moment. where there isn't one sticking point but there is a sort of horrible category of legal issues which are proving hard to overcome and that also related to outstanding disagreements over some hydrological issues and to give an idea of what i'm referring to there as mentioned in your report there is a debate over how to manage droughts how to run a sums than would operate in the event of a drought so how much water will be released from the goods reservoir during
3:24 pm
certain categories of drought and then there are a number of legal disputes notably on the issue of arbitration so if there is a future dispute will there be 3rd party arbitration and to resolve it if it rejects that it egypt and so there are insist on it and then a major issue which really connects the all the other is if there are any future developments upstream of the good on the blue nile how will that be factored into any good agreement because it will impact the amount of water flowing into the good therefore there might be a need to adjust the agreement but a part isn't they do not agree about how to factor that in the agreement at the moment considering these sticking points which country needs to be more flexible out of the 3 i mean considering that this dam has been built on the ethiopian side of the border is it ethiopia that is to be a bit more flexible. i think everyone needs to be
3:25 pm
a little bit more flexible just make whatever concessions they find acceptable and will help to get to an agreement this isn't quite tricky this issue of arbitration that i mention that's a kind of binary greenman so looks like maybe by improving a 3rd party mediation process and other trust building mechanisms maybe the focus can be taken all that this betray sion with regards to drought management. has said that it wants it done in egypt to also use their reservoirs to combat drought so you know us who died in egypt had to do that can ethiopia come up some proposals for how that will work and maybe also egypt could soften some of its demands about the amount of water it once ethiopia to release from the good reservoir during times of drought ultimately everyone has the play that part. william davidson from
