dropping over 12 percent in the 2nd quarter it is the worst downturn on record. as the core of our as mutes festivities as muslims around the world mark the start of. this pandemic precautions are changing centuries old traditions for the faithful. i'm going to belfast welcome to the program hong kong has just announced that september's legislative council elections will be postponed by one year the vote what would have been hong kong's 1st since a controversial security law was brought into effect at a press conference in the last hour leader kerry lamb sides of the spike in coronavirus cases as the reason for the delay but opposition lawmakers accuse the government of using the outbreak to slow their pro-democracy movement has wanted

a carillon has to say at the press conference we are going to invoke emergency regulations all of your nearness in. sure to do laid off screen elections and uncertainty of course the main content not to. do. justice to some unknowns foreign only we have the support of the central government in making this decision or our correspondent t.v. kong is following events in. and joins us now from there. has just announced that the coming elections are being delayed what are the reactions to that. well for the opposition came they come the government's decision to postpone the election for the 1st time home calls history they criticized as like creating a constitutional crisis like from that perspective they think the government is
2:03 pm
making use of the epidemic to stop them from going to historic majority in the parliament which is what they have been like aiming for coming election the ration only so they want to gain power over the half of the seats in the parliament but that would be postpone right now also and also given the fact that many of them have been disqualified from the election so i think this is an on a clamp down on the opposition movement but on the other hand their rivals the pope beijing and pro-government politicians saying can this well come the government is there shows where they have been lobbying for that the late late because by citing qualifiers. make reasons and this is like a kind of a big surprise for them because many of their voters are elderly and the elder people who may not be able to come out of photos so this is what they actually yearn for it's the this uptick in corona virus infections really enough to justify
2:04 pm
moving an election back one year. well this time caroline is info came the colonial emergency law to postpone the elections so he's saying she's saying that this is a law. consideration of the safeguarding the public health and to deal with their public safety crisis and they're the emergency laws so this is controversial because this is the law itself is a piece of controversial that to say sure and when it has been used back to protest asked year but now the government is using it again to postpone the election and also the whole government is now seeking a directive from the beijing's just a church that they were asked they've beijing part legislature to step in to define how the parliament will be running in the coming year before the election they saw

the rise in 2021 so this will spark and the other political and legal controversy of. possible criticism of like another beijing state intervention into hong kong's local affairs. from hong kong thank you. to some of the other stories making headlines around the world today british prime minister boris johnson says his administration's. is halting plans to ease lock down rules for at least 2 weeks as far as an increase in corona virus cases in britain johnson also said a rule requiring face coverings to be worn in shops and on public transport will be extended to another in 2 other indoor areas. in the belorussian capital minsk tens of thousands of people have turned out to support opposition leaders for ghana to get off scale presidential elections there are only just over a week away the 37 year old is challenging the decades long rule of exam to look at

schenkel chooses the opposition of trying to topple him with foreign assistance. tropical storm is cyrus has made landfall in puerto rico high winds and torrential rain knocked out power and triggered small landslides across both but rico and the dominican republic forecasters are now predicting the storm will strengthen into a hurricane while moving towards the bahamas and the u.s. east coast. euro zone economies have been battered by the coronavirus pandemic across the eurozone g.d.p. plunged by a record 12 point one percent in the 2nd quarter as countries brought their economies to a virtual standstill from march to june spain was hardest hit with its economy contracting 18 percent marks the worst economic downturn since the survey began in 1905. more background on that we're now joined by michael
2:07 pm
hewson he's the chief economist at the c.m.c. markets in london and michael the 2nd quarter economic data paints a rather devastating picture what does this mean for europe. yeah i don't think it's really any surprise that these numbers will that we always knew they would be and you know they have been pretty bad with the weakest with the with the best number being germany at a 10 point one percent contraction but. they don't really tell us anything about where the economy is now and this is where i think most of the market's focus is and we've seen some big declines this week in european markets not because these numbers about we expected them to be difficult and they difficult it's definitely expect them to be disappointing it's really the key test for me i think is in next week's pay and it's because over the course of the last 2 or 3 months we have seen a rebound in economic activity in france in germany and in a city and in spain and as you mentioned spain in particular and his tourist season
2:08 pm
is 10 percent of their economy and while we've seen a significant rebound in french and german economic activity known most notably in services it's only in spain of likes behind and that is a real concern going forward with the rest of the sama the fresh quarantines that have been introduced by fronts and norway and the united kingdom with respect to fraught with with respect to spain really needs to be lifted very very quickly otherwise q 3 and the potential for of a shaped recovery could all matter finale's and i think that's where the primary focus is now not so much on the q 2 numbers which are bad but how good q 3 will be at the moment there are concerns it might not be anywhere near as good as we thought it might be but talked about q 3 in the near future how important is the european rescue package will that make a big difference those 750000000000 euros. politically it will it's a big step forward but unfortunately the money isn't going to be available until
2:09 pm
next year at the earliest all $27.00 member states have to vote on this package in their respective parliaments which means while the promise of this money is very very good unfortunately the reality of it is a long way in the a long way in the future which means the european central bank will need to be very proactive in keeping borrowing costs down in order to make economic conditions as easy as possible in the absence of a fiscal response. very briefly please what would be the economic impact of a 2nd wave. we're already starting to see the effects of that now and i think close attention to the services pay and eyes from spain and italy next week if they show no signs of going about 50 then the economic situation in those countries will get gradually worse michael hewson thank you very much
2:10 pm
thank you u.s. president donald trump drawn cross party criticism after suggesting a possible delayed to this year's presidential election trump who currently trails democrat joe biden in opinion polls has no authority to change the date which is set by lol trump later backtracked but continues to push claims and the increase in mail in voting due to the coronavirus pandemic would result in fraud. even for president trump it was a rapid u. turn after floating the idea of delaying november's election only hours later he was walking it back i don't want to delay i want to have the election but i also don't want to have to wait for 3 months and then find out that the ballots are all missing and the election doesn't mean anything earlier on thursday trump tweeted that universal mylan voting would make the 2020 elections the most inaccurate and fraudulent in history he called for the election to be postponed until people can
2:11 pm
vote securely and safely. the suggestion was soundly rejected on both sides of politics democratic speaker of the house nancy pelosi quoted the constitution which gives congress the sole power to set election dates even leading republicans distance themselves. never in the history of the federal elections have we ever not held an election and we should go forward with our election but we should we should have absentee voting but as mass just yelling out ballots without having any checks and balances without people requesting really brings concern in there but no way should we ever not hold an election on the day that we have. as the coronavirus surges in the us donald trump is doubling down on his attacks on 1000000 voting despite a lack of evidence to support his claims critics say he merely wants to distract from the pandemic and the economic crisis hurting his bid to stay in the white house. muslims around the world up celebrating the start of each of the feast of

sacrifice for many festivities have been massively scaled back over coronavirus can sons separate rites marking the end of the hobs pilgrimage and saudi arabia's holy city of mecca well so muted only a select few have taken pot compared to the millions who usually fall for a year. this is what mecca looks like now no sea of pilgrims instead only up to 10000 people already residing in the kingdom were allowed to participate in this year's hot an annual pilgrimage for muslims that last year saw about 2 and a half 1000000 people gather here from around the world. the coronavirus pandemic has also curtailed this year's eve the hottest celebrations on the 1st day of the 3 day festival worshippers in the world's most populated muslim country indonesia were advised to wear masks and maintain social distancing the country's religious
2:13 pm
ministry also advised mosques to shorten prayer ceremonies but yeah i think. this year's eve is very different from the previous years because we need to follow health protocols when we perform prayers like maintaining social distancing and we can stand close to each other or greet people another measure which i think is good is that we have to bring our own prayer materials so this is definitely different and there are fewer worshippers but i think that what i'm not up to much of a hole in the turkish capital istanbul the celebration also took place in the haga so fia for the 1st time in decades. that after the turkish government recently reconverted the former historical cathedral and museum back into a mosque. and in afghanistan a 3 day truce is being called between the government and the taliban just before the truce went into effect a car bomb killed at least 17 people the taliban denies any responsibility the truce is only the 3rd to take place in the last 1000 years and will last until the

i am not very creative yet but i would love to be considered an artist one day looking for new perspectives. or in no trade replaced but we can make doing things differently. come to a place where we reflect on society on. the total. there's been a lot of rage be it about toilet paper or masks the coronavirus pandemic sometimes results in aggressive behavior. and that has even led to death cringe bus driver filipe monkey or was killed by a group of teenagers after asking them to wear masks to get on his bus.
2:17 pm
uncontrollable anger seems to be on the rise in lockdown social distancing mask wearing uncertainty about jobs and the future could all of that be causing a pandemic of stress and frustration. welcome to you covered not in special here on the daily news i want to get jones very relaxed in the in the to have you with us i don't know if you've observed this kind of aggression in your daily life too but along the pandemic last the more people seem to be losing their cool life suddenly noticed more road rage when riding my bike through the lens is it just me or is there more of it my colleague james jackson went to find out. fights in the supermarket and harassment on public transport i've seen more and more videos on social media of fights happening in public and i've even seen some confrontations out on the streets so i spoke to a conflict expert to find out why is this happening conflicted all the conflicts that normally occur in everyday life are covered with an extra layer of stress this
2:18 pm
was the it was not me ability. to lynn's police union told us that social media doesn't tell the whole story while charges for verbal abuse have gone up 10 percent compared to last year charges 1st salts and bodily harm are actually slightly down some people sense a rise in aggression but others don't we meet him because him and a cashier has seen this new tension at work. but there were also people who came in and said no i'm not wearing a mask there was one time when we said ok then you can go shopping and the person got really aggressive. and it was she would have loved to work from home for a week or 2 as well to take a breather. yeah the israelis. one day i was sitting at the cash register and there was a moment when i had several customers nagging me yelling at me and then a colleague came over and asked me if everything was ok and then i really just fell
2:19 pm
apart a little bit. to this is. the this is. the stress caused by the current pandemic is affecting 50 percent of people in germany a survey found this stress reveals the rifts in our society that's one monday experience she wanted to stay anonymous because of the lockdown people always like people have to stay home and they just met and they're trying to blame once someone did trying to find a reason why this happened and they would say because of china because of chinese people are doing this because come from china that's why we're all in this together because of them because other asian in their eyes are sought like chinese and also included that the arch chinese people so now it's all just asian all together and yeah we got blamed for that. it went so far that mandy tries to hide that she's asian on the street the aggression caused by current often hits the most vulnerable
2:20 pm
experiences. let's hope that with the loosening restrictions people will be more patient with each other. and for more i'm joined by douglas fields he is a neuroscientist and he's also the author of a book called why we snap so let me start by asking you when was the last time you snapped. well i don't know about the last time but i was interested in writing this book provoked to write this book because i snapped when i was robbed and i fought to get my wallet back which is not what you should do and so i realized that that was a very dangerous response i wanted to understand is something in your environment can cause you to gage in an aggressive response or risk your life i want to understand how that worked so that's what led to my interest in the subject well i mean from europe savation because i mean today obviously we say that people are more aggressive now than they were before the pandemic but is this actually true or
2:21 pm
is this just opposite than. well there's no question that the pent pandemic is causing an increase in rigor and in aggression and it seems that almost anything can cause an aggressive response but that's not true aggression is dangerous and it risks your life and limb so it's highly controlled by brain circuitry very specific circus the thing to understand is that aggression is controlled by the brain's threat detection mechanism and it operates quickly without conscious deliberation and this pandemic situation is pressing on the circuitry and in fact there are only 9 triggers for aggression and these are controlled by different circuits in the brain this is the new insight that we're getting from neural science into this. the subject of aggression the coded pandemic presses on several of these specific circuits that cause a person to have an aggressive response right and this is also what you write in
2:22 pm
your book of balance you described those 9 specific trick as could you just briefly name that was switch trick it's obvious. yes there are scientific names for them i created a number on it called life mort's because it makes it easier to understand rather than the scientific terminology the most obvious one is the s in life mort's for stopped that's also restraint aggression on an animal or a person who is restrained or trapped will have an aggressive response to break free of that aggression we see this in the road you know when you are held up in traffic you get angry and you're ready to fight that you know you don't become bored or tired or something else that's because being held up. trips this aggressive response to break free of the restraint obviously being sequestered during the pandemic prevented from going about our daily activities this pressing on this s. trigger and provoking an aggressive response but but it doesn't they're doing it in the same it doesn't do it in the same way to everybody i mean not everybody is
2:23 pm
losing their rags it's just a few people so what's the difference. well we all have the same circus and we respond to the same triggers there are individual differences these are biological genetic they're also determined by a person's previous life history and experience so yes different people have different responses to the same triggers if i could mention 2 other triggers that i think are very good some insight into one that's less obvious is the trigger which is order in society social animals use aggression to maintain order in society human beings are strictly social are survivals dependent upon being part of a society and we use aggression to maintain social order all of our laws are mechanisms of controlling behavior with aggression imprisonment capital punishment taking away resources and fines and except drug i mean we we get angry at someone
2:24 pm
runs a stop sign because they're breaking the rules in the cove a situation people are feeling that their rules of society their freedom to travel associate conduct their businesses are being violated and that presses on the same triggers that cause riots right and another down the scales if i just i just mentioned these are obviously triggers that we will have to live with until there's a vaccine or. 19 hopefully people find a way to deal with it better than breaking things and getting aggressive really interesting douglas fields thank you so much for your time please try not to snack too much. all right thank you very much. now then time for more of your questions now and that means i would to a science correspondent to derek williams. why his germany being so successful and fighting kovac 19.
2:25 pm
germany's case they tally rate and it's over 200000 confirmed covert $1000.00 infections is quite low and and it has one of the highest recovery rates in the world most experts say that that's because the country got a lot of things right here in the early stages of the pandemic there was some luck involved i'd say the virus didn't strike germany massively and practically without warning like at that for example italy so so the country had a few crucial weeks to prepare and and that used them the political response to the looming pandemic was very swift compared to other countries one of the 1st tests for the coronavirus was developed here in berlin and it began to be used widely in the country very early on it didn't hurt to have a highly respected leader making decisions that people listen to among other things
2:26 pm
those decisions helped to protect the country's elderly which which many think is the big reason behind germany's low mortality numbers and the strong economy and the german lack of debt has allowed a more cautious measured reopening of society and the economy so so although there's been a surge in new cases in the last couple of weeks that some experts think might signal the start of a 2nd wave i think that in general most germans would view the national response at least up until now as a success. in general have we seen a low a prevalence of the fires. seen in africa. africa has seen over 850000 confirmed cases of coke 19 so far not that's a lot but it's still just a small percentage of the more than 16 and
2:27 pm
a half 1000000 cases confirmed worldwide is that all down to the under reporting boras there's something else going on i'm not an expert on epidemiology and certainly not for africa but reading into this i discovered a hypothesis on why the prevalence is still fairly low in africa that to me seemed plausible it said that the countries with the highest international exposure hold great weight countries have been the ones to be hit 1st and hardest countries like south africa and egypt well over half of the of the continent's reported cases so far have been from those 2 countries alone countries with fewer links abroad remained largely free of covert 19 in the initial months of the outbreak the experts think but know that the virus has spread to every country in africa many of them expect internal domestic transmission to begin playing a much bigger role and there are worries that as it picks up speed misinformation
