curfew came into effect the new measures are the country's strictest to date melbourne is already under a 6 week lockdown but the infection numbers are still rising victoria's premier has now declared a state of disaster. we cannot longer have people visiting out as we can no longer have people simply in about for no good reason whatsoever it is not an easy decision to mike but it is the decision that is necessary and that is war i have made it and that's why police will be out in force and you will be stopped and you will be asked then you will need to demonstrate that you are lawfully out and that you are not breaching that curfew the premier said people are not taking the virus seriously enough officials reported that one quarter of those who recently tested positive had violated the lockdown rules. authorities now have greater powers over

melbourne's 5000000 residents. additional restrictions for work places are to be announced on monday the latest day at home order will be in effect for at least 6 weeks. well for more on this story i'm joined by reporter pablo foley illyria's has in the studio with me hello to you pablo so why is it that the city of melbourne in particular is seeing such spike in coronavirus cases well the health experts have put it down to a relaxation of the rules which is sort of quietly led to a level of complacency with regards to social distancing we heard as well in the report there that people have been breaking many of the rules and also by the look they set so it's sort of the perfect combination for things to go wrong and we're seeing that exactly they're also the premier. he said you know at the moment they can trace a lot of the infections they don't they come to try start of the workplace or to

their homes so that's why it's such a worrying situation. well it is so much worse than in the rest of australia how other how are people elsewhere in the country responding to the events there they're incredibly worried obviously because here we are again it's sort of like taking a giant step back and there's a lot of reaction as you can imagine on social media in particular if you hear from those who were very critical of this decision it's quite interesting actually matthew guy he's from the opposition liberal party in victoria he said 5200000 the burnings now face a curfew no lockdown ruling small business and mental health every other state is falling now mental health is something demonstrations are taking very very seriously because like i said this is a massive blow for people and then there are also those who are also blaming just the general population. just thinking back to when. just a premier in one stage 3 locked in 3 weeks ago he said if people don't do the right

thing and numbers don't go down more dams are needed and this is what has happened so it's very much this combination this perfect combination for things to go wrong so these that's why these measures are in place well pablo obviously you are also aware this is not only happening in australia here in europe are also seeing an uptick in cases we've been reporting about germany which initially had such a successful response to the coronavirus pandemic we're seeing cases on the rise is it likely that europeans maybe need to learn from what's happening in victoria their behavior you would hope so and i mean the head of germany's disease prevention agency the robert costa institute came out actually and just said that the surge in cases in recent weeks was doing to people failing to follow guidelines the same is being said in spain the same is being said in france so we really need to make sure that we abide by what the rules are and that's not go down the path of victoria indeed did have

a reporter problem fully aliased always great to talk to you thank you. well we have some more now on breaking news the so-called islamic state has claimed responsibility for an attack on a prison in eastern afghanistan it happened in the eastern city of jalalabad where multiple gunmen battled security forces several people are dead and dozens more are injured the attack comes a day after a senior islamic state commander was killed by afghan special forces for the latest on this developing story i'm joined now by ali latif he was a journalist in kabul so ali what is the situation on the ground right now in jalalabad. so the situation on the ground is still hectic you know there are inmates from the prison that were released some escaped some turned themselves back

into security forces and there's footage of some saying that they skate for their own protection because they have no allegiance to the so-called islamic state group or to the toll of all in or any other armed group but they just had to get out of the compound and police special forces are there but what's really important about this attack is that these so-called islamic state forces are the ones who claimed responsibility as you said earlier their intelligence director was killed. actually just yesterday near the city of jalalabad and what's most important about this attack and the fact that these forces claiming to be done or the so-called islamic state are the ones that are claiming responsibility for it is that in november 2019 on president travel tending a heart the province was which was considered a major base for these forces and said that they had essentially eliminated all of within that province and essentially in afghanistan because that was their major stronghold in the country and at the time he said you know there are only loose

fragments left who are on the run who cannot stage major attacks and now we've seen just in the last few months you know they've staged an attack on a sikh temple in kabul they stage an attack on a maternity ward also in kabul run by myself which eventually led m.s.f. to shut down that maternity ward and now again in jalalabad a city which has been a frequent target of their attacks so you know it leaves a lot of questions about the security situation in of on its own and what these so-called forces are really able to. how they're able to operate and what it means that they were supposedly eliminated in november 200-1000. and now ali just quickly if you can is the fighting still ongoing or have the security forces the afghan security forces managed to to get them to stop. several of the attackers have been killed at least 3 of the attackers have been killed so far there is no

a role rockets and to bring them back to earth so yeah that box could be checked now so i guess you could say were you completely back in the saddle again well i know you have been observing this mission from the very start and we'll be watching it to the very end what are your main takeaways what has been the most exciting or important things about this mission over. well one thing it shows is that up until you know this flight particular well it's always been that only a government rocket and only a government capsule or spacecraft could take you can just face it what you see here now is a spacecraft go by a contractor on a completely commercial contract able to fly government astronauts that's in space station back and there's another one boeing is doing having spacecraft that will be able to do the same thing so who's kind of gone from the year of only government airplanes can fly you so where do you where commercial airliners schemes are going now we have that happening in space so
