3:00 pm
the at. this is v.w. news live from berlin concerned that the coronavirus is surging again in germany. yes it's a number so certainly alarming and we have to really really take care of that piece distancing wearing masks that's all. that plea comes as children go back to school and too many people to find social distancing a doctor's leader warns that a 2nd wave of the corona virus is already here. also coming up in bolivia people are dying in their cars from coke at 19 because overwhelmed hospitals are turning
3:01 pm
them away we have a special report. and spain's former king juan carlos is set to a fled the country amid a corruption probe he's accused of taking millions of dollars in kickbacks from a saudi arabian railway project. i am. i'm so much god i'm glad you could join us will there be a 2nd wave of covert 19 in germany ahead of the german doctors union says it is already here and a newspaper interview susana join us said there was a danger germany would fritter away the success if it changed so far the number of cases has risen steadily in recent weeks with over 870 new infections counted on tuesday said hospitals were prepared but urged people to stick to social distancing and hygiene rules and to wear masks. let's get some perspective on this story now we have toby escorts with us he's
3:02 pm
a professor of public health in epidemiology and director of the institute of public health at the berlin b.s. good to have you with us do you agree with the head of the doctors union are we seeing that 2nd wave now already in germany. well it's a little bit of a definition question the numbers are rising for sure a way if you can actually see over time when you have the rising and then decreasing which then has the form of a wave but yes the numbers are certainly alarming and we have to really really take care that we keep distancing wearing masks cetera are you worried that people are precisely getting tired of some of those restrictions on things like wearing masks and also a social distancing. will most people take it very seriously some are getting tired or don't take it serious and that's the issue and also in travel are travelers coming back as you know they're getting tested it's very important to take a test that because as symptomatic cases white now refer to increase the spread of the virus what measures you think should be put in place to stop a 2nd wave from taking over here in germany are further measures needed. i don't
3:03 pm
think at the moment for them it measures are needed but you really really have to take care of keeping our distance and wearing masks wherever you are in your school building all of this is also an issue that we have to very carefully watch how is it it's going and some of the states that are opening right now to schools you mentioned that other big challenge here in germany the fact that schools are reopening again yesterday was the 1st day back in the state of west palm arabia let's take a look now at a report on how that went. finally back where they wanted to be in the schoolyard with all of their friends for the 1st time in 5 months these children from john brinkman primary school in rostock can play together without a mask and without daring to social distancing roles. even hugs are allowed although not recommended this is on the. best of my it and i because
3:04 pm
we are allowed to sit next to each other again and we can see all our friends again i know. it's i i find it great because we can see all of our friends again and also our classmates and teachers or even my sister's very 1st day at school so that's really exciting it's all to destroy turk. just like this class all 11000000 german pupils are supposed to return to a daily school routine in the next couple of weeks a great relief for their parents as well but playing and learning so close to each other every day comes with a certain risk of infection that to make some teachers uneasy. as of course we're anxious it's not just school it goes beyond that. i'm thinking about my family my grandmother is $91.00 you don't want to be a carrier plus i have to be extra careful as my child has asked my.
3:05 pm
pastor with coded 1000 infections rising again in germany parents have mixed feelings about the new start to go this is a mother do this there's a degree of uncertainty you don't know where people have been on holiday. i'm glad it's starting up again the last 6 months have been exhausting. understood. distancing. keeping the kids at home even longer isn't an option for the school teacher. this recall is really important for the children and their families as well i think schools can restart despite the rising cases. for the most part everyone is trying to keep a distance even though some hogs just inevitable for the kids they hope to be able to continue their school year as normally as possible. ok to be a so i want to ask you about some of those points because we heard some of the
3:06 pm
concerns that kids could for example become infected and bring the virus home to their families so how worried are you that we could see a big outbreak of because of schools reopening. i think it's a mix of things schools and certainly an important point to travelers is another point of the mixing of all of these are raising concerns and i personally would like to see you after the children are wearing masks in school so that the risk is further reduced i also agree however that we need to reopen schools to get somehow back to 2 alive that is mencia ball and the parents can and can do their their work and their jobs so it's very problematic and we have to watch it carefully what we also needs to understand is that we will see cases kids will test positive at home only will test positive and then the question is what will happen after we have a plan b.
3:07 pm
the entire school needs to be shut down so all of these questions are very difficult to answer right now so we have to watch it basically on a daily basis and very carefully move along and just one more question what would your message to germans be of why they need to be vigilant as these weeks go on and as the schools continue to reopen. well in germany we have been very lucky so far so that was not a major hit in terms of major consequences as in other countries but we have to try very hard to keep these measures to not allow a further spread of the virus this virus is still out there to spiders is dangerous and we're seeing in other countries what the consequences of the virus can be and we should do everything to avoid as to how this guy can germany to be as quick to rector of the institute of public health at the charité berlin thank you so much for joining us. thank you ok let's take a look now at some other developments in the coronavirus pandemic the world health
3:08 pm
organization has warned there may never be what it calls a silver bullet for cover 1000 and number of vaccines are in clinical trials but it's still not clear how much protection they can offer of the number of coded 1000 cases in latin america has passed 5000000 it is the hardest hit region in the world right now australia is deploying the military to enforce new lockdown rules in the state of victoria anyone caught breaching orders to stay at home will now face hefty fines and mainland china and hong kong have reported fewer cases as stricter measures appear to be having an effect there the philippines capital manila and surrounding provinces are back under lockdown that's after health workers urge the government to bring in stricter measures because of a search in corona virus infections public transport has been suspended and most businesses must stay close for the next 2 weeks. a military checkpoint in manila early morning commuters must prove the have
3:09 pm
a good reason to be on the road again 28000000 people have no return to life in lockdown after coronavirus piece is shot up by a factor of 6 non-essential shops have been shut mass transit including taxis told to stop the price to protect the public is being felt by businesses. topic but we're badly affected because our taxes are not allowed to operate our daily expenses rely on our income here but there's nothing we can do except follow the government measures. restaurant owners to counting their losses it's taken we only but even that is a tough sell these days all over when you do a restaurant is usually food especially at this time sometimes there's even a long line of customers i know there are barely any i opened early today but i've only had 3 customers. that will. let you require an 100

saw domestic flights to and from manila abruptly canceled it's left hundreds stranded and wondering where their next meal will come from. we will definitely experience hunger in the next few days i can probably manage but not for too long and i'm worried about the children and we also have a pregnant woman with us. the main highway to manila much quieter than normal today with the greater metro area accounting for some 70 percent of the national economy the entire country will be hoping normal business is restored soon. let's check in now on some headlines from around the world in italy firefighters and volunteers are spending a 6th day battling forest fires in the eastern region of our boots on the mayor of the regional capital lakita said no one had been evacuated but contingency. plans weren't place if the place spreads closer to a residential area. and typhoon how he put made landfall on china's eastern coast
3:11 pm
early on tuesday bringing high winds and heavy rains it is now weakened and is being described as a tropical storm as it heads towards china financial capital shanghai. and bolivia the health care system has been overwhelmed by the corona virus pandemic most of the more than 80000 infections are in the capital apos where hospitals laboratories and funeral homes are close to collapse in just 5 days the police collected more than 140 bodies from the streets in this car a 68 year old man has died as a result of kovac 19 he never made it to hospital just a few hours earlier a friend and family members had tried to get him help at 5 medical centers but they were denied. because all the hospitals are full we were sent to the hospitals in la porte dogma and in court to houma he stopped breathing when we were underway and that's why we're here the dead man's sister says her goodbyes while the police
3:12 pm
examined the corpse. and officer hands over the death certificate since the coroner hasn't turned up the officer says people aren't just dying in their cars they're also dying on the street and at home hospitals are at breaking point and it's becoming harder to access treatment threat even even while searching for help people often go from one hospital to the other some of them die in their cars are department records deaths that occur in private vehicles and on public transportation but out of this if you go bolivia's currently in the community transmission phase santa cruz la paz and cochabamba are the worst affected regions the average age of death is about $75.00 with more men dying than women. rebecca's father died in his home because no hospital in an alto would admit him. and
3:13 pm
we can do is bury him that's all we can do my father's no longer with me. these stories of being shuttled from hospital to hospital are repeated every day joining the pandemic and there's no end in sight cemeteries are almost full and funeral parlors have run out of coffins. this man complains that he had to say goodbye to a family member in a particularly painful way. they simply put him in an improvised box you can't even barter with them about the price saying you're willing to pay for better but there is nothing else than. family members aren't even allowed to enter cemeteries and they have to say their final goodbyes from a far touching flowers at the perception of cars bringing in the bodies for burial and every day police pick up an average of 70 bodies from the streets 85 percent of them infected with covert 19. for more on the story we have have yet to give us
3:14 pm
from you latin america with us high have yet those are really troubling images what do we know about regional differences and fatalities well as far as the official figures go we could say that the urban regions the most populous cities like santa cruz and the which is adjacent to the us are the ones that are most affected but let's not forget that on top of the hospital crisis we also have a crisis in the testing abilities of the government and in the management of statistics so we really don't know to what extent does a spread out throughout the country and unfortunately the images like those of corpses on the street that come from many parts of the country are probably a more reliable source of information to know what's going on in the country than the official figures while many bolivians are desperate some are turning to chlorine dioxide which is a toxic disinfectant to treat the virus i mean how where authorities responding to that. well the official position of the government and of the health ministry is urging people of course not to take it but let's not forget that there is
3:15 pm
a political problem in bolivia as well a political crisis actually where there is only an interim government and the opposition which holds the majority in congress just passed legislation that's a populist move to help people out that allows for the production and sales of that substance so people are taking it and that is of course a major problem because of 2 reasons 1st of all because bolivia let's not forget has a high indigenous tradition which reliance on alternative medicine in general so they are more prone to maybe not going to have an official doctor if you will in general and the 2nd big problem is that we have a country in bolivia with more than 30 official languages so getting a message across like do not take this medication or wear a mask or prevent the covert spread is more difficult than in other countries we mentioned the political crisis in bolivia i mean what is the political fallout been from this well there is a big political fallout the 1st and most tangible thing is that the election that should have been held in september has now been moved to october we don't know if
3:16 pm
that's actually going to happen and in the meantime of course there is political confrontation and this is a very important problem because in this whole coronavirus crisis trust in government is key you have to trust the authorities in what they are telling you and the opposition which holds the majority in congress and also the majority of intention and votes they have to discredit the government that is their political role they have to say these are the guys that are responsible for this and listen to us so that imminently leads to a confrontation of positions and leads to confusion among the population we are seeing more protests also riots for example in prisons where people are getting infected and this all contributes to that mistrust in the government that ultimately causes deaths and harsher spread of the virus and what do you see the government doing to battle that issue of mistrust among the population well they are trying their best but let's not forget that in the government itself we have seen. the interim president is infected with the virus as much as a ministry or a minister is also. spreading the virus so it is very difficult to gain the
3:17 pm
confidence especially because they are also losing in the polls and i think the only real solution would be an election to regain the trust of the population how do you give us from d.w. latin america thank you so much for sharing that reporting with us. now spain's former king juan carlos is reported to have abruptly left the country his departure comes amid a scandal over alleged illegal payments linked to a railway project in saudi arabia in a letter to his son king philippe the former monarch said he was leaving spain's self and if it could work on hinder the scandal. the news was rocks by juan carlos the former spanish king is going into exile it's not been announced where he's heading he says he's done so to protect the monarchy from scandal but his decision his outrage many spaniards. this is really bad he should pay the money back. it's
3:18 pm
a heist you decision he should stay and defend himself in court like the rest of us . prosecutors have long been investigating kwan colace the monarchy is facing accusations he took a kickback from saudi arabia when spanish companies won a contract to build or brow way between mecca and medina there the king's former love a current it's a sign of it can stein is suspected to have received the broad money spanish journalists were given late types with helping to hide the some. but the king made a fortune especially in the united arab emirates and the gulf states and also saudi arabia. he kept it gifts and donations and then he set up an elaborate financial structure to conceal that money. saved up i don't see it. that republicans have been capitalizing on the royal scandal by organizing protests against the royal family they're hoping spaniards have had enough. of the
3:19 pm
corruption doesn't just involve a few bad apples demonstrating against the money he has a corrupt system of innocence and they want to. punk carlos allegedly continued to finance a lavish lifestyle with the laundered money after he abdicated the throne he could still face charges of the matter but now he's put a little distance between himself and son king philippe and between himself and prosecutors. pablo foley is covering this story for us hi pablo how is this news going down in flames well as you can imagine it's all people are talking about today it came in some ways it wasn't sort of much of a shock because there had been sort of rumors of something big bad to happen but actually there are signs of the spanish prime minister is speaking at the moment to the nation he hasn't spoken yet about the king but of course the journalist will be
3:20 pm
on that as soon as they can but politically speaking this has caused a huge amount of division which as a spaniard comes as absolutely no shock the governing coalition party have had a sense of the socialists and have defended the decision of the former king and leaving the country they spoke of how important he was for the country but then their coalition partners put them most said that it's essentially a disgrace the fact that there is this investigation into him taking place and he's left the country then of course other big parties such as the people pulled out of a conservative state by and i know same thing but then in qatar when yet they've said that the current king so this is son can philippe should not the case well there's also been a lot of speculation of about where can one is right now and some people have said that he's in the dominican republic has that been confirmed well a lot of the big spanish dailies are saying that he's already there that he's staying with. a close friend of his defunct whole family who own a. sugarcane magnate and also owns this luxury resort which is where he's going to
3:21 pm
be staying allegedly in trouble there this is what they're saying through portugal and that potentially speaking so the newspapers are saying he's going to split his time between the dominican republic and portugal let's not forget the king juan carlos spent part of his childhood in portugal when the royal family was actually in exile during the franco dictatorship following the civil war so at the moment a 1000000 dollar question where is he there claiming he's in the dominican republic but we don't have confirmation yet neither the government nor the spanish royal family what. does all of this have on the royal family this is huge because once again the spanish for royal family are embroiled in yet another scandal obviously the spanish supreme court investigating juan carlos is already big news in itself let's not forget that his daughter and his. daughter's husband is in prison spend time in prison and of course. it has got a difficult issue at the moment which is trying to deal with all of this and distancing himself from all of it and his mother so everyone kind of his wife is
3:22 pm
staying in spain that's what we do know but it's you know putting many questions in place in a country that at the moment is dealing with a serious health crisis and economic crisis and many people are saying it's not the time now to enter into a constitutional crisis but what about the spanish people and their relationship to the world family is there a rethink there once again sumeet spain is a very divided country on this issue and you will find people who may surprise you sometimes that they're so pro royal and then others who will be very much in favor of spain becoming a republic and it's very telling when you look at the political setup of spain have some of the parties are standing by the former king juan carlos others are saying that it's terrible and they really should you know he's another person another average person in spain that he should face you know the judicial system like anybody else so as you can imagine a fierce debate going on today i've been having plenty of debate even with members of my own family all right interesting stuff our reporter pablo thank you so much.
