oh. this is c w news live from berlin a storm that could trigger unserviceable surges hits the u.s. state of louisiana hurricanes are almost doubled in strength as it approached the gulf coast half a 1000000 people have been forced to flee their homes. also coming to our troops. you won't be safe from joe biden in their. view was vice president mike pence warning voters head of november's election and making his case for another 4 years of president trump plus and speaking as police armored vehicles were sent in to
10:01 am
deal with the on breasted notion of wisconsin the national guard is also to be deployed in the city which has been dropped by demonstrations over the police shooting of the blacked out i'm a new zealand mosque terrorist will spend the rest of his life in prison without the possibility of parole the victim's relatives celebrate justice being done. i'm sorry kelly welcome to the program a category 4 hurricane has barreled into the u.s. state of louisiana forecasters warn it could be one of the strongest storms to ever hit the country hurricane laura made landfall after almost doubling in strength over 24 hours low lying air. he has had flooded meteorologist say that the storm
10:02 am
will continue to have a potentially catastrophic impact as it moves across louisiana and texas around half a 1000000 people have been ordered to evacuate. let's bring in dave now found he is a needy yalit needier a lot needier a lot of logistics scuse me on. t.v. a new orleans louisiana dave what's the situation right now oh right now again i can only imagine the incredible devastation that's going on in southwest louisiana right now the storm is sitting right over top of lake charles they are in the eye of the storm and the hurricanes as they work the ice they call part of the storm but all around it is the i was and that's where you just incredible winds the storm made landfall at 1 am central time here in louisiana down in south cameron louisiana with $150.00 mph winds that is roughly about say 240 kilometers
10:03 am
per hour with those winds are just incredible now to wind with this and then next thing we're looking at is just incredible number storm surge coming on and we're talking potentially anywhere from 15 to 20 feet of water coming up there through parts that we see in the area and this is going to persist here through the morning hours here locally i'm a big warning for you guys but we're looking at this continuing as we go forward here to the next few hours which just incredible credible we get rain for those areas there are just about 200 some miles away from me and sometimes those surges dave i mean they they come in quickly they take people sometimes by surprise people have been ordered to evacuate therefore have they. they have and those that don't have the means to evacuated we have the national guard locally here but we see any texas national guard how to them to get them out with buses trying to get people out as much you try to get the warning out as much as we can this is nothing to
10:04 am
really mess with you really really need to leave and take heat with that as we see it is no stranger to hurricanes and stronger against but this one it is likely from what i was able to research the strongest hurricane or tied to be the strongest hurricane ever to hit what we see but there's 150 mile per hour winds it goes back over toward a storm that came back in 1856 the last time storm this strong hit our state so it's been a long time we've battled big ones like hurricane katrina in 2005 hurricane rita almost the exact same location also in 2005 but this one definitely is going to be the worst ever so dave what is the timetable look like that for the storm. so now that it's only don't continue to wrap up the weekend which is great news but it's going to work its way north head up toward the city of shreveport louisiana which still may have hurricane force winds they are crossing into arkansas and eventually work its way across the midsection united states or moving out into the atlantic in
10:05 am
the may try to restrict and there may not be a tropical system just a big gale type storm out that way but this is going to produce a significant amount of heavy rain for much of the united states we're talking about 28 threat as well to help there to date tomorrow even on into the upcoming weekend crackdown here in the world we've lucked out with this one just a few days ago we were hit by tropical storm marco that went dissipated fairly quickly which is good for us not much of an impact not a huge impact from this one here cross the new orleans area maybe some bands a raves a gusty winds coming in maybe some street flooding issues but we're not going to see this one going away until it gets atlantic ocean which what happened this weekend and i thought certainly with the people who are impacted by this massive that's the stork storm dave nussbaum bringing us up to date thank you. rick. well republicans in the u.s. have mounted a robust defense of law and order on the 3rd night of their national convention it
10:06 am
comes as the nation faces new tensions following the shooting of jacob lake a man in wisconsin vice president my pants was the keynote speaker warning that only president donald trump could hold order he said that americans didn't need to choose between a lawful society and standing up for african-americans trump then joined him on stage making another surprise appearance gave his acceptance speech later today on the final night of the convention. of hear more of what mike pence had to say the violence must stop whether in minneapolis portland or can no show too many heroes have died defending our freedom to see americans strike each other down we will have a law and order on the streets of these countries for every american every race and creed and color. and let's get more we are
10:07 am
joined by peter wallace so day 3 of the republican national convention the message very clearly law and order here what were the main takeaways yeah absolutely that there was no clear message. then law and order in fact he said law and order are on the ballot it was this really painted this really dystopian vision of america if the democrats when he you know painted a picture of a country cloaked in darkness and chaos and say you won't be saving joe biden's america also saying that the choice in this election is whether america remains america if you then turn around and he preys on trump that's really one of the things he does best you know touting the economy that's been faring well until the pandemic and he also did what a lot of other speakers have not done which was to actually talk about the coronavirus. he praised the administration's efforts which he has helped lean in
10:08 am
also said that they're on track to have the world's 1st 1st safe effective coronavirus vaccine by the end of this year. there was some speculation that penn's foot may be used to stage to try to set him up for a potential run in 2024. and there were really moments where he it was felt like he sees that opportunity to not only appear vice presidential but really presidential for instance when he reached out and express his support and and you know condolences to people who are now in the path of hurricane laura. i think you know supporters will be very happy with this speech and if you don't care about facts it was objectively speaking i think very solid speech. but it really captured i think the as sense of much of this convention which is you know paint. the american the way that trump would like to see america not the way that
10:09 am
a lot of americans feel it really is let's have a look at the way that america is right now the way that it has been the past couple days the past couple of nights in connection with constant in the wake of jacob blake a black man being killed by police there protesters on the streets sometimes unrest let's have a look and then get your reaction. the streets of an ocean are once again tense as police in armored vehicles attempt to keep the peace for another night of protest against the shooting of jacob blake they're now getting back up from the national guard and federal agents. after a traumatic escalation videos taken tuesday show demonstrators trying to disarm a man then he starts shooting hitting several people and wounding 2 of them fatally the alleged shooter then approaches police with his hands up but they do not arrest him and he was only captured a day later in illinois what happened yesterday night. 2
10:10 am
people were shot and killed the 3rd person was shot and seriously injured the killings came on the 3rd night of protests that have rocked can osha since sunday then police shot blake in the back wounding him at the scene of an altercation authorities have now released more information about that incident. officers attempted to arrest jacob blake 29 a law enforcement deployed a taser to attempt to stop mr blake with a taser was not successful in stopping him mr blake walked around his vehicle opened the driver's side door and leaned forward while holding on to mr. officer. fired his service weapon 7 times. blake is being treated in hospital and his family say he may never walk again. the u.s. justice department says it is launching
10:11 am
a civil rights investigation into the incident but for now the protests show no sign of relenting. and we have seen this and so many said he is there you know outrage on the streets over systemic racism how is this impacting the run for president well in many ways we've seen the candidates in the parties drift even further apart than the war to begin with i mean we're really seeing very opposing visions for america you look at the republicans we talked about law and order they've shown very little understanding or sympathy for these protesters what they've done instead is rather to you know launch a campaign of fear is specially white fear you know a strategy that worked very well for richard nixon back in 68 when when he was elected president where he painted a very you know still be an image of you know crime infested cities suburbs going up in flames and not so subtle ways you know dog whistles that paint black people
10:12 am
also as really a threat to the well being and the security of white people. the goal is exactly that to try to win a white suburbanites many of whom they lost during the midterm election 20 teen. so that is one of the main goals for republicans here on the other hand you have the democrats you know the party that is pinning is help a part of that community and heal america these wounds that we've now seen being cut all too deep by these past protests and and the shootings you have you know come all the harrisons vice presidential candidate who's going to try to also bring all these different parts of the other 2 to be the you know the head of racial justice and it's really hard to say which message is going to be more effective both sides say that they're very enthusiastic on his action in this aspect but they're it's a polarized. country and what you've highlighted there is actually some efforts to
10:13 am
deepen the polarization in order to gain some votes. where does all of this leave america know exactly the there's very little united about the united states right now you know politically it's the most divided that we've seen the country since the civil war. if anything they're going to do then they're in talking isn't for each other and so. what these why don't we diverge emissions over the direction that the country should be headed you don't see a lot of room for compromise or moon is even if it does make you wonder unless either side when resounding we how are they going to get anything done and would even accept defeat unless it's a resounding defeat. thank you. with constant is home to the n.b.a. team the milwaukee bucks who boycotted their playoff game on wednesday in order to protest the shooting of jacob blake the bucs have been due to face off against the orlando magic justifying their walk out they said that they were demanding justice
10:14 am
and police accountability teams across the league backed the decision the boycott prompted the n.b.a. to postpone all playoff series games on wednesday and thursday. and the action had a ripple effect across u.s. sports as teams in major league baseball and soccer joined up or caught not only teams were demonstrating also against the solidarity tennis star naomi of soka announced that she would not play in her semifinal match in the western and the southern open to quote protest the genocide of black people by police the former world number one said that she hoped to get a conversation started in a majority white sports. let's take a look now at some other stories making news around the world emergency workers in northern afghanistan are searching for the survivors of flash floods that have killed more than 120 people and injured hundreds more authorities fear that many
10:15 am
people are trapped in the rubble of collapsed houses around 1512 things have been destroyed by these floods. police in belarus have detained dozens of protesters rallying in central minsk it is part of a widening government crackdown on demonstrations in the aftermath of the country's disputed presidential election the august 9th poll saw president alexander lukashenko win a fixed starman office protester say the result was freaked. the man who carried out deadly attacks on 2 new zealand mosques last year will remain behind bars for the rest of his life the high court in christ church sentenced britain to rot to life in prison without the possibility of parole the white supremacist admitted killing $51.00 muslim worshippers in new zealand deadliest shooting outside of the courthouse relatives of the victims and their supporters
10:16 am
welcomed the verdict it's the 1st time that the country's courts have handed down a life sentence without parole. and it's got more i'm joined now by peter mckenzie he's a journalist in wellington this unprecedented decision here was it expected. it was expected this is by far new zealand's most significant and did 2 murder the most comparable was in 2001 when william bell murdered 3 people in ours say and received a life sentence of 30 years without parole so obviously an order of magnitude more significant here are my symptoms without parole as a result was expected. how was it received in new zealand with a huge amount of really throughout the 4 days of the sentencing process is significant crowds gathered outside of the courthouse and upon hearing the sentence being
10:17 am
passed down today those crowds broke out and cheer songs and celebration many of the victims had called for as in terms of this nature some went further and called for the reinstatement of the death penalty so it was a huge predication to those victims and survivors politicians and public figures around the country are also broken and the new prime minister disorder of burns it will be a relief to know that the shoes are already would never see the light of day again there's a huge weight off your shoulders one of the big fears especially on the part of you know this survivor is that the family is is that the shooter would take the opportunity to speak before the court he chose not to just walk us through how all of that played out. so that was the major concern throughout the entirety of the criminal process that the shooter has gone through that march or
10:18 am
that it was warranted the shooter would plead not guilty to the charges or in a lengthy. criminal suit criminal system process for reasons which remain unknown which are the source of a significant amount of speculation the shooter chose to plead guilty after an initial not guilty plea obviating the need for that lengthy process and he remains the movie silent in this week's sentencing course it's only commenting or even reacting very briefly his only comments in today's wide although the sentence as you can see part of this was through his his court appointed lawyer who said that he will not continue the last sentence that was handed down. peter mckenzie journalist in wellington joining us with a view on this historic verdict the terrorist behind the christchurch massacre sentenced to life in prison without parole thanks for your insight.

well here in germany authorities are considering changing coronavirus testing and containment strategies that were brought in only this month despite those strategies the number of new cases continues to rise although there are far fewer than at the height of the lockdown back in march chancellor angela merkel and the premiers of germany 16 states are due to hold a video conference to discuss possible changes to their approach the weather in germany is already giving a hint of autumn and that means the beginning of the flu season and a possible 2nd wave of covert 19 the government wants to avoid a new spike but it also wants to keep anti coronavirus measures flexible. the virus the stain or make the situation is to make the strategy is clear we wanted to get it under control health ministry and span wants to scrap compulsory tests for holiday makers returning from high risk countries with more than 800000 tests per
10:20 am
week capacities and the strain after the holiday season the minister wants to return to a strategy that combines testing with quarantined measures. for the holiday season we'll do more targeted testing of people with symptoms or contact to covert 1000 patients as well as nurses doctors or care recipients of. the varian state premier marc was has already made it clear that his state will stick to my test even after the holiday season. we were surprised there 2 weeks ago when data retests for risk areas were introduced from one day to the next and now they have to be done away with although there are more and more risk areas but it doesn't make sense. the regional leaders disagree on this point but together with chancellor merkel they want to define at least one line of action where they stand united that could be higher fines for people who don't abide by the rules most
10:21 am
people in germany are in favor of the government's corona measures others are planning to rally against restrictions but for now anti coronavirus mass gatherings have been banned by the authorities. and let's cross now to g.w. political correspondent nina was covering this story for us you know why is merkel meeting with the state premiers now what's the urgency behind this. well the last such meeting was back in june so 10 weeks ago is quite a time at the time numbers were going down uncle america had had several regular meetings with the state premiers but then the numbers started going down and ultimately also it's the regional leaders who are in charge of public health search he pulled out a bit but of course now the numbers are rising again and also similar problems are being treated with in very different ways there's a very different fines when it comes to not wearing a mask for example so angle america wants to get everybody back together at the
10:22 am
table to discuss these matters and of course the meeting comes at a time when that debate is in full swing about protecting people's problem people's health but also infringing people's freedoms and we saw that debate pick up steam yesterday when a large scale demonstration here in berlin that was planned for this weekend was banned so what can we expect a heated discussion that's for sure because infection levels vary greatly between the 16 individual federal states and so not everybody feels they need to be a strict as each other and so there are 4 main points on the table one is lot scale events they will probably stay bans until the end of the year then the 2nd question i've already mentioned the issue of fines how much should somebody have to pay if the court not wearing a mask for example in a supermarket then there's the issue of private gathering should there be a nationwide limits to as to how many people can gather in a garden or
10:23 am
a home for example and then last but not least how do you deal with people who come back from a journey to a high risk area will this continue to be in the hands of the states or could we see a national containment strategy emerging. germany has fared pretty well with its strategy of deciding nationwide overrule lines that everybody has to adhere to and leave the details to the regions but of course now when it comes to issues where the problems are very similar it's really not something that you can explain to voters why do i have to pay $20.00 euro somewhere and then $500.00 euro's elsewhere for the same violation of the existing rules so this is something well i'll try and find a common line and possibly even. common rules but then when it comes to private gatherings the leader of a state with very low infection numbers has said that she's not going to tolerate
10:24 am
limiting people's freedom in that way and that she says it would just be too difficult to explain to people why they would infringe their freedom so much heat of using a house with a view from germany where the number of new cases are on the rise thank you. less than 3 months after joining take talk with great fanfare kevin mayer is quitting the chinese own video app take talk has been under strong pressure from washington the top administration says the take toxic owners that bite down ties to china make it a national security threat and mayor was streaming chief at disney when he joined take talk in june as c.e.o. of microsoft and oracle are currently just in order to buy the company which has not stopped over 2000000000 downloads in less than 4 years. it has robbed what is on the story he joins us now here in the studio so tell us there's a really big political story behind this resignation is there yeah i mean this is
10:25 am
one of the main front now in president trump's battle with beijing it's the might of the white house versus an after case in that as you say has had 200000000 downloads around the world what it all hinges on is the white house's fear or its claimed fear that. he somehow national security threat it doesn't like the idea of a chinese owned company having data from hundreds of millions of americans mainly young americans around 200000000 young americans are are on the app so it's launched this offensive against to talk it's told to talk that it needs to be this is parent company needs to sell its u.s. ome all they're going to ban companies from dealing with it so that's the backstory why is mayor resigning what he's a really big deal in corporate circles is kevin may i mean he was the head of streaming at disney until just a few months ago there was talk of him becoming the c.e.o.
10:26 am
of disney as a whole but he left so that he could help these brands to expand globally but he says that's just not how it's turning out i mean in his statement to employees it took talk he says in recent weeks the political environment to shop chain. i understand that the role i signed up for including running tick tocks global markets will look very different as a result of the u.s. administration's actions to push for the sell off of the u.s. business so he sees it becoming more of a china focus business and less of a global business real quick rob is it going to be sold you think i don't know but we will know in the next few weeks there's this executive order from president trump giving american companies just a couple of weeks to stop working with to essentially set a deadline so we should know in a few days if not weeks rob watts from business on the tick tock story thank you. you're watching t.v. news coming up next my colleague tim sebastian grills former u.s.
