i mean we don't we can't lie around just because there's smoke we have to work on the fields cut the hay there's smoke everywhere you can't hide from it. people here have accepted forest fires as a fact of life but if they're ignored they threaten to change the landscape and ecosystem in russia's arctic beyond recognition. live from berlin german chancellor only america holding a video summit at this hour with the premiers of germany 16 states to decide whether to change german strategies for testing and controlling the coronavirus the current system was only brought in a few weeks ago but the number of new cases keeps on rising so a rethink is considered necessary in berlin. machall wants a more unified approach cross the nation that would also mean tightening the rules such as limiting the number of people allowed to gather together and finding people who failed to wear a face mask for example in shopping or on public transportation. our
4:01 pm
political correspondent nina house is following this for us is with me in the studio now we're still waiting about more than 2 and a half hours now to hear from the chancellor what are we've been talking about the sticking points why would this be so controversial at this point we had current guidelines since march why is it still an issue because the situation has changed america held tell us summit with the recent leaders back in june and then infection numbers went down in germany it seemed like you had the situation under control now they're beginning to rise again we can tell that autumn is in the air the winter is coming people get most sick in winter time than they do in the some of people spend more time indoors and also if she left it to the regional leaders to find solutions and to come back to develop their own strategy but now they have very different solutions to very similar problems and she wants
4:02 pm
a more coordinated approach germany is of course you know a relatively big country it's very different role there is a bigger urban areas up until now we've been talking about a subsidiary going down to local region the local smallest possible area to for solutions now we're talking about a national solution that's a big change. and i would say that the overall strategy still applies because. of course also for the because of the legal basis. over all the federal system you know the responsibility for public health still lies with the regions so of course they're independent they can. degree they can deter from the national strategy but akhil does want to make it clear that there are certain things where the situation is so similar that it's just hard for people to understand why they should not. pay a bit of money if they're not wearing a mask somewhere but somewhere else paying hundreds of years and so this is $1.00
4:03 pm
of those details that discussing at the moment about it we're hearing we're not the only ones waiting we say like it's news on the ground as we're texting and she says apparently the little details it's not really a big of a whether to make to overrule the strategy completely but the little details i would counsel to make it clear to the germans that they can still trust that authorities there looks like there's some progress on this one fine unified fine amount for people who aren't wearing the mask in public transportation and in supermarkets is that going through the 50 euro fine for people who are not wearing the mask just sounds as though it has with the exception of one state in the east where the leader of that state has said it's going to go with you because i have to be on hold. and he interesting me he comes from the same political party as uncle of acol so this is not a political power game you know where people want to display that power against
4:04 pm
the opposing party you know it's really about finding what makes sense and of course you know he is faced with a lot of people in his state in particular who is saying we haven't had any cases so what are you talking about what's the cincy why are we not allowed to meet our friends anymore in our private gardens you know and do a big. if we want to do we do and so this this question of striking the right balance between protecting civil liberties and preventing high infection numbers that we saw earlier in the spring in a that is something that trying to discuss relatively speaking german has been doing a pretty good job. of meeting that balance of walking that tightrope when we look at section on hold it's a very rural area and parts of that state why is the state premier there not lining up with the other 15 what's what's his particular issues even election coming up or
4:05 pm
what's the situation there everybody has an election coming out of those the election next year jevons are going to the polls i'm close made it clear that she's not going to run again as chancellor so of course there is also the chance he is develop your own political profile and you know michael is going to leave a big gap so people are beginning to try and present themselves as the real defend of their own people and those interests where are we right now in terms of requirements for masks of physical distancing electical physicals of social distancing i like to think remaining social through all of this where is germany lining up do people still want more rigid regime for the masks or is there a sense that it can be loosened there are a couple of agencies who conduct those polls and i asked germans regularly every 2 weeks how how do you how do you find those corunna measures and the most recent poll that i saw was from earlier this week with 87 percent of people agreed with
4:06 pm
measures such as wearing of mosques in supermarkets and on public transport it's other questions where people say yes actually you could do more when it comes to finding people so you know there is general generally speaking there is massive support for how the government has been handling this pandemic also because. there is some sort of a competition going on between the regions here in germany you know every regional ada is trying to develop the best strategy and then other people because they are what is he doing seems to be working on might just copy that. leading to good results oh ok result about copying that what is the sense here in germany broadly speaking about what needs to be done we're seeing an increase of one call of a spike an increase in numbers is there a sense we need some more guidelines we need to do more social distancing physical
4:07 pm
disease can be where the masks you know cut down on big gatherings what's the sense in the nation as we watch numbers reiss. german still broadly speaking listen to the viral exists and the scientists and they're saying ok the scientists are saying the virus is here to stay with still in the middle of the pandemic that is something that is still common knowledge they're all voices who are creeping out saying. show me prove to me that the virus really does exist as you have in other countries there is also this antique or an image of movement here in germany but overall people want to accept the fact that the virus is here and that we still can try and find a way of living with it while not blocking the whole country down i think that is the most important issue also for the chance that she can't risk having a situation like in the spring west open markets are closed where people can't go to to their jobs because they have to look after the children because they can't go to the school so this is something that absolutely top priority to avoid something
4:08 pm

correspondent all over salah met with members of a militia known as american wolf. target training with the armed civilian group americans wolf somewhere in the state of washington this is one of peter dios is favored rifles that a tory is a k 47 or kalashnikov for originally made by the soviet army but not a weapon of choice to defend american values as he says. pretty good classic so they don't make them like that anymore right dia's believes it takes armed men like him and his group to keep america on the way it is . they fear freedom is under threat in the wake of the penn demick and countrywide protests but they're also led by conspiracy theories. their government is in the midst of a coup. there's certain members of our government who are actively working to
4:13 pm
change this government from what it's designed to be the land of opportunity they're trying to turn us into some sort of socialist government a new form of government humanitarianism where the group is on what they call a mission to portland in the past they have acted as peacekeepers tonight they want to get firsthand impressions off the portland protests that have been going on for more than 80 nights i'm sure you know the refuses to wear face masks protesters attacked them immediately they were walking around as a group of people and to a group of people surrounded by a group of people while not wearing face coverings despite that being the law understandably so because they were in the middle of a pandemic i believe like some of it has to do with our president feels let that kind of behavior and that ideology just courage and i think that now they think that they have power. when they get here for black lives matter and they're all

here for white supremacy so there's a clear. you know there's a clear difference of opinion and their opinion is not welcome here. but d.s. insists his group does not stand for wild supremacy he wants the police to take tougher action against what he sees as the violent black lives matter movement. in my opinion when it gets to this type of. mob mentality it should be dispersed that's where i stand with it. police hanging back i understand that they're worried about the numbers growing back but handle the situation differently if i had that power and equipment. critics say i'm civilian groups like american wolf are inside seeing violence just by their presence but in the end it was they who had to retreat. in america the political left and the
