the police in force coronavirus regulations and says he won't let corona virus deniers and right wing extremists use berlin as a staging ground for a 2nd time. the event organizer put out a press release saying he fears that fundamental rights are being violated not just now but also for the long term. it will appeal all the way to the federal constitutional court if necessary it's just on. different groups called on protesters to set up a camp and berlin the far right if tea party also wanted to participate on the demonstration cannot be banned because it might break the law law and justice must be enforced during protests i know demotes let's all do it so that some right wing extremist groups are also mobilizing to take part in the demonstrations warn observers. we are truly worried by this mobilization of foreign groups that are ready to commit violence across the country i spect form. online there are more and

significance of the virus and to ignore warnings by health officials in the hope the virus may just go away. it's going to disappear one day it's like a miracle it will disappear looks like by april you know in theory when it gets a little warmer or miraculously goes away i hope that's true. but infection numbers grew rapidly the u.s. quickly became the country with the most grain of virus cases in the wild and new york hospitals were reaching breaking point. shortly after governess started to shut down states in mid march trump was already talking about opening up the country again i'm also hopeful to have americans work in. again by that easter that beautiful easter day. there were mixed messages travis advise was often at odds with that of his own health officials so the president continued to ignore guidance on wearing masks in public. and he mocked him

a crowded rival joe biden for wearing one at a memorial day event and there was outright misinformation twitter and facebook took down a video clip posted by the president in which he claimed that children with their chilly immune to the virus one of trump statements in particular shocked the medical community his suggestion that ingesting disinfectant could kill people of cove it and that i see the disinfectant that knocks it out in a minutes by injection. or 'd almost a cleaning downs it sounds interesting to me so much of the care he later said he was being sarcastic he took. after cases spiked again in late june and july following the easing of restrictions the president seemed to change turn to walter reed hospital in his reinstated daily virus briefing he suddenly urged people to

avoid bars and wear masks that say if you can use the maersk. yet the u.s. remains the country with the highest number of infections and deaths in the world and the virus has had a catastrophic impact on the economy a recent a.b.c. news poll shows that nearly 2 thirds of americans disapprove of trans handling of the crisis despite the president's best efforts to make light of the pandemic it may turn out to be the biggest threat to his reelection. then demick regulations front and center here in germany where chance are all americans holding a video summit after this hour with the premiers of the country's 16 federal sates to decide whether to change strategies for testing and for controlling the virus the current system was only brought in a few weeks ago but the number of new cases was keeps on rising there's a number of reasons for that so the government saying a rethink is necessary america wants
4:22 pm
a more unified approach across the nation and that could also mean tightening the rules such as limiting the number of people allowed to gather together in their homes and finding people who failed to wear a mask when shopping or on public transportation. we're back with political correspondent nina following this for us in the studio nina let's get back to some of the reasons why this meeting is taking place right now the reason is quite simple we're facing the always him people will spend more time indoors the numbers i'll be getting to go up again and so this is the 1st time that america has together with the 16 regional leaders in 10 weeks so she does feel it's necessary because the regional leaders have been in control but she says there are too many different solutions to some of the problem look at the sitting down virtually still observing a big distance rules there between them they usually get together of course
4:23 pm
personally and in public sometimes to have their talks press conferences given immediately afterwards like we're waiting for right now exceptionally long wait which indicates there might be something holding up a decision what could be holding things up. it is a video conference of course communication is slightly more complicated then if he sits around the table that is probably one of the reasons but it's also about the details the devil really is in the details and way hearing from now correspondent who is. waiting there at the press. the big room there with the empty chairs that we've seen so much of that she's saying that it is about finding a rule when it comes to finding people for not wearing a mask for example this is one of the big contentious issues the leader of one of the states with low infection numbers has said that he doesn't want to find people a toll and still says
4:24 pm
a minimum of 50 euro should be applied nationwide i mean just think of train conductors how do they deal with people of a train goes from one region to the other and they don't know what happens if somebody refuses to wear a mask and so you know that's been completely different rules some regions have no fine other people say ok you need to pay 500 guineas or some background what's the sense in germany right now is there corona fatigue are people tired of wearing masks of serving social physical distancing what's the mood in germany regarding the guidelines or you know i would say that there is general recognition that the virus is here that we are still in the middle of the pandemic even though numbers did go down over the summer and of course because we've seen the large number of people who were affected in the summer why young people so gemini's death rate is still very low you know it's not there's not a sense of emergency as such but there is
4:25 pm
a sense of respect we do have to accept the fact the virus is here how do we deal with it what are we going to do we must avoid at all costs to have a lockdown less supermarkets are closed it's set for like we had in the spring but you know which rules need to apply so that we don't have similar figures that we had in the spring where infection numbers went up to something like 6000 a day the infection rate was up but the fatality rate was much lower than we originally thought were really numbers operas of 4000000 were out about over 900-1000. in germany right now there's a big discrepancy there and that's one reason people are saying we need to ease off the guidelines for those who aren't 100 percent behind the guidelines and we have to differentiate i think between the costs for wearing masks or not wearing masks no one wants to wear a mask when other people are not observing and not. not paying a penalty for that so when you look over here at the critics of the government
4:26 pm
guidelines what are the point what's the main points that they're making those who say these guidelines are not commensurate with the level of fatalities we've been seeing. exactly that is one of the strongest arguments and they're saying you know there is a massive infringement on people's individual rights. to gather together in the private homes this is a massive step for politicians to make and just look at germany's history you know they're very skeptical very extremely skeptical of authorities trying to limit you know individual freedoms because of course that reminds you of the g.d.r. the democratic. system but you also think of nazi regime where everything was ordered from so this is extremely politicians have to tread that way really really happily and at the same time make it clear that they conned risk a situation where so many people are infected that suddenly the emergency rooms are overwhelmed but the labs are overwhelmed and we're already beginning to reach
4:27 pm
a point where measures such as the mandatory testing for people who return from high risk areas that is putting a strain on the country's labs germany is in a good position but you know that can't go on forever part of the increase is being put down to the current increasing number of infections being put down to vacationers returning from places like new york where we saw some hotspots rising other parts of spain as well how much are these returning vacations are contributing to the rise we're seeing in the number of new infections they. i think they represent the latest figures that i saw was 40 percent of new infections so they're definitely the group that the politicians will have looked at here in this conference as well in the video conference how do you deal with these people and can you tell people not to travel to high risk areas this is not something that we'd like to hear from
4:28 pm
a politician you know to tell me where can i go what contact and there's so many economic repercussions germany is a motor for the travel industry in europe especially the hard hits. southern european countries which really count on those german travellers showing up in the summer they haven't this year they are suffering as well so this is an issue that isn't just about health travel it's also very much about freedom as you mentioned and about keeping the economies in the heart of southern belt of the e.u. well economically healthy absolutely and the interesting thing is when you talk about those rules they are also they also apply to diplomats for example i mean today we have the informal meeting of the e.u.'s foreign ministers here in berlin and this rule that you can't travel to germany anywhere from anywhere you want and also applies to diplomats so apparently the foreign minister of luxembourg was really upset when he. was put on that list by germany again that it is
4:29 pm
considered a high risk area and that he should have to go into quarantine is not something that is really healthy for diplomatic relations within the e.u. you know let alone think of this issue of free travel in europe i mean this whole concept undermines the very pillars that the european union is stunning on economies one issue but of course you know that sense of freedom of movement is being infringed on regularly is wells and now we have the corona bonds the financing of taking on germany taking on debt to help out the corona virus hit regions in europe as well so there's there's a lot to this when the need for the regulations there's a huge back story to this isn't there there is absolutely and all of the social democratic. candidates who wants to replace anglo-american next year when germans go to the polls again he's already said that this is something that should be
4:30 pm
considered to remain something that the e.u. has to work with you know the common debt issues. carona there is over holding a lot of things that people took for granted that these things don't happen or believe it of course the politicians have to react when we just look at the financial aspect a lot of people in germany don't agree with that the fiscal conservatives in the country are saying wait a minute we can't take on all this debt for any reason and now this is coming along the coronavirus ago we had the various economic crises before that now it corona so how much debt can we handle all the more reason a lot of critics of the guidelines are saying for the public to have the possibility to demonstrate this demonstration coming up scheduled for saturday it's been called off by the berlin senate it's going to make its way through all the instances will see what the country's supreme court says if the op hold the balance and it's idea but the guidelines strike very much at the heart of germany
4:31 pm
germany's definition of itself as a as a free country as a free society as a relatively new democracy 70 years after as you mentioned the catastrophic experiences with communism and national socialism so this also brings in a sense of self definition is the nation how are we going to cope with the freedom to assemble. exactly. struck a really important point because of course there was a lot of people who just don't believe in the existence of the coronavirus all who want to ease some of the restrictions that we're seeing in place and they demonstrate that len. earlier this month and now this demonstration that was planned for this weekend with possibly tens of thousands of participants has been called off based on that behavior of the people one politician one politician i believe made
4:32 pm
a mistake here in berlin the senate of the interior he actually said. you guys you know he's from the democrats and he said it is justified because of course you know we have to protect public health and behavior seems to suggest that they wouldn't have walked with mosques again and so this is something that we can't risk at the moment this is a reason why other demonstrations have been called off not just anti krone measures demonstrations and it's a viable reason what he then said was more important and more contentious he said become the center stage again for right wing extremists and so he mixed those 2 pieces are very controversially especially considering before he became a member of the social democrats he was a member he's a member of the communist party in east germany so people are really focusing on that the opponents of his decision to lock down the demonstration. also looking at the possibility of all demonstrations nationally being not allowed
4:33 pm
until the end of the year that's something that's being taken up today as well i believe demonstrations i don't think that. that well impose a ban on demonstrations because they conned. the supreme court would would would have a comment that freedom of assembly is something and they have ways of telling people of telling. demonstrators ok you can go ahead with your demonstration if you it's here to the following rules then they can say if you guarantee that you can keep your distance if the amount of people who have that. not too many to overwhelm the space where they are located. we have some movement there at the press conference i understand let's bring in the video if we could and see what i did says defense of interventions the president will get us to be in the interim ok we're getting some answers as well the very end state and the hamburg state crime it was just talk to you now about the video conference they just concluded that ladies and gentlemen ok
4:34 pm
we're live once again got a video conference today with the german government and the state premiers of the federal states of germany. since june this was basically the next conference that we were going to host and we had a summer recess in between and i am happy to say that since middle the middle of may actually the middle of march really we have confronted. the pandemic all together we've joined forces to do this and this is something that has stood the test of time despite all of the regional differences and i have to say that we have coped very well with this pandemic so far however the there's been a new rise of infections in the last few weeks and what's been particularly conducive for this spread of viruses has been celebrations parties and the
4:35 pm
mobility involved in holiday making and we take this rise of cases very seriously not least because this is a very good time of year but in the months to come as things get colder we can only assume that they will be more and more indoor gather. and we know that though rates of infection of the prerequisite for keeping the infection under control so that our health system does not get overwhelmed and the economic situation is such that businesses can continue to work and that the social situation in germany develop as well as well and so because that this new rise of infections we need to address this situation naturally many people would like this pandemic not to be there any more of course it's or strain to always have to think about it but i do
4:36 pm
think it's very much worth engaging with it properly and that's why we have looked at this challenge challenge. we want to keep our health care system in a good state because that serves the individual but also the economy and the society as a whole which is why we've looked at a number of different aspects of how we can keep the pandemic under control and reduced the number of daily infections that we have these include the general rules of careful alert carefulness alertness and hygiene we do not want to increase any of the opening measures that we've already started and we want to keep social distancing in place and when necessary if this is not people not possible we want to ensure that face
4:37 pm
masks are required particularly in public areas and we have agreed with the exception of saxony and how to put 15 veterans states have agreed to. issue a minimum fine for infringements against requirements to wear a mask of 50 euros we've said that we want to put these mines in place for. or public transport hubs and. long distance trains as well and we have asked the ministers of transport to look at how we can put this in place. we're going to look at how. we can not actually have this be fine but rather. a higher ticket price because that way the workers in the public transport can issue this fine as it were right then we've also looked at the testing of returning holidaymakers i just transpired that we know too little about this that
4:38 pm
for months now holiday makers returning from risk areas have to go into quantity you know upon their return and we've experienced that there have been a number of positive tests with returning holidaymakers from risk areas and this is why we need to test them specifically but on the other hand what we've also seen is that holidaymakers returning from areas that are not risk areas have very very few cases of covert 19 which is why we are going to stop free tests for returning all the day makers coming from non risk areas from the 15th of september because it has proved that this is not a useful way of testing we've also looked at returning holidaymakers from risk areas and have decided that this will continue as it is today that you have to go into quarantine upon your return of mud from us and we will.
4:39 pm
be explaining this far more and will ensure that the federal and regional levels must ensure that this is in forest in order to do justice to public health concerns something that's new today is that we have said that wherever it is possible if. people can too know much travel in risk areas and we're going to try to change the law quickly to ensure that we have a national compensation for you know who any loss of income if quarantine is taking place because someone has. traveled into a risk area where such a trip was not necessary. this has to of course be the case at the start of the holiday because some holiday makers have found that once they've already set off
4:40 pm
like in the case of spain they're already there and suddenly the area is declared or at risk area but if people go into a risk area right from the start knowing it's a risk area then the infection control law is going to be changed so that they no longer get their income compensated for income lost compensated for and those who infringe against the requirements of their quarantine will get significant fines. one problem with returning holidaymakers and the. with the forms that people are not filling out properly which is why we're going to have an electronic registration of entry. from the so that these forms are filled the electronic link and the relevant agencies working on this this will ensure that the health care organizations will quickly get this information and be
4:41 pm
able to trace them this is a big job and this is why traveling into risk areas must be restricted. to this now as you know a few weeks ago we. introduced mandatory testing of people returning from risk areas a great deal of effort was made here and we found that at the test stations at the airports but also on the low. 2 ways that the large large number of holiday makers returning from risk areas did test positive and which shows that we must be very careful here in some cases we've heard that. a number of up to several percentage were tested positive so we're going to retain this testing procedure for the next few weeks but the disadvantage of this is that the. number of people who you. know we have
4:42 pm
contracted the virus in the last 3 or 4 days there how the date if you do not show up as a positive on the tech on the tests and this is why we want to have these digital entry. forms so that people returning from a. high risk areas from the 1st of october. the most to well hopefully from the 1st of october is actually what we have heard here that these holidaymakers will have to go into self isolation quarantine. and this quantity of 14 days can only start if after day 5 they do a negative corona test so for september everything was date is we'll be working on ensuring that we can force quarantines thoroughly and that we digitize the entry cards and then we will have
4:43 pm
a modified regime in which the tests can be carried out from the 5th day of the quantity and we will try to step up our tests capacities because we don't just have returning holidaymakers to test but we also want to pursue our test strategy which will be focusing on cases exhibiting symptoms but also nursing care homes. people with disabilities other nursing homes and residential homes hospitals etc we will also be focusing on schools and teachers and nursery care if we want to ask the proper institution to have another look at the length of the quarantine period to see whether this period could be short interim the $410.00 days but they will decide this on the 8th of september we're going to carry out a major conference covering all areas of the public health services for bailey and will be fed into this on the national government and i want to say thank you to
4:44 pm
all of the members of staff of our public health system has been working full out across the summer and there's no end in sight then regarding school we can say that we have done what we can to make involved in person school possible. and we have said that to ensure that the hygiene measures are widely accepted in schools we are going to ensure that the minister of education conferences set similar hygiene concepts standards in the schools we've achieved a great deal already and the work is continuing and there's and we've also provided information to say that 5 days per child will be the right age to. be given as a child leave for parents they will be parents will be paid for 5 days per child to stay home because it's clear that if a child has
4:45 pm
a cold and the parents want to test the child that this is so important for the parents then regarding the digital communication options which is something we discussed in the communication meeting we also talked about they've cream end of june that no major events can be held where the tracing of contacts and the adherence to hide. the rules is not possible that these will not continue with extended this from the end of. october to the end of december there's going to be working groups that will beat it looking at national sports events until the end of october to come up with some proposals us how such things could be held we don't like to say because the 2nd large area where a lot of new cases of. the infection have come up apart from private about our story are private parties and private gatherings and that one has to go away
4:46 pm
and think long and hard about whether it's really necessary to have these private parties indoors especially and that if you do have gatherings indoors please ensure there's plenty of ventilation and then the measures that we discussed about the economy are also important as well all of these basically are aimed at addressing the issues that came up over the course of the summer a great deal of mobility is still possible but we are still very alert we have to be careful travel in risk areas and private gatherings and parties indoors particularly are the biggest source of the rise of new infections and thank you to everyone involved with your state crime who's concerned madam chancellor is going to sears you can see because this was a very intense discussion that we had here today but i'm still. and there were a number of differences in opinion it's different views and i'm very grateful i'm pleased that we have found
4:47 pm
a path forward all together before that we cannot underestimate cove in 1000 even if there are different numbers of cases across germany but it does affect germany as a whole and this is why we must tackle these challenges essentially the problem is that we all were concerned about your were to have your news large from what you've been watching the press conferences. german chancellor of the machall discussing the meeting of the state premiers of the 16 german federal states about what to do about the krona guidelines will they continue as they should conference agreeing the chancellor announcing the agreement that there will be no relaxation in current kroner regulations that mass public events will remain banned until the end of the year i'm here with you know how to break this all down nina we were looking at a number of measures in electronic entry system for travelers from risk areas what what did you make of the press conference. i believe that america will
4:48 pm
try to raise a sense of urgency again she and. a premier of bavaria also said of course there are differences in how. this issue is. people treated at the moment because the infection numbers are just so different he was a politician we just saw him there's the premier of bavaria he said there was very intense discussion that there was a disagreement this meeting went far more far longer than expected you've been here for about 3 hours waiting for this breath press conference to. where there are surprises for you after this long wait in what was decided you know i thought it was interesting it was a typical press conference she really does understand details she's a scientist let's not forget so it's really important that an agreement can be found that everybody can live with there is an exception you know all the 16
4:49 pm
countries 16 states agreed on the on of find if you don't wear a face mask on public transport and in supermarkets except for one region who had made it clear the relieve her of that state have made it plays are going on hold very rural area not many big population centers let's take a listen you know right now to what the council was saying specifically about what you mentioned there about masks and the fine is going to be placed on those who fail to observe the mask requirement. we want to ensure that face masks are required particularly in public areas and we have agreed with the exception of sex and how to put 15 federal states have agreed to. issue a minimum fine for infringements against requirements to wear a mask of 50 euros we've said that we want to put these fines in place for public transport and. long distance trains as well and we have asked the ministers
4:50 pm
of transport to look at how we can put this in place. you know what do you think the 50 euro fine for those people who are in mass wearing masks in supermarkets for example public transportation is out of a lot of public support. i believe that people don't understand if there is a rule and then they see somebody who doesn't adhere to the rule and nothing happens of course you know if you want your measure to be successful you need to find ways of actually making so that people stick to the rules and money always works you know i find it personally aggravating as well when i'm wearing my mask the smell of marketers people shopping without them is just a sense of fairness there i mean it's not to protect yourself that's what people forget who are not wearing masks the mosques do help according to the scientists to prevent the virus that you have from spreading over to the other person ok that'll be good a lot of acceptance a lot of support what about mass public events banned until the end of the year what are we talking about there specifically theater concerts sporting events
4:51 pm
sporting events i'm going michael said that there's a going to be a special commission that is going to stick there also whether whether sporting events can happen and under which circumstances i mean if you talk about large scale events is probably what she means is probably things like traits as she doesn't and she didn't say that but all trade faz but banned straight away when the virus 1st broke out she said it's van's way you can guarantee that people it he it to the rules that there's too much going on to make sure people can keep that social distancing but you know if you're looking at sporting events or things like there are ways of coming up with a strategy so that people will claim one line and come out the other way it's a trend that is being tested these are big industries a lot of jobs a lot of people's livelihoods associated with this of course we always have to keep that in mind i think a lot of people's mortgages families depending on these jobs and industries like tourism of course concerts sports another one area that could be affected coming up with the christmas markets that's getting
4:52 pm
a lot of attention would that mean we're not going to see christmas market since you're in germany again you can't say we're not going to see one such thing you know. in all of germany because of course the regions will make their own decisions but there are debates somewhat if you take a loan which is probably one of the most famous christmas markets up in west germany there is debate of counseling that simply because they can't make so that people walk in one direction and come out the other way is just it's just too crammed but if you talk about a long street where there is a christmas market of course you can put up things that help people stick to one side of the market it set trends you know they do show some sense of. well i would say common sense you know very subsidiary so yeah really sometimes going to stick with the concept of subsidiary and taking you down to lowe's come denominator what can your city what can your region do to guarantee health that will remain in place so if you're not the german christmas market will go on it
4:53 pm
a lot of tourism there as well will see. if people can come in as the winter progresses and but you do have to look at the water is here and you have to look at the quarantine rules and i think that's where we're going to see the biggest changes is that they're going to stop that mandatory testing for risk areas and they said from the 15th of september there's not going to be mandatory and there's not going to be free anymore i'm sorry and then from the 1st of toby the rules will change when you come from a high risk area hopefully they said the rules will change. because those tests have been free as well but i'm going back and said if you are aware that someone way you're planning to go is a high risk area then you don't get the compensation when you come back from that area and you have to go into quarantine all provide a valid. negative corona let's go over those quarantine rules you know they remain at 14 days and you're out 5 days you to find the answer yourself so you know home
4:54 pm
wherever you are whatever your hotel or wherever but you can get out after 5 days if you passed the test well she says. the 14 day rule is now going to be assessed again by the country's leading public health agency the robot cock institute to have been the one web site that every journalist goes to in the mornings to check how we're doing in terms of corona virus so they're going to see whether that period can be shortened there are other countries who are now going with 10 days for example so they'll have to see how that works but then of course she also said that was interesting it depends on whether you do something consciously or not so if you take the risk of going to you know is risk area then you can't expect the state to compensate you for your loss because you have to go into quarantine because you knew the rules very sensible rule if something happens there while you're there and germany decides to put that country where you currently are on
4:55 pm
that list then that's basically not your fault and then you can get compensation the chance words on the talk about the electronic entry system now the chancellor mention can you tell us about that it's an important part of tracing you know german government launched corona tracing app but also they have people fill in forms when you go to a restaurant for example because restaurants are open but people tend to put a mickey mouse as their name or you know in valid e-mail address and so on going michael says it's vital that is specially for travelers who come from risk areas we need to know who they are so that we can contact them again ok nina thanks so much for coming in on this quick reminder there is there will be no relaxation in corona virus regulations actions coming through from the german chancellor in her press conference just wrapping up a few moments moments ago we've been covering that live for you here and get your mind to right now of our top story at this hour journeys leaders tackling the rising number nationwide of coronavirus accuses people failing to wear a piece covering in public and said thanks for being with us.
