with poverty comes fear of the virus and of being left behind during the pandemic. there. the. i'm joined now by mary field she's director of the institute for latin american studies and humber where she's joining us from money because good to have you on the show lack of government help for brazil's poor during so much of this pandemic has that been by design or by omission well i mean actually the brazilian government overall hasn't been completely on attentive to the needs of the poor. and that's been actually not by the design of the executive government but the opposition back in late march so right after the pandemic started the opposition and civil society came together and pushed through emergency cash assistance and the government did not veto it and that's

a result actually about one 3rd of the brazilian population currently receives emergency cash assistance from the government which is the highest level of any latin american country however of course it doesn't need all basic needs well it's relatively sufficient enough to buy food it doesn't necessarily cover rents and such and so still people for example in sao paulo who lose their jobs are still in dire economic straits so there is a social protection floor in brazil but of course it doesn't need to get all the devastating effects of the economic crisis and this is being pushed through by the opposition rather than go the government why have we seen covert really take off in latin america seems like the comparison to some other regions there was a bit more of a delay before cases really took off and still things have been pretty bad in countries like brazil. policies are on i don't know what do you see. well i'm not an epitome ologist but i can tell you this that part of me and humans are

vectors of transmission and so social distancing measures have really helped to mitigate the spread of the virus however if you implement social distancing you absolutely have to also especially important countries make sure their families have the means to feed themselves while they stay at home and in countries that can't do that you can't expect people to stay at home a starve or watch their kids go hungry or knockout on the streets and try to make an income and so that's one of the key challenges that latin american countries as well as all developing countries have had is how to make sure that people can actually adhere to the social distancing measures and in a region with very high levels of in from ality in the workforce about half of the workforce is employed informally and you know if they lose their jobs from one day to the next that means their income disappears so you need to get help to them very very fast and that was a significant challenge in pretty much every single letter american country except

that had a strong social protection system going into the crisis perhaps more comparable to what you see in germany. and they were able to get that assistance to people fast but otherwise it was a real challenge and that was one of the factors that made it very hard to tamp down on the virus as well what we see when we look at these countries health care systems as well we know that with other regions that's also been a challenge. or health care systems have been investment invested in rather. overall yes because one of the key characteristics of latin america is the tremendously high levels of socio economic inequality and so you have an underfunded public health sector that is the majority of the population and then you have a better resource private healthcare sector however neither were prepared to confront a pandemic of this magnitude and now you see the result. is interesting in that piece seeing how the community comes out on one hand the football clubs on the

other hand some volunteers in the favelas i'm guessing that might be nice but perhaps not enough to really make so much of a difference when you're talking about a pandemic that's correct i mean civil society help these always important but if you're dealing with a shock such as a pandemic you solute we have to have a state that is to confront these kinds of social risks and unfortunately most latin american countries. that weeks they capacity has come to the floor with this crisis and many governments are recognizing that now and seeking to invest more in it i want to ask you before we go about has the highest mortality rate in the world from coven still any reason for that. well i think the factors that i mentioned. pru is a country with very high levels of informality 80 percent of the workforce is informal and so when the pandemic hit they depended on the informal sector for

their income and the social distancing was quite brutal and they couldn't sustain it at the same time the government had a really hard time reaching the entire population and still in august 5 months later many people were still waiting for for cash assistance help from the government so in those kinds of circumstances it's very very hard to effectively implement social distancing measures add to that simply lots of people living in pretty bad housing conditions in urban slums where social distancing is very difficult some people don't even have fridges so they can't prepare for example meals for an entire week they have to go out every day and buy food around my field director of american studies in hamburg thank you very much. and now it's time for your questions to our science correspondent derrick williams. how long does an asymptomatic percent or one who has overcome cove at 19 remain

mates to reviving jewish life that was all but wiped out in germany by the holocaust. i've. come here in berlin a ceremony is underway to mark the 70th anniversary of the founding of the central council of jews in germany a few moments chancellor angela merkel will be holding the keynote speech at the event inside the new synagogue the council has been a driving force in the return of jewish life to germany since it was set up on the 5 years after the shoah the murder of 6000000 jews. today the organization represents the interests of more than a 100 jewish communities.

and we have got team coverage of today's event with me of the studio is our senior political editor. is joining us from the new synagogue in central in where the ceremony is taking place we'll talk to both of them in a moment but 1st what is the central council of jews in germany as an organization founded after world war 2 after the genocide of german and european jews by the nazis the council story is one that's seen a jewish life in germany from the wrist after the atrocities of the nazi era but which continues to face serious threats today. jewish life in modern germany for many the most pitting symbol of this is the golden dome of balance synagogue in the trendy district of mit about 12000 jews live in berlin making it the largest jewish community in all of germany for many years the number of jews in

the event is taking place tell us more about ceremony what can we expect. well it was interesting for me to try to get here to start with because there is massive police presence i don't know whether you can see the vans behind me which is explained by the fact of course that this is a very important event for the jewish community which is constantly under threat and all the jewish institutions we've talked about already they have police presence they are guarded by police on every day of the week anyway and added to that is the fact now that half the government behind me in the anniversary festivities they are sitting that. america is the president of the german bundestag the parliament is there lots of her ministers so this is extremely extremely guarded we have already heard the speech of the president of the council of jews to use their schuster who said that they feel like the germans are the majority of

don't know anything about a religion because lots of these people have never seen it to have never spoken to one and you are just against these these people then they just stand for something something else because of course it's not against them. just images michela do you think if we look at look at this recent spike you notice about the tax you think the government is doing enough. i think you need to ask the jewish community that what became quite clear from the speech we just heard is that there's a feeling that the majority stands behind the jewish community off fellow jewish citizens because that's what they are. at the same time i think we live in times where there is very loud minorities and we also see that with these demonstrations against corona measures we're in a time of very loud minorities and that's exactly what the council of jews here in

germany is also afraid of that they take up more debating space and that people feel a lot freer to use cliches and conspiracy theories just in everyday conversation and we also heard you call on people to call people out when they say these kinds of things to use civil courage it is in mn to stop this in the body because it changes public dialogue changes how we deal with each other and the attack and holler also last year shows that people don't feel like they can act the crazies online the right wing extremists will feel that it's more acceptable to then actually also act and in fact when that attack happened on a synagogue and holler where 2 people dies not inside the synagogue but outside that very evening i'm going to makkah went to that very synagogue and you suddenly
