germany's. w. t w news live from berlin a massive investigation finds banks around the world are involved in the legal dealing to the tune of 2 trillion dollars journalists ban together to reveal documents showing big banks facilitated corruption money laundering and sanctions busting on behalf of criminals. also coming up european union leaders gather in

brussels with a focus on fellow groups they are talking about the country's opposition leader topping the with her and could block sanctions on fellow groups and even the fish oils for their ongoing crackdown on peaceful protesters plus the emmy awards and it tended to the program the watchman and you can only get the h.b.o. drama to 11 at least in a mostly virtual extravaganza will have to highlight. i'm sorry kelly welcome to the program money laundering and a banking scandal of gigantic proportions records just reveal show that for years banks around the world have helped avert and conceal criminal funds and documents leaked from the us treasury department of pier to show how banks helped to circumvent international sanctions including those against iran and syria the

danish and british banks as well as germany's deutsche bank are among those implicated in the leak files. all over the world criminals are using the global financial system to launder money it's a dirty but lucrative business for the banks. if a bank notices a suspicious transfer it has to report it to the authorities. thousands of such reports were of time by by fake news. and then evaluated by the i.c.i. jai. it's an international network of investigative journalists. they have discovered evidence of money laundering worth $2.00 trillion dollars. you could learn a lot by handling money from criminal sources. that's why it's hard for banks to say no to criminal money. in germany dortch

a bank has some explaining to do the country's largest bank already had to pay millions in fines in $27.00 tane after dodgy dealings in russia. the investigation reveals that those illegal activities a much more extensive than previously thought russian criminals used torture banks moscow branch to loan to millions the current c.e.o. christian setting served as head of corporate order thing at the time he did not raise the alarm but subsequent external investigations deed torture bank says it is since toughened its internal controls and it denies that c.e.o. saving did anything wrong it says he was unaware of the external probe. you know what i know i know how it is she founded a unit that led these investigations it would not be next to what we have since been external investigations to this and at no stage could any responsibility be

traced back to the head of the business to the consent of it and if i'm flipping to someone to the conservatives who had lived in the city the investigation also shows that u.s. president donald trump may have profited from dirty money all agog from kazakstan allegedly bought a palm and a trump new york property with laundered money trumps company denies knowing who these customers were but they did make money from the transactions. the investigation shows the scale of the international money laundering efforts to curb it a floundering. because regulators can't get to grips with highly sophisticated criminal networks. and we have team coverage of this story we're joined by business reporter arthur sullivan here in the studio and we also have joining us from frankfurt chelsea delaney welcome to both of you arthur i'd like to begin with you the scale of this it seems enormous what does it say about the financial system here the scale is enormous there are so as the report just mentioned 2 trillion dollars worth of transactions are covered by these 18 years which detail various financial
11:05 am
transactions involving some of the world's largest banks 400 journalists 16 months of extensive research as going into all this what it says about the financial system is really a lot of things so in some respects some of this is not a shock we know that banks have to some extent facilitated money laundering they've allowed transactions to happen for years and many of them have been investigated but this shows the extent to which that has happened huge extent 2 trillion dollars worth of said 2 big questions emerge from this really i mean several questions will emerge in the next 2 days before me at the moment 2 big ones emerge it's important remember that the banks themselves have reported this information to leak comes from u.s. authorities which banks provided activities speeches activity reports too but the question is if banks are wondering about these suspicious reports if they see a transaction that they think is suspect why do they allow it to happen why are they able to receive money from the transaction in some instances a lot of money and why are authorities not done more to stop it if they know that this is happening why is it continuing to happen that's the big question those are
11:06 am
some really big questions and chelsea i'd like to turn to you and perhaps we can dig down into one of the examples because reportedly 60 percent of these leaked transactions came from deutsche bank you're standing by close to their headquarters there in frankfurt just walk us through dorchester all. sorts of bank is definitely finding itself at the center of this scandal we don't know exactly if this portion of leaked documents is really representative of all of the suspicious activity reports reported to the treasury or. if these actually lead to criminal activity but being involved in 60 percent is certainly not a good a good look for deutsche bank especially after its history and the past several years of being and broiled and so many financial scandals but what this data really shows is that which a bank has had a very lax system of controls even the most basic controls things like knowing who your customers are so knowing who you are dealing with having their addresses
11:07 am
having their names they really didn't they didn't have that for a lot of their clients especially in regards to business that was happening in their moscow office so that's definitely a concern and as well they also had a lot of reports of this elevated to the highest levels so executives that board their board had had reports of these very lax in time and money laundering controls and they didn't really take action and deutsche bank is saying that they have fixed a lot of this they've invested a lot of money and they're now a new bank but it certainly raises a lot of questions certainly how about you know on the part of regulators i mean how could this continue for so long. it also of course really points the finger at regulators the banks themselves obviously have a lot of work to do but you know since the financial crisis regulators have taken on action to really get banks to clean up their act and it's clearly not working because many banks have been fined for
11:08 am
a 4 activity related to money laundering and they just continue to to repeat the same actions over and over again so clearly the fines that they're handing down are not really deterring this kind of behavior so you know 11 discussion today is really should there be stronger penalties for failing on money or money laundering grounds should there be a rush to there be criminal prosecution because the fines and sort of the. demands that banks stop doing this are clearly not successful now and preventing this kind of behavior. and that was chelsea delaney and arthur sullivan speaking with me a short while ago few foreign ministers are meeting in brussels as they seek to break a deadlock over and posing sanctions on belarus the block has a list of around 40 bela lugosi in officials who it blames for abuses of power against ongoing anti-government protests and electoral fraud in last month's

disputed elections but the sanctions have so far been held up by cyprus which is demanding behavior take measures against turkey in a separate dispute exiled by the worst in opposition leader spent lot to take a no scuffs is at those talks she is seeking to keep international pressure on president with the shango as he clings to power. and the e.u. is considering imposing sanctions on the go himself here's the german foreign minister high costs your vice. president look at schenkel has exercised towards peaceful protesters is completely on except to mention people are being arrested and mistreated and that's why we are going to be discussing today whether the e.u. should impose sanctions not only on those that were involved in the fraudulent elections and then mistreatment but we should also see if mr lucas who himself the passion responsible for all of this should be the subject of sanctions by the european union. morse. that was the german foreign minister now protesters

in bellerose are conceding nothing to the intensive government crackdown tens of thousands gathered in major cities throughout the country on sunday police and the military have been out in force detaining peaceful demonstrators who are calling for the go to step down after disputed elections. the streets of minsk turned into a sea of red and white flags the symbol of the opposition tens of thousands joined the march of justice in the capital and other cities it's the 6th straight sunday of protests. but what looks like a high turnout was actually significantly lower than other weekends perhaps a result of calls by president elect sundin the go for tougher action against his critics who want him to step down. some of them have never experienced belarus without him. though i recently stated i do my gratitude
