this is news coming to you live from berlin an ill tempered and chaotic clash at the 1st televised u.s. presidential debate. you know. donald trump and joe biden go head to head in an angry showdown touching on the white supremacy isn't coronavirus taxes also coming up. outlines her plans for a new national spending in the key budget speech after the german government went
9:01 am
deep into debt to soften the blow of the credit crisis how much cross party support to her policy still. flow i'm terry martin good to have you with us there was no holding back u.s. president and his democratic challenger joe biden went on the the attack in a chaotic 1st televised debate moderator chris wallace struggled at times to control the discussion as the candidates repeatedly interjected and talked over each other the debate questions ranged from coronavirus economy to race relations and violence in the u.s. but answers often devolved into angry exchanges and personal and. he used the word smart. so you said you went to delaware state but you forgot the name of your college you don't go to delaware state you graduated either the lowest
9:02 am
or almost the lowest in your class don't ever use the word smart with me don't ever use that word give me because you know what there's nothing smart about you joe with you guys are going to get the final word well it's hard to get any word in with this clown excuse me just. for more i'm joined here in studio by dint of these stacey bivins good to see you stacey. that was really much of a debate i mean we saw almost civil cut there from the debate it was more like a shouting match most of the time did we learn anything it was just really messy very distracting and it managed to thread the needle between being extremely boring at some points and then just being really stressful for the viewer and other points but i think that was part of the strategy for donald trump because he's had a tough week with his taxes coming out and with the coronavirus and the fallout with the economy with the economy iris so i think that his strategy was to try to keep joe biden office so i keep them off center and to distract him from from the
9:03 am
issues and confuse the rest of us course the pandemic is foremost in everyone's mind right now getting up behind as joe biden was trying to press donald trump on his handling of the pandemic but the president definitely pushed back let's take a listen. you know you could never have done the job that we did you don't have it in your blood you could have never done that you know i know how to do the job i know how to get a job where you don't do very well and swine flu h one n one you were a disaster your own shorts. 14000 people died not 200000 there was no their economic recession or you might have regarding there was no real point there was no one no we didn't shut down the economy this is his economy it's been he shut down. saying biden couldn't have done what he did to protect americans in this pandemic
9:04 am
but so did biden say he what of what he would have done differently in handling the coronavirus him only fail focused on the fact that there weren't enough people and that he would have made sure that that would have happened that there had been enough funding for small businesses so that so many would have gone under and then there would have been enough money to open up schools because it's expensive to keep them in line with the c.d.c. guidelines but one of the points that he did get in was it says here it was it is what it was because you are who you are and that's talking about donald trump when we got to the 200000 number and donald trump there is hands up with like well it is what it is so joe but joe biden was able to point out that this was chumps economy and this was his handling of the chrono virus that has impacted so many americans now the baby also touched on i mean such a lot of issues but including racial tensions and violence in the u.s.
9:05 am
here's one exchange on the say almost everything i see is from the left wing not from the right you know what do you what do you say i'm willing to do anything i want to. do it sir. you want to call him what he want to call him give me a name give me what is a problem and right like he can die proud process and write proud about his stand back and stand by but i'll tell you what i'll tell you what somebody has got to do something about anti for and the left because this is not a right is with them is also is a direct this says a lesson we have got about writes about his righteousness and teachers an idea not an organization you got it not you listen that's what. i have p.r. director said well then i know now that we're not we're done sir harry moving on to the next what i learned that i secured has to change at an idea here. very contentious issue there not just for the candidates for in the united states as a whole reflecting those tensions how did the 2 candidates or the president and his
9:06 am
challenger approach the issue of race in this debate will have to say that it's disappointing that a sitting u.s. president can't outright condemn white supremacy and he refused yet again when he had the opportunity to do so and he also didn't focus on why people were protesting in the 1st place and it's racial injustice and we have people of various economic backgrounds ethnicities men women different ages all marching because they see an injustice and you can't tell people like my white brother in law who is a teacher who's marching for the rights of his 2 black sons that there's something wrong with him that he's a man a member of and he for donald trump also double down on this idea that. he is the president of red states so the way he was talking about the democratic governors and how they handle things he focuses mostly on the red states and he fails to understand or care that he's the president of all the united states and that's an
9:07 am
issue refusal to condemn just distance himself from why supremacy is condemned them one of the main takeaways from this debate i would say politics is incredibly polarized in the united states right now do you think that undecided voters watching this debate will have been swayed either way by what they heard i mean this was pretty bad right this was a horrible worst ever see but i will say that if you were donald trump supporter before you were still at our top supporter you felt like his tactics were good and that he he showed how weak joe biden was and if you're a joe biden supporter you're still a joe biden supporter and you feel like he was thoughtful and that's what you want to see in a president that the amount of people who are still undecided is so small and i think that those people probably have an idea. who they would vote for they just needed to have a little bit of a push to force them to go outside of their homes to the polls and vote many are saying this is joe biden's election to lose he is ahead in the polls right now and
9:08 am
many were hoping you wouldn't trip up too badly last night which many say he did not but if we trust him biden will face off 2 more times in televised presidential debates before the election which is just a little more than a month away. and we expect much of the same you think we'll see anything different let's hope it's not the same this is really horrible but what i will say is that one of the upcoming debates is a town hall and that's where joe biden usually seems to shine because he's able to connect with people and let's just see what happens because donald trump is having so many problems now in the press with his taxes and so forth so let's see if he brings forth a different strategy this time around so you see them thank you so much for your analysis the w. stacey bevan's thank you. for checking on some of the stories making headlines around the world today britain's lower house of parliament has approved legislation to regulate the u.k.'s internal market after breaks the bill gives ministers the

9:12 am
united and signed and out signed thank you i didn't i think in these 30 years we've achieved a great investment since we have managed. to to significantly reduce the guy existing will between the living conditions those structural difficulties and difference in spain and it does require an effort because unity is never concluded process it's a process which is ongoing not just between east and west but increasingly it is an ongoing process between urban and rural areas the regions which are structurally strong those you just struck 3 weeks in one country germany and there are money for challenges the lack of residential accommodation particularly in the mega city is the aging of the population particularly in the rural areas structural change all of these are challenges for the whole naafi economy which will require time effort
9:13 am
and a lot of financial involvement which is why in recent years the german government has been looking into the next steps to achieve parity of living conditions but this is a process which we can only cope with together and in unity within this country that too is what the 3rd of october reminds us of it's a wonderful anniversary. to celebrate living in the united germany for 30 years but we won't be able to celebrate. the way we imagine to hear again it's going to be a much quieter celebration then. what merit. it's very much under the impression of the covert pandemic that we are the whole world europe and all of us are now faced with an immense challenge to prove and sounds so far germany has gone through this pandemic relatively well particularly thanks to the extraordinary sense of
9:14 am
responsibility shown by a citizen the same way some months but now with autumn coming we are noticing that we are facing a difficult phase the more difficult months of the year are shortly to be upon as the infection rate is going up which is why it was so important that yesterday we had a meeting of the premiers of the german regions as federal states and the federal government where we decided that in order to significantly reduce the consequences of a pandemic we need to be able to contact trace which is why in future if people do not give the proper names and addresses a fine of a minimum of 50 your wrist would have to be passed to that guest and if there are private parties and celebrations which sadly today have proved to be a strong salsa of rising infections when we have an incidence of 35 in fact check cases on 500 inhabitants we were not reduced the number of people passing at
9:15 am
private parties to 50 and if so breaking in private house so it's 25 and if we have 50 cases of infection in 7 days then we will reduce it to 25 people celebrating indoors in a rented accommodation or public accommodation and even the private number of citizens will be limited when it comes to passing knowledge isn't going to cause a federal budget is very much characterized by our efforts to cope with a pandemic. after 2020 almost 218000000000 euros of new net borrowing have to be accumulated and 202196 point 2000000000 will be had it also given we had an extraordinary emergency situation. where we did all that was necessary in the way of new decisions thank you for that it allowed us to react fast and. very smartly particular because the last 6 years we
9:16 am
had no more borrowing which is why we were able to manage to reduce the borrowing for the year 29000 to 60 percent of what it was previously all of that has made it possible for us to act with strength while at the same time among the g 7 countries we're the ones with the lowest government borrowing rates and i think that is something we can be pronto thank. you it also shows. that for any future crisis which may well come or we need to be able to act in order to do so when we need to return as quickly as possible to a normal standard constitutional type of budget but right now the decisions we made were correct you know. and that's the very reason why we say that the federal budget 2021 will contribute to creating a viable bases for the foundation of the country allowing investment in
9:17 am
a modern more innovative germany while at the same time social cohesion come in strength and in this case let me also point out that the financial planning period for for example investments we have seen that the amount for investment is 10000000000 more than it was in 2019 quite apart from the record investments that we are engaged in for the years 2020 and 2021 and so in these months of the pandemic we noticed. but. we come to develop and have to develop polity so that we can be more resilient faster. and above all our health system which has proved to be extraordinary really robust that is a very well set up particular when compared to others internationally but some weaknesses became apparent as well for example in the public health service when recent years in many places we haven't devoted the necessary attention to it but
9:18 am
these are the very bodies these public health authorities which and also very important when it comes to contact trace in order to combat the infection rate which is why we've done an alliance for help in this organization 4000000000 euro's are going to be invested in these public health of already is. we want to create 22000 new drugs that's until 22 edges 6 we want to modernize hospitals we invest in more emergency care and a better digital infrastructure we reducing the dependency as we've become aware of that exists in our supply of medicinal products and medication and at the same time we are promoting production to be more european and germany particularly when it comes to testing equipment obviously the protection of the population is going to be the main focus which will become of particular when we're looking at the nation's supply but we're not just thinking of ourselves we are acting in concert
9:19 am
with europe and we have to consider that every human being on this world has to have an opportunity to obtain a vaccine if it becomes available so that is also something we are committed to and they disenchant well it's extremely important but it shouldn't be a vaccination and nobody can say when that will be and of course there's going to be a broad based discussion as to which sequence in it who and how the vaccination will be given and that's why i am very grateful to the minister of health because he set up this standing committee of 3 that's an. a commission of the ethics council they want to set up a task force which will look into the question as to who will receive the vaccination at which time always of course supposing there will be a vaccination available ladies and gentlemen we've had. an economic collapse of the historical scale and that's not something which affected only germany by the way it was felt all over the world and we've done anything we could in order to counteract
9:20 am
this so that the basis of jobs could remain the basis of the economy we provided emergency aid short term pay has been not only granted but extended exactly as a sort of bridging loan for the future some people say it's too long but i can only reply by saying we've done that in the financial crisis too and we knew at the time that if we wanted to really put our banks back on a sound footing then we will get the canonic cycle going again this well this pandemic has a very nasty habit we never know when that will be over and so that is exactly when it's extremely important to build bridges thank you when you buy and i mean ordered so once again. you say what is truth this time we are providing relief for a citizen partly through temporary reducing in v.a. t. that's a 20000000000 euros saving for the citizens we're also providing relief for them.
9:21 am
by putting a ceiling on the renewables are global that's another $11000000000.00 and we're providing relief for families to through a variety of support measures with child rearing benefits or single parent announces so these targeted measures which we're continuing 2021 and 90 percent of germany will not no longer be paying 100 percent and will no longer be paying the solidarity surcharge that is the right measure to take in a situation as difficult as the one we find ourselves in now. ladies and gentlemen we now look at what we can and we will act on part of the government we have done. but. we can't really compensate for everything by what we can do what we are looking after those in particular who have been strongly affected and those sectors of the economy which are having a longer lasting effect their recovery will take longer like tourism's says in
9:22 am
events exhibit. one on the people who are working in those sectors the people active in the arts and crafts in the fairground operators these are all groups that simply because there is a pandemic they no longer have any opportunity to render their economic services and we'll have to consider what we can do to provide a long term perspective for them that isn't genuine the federal budget of rules does not just concerned the economic substance of the country we want to maintain we also want to invest in the future that's why we have put together a package will have future we wanted was the experience gained in the endemic as an accelerator that's why i'm so happy we have this celebration law which is now i've presented to parliament because we are too slow in many respects we have shown that we cannot find it particularly when it comes to digitise and. digitization these days in huff is really something which has become much more important in this
9:23 am
dynamic dynamic situation the pandemic i mean there are all these little hiccups which happened early on but despite all of that it's been successful. i mean we sometimes don't talk up our successes but more than 18000000 people have downloaded our corona up as we call it that's not unique and one of them of course we continually going to work on improving it but the app is already pretty. good but we're doing lots of things quickly and we've continued to digitize the administration i was starting with us and i have to be quite. there's a lot of catching up we need to do 3000000000 euros for the online access law has been put aside to in the budget for that purpose it sounds a bit technical for anybody or not to really look into the matters but we manage something which is a breakthrough let's to modernize all the registers because that's a absolute prerequisite for citizens being able to communicate via digital channels with the government and of course given our own administration has shown it's very
9:24 am
painfully that schools and child care facilities really haven't got the digital status that should have neither for onsides teaching and tuition nor when it comes to the situation with schools and childcare facilities are being closed so we need to a comprehensive reform of our a new creation system and we have gotten someone usual past. on your college and the minister and i have met with the other ministers of culture and education affairs which is a rare thing in this country but we've done it sort of the federal and the regional size of met in order to sort of up great the digital pact as we call it we said we want to make sure that those kids that don't have their own laptops will be given one we also need it for teachers may sound a bit on but germany has to find itself in this situation and i mean it's very interesting how in wilma's learn new things but it's very clear that teaches. by
9:25 am
using the study in their own home have a tax advantage and then they can also buy in various things but i think you know a computer is is not point a pencil or a textbook so whatever the rights and wrongs we've managed to say that we will now equip all teachers with laptops or they can do it we want to create an education platform not just for what is being taught at school and new digital content but also for public education for feeling of teachers and for ordinary people who simply want to acquire new skills and competencies and i think with doing this. do something really important the transport minister has also got a program to help connect students and schools to the internet and i hope with all of this which is a great joint effort between all levels federal and regional and local and then we can make a jump ahead so that in the education system we can say anything we've made progress in our kids deserve to. thank you thank you very much and we want to make
9:26 am
sure that german companies when it comes to science and new technology is. leading edge and that's why we're sending out a strong signal with 2000000000 additional support for my 2000000000 for quantum technology 2000000000 for new communication technology 5 g. and 60 so we're doing all we can in order to pave the way for german and european companies to really withstand international competition despite the pandemic obviously the long term challenges we need to cope with less and. one of the central issues for the future is climate protection which i would like to mention the i can see anywhere and everywhere that the impact of climate change is becoming visible it's becoming very clear we see that whether it's raging wildfires nation states or whether it's the fires in the amazon. the drug the bad situation of the
9:27 am
forests in germany the scarcity of water. and cannot and should not look aside it's one of the great task for the future to really make progress in climate protection thank you haven't gotten it yet at the most in the previous year the climate protection program 2030 this past majority of the measures has already been decided on oil currently under a planetary basis let me point out that fan 1st agenda 2021 day we are going to have a new market based mechanism. c o 2 pricing which will also incomes was transport that were leagues exist in addition to the existing e.t.s. emissions trading system we've decided in favor of this because and we think that this will allow us to keep the most open is for any technology is in this process of change this future package allows incentives for changing over to climate friendly technologies in it and thereby we actually facilitate
9:28 am
a situation where consumers can decide for. maternity in the future whether it's setting up a charging infrastructure of the emo billet the we are actually doubling the premium we pay for the vehicles whether it's official cause of this tie of all the way to refit all the plates of the public when i support transport systems all the things are individually modules that as a supplement to the other pricing and we're sending out i become a really proud that renewable energy has not been seen as the most important pillar when it comes to. electricity generation but even 20 years after the in renewable energy was passed more than one quarter of the german greenhouse gas emissions is due a quarter of the c o 2 emissions in germany is still if you are truly physically generation so obviously trying to phase out coal is one of the most important parts we can try it under structural change in the relevant regions will receive our support but we
9:29 am
still have a very clear target by 2038 at the latest we will have a phased out. these are all contributions which we are making in order to achieve the european union goals to have climate neutrality by 2051 like it and a commission has now made its proposals for the 2030 go which is 55 percent reduction. and during the german presidency of the libyan council we're trying to. fight for implementing these target. so our target is that by the end of the german presidency we were half a. united view in the decision that the $55.00 reduction target for the european union in 2030 can be agreed up it's going to be quite some work to get there next year the various legal acts will have to be passed with all of that coming down in detail but this year what we want to do make the decision that it will be done and that's important because at the last climate conference in madrid
9:30 am
we obliged and committed to improving our national i also a european targets and that is why many really astounded by this year's target. of course a phaseout is no. option without having alternatives to fossil fuels which is why in the hydrogen strategy we've decided to have a very targeted approach not just for electricity and transport but also and above all for the economy of the future we want to use 9000000000 to produce hydrogen on a national basis and also to enter into partnerships with. other countries abroad that's a very important step it took us a long time to make that decision and i think that is going to be of really the size of it you know like disenchantment climate change. is only one of the big challenges for the future although maybe the most challenging when it comes.
