our documentary series displaced depicts dramatic humanitarian crises around the world. fuck a thing i don't know if that meant i didn't go to university to kill people and i think the impact that i am paying. people feel for their lives and their future so they seek refuge abroad but what will become of those who stay behind. displaced starts october 16th on g.w. . just 3 weeks until election day in the united states this was supposed to be done will trump selection to lose despite the hundreds of thousands who have lost their lives to night team well that all changed 2 weeks ago when the coronavirus turned the president positive his reelection chances negative tonight trump is once again campaigning once again denying the dangers of the virus and this time he's risking
10:31 pm
people's lives in the process i bring golf in berlin this is the day. i think is all of this is all political just to get soaked to make trump look that went through it now they say i am i think the time is right i think it's good to see how easily another a person very young animates it. so if you're lucky the article is where years ahead on vaccines and they're going to be distributed virtually i'm not concerned. i've been workin all the time i got no call to living in fear to come to us. also coming up when the pandemic engulfed new york hope and help were dished out daily by governor andrew cuomo his memoirs from that time are now in
10:32 pm
a new book including moments when some say the governor sounded and acted more like a president but i understand what the president is saying this is unsustainable that we close down the economy but if you ask the american people to choose between public health and the economy then it's no contest. our viewers watching on p.b.s. in the united states and to all of you around the world well we begin the day with u.s. president trump on. the campaign trail trying to make up for lost time and for lost ground with just 20 days to go until the november 3rd election the numbers have never looked so dismal for president truong his democratic challenger joe biden is leading in the polls a lead of double digits it has been a rapid reversal for the president in the span of 2 weeks he has participated in a presidential debate labeled the worst in us history he has tested positive for
10:33 pm
the coronavirus and spent time in the hospital only to return to the white house which is now a viral hot spot for a 74 year old man who was overweight and who test positive for the coronavirus the rule is lots of rest and quarantined for at least 14 days but not for president truong he is again holding campaign rallies despite the all clear from his doctor the president is taking risks like never before risking his own health and the health of everyone around him. back on the campaign trail after his own brush with a witness donald trump is no trying to revive his reelection fortunes. tossed mosque's from the stage at the fust of several events this week. following attendee separation from his hardcore fans it appears absence makes the heart grow fonder. i went through it now they say i'm
10:34 pm
a mutant i can feel i feel so our i. didn't want to see everyone. while the thought lingered sought to alleviate any concerns the tightly packed crowd to me have about catching the virus. and i said to my people we are going to take whatever they're now they gave me and we're going to distribute it around on spittles and everyone is going to have. to. go. seemingly reinvigorated trump wrapped up the rally don sang with the crowd even as the tone jawed with the country in crisis. the contrast with democratic nominee joe biden couldn't have been stocking visited another battleground state one of several a socially distance events across ohio he attacked trump's handling of the pandemic
10:35 pm
that's donald jobs presidency 250000 dead because of coverage experts say we're likely to lose another 200000 people in the next few months unless we take some serious action and he doesn't know what he's doing all because this president's only worried about one thing the stock market he refused to follow the science it's estimated that we just warn of these mass nationally we save over $100000.00 lies between now and the end of the year. of the pandemic the people the patients and the president to discuss all of this as the u.s. moves ever closer to election day i'm joined tonight by eric he's an epidemiologist and health economist at the harvard chance school of public health and a senior fellow at the federation of american scientists in washington d c dr fighting it's good to have you on the day i know that you haven't personally examined or diagnosed the u.s.
10:36 pm
president but i would i would like to get your professional opinion here should the u.s. president be holding campaign rallies just a week after leaving the hospital where he was being treated for covert 90. yeah that's a fair question to be here what the c.d.c. says typically a mild case is infectious script 10 days but your case is infectious for 10 to 20 days and the problem is trump was hospitalized you can say you was hospitalized out of caution but you've given dex a message which is only for severe patients according to c.d.c. you know your show so in any way you count it he was a severe case and he has definitely not hit 20 days now his doctor says he's tested negative on to answering tests but testing made about antigen test doesn't mean anything because it's not meant to rule out and say that you're not
10:37 pm
infectious anymore so right now there's still a chance he's infectious so he should not be out there and yeah and you know that despite the fact that the president's own doctor has said you should sean conley have said that the president has tested negative for consecutive days so he's implying that the president then is no longer infectious but there's a trust issue with the white house isn't there. you know there's absolutely a trust issue and often as you know though these letters all are never signed and all state released with the permission of donald trump the other issue is the testing made a consecutively fusing the rapid and that's now in addition tests which the f.d.a. these emergency authorization for this approval says it is not to be used for ruling out whether someone is infectious in the negative test does not rule you out that you're not contagious anymore and you're not supposed to use it after 7 days
10:38 pm
of initials and those this is why using that test is not allowed and the culture test they are supposed to use they have not done whatsoever so they have not offered any actual proof altogether it is entirely way too risky but it's part of true to form 2 turning you know flowering c.d.c. rule so it's still very worrisome and at the rally we saw yesterday in florida with the president we saw huge crowds some people with face mask others without very little social distancing isn't there mounting evidence that these rallies are turning into super spreading events. yes there is lots and most of these rallies less than 10 percent 15 percent at most where mass and there's 0 to cincy and just today minnesota where he previously had rallies they found over 2 dozen cases linked to presidential route most of them linked to
10:39 pm
trump's rallies so he doesn't his that's a lot of cases and those are just the ones we've been able to track and trace so we know these events are spreading coronavirus especially since these temperature of homeowners do not work and half of the infections may be essence medics and that's why this virus is so are to contain what of what about the white house as a viral hotspot am i correct in assuming that anyone who has been inside the white house recently should be considered a possible coronavirus threat. yeah that's a very good concern because the white house has been using a very very loose security protocol and it's it's looser and you can basically hop skip over a fence basically be as rapid tests which capture most cases but not all have been
10:40 pm
what they use and once you test negative which is not perfect if people been gone without masks and this is why the white houses have over 37 cases within just the crime rate or bit of the white house and the president alone in the last 2 weeks that is more than most many many countries with millions of people and that is why this white house epidemic is so insane but yet they refuse the c.d.c. i'm blocked the c.d.c. from contact racing anyone and that's why it's so frustrating i'm sure you've heard the news john johnson and johnson have suspended its vaccine trial because one of the patients became ill we've also got reports that eli lilly has suspended trials on an antibody treatment against code 19 this is how dr william schaffner at vanderbilt framed the news take a listen this is standard operating procedure it shows that the system is working it shows that people are be very careful on behalf of the volunteers and i
10:41 pm
think we need to not draw too many conclusions because as i say these are the sorts of things that can happen so dr if i go to get do you agree is there no reason to be alarmed by these 2 suspensions. you know these suspensions are typical and they are doing it out of abundance of caution because the if they were trying to russians they would basically keep on rolling people while they investigate right now they're suspending a roman while they investigate and again in these kind of trials the out with the want to do a full review of the medical record if you're off slope with the sure cause of it and maybe exclude those kind of patients in the future but at the bottom line this is a good thing and normally if it happened with any other trials that countless thousands that happen every year you we want to hear about weir's hearing about it because so
10:42 pm
this is normal and it is the abundantly cautious thing to do it's not rushing it this is the right thing to do this week the health minister here in germany said that germany will be able to begin administer the vaccine in the 1st quarter of next year not for that to be possible he must be assuming that at least one vaccine will be successful that it will be safe and that it will get approval all within the next few months and is that wishful thinking. it is well this is why i don't want to count the eggs before they hatch chickens before the extension because the issue is there are sometimes vaccine efficacy and safety issues that come up and we want to know whether they work 1st and then they're safe before or laying out the out time line all the time or in general assuming
10:43 pm
everything runs smoothly could be fast and available for some limited amounts of my emergency health care workers but for the mass vaccination of the general population it won't be available until late spring early summer next year ok we've got about the middle that they were just asking you know the models say that we could be looking at maybe $200000.00 more deaths in the u.s. by early next year at the same time here in europe even here in germany where the pandemic has been somewhat well managed new infections are surging is there still time to prevent the worst case scenario from becoming reality yeah there's definitely time and the key thing is hopefully not relying on lockout long term but also not relying on her community we have to do contact tracing testing and mask wearing mascara is the most efficient effective and distancing and if we have all
10:44 pm
these things and improve ventilation to prevent aerosol into our transmission i think we can prevent most of these yes and what did these are right dr eric feingold in joining us tonight from washington d.c. dr we appreciate your time in your valuable insights it's very important right now thank you thank you. the pandemic the corona virus threat and the public health crisis as we are seeing tonight this ordeal is far from over here in europe as well as the united states it's not the time to publish your pandemic memoirs you might say but that is exactly what new york governor andrew cuomo is doing the governor has just published a book that reviews his experiences during the early months of the outbreak the book american crisis leadership lessons from the covert 1000 pandemic looks back at the situation in new york and the response of new york authorities cuomo goes
10:45 pm
through those daily press briefings which he held on live television it was those briefings that led many in the us beyond new york to start talking about cuomo as presidential material as firm leadership earned him praise some of it backhanded one critic of the book says that the governor has a tendency to be tyrannical exactly what we need in a crisis like this pandemic or even across the atlantic here in europe many people tuned in every day for governor cuomo those updates as new york city and new york state became the world's pandemic epicenter to date nearly half a 1000000 cases have been registered in the state and more than 30000 people have died most of them in new york city here's a look back at those daily briefings with new york governor andrew cuomo at the height of the pandemic the increase in the number of cases continues. unabated. as a matter of fact the rate of increase has gone up we need
10:46 pm
at a minimum an additional $30000.00 ventilators you cannot buy them you cannot find them so we lost another $507.00 new yorkers and those are not just very large numbers we see that every number is a face and a family and a brother and a sister and a mother and a father we control the big. we apacs i thowt it's coming down the other side that is good news if the data holds and if this trend holds. we are past the high point. where those daily briefings became moments of media magic if you believe that they opened a path to the us presidency for andrew cuomo. pulling out jeff jarvis he is a professor of journalism and a media commentator he joins me from new york city jeff it's good to see you again
10:47 pm
what do you say were those briefings i know it was at the height of something that was that was terrible but were they for the governor moments of media magic. no i think there are moments of leadership that chick listen enderle cuomo is a not uncontroversial character in american politics city is known as being tough and sometimes difficult but the contrast is what mattered there the contrast between donald trump our or her failure as a president leading us nowhere and cuomo who had the most difficult situations the 1st place hit by the pandemic new york at the crossroads of the world where people were coming in to bring it in before we knew what it was really before we knew what to do about it and how to handle it. and fighting against it federal government was providing absolutely no help so i think that his voice on television every day was a voice of trust in science authority trying to make government serve its citizens
10:48 pm
these are all good things i know that here in europe we saw all those briefings every day and to me they were always followed by the president's briefings from the white house so that juxtaposition as you said to me it was striking if there had been strong national leadership coming from the white house do you think those briefings would have even been televised with a view evan been necessary. probably not and certainly other states got worse than we did in time and there weren't daily briefings televised across the whole country and even as you told me to the world of because new york was was at the early moment in this and i also think well mo's mean online on the air made it something special with his authority with his humor with his scolding told him you know you better not let me become down there in new york he had a paternal way to deal with us and i think we were we were hungering for real
10:49 pm
leadership from anywhere what happened in the us of course was that the various governors of the states ended up having to become the federal government in absentia they had to take over where the federal government failed they had to get it put that they had to deal with with regulations do we wear masks or not all those kinds of questions and i think cuomo did an excellent job now of course the republicans are trying to argue that we have so many deaths in new york he did a bad job but again we didn't fully know what was going on we didn't know as much as we know now we still don't fully know what's going on and it was very early in the american experience of the pandemic but i mean it was very early and that brings me to my next point that the pandemic is far from over and we're looking in the united states possibly the 2nd wave coming through some people are saying that it's premature for a book like this to be relieved that it's premature for governor cuomo to take what looks like a victory lap when people are still getting sick how do you see it. to say that is
10:50 pm
to say that what we do right now journalism is premature you know we have the hubris in our field of saying that we write the 1st draft of history well cuomo was part of that 1st draft of the story and i think he's perfectly free to put out his book and give the lessons i haven't read it yet i haven't got it yet it's just out today but i i think it's a fine thing to come out with it and again it serves this contrast with the lack of leadership we have in the country it shows us a lot of what a leader can be and right now in this country we need that from governor cuomo we need that too frankly from the new america we're missing leadership here in this country and wherever we can find models of it will take do you think that this is preparing a way for governor cuomo to run for u.s. president no i don't think so at all i think of that was speculated when we still had a field of 17 candidates in the democratic race but then one he was too busy dealing
10:51 pm
with the crisis and 2 a story ran for president would have been seen as a dereliction of duty so he really had no opportunity number 2 fairly early on it became joe biden and joe biden's the nominee i presume joe biden is going to be in for at least 4 years i'm personally hoping kabul errors will be in great years after that so i think that pretty much kind of washes governor what was opportunity to become president i want to ask you to move just remember a time when social media twitter trumpets used twitter like no president has before him if joe biden wins the election do you think for him will will twitter be almost like kryptonite is to superman. no i think joe biden will show that he can use it with authority look at the case after the democratic debate the other night there was a fly on. vice president pence's head and biden's people had it with a fly swatter a little bit of humor a little bit of humanity not coming off like an authoritarian from the the balcony
10:52 pm
like a deja is what maybe joe biden's method and that's what i hope that he still uses social media because it's a way to talk directly to the public and i think i think that's as long as you're not an authoritarian that's a good thing you know that's quite the image of deja and joe biden and mike pence all that in one sentence there jeff not many people can she do that jeff jarvis joining us tonight from new york city jeff it's always good to talk with you thank you thank you. the british government has introduced new measures to combat the spread of the corona virus now on tuesday the country reported 17000 new cases just in the past 24 hours deaths from cope with 19 are at a 3 month high now the steps announced by prime minister boris johnson include a 3 tier system for fresh restrictions on areas depending on the severity of the outbreak one of the areas most seriously affected is the city of liverpool. charlotte chelsea until reports from there tonight.

travel across europe at the height of the initial outbreak earlier this year. all right let's take a story now. she joins me from brussels good evening to you by barbara so talk us through these european coronavirus traffic lights. it's an attempt to bring some order into the chaos that was as you said the sort of. that was to be seen earlier this year at the 1st the 1st round of the corona virus hitting europe what countries are not trying to do is use the same data and use the same criteria to determine whether you can travel from point a to point b. for instance germany has a travel warning against belgium i am at the moment but france does not have a travel warning against or for belgium so why is that because they sort of set the

point where the thinking country is dangerous at different levels now that is supposed to change in the future countries are supposed to send their data to the european health agency in stockholm and they are supposed to be correlated there and a european travel map should come out every week it was countries being red orange or green so then you could go from green to green but from orange to our inch maybe just if you do a cordon test and so on and so forth however the problem is criticism arose immediately because these new rules are only voluntaries voluntary countries are enforced to do them to obey them and so therefore this may work better if things a bit but it will not really be a solution yes especially if it's not compulsory there barbara stand by we're going to take a look now at one of the e.u. countries hardest hit by this new surge in corona virus infection. there is the czech republic where officials tonight will impose

a 3 week state of emergency schools bars and clubs will be closing to at least have been preserved it is a dramatic reversal of fortune for a country that emerged relatively unscathed from the 1st months of the pandemic. almost 500 people have died of cope at 19 in the last 2 weeks in the czech republic more than in the 1st months of the pandemic another 400 are in critical condition. i think people are not taking the virus seriously. medical staff at this hospital in progress doing all they can to protect themselves nearly 3000 doctors and nurses have been infected with the virus meaning many are unable to work. in klein and come in small hospitals where there are not so many stuff it can be problematic if one infection turns into a cluster. no other

short of a complete lockdown mark richard the prime minister has warned his citizens and has said it is in your hands now you really have to show responsibility because the health minister also said after 4 weeks of this partial lockdown if it doesn't help if the figures don't go down the country may have to return to full lockdown and that is a threat that you hear he's everywhere in europe at the moment not only in the netherlands because spain and france are also struggling and it might very well end up if these partial measures at the moment don't work out as everybody hopes they will we do that they will especially because winter just a real book order to do to be used on this work force in brussels barbara thank you . soccer superstar christiane there were no though has tested positive for the coronavirus the u. benches in portugal striker will not be able to play for his country in their nations league game against sweden on wednesday in the last 7 days rinaldo has

played in 2 other international matches all of the other players on the board to go team we understand have tested negative. but they've tested negative so far but that doesn't mean a whole lot joining me now to discuss this further is the use of a fully a leo so what more do we know pablo well we know the christianne are naldo long with his team mates have had multiple tests in the past 7 days so he came back positive on monday and what happened was that normally the team would have a training session on tuesday morning but in fact that they did was they put out so that the rest of christiane are not as teammates could actually have another test taken and they all came back negative now what's interesting is that on monday christiane arnaldo posted a photograph are actually going to see it very soon which is on social media he posted a photograph of himself along with a number of his teammates i learned what it appeared we can see it now it's going to come in of course this is you know the typical image that we see and we're

always hearing you know you shouldn't get together with a group of people i know this the it's very clear there that he was in close contact with the rest of his teammates. and then posted it on a social media now what we do know is that self of the very 5th person he feels fine he said he's asymptomatic and the rest of his teammates can continue on as normal and play in the team and they're going to be facing sweden on wednesday and as long as the when you see the picture there you have to wonder if they have to be thinking i'm not going to be the next one who gets a positive test result were known of course it is not the only player to test positive for the coronavirus me what impact has this virus been having on the game well a couple of players in the port. team of tested positive in the past few weeks in fact the team that. plays for you ventus in italy they also actually have players at the moment who are tested positive for corona virus we've seen the impact here in germany where you know people have been allowed into stadiums they've tried to
11:10 pm
restrict the number of people in stadiums here in germany but that's the case across europe and also you know it's even led to games being postponed and obviously a lot of concern amongst people about you know people are coming together and these players are coming into contact with other people and we're not just talking about football or soccer you're right no not at all and fact of the italian the cycling competition that taking place at the moment 5 teams have seen members of their team actually test positive to 2 teams in fact have decided to actually just completely leave d'italia and this is not just in cycling but also across the atlantic in the n.f.l. the n.f.l. football league has actually been forced to reschedule 8 games because of the number of corona virus infections so certainly worrying. problem as always thank you. let's look now at some of the other stories that are making headlines around the world the world trade organization says that the european union can slap
