with a recent record high of nearly $15000.00 new daily cases that's a sharp rise from june when new infections has dropped to just over $300.00 per day an increase in testing is only partly behind that and that as illustrated by the rising intensive care admissions folk over 900 that figure usually lags behind you cases by 2 or 3 weeks of hospitalization were flung over the summer which you can see here but have now risen dramatically in the past weeks the chancellor said to be pushing for one month's shutdown of all hospitality and leisure venues and fewer people at public and private gatherings as opposition to those measures but many germans support another lock down. back much time in berlin quite spoke district this is one of 10 busy streets in the german capital where people now have to wear a face mask germany has seen record numbers of coronavirus cases has been particularly hard hit now all 12 districts here are considered hot spots pressure

is growing here in germany politicians to introduce new stricter measures against the coronavirus especially as numbers continue to grow this is something that is being debated on a daily basis here in germany both on the streets but also in the german press the latest topic to be discussed is a possibility of introducing a so-called knock down light under this proposal which is reportedly favored by chancellor merkel schools and daycare would remain open except in the worst hit areas restaurants and bars would have to shut and large events would be banned so far most bars and restaurants have to close only between 11 pm and 6 am for many berliners new measures are necessary even if they mean fewer freedoms but others are more skeptical we all have to give ourselves a push now and see that it goes in the right direction. the numbers are always going up so you have to do your part to make them go down again the government take

the profit businesses and hope that we will be spared but unfortunately we can't rule this out completely although i'm not sure if it will really help to contain the country america and then beautiful most people i assume that there will be new measures there's nothing you can do about it and we have to get the infection under control in this newsroom and this. new restrictions are expected on wednesday after chancellor merkel meets with germany's 16 regional leaders. so what measures exactly those who want regional leaders to agree to do w. news has obtained a copy of the working paper for today's video conference and the term locked down light does not appear anywhere. but that is what this proposal has been dubbed and here's why schools and daycare facilities are to remain open and that's a major difference to the lock down earlier this year the 1st wave of the pandemic germans will be told to limit their contacts to quote an absolute minimum complete

shutdown of the leisure and entertainment sector bars restaurants cinemas sports centers all required to close all public and private entertainment events will be banned as will trade fairs and state premiers agree the new measures will take effect starting on november 4th now for war and what could lie ahead we have did obvious political correspondent nina with us here so we have these outlined proposals from chance to america do we know more about how they will work and if there will be national or regional maybe only for local hotspots the proposal is one by the time 3 so america is aiming for what she's calling a circuit breaker a lockdown and the aim of course is to prevent the health care system from collapsing it's still a coping ok but new infections are rising much faster than expected i see use of filling up very fast you mentioned it and that explains the urgency angle maclin others like the state premiers of the varian list saxony want those proposals to be

implemented nationwide for months but of course the country 16 states have the final say on just weights restrictions to impose in the end and there's already some resistance from individual state premiers to michael's plan like from the far left leader of the eastern state of the range commodore who says that he's not some agency working for the chancery and you know there's also been criticism that parliament is not sufficiently involved what authority does the chancellor have to impose a new lockdown nationwide. well the 16 individual states do have the final say when it comes to health matters and that goes back to our country's history of course to avoid giving the government here in berlin too much power on the rest of the country that could potentially be abused but during the 1st wave in the spring the german parliament did give the government certain exceptional competencies to be able to act faster than normal during this time demick but now there are people and

not just from the a position parties who are demanding that the national and regional parliaments get more of a say on the measures and their argument of course is that those measures are so far reaching restrictions on people's freedoms and that they're very hard to sell in areas that are currently not so affected or not affected yet which is also what it will make these talks difficult this afternoon and you know the economy has already been hit hard by the 1st lockdown is there any way to gauge how it will be affected by a new law. but of course it will affect the economy and that is a big concern germany of course being europe's economic powerhouse has an effect on other countries as well and that is also the reason why mickelson concept includes an emergency aid package that would help affected businesses businesses that would be affected by this current plan to shut down the country essentially for a month but details are not clear at the moment just how those businesses will be

helped and of course there is a lot of criticism coming in specially from industries that would be affected like pubs restaurants but also event industry and they're saying that those measures are unfair. which will keep us updated throughout the day on these developments thank you nina. and to the us now where the city of philadelphia has seen a 2nd night of protests after the killing of a black man by police on monday 27 year old wall to wall as junior was shot by police after they said he was fused to drop a knife wallace's family say they have called for an ambulance and not the police to get help with what they call a mental health crisis. the philadelphia night once again lit by flames. tuesday saw more clashes between police and protesters. with more blood spilled on both sides must be presented their anger at the death of walter wallace

to philadelphia as the city braces for further unrest. a more on this we're now joined by joseph hutchinson he's a u.s. civil rights lawyer counted based here in berlin shows of sending in troops sounds very extreme is that necessary and is it even legal. so necessary i don't think so but legal definitely so typically when we see a governor who have executive authority and they're calling in the national guard it's usually more or kind of like national disaster so whenever you have hurricanes for example then the national guard might be called in to help with things like that what the governor was doing in this though is showing that the defense of property is more important than the life so i think it out of there and that there would be no looting or violent protests pretty actively although in the national guard even though it doesn't really seem to be much of been an american you know
11:12 am
what if it weren't so how do you gauge this is this likely to cause protests like we saw off of the killing of george floyd. i think the problem that we're noticing in the states is that you know we heard in the segment that the man who was doing your arms there are reports of his prior criminal record and unfortunately what we see is what we call respectability all take the united states for black victims of crime to be treated with empathy and respect they typically have to be you know the most innocent person you could ever imagine so i think the difference here with sort boy feeling is that yes he was holding a knife but i think what activists are still pointing out is you know just because he was holding a knife does not mean he should have been shot. certainly should have been shot fatally so i think. for this to have the same kind of impact and i think that's why

people are taking the streets in philadelphia because they can see what's happening but unfortunately there is that hurdle to get over that people might not. be able to see him with the same humanity. you mention it. he was he was fatally shot and he was shot multiple times but just willing a knife that's what i call excessive force isn't it does the police need to be pulled on this special train and is this actually happening. i think the problem so limited instances there are because the police are under local control so not under federal oversight you have some communities now realizing that the police are out of control that the entire relationship between the police and the people need to be run by this is absolutely excessive you support from a policeman perspective they're allowed to say well my life was in danger i was

allowed to do anything to protect myself there's a long list of demands that need to take effect but one thing i want to point out we've seen this video of this murder we've seen them shoot him but these individual police officers will almost certainly never be held accountable and even if there is some financial settlement with the family that's going to come out of taxpayer money. goes hutchinson u.s. civil rights lawyer based human bone and thank you very much thank you. have a look at some of the other stories making headlines around the world in california hundreds of firefighters backed by planes and helicopters are battling to control 2 wildfires near los angeles high winds and dry conditions close to residential areas some 100000 people have been evacuated power lines are believed to have sparked at least one of the fires. voting is underway in india's 1st major election since the

give you a resoundingly no and they will point to the things that have been happening before the election even began and they are arguing that voting day is just one event in a series of an election process and they point to the policies that have denied opposition supporters the ability of the space to express themselves they point to media houses which have been shut down for daring to say something that goes contrary to what he says and so even if the opposition wins this is what some observers a saying that there is no way it can be deemed as free and fair fact the person i was book was speaking to from tanzania earlier today said that she was even afraid to be speaking to me on the phone for fear that she might be castigated and so this is the sense of opacity that is surrounding this election. it is you did cover the election in tanzania 2015 how does. popularity. compares now to 5 years ago well 5 years ago tanzania seem to

be really putting c.c.m. so much of a pain to see the ruling party on trial it's been in existence since 1707 and leaving the country for that duration of time at the time young people was saying this party doesn't speak for us anymore its values its systems its leaders they're not a reflection of who we are but in 2020 it's most certainly a trial for mug fully. which is an island off of times and yesterday they did begin their polls and you could see people chanting saying they would rather have coded than c.c.m. which at this point is linked very directly to john mcgrath fully but at the same time it's impossible to really quantify what the level of opposition is because again this crackdown on anybody who dares to speak out against the president. very much. it's the cannes film festival but not as we know it's a very different version of the french celebration of cinema got underway on
11:22 am
tuesday the main festival earlier this year was cancelled due to the pandemic the new version is very low key comes as the country again struggles with containing the pandemic the glitz and glamour almost gone in cannes this year with no major influx of international movie stars organizers decided to invite spectators to walk the red carpet for the opening and unconventional beginning to one of the world's most famous film festivals but then again the festival as director was careful to point out this is no regular. first of all it's not become film 1st of all it's the cannes film festival that came to cannes and october in the midst of a to mull truancy year so as not to forget that people of can know the spectators the general public and to celebrate both feature films and short films over 3 days the festival is usually held over 2 weeks in may but it was cancelled last year due

to the coronavirus pandemic. at this more lucky and socially distanced 3 day event several short movies will compete for a prize and 4 of the original $56.00 films will be shown organizers said they were determined to hold the stripped back festival despite travel restrictions and health regulations. they want to boost the cinema industry and help the region by coronavirus lockdowns many here are unsure about the future. she said. i don't know if the festival will take place next year we just don't know or. when i don't we hope that next year it will go back to normal even now it's just amazing to have a mini festival. organizers cited i can't guarantee the festival will take place in my next year but i insist 2021 will happen special or not.

well that's a brand. movie expert and he is of course common on the french riviera you've been covering the come film festival for many many is now this mini event so what's the atmosphere like. yeah it's i mean it's really nothing no comparison or regular academy the weather which is nice but otherwise it's different i mean you can't break that type of. excitement that you get we have the best when everyone's wearing face masks and we're also she just went on and it's very much a day out version. or movies being shown but that being said in these times just having any sort of. sense a great sign and a great. signal to the movie world so i'm really happy to be. only 4 films really being shown full of films i assume what do they hope the organizers
11:25 am
hope will come from this. i'm i think we can the best organizers they really want to stay in the conversation i mean campaign vessels had to cancel this year because of the growth of ice by virus and demick and people sort of forgot a bit about how important this film festival is i think with this mini version the can organizers want to stay in the conversation and the people talking more about the campaign possible and also as i said to send a message of hope to the rest the film industry that think we'll go forward under corona and that maybe they'll be a future actor in this pandemic for more because. one of the films. from. the stand out what's in it tell us about the yes this is the film the big hit it's called in english open the film festival this and you can best well last night it's up it's sort of a feel good french comedy about
