the chaos. and germany has begun his partial walk down. the country's new coronavirus restrictions citing a surge in new infections and a growing number of patients in intensive care. good to have you with us 3 civilians have been killed and more than a dozen wounded in a gun attack in the center of vienna the austrian government is now calling it an islamist terror attack a gunman opened fire at multiple locations as people enjoyed their last evening out ahead of a new coronavirus law. police shot and killed one of the attackers but say they are hunting one or more a stale and still at large. panic on the streets of vienna

the shooting began around 8 pm police quickly flooded the city center it was an unseasonably warm evening and bars and restaurants were crowded ahead of a partial lockdown beginning tuesday gunman opened fire at least 6 locations the 1st reports came from the of the city's main synagogue it was closed at the time but a rabbi watched the horror unfold from his window. i saw the attacker running in through various bars and restaurants. on our street. and people running away you know. this attack us army chasing them or the history they were shooting at least 100 rounds just in front of. police sealed off the city center urging people to stay away and remain indoors some people trapped in restaurants were later allowed to leave but the police operation to find the

attackers is ongoing our special police units successfully managed to neutralize a heavily armed terrorist with an automatic rifle. as they started with all the officers given our current understanding is that at least one other attacker is on the run. told parents not to send their children to school on tuesday if possible further attacks can't be ruled out so they are very well equipped they have automatic weapons and a very professionally protect officer it is definitely a terrorist attack and. as armed police continue their search the army has been brought in to god key locations additional checks are in place at the border as image fears that one or more heavily armed suspects could already be far from the austrian capital. let's cross to vienna where journalists christine cummins is standing by question what's the latest. well we had

a press conference about 2 hours ago in which the government confirmed that yes this was is being considered an islamic terrorist attack that there have been into the flats of the attacker who was killed there now. they've been searching that they're looking through 20000 videos that the public have sent to the interior ministry they said please don't put your videos online on social media send them to us so that we can look at the pictures see what was going on see how many attackers there were we know of course there was one who's being killed they fear that at least one maybe more are on the run and still may be armed and dangerous so with one more potential attack or perhaps even more on the run how are people in vienna coping with that. well of course it's very early in the morning this happened as your very good report said at 8 o'clock at night so there's not been much time

people have been home as the police told them to stay home and at the moment people are making that decision you know can i keep my. schools are out kids will stay home will i have to go to work should i stay at home. and it was a very unusual atmosphere i think because as your report mentioned as not suffered a terror attack in 4 decades the last one was 1901 actually surrounded in the same area so has been a specific in that vienna is a safe city unlike we've seen terror attacks in paris and london said among people i've spoken to and if you look at social media here in austria this is a great sense of shock that now terror has come home that this sort of thing could happen in this city which has seen seem to have been exempt from this sort of hate crime so there's a great sense of anxiety

a feeling that something really has shaken this country this you know a country where people have a very relaxed way of going about life as he said last night people were sitting side having a drink when suddenly terrorized in the city you mention it or sorties say or this is an islamist attack and are searching the home of one of the attackers alleged attackers can you tell us anything about the identity of that attack. no i can't because they haven't told us to be honest they're at an early point in the investigation they insist that they've been looking through the flat the assailants he was shot had thought was a suicide bomb vest that turned out to be a dummy but they were exploring his flat for. explosives and it does seem that they found a material and indicated that the motive was an islamist one they haven't elaborated

on how they drew that conclusion. christian thank you very much for brains up to date there that was journalist christian cummins in vienna thank you very much well here in germany chancellor angela merkel has urged people to abide by new rules designed to slow a rapid increase in covert 19 infections restaurants bars and leisure facilities have been closed for a months the chancellor told a news conference the measures are necessary to prevent germany's health care system from being overwhelmed the country has recently seen a surge of covering 1000 patients in intensive care. a wet start to germany's new partial lockdown. early morning in berlin as cool children have to class they are some of the few whose routine won't change that much with the new measures the new restrictions on effect shops schools or day cares the german government says it will prioritize children's education something it says is better

achieved with in person lessons. what does appear different is the street usually bustling with tourists and locals now quiet and empty its many bars and cafes have to shut down and can only offer takeout. german chancellor angela merkel acknowledged that the new measures are hard but said that they are necessary to limit social contacts and bring the pandemic back under control. to do it and of course this means that for the next 4 weeks will have to go without a lot of the things that make life worthwhile and we all know that the state premiers as well as we in the government we spent a long time considering whether there was a better or moderate way but we did not see one that's why with heavy hearts we decided on these measures. the government has also urged those who can to work from home and asked employers to facilitate the transition with more people staying home

circus is huge numbers of a vent in a fence where people want to go and meet the candidate and really almost like a kind of a celebrate every atmosphere on both sides obviously that's been massively toned down you know the number of real in person events taking place particularly on the democratic side on the scale with them has been really scaled back but also in the aspect of the coronavirus kind of putting into even sharper relief the fact that this election is a referendum on the presidency of donald trump which it was inevitably going to be off to 4 years of this kind of president but it puts that really into sharper relief because his handling of the pandemic has been so controversial so there's the pandemic on the other one side and then on the other side you just briefly referred to it in the. action there is this sense about the integrity of the result about the result now there is a good chance that this time tomorrow we're not going to go know the result of this election a lot of very important states a very close. there's been

a large amount of early voting by post a lot of those votes will not be counted by this time tomorrow morning and this opens up the possibility of there being a legal challenges to kind of a long drawn out count in key states like pennsylvania for example that could mean that we have a couple of weeks or even longer of not knowing the result next week really destabilizing 4 years ago the u.s. was already polarized you could see it in the election then but now things are off the scale did you see coming for years i think unfortunately you could only anticipate that really and if you look at this polarization it's a trend that goes back quite a long way really i mean you could chart it back at least to the 1990 say the period where you have bill clinton in the white house you can bridge in congress

that began this really kind of deep phase of polarization eyes think we're still in now and 2016 sort of felt like it had of a new low for that obviously with the arrival of a very polarizing figure donald trump i remember many of the rallies that i went to you know the trump supporters in the crowd chanting look her up talking about hillary clinton as the rival. so that was very deep but of course what we've got on top of that now is that we've had 4 years of trump in the presidency which means that the 2 sides everyone is even more entrenched in the positions that they were in then trump supporters feel like they fought every fight with him and trump's bitterest opponents really feel like this is. absolutely crucial moment for the country to get rid of someone who they've grown to despise it's. what's quite interesting is in the middle of all of this you have joe biden who is in himself he's not really a particularly polarizing figure which you see in the nature of the attacks coming
