for trump or biden states in lighter blue or pink they are leaning toward biden or trump respectively any one state will give biden the win trump needs a combination of states to win so let's get a live update now from washington on the state of the race where the vote the vote count stands right now we're joined by correspondent carla bleicher who is standing by for us there so as we've just seen carla biden polling ahead in georgia but by the way for thing in the margin what should we be watching as the counting continues. well definitely keep your eye on georgia because as you mentioned the margin there is incredibly small so it could go back and forth if you will. also keep watching arizona as some news organizations as you mentioned have already called it but others have nots and biden sleep there appear to be shrinking and then of course pennsylvania pennsylvania is incredibly important to watch that

has 20 electoral votes should biden pull ahead here and when the states he would of he would have crossed over the magic number of 270 electoral college votes so that means he would he would win the election. trump is still ahead by a little bit but it's mail in voting ballots that are still being counted that favor joe biden and some of them are coming from the philadelphia area which is also a democratic leaning. area and so that would mean that biden could pull ahead here and we're expecting more numbers from there soon let's talk about the further numbers that are expected we also know from philadelphia that you just mentioned also know that georgia 99 percent of the vote counted and that is really quite a lot given all of this when could we expect to bristle at sort of timeline could

we be looking. well that is of course what everyone is wondering and the short answer is we don't know exactly some numbers and some states as you mentioned are very close to having all ballots counted. some people say might have already been counted had it not been for a burst pipe in fulton county which is where atlanta is so they really should be inching closer now that that has been fixed. north carolina for example is still accepting ballots that were postmarked on election day until november 12th nevada till november 10th so we might know later today but also it could still be a few days thank you. have a closer look at the message that has been coming in from the candidates now joe biden once again urging patience as the votes are counted donald trump addressed

the nation meantime last night stating multiple false hits and saying that he is being robbed of a 2nd term the charm campaign has launched legal action in some states alleging fraud in an effort to stop the counting there state election officials say there's been 0 evidence of wrongdoing. 2 days after the polls closed president donald trump delivered his latest broadside against the electoral system. if you count the legal votes i easily won and if you count the illegal votes they can try to steal. the election from us if you count the votes that came in late we're looking at them very strongly but a lot of votes came in. there is no evidence of voting irregularities in the u.s. because of the coronavirus pandemic many votes were delivered by mail delivered to congress meal and ballots are steadily increasing the lead of democratic candidate

joe biden. seeking to stop the vote count republicans have launched lawsuits in several states once the legal battle to reach the u.s. supreme court which leaned heavily to the right after he failed 3 of the seats with conservative justices. do we think there's going to be a lot of litigation as we have so much evidence so much proof and it's going to end perhaps that the highest court in the land the president left the podium to a barrage of questions from reporters. why are you. people about that man he found a lot of the known. on the streets trump supporters echoed his baseless claims that everything is good legitimist leave fairly and truthfully has already ruined my days already but they're just calling it so they try to steal it more and more pilots biden took to the stage with

persist long after the counting is done. and joining me now here in the studio it is peter while a dollar has been following all of this from the very beginning for us peter let's drill down into some of these messages will begin 1st with trump casting doubt on the legitimacy. of the entire election have we seen this before why is he doing it i think in a lot of ways this is one project unprecedented what we're seeing right now i mean even richard nixon ultimately ended up spending the process and put this debility of the nation ahead of of his own interest. you know why trump is doing what he's doing is a question that a lot of people a lot smarter than me have been asking themselves for the past couple years. i think ultimately only trump knows but i think paul if i guess is that you know based on the current map trump is not looking like a 2 term president the race is shifting as we heard there decisively and quite rapidly towards biden. trump is someone who used to tell his base when he was

elected you know we're going to win so much that you're going to be tired of winning right now that does not seem to be the case and so by casting doubt on the integrity of the election it looks like he's to some extent trying to save face. oh warning maybe fur trump i think it we seen him you know calling republican governors trying to put pressure on a lot of local republicans also to have them up the pressure on. you know the election offices there but this is not just about trump this election the republicans have had a fairly good election and won a lot of seats in the local and state level congressional level to make their votes without me their victories are legitimate as well would make trump's victory illegitimate if you and i can tell you're trying to find the logic and bravo for you to me for making that attempt to compare and contrast what we have been hearing from trump and his party with what we are hearing from the other side from biden

which is very much a message of calm of patience and where which message has the nation right now seem to be latching on to as it waits for these results right i think the thing is that we are seeing you know we've seen trump supporters sensually campout outside of election offices of some of these polling stations where they're being counted the votes we haven't quite seen the same response from biden so i think. their individual or their responses very much reflect the division that we're seeing you know you set there biden is in a lot of ways call for calm he's told essentially his supporters to trust the process and that does appear to be what a lot of them are currently doing. i say on top of that biden currently sounds more like a man who knows he's winning he's not just sounding more presidential i think to

some extent he's also acting more like incoming president he's getting intelligence briefings on the situation in the country also was special with regards to the pandemic so he's doing a lot of the work that a sitting president would normally. that he normally would and should be doing at this point it is been so interesting to see just how close some of these counts are in states and we've seen for example georgia 99 percent of the counted and it is a difference of hundreds of votes peter i mean clearly you know the message from both of these candidates which is so divergent so different is resonating with substantial parts of the population on both sides what does that say about where the country is right now. i think it says out on the one hand it's a deeply divided country it's also deeply entrenched country i'm reminded of 2004 you may remember that famous keynote speech that president obama gave out the president at the democratic national convention that really you know rocket into

the national stage and made him a you know political icon he said that there was no red states and there are no blue states there's only the united states of america the current election map i think does not really reflect that message. the red states appears to have gotten redder the bluer states the blue states appear to have gotten bluer and so you know no matter who wins i think one of their top priorities going to be to have to try to unite the country to be a president for all of america and that's going to be very tough considering that neither side currently considers the other side legitimate and that that that trend toward polarization just keeps getting deeper and deeper and deeper in the us to use peter all the dollars analyzing all of this for us thank you thank you well it's not only people in the u.s. of course who are anxiously waiting to find out who is going to be the next president europe is watching very closely let's bring in now christina bears enough

from the german marshall fund in brussels she's a senior fellow at the alliance for securing democracy they're welcome to the program and thank you for joining us as we've been discussing here trump has called the integrity of the electoral process into question what is the state of democracy in the u.s. right now. thank you have for having me ending when you look at the state of democracy in the u.s. right now you see 2 different things you see on the one hand a very smoothly steadily progressing democratic process an election process something that's very important to understand the election results are coming in slowly because of the way that americans voted this year tremendous number of absentee ballots of mail in ballots early voting all of that has created a different landscape than we have ever seen before in the united states and the stone laws that we have in place across the u.s. many of those votes cannot be counted until election day themselves which is why we are on friday and we still do not have

a full ballot tallying in states like pennsylvania or nevada where we're still looking for these results and georgia as well so when you look at the democratic process the process of the elections the technical side it's progressing exactly as it should slowly but that's what people anticipated in advance of the election and what we're seeing today we also anticipated that many of the in cursing voters on election day would be more for the republican side and we have seen that democrats have sent in more mail in ballots than republicans have in many places because of this we've seen this change on the other hand we see the president's rhetoric and so we have to balance the president's rhetoric against what we're seeing in terms of voting process and the rhetoric is alarming and i think the u.s. and europe and in particular are doing a good job of. that and let's talk a little bit more about that because i'd like to ask you when you're sitting here in europe right. our leaders here are people encouraged that the process in the united states is working i mean is that is that really

a boon for people who are looking on in on this or is the level of concern that one has based on the message that we're hearing from the presidency sort of trumping all. i think the european leaders have gone into this with a great deal of understanding that this is going to be a longer process than usual so i think from the leadership side generally we're seeing also a wait and see approach resilience patience the slovenian prime minister came out with a very early congratulations to president trumpet that came as a different from others you have seen many member state media and among others talking about the a os in the united states i mean that is perhaps alarming and some ways and maybe not a perfect representation of what is going on but again generally there is a sense a wait and see and an explanation of that by european media yet to european audiences

4 people austrian authorities say that international anti terror units are cooperating in the investigation including the f.b.i. us. let's get more from political correspondent thomas sparrow who is standing by for us in berlin thomas is it fair to assume that there are people in germany suspected of involvement in the vienna attack not direct involvement according to german authorities the goal of the raids today sorrow was to try and find evidence because there are certain links between the alleged perpetrator of vienna and people here in germany in those 3 locations that you mentioned again the keyword here is those links we're talking about for people that are being investigated there were no arrests but they are investigating those 4 people in particular 2 of them are said to have met the alleged perpetrator in vienna in the summer and the other 2 have had contact with the alleged perpetrator according to authorities online the goal here was to try and get evidence in those 3 locations this does not

come as a as a surprise in fact interior minister horst zehava had said yesterday during a debate in parliament that that could have been those links between the alleged perpetrator and people here in germany and he also stressed that the situation here in germany is very serious and hence the necessity the need to cooperate with austrian counterpart to try and find all that information that is needed to understand the background and all the key information about what happened in vienna earlier this week what does he need very serious how high is the risk of a terrorist attack. it is high again that this is something that he didn't say for the 1st time yesterday in the german parliament he referred to 615 potential perpetrators here in germany and he stressed the importance of fighting the possibility of an attack here in germany he said an attack could actually happen any time to germany should be prepared for that and that authorities are actually preparing accordingly he stressed and this is particularly important again the need

overruled by courts in the days that come after those announcements because that is something that we have seen here we must remember of course the german government in berlin can't just adopt nationwide measures against the coronavirus like maybe other governments can and run the world instead this is a federal process until a medical sits down together with the state treme is and they decide for themselves on the regional level mostly but then local courts go ahead and they react to complaints that have been filed and then they overrule some of those decisions and we saw that for example when the senate here in berlin try to impose a curfew on boz and the local pub owners went to the courts and so this is something that spawn is very very particular meticulous about he really wants those measures to be respected and to have the legal bases which is why there's a new law it specifies certain measures that can be adopted nationwide so that

tough question. we as we speak now. biden has taken taken back michigan wisconsin. and appears poised to win nevada and arizona he seems to have the clearest path towards $270.00 electoral college votes you talk about a clear path but it is a system that doesn't really appear to work for europeanize why is it so complicated. we have to look to the form of the constitution for that i think but we have an electoral college system. that for whatever reason is weighted toward parts of the country that are less populous and so it often does happen that. the greater number of people vote for the candidate who has the fewer number of electoral college votes and we've seen that in previous elections and i think i

just want to run that question by you why you know why is this is them still in place the electoral college nobody really understands it's in the postal vote isn't it sort of an opportunity to kohl for old you know well i think a couple things 1st about i would argue that the electoral college system does work and has worked for over 230 years it has happened in the past it happened in 2000 and it happened in 2016 that the candidate who won the most votes did not win the election but the point of the electoral college system is to have a regional balance in the country and it's important to remember that the united states is twice as big as the european union in terms of its geography it's a country of 300000000 people more than 300000000 people and they wanted to avoid a system the framers didn't i think that they could sort of sense this was going to happen back then even that the country was going to expand westward and they wanted to avoid a situation where you had large population centers determining who was going to run the federal government it is it's

a federal system like. germany and they tried to create this balance barack obama won 2 terms as president with the electoral college and with the majority of the votes and i think that if joe biden wins. today or in the coming days that this talk about doing away with the with the electoral college electoral college will probably dissipate i think that the big problem this time was because of the pandemic you have many more mail in ballots than we normally do that's one problem the other problem is that the president of the united states is aggressively so actually guilty of these militants so fascinating background but it you know you're giving the impression of all is growing and rosy in the u.s. a couple of days after an election where we're still reading about hands and saying where the heck is this going now but i think it is normal in the american system and i think it's not normal to europeanize as as you said it's not but the fact is that the responsibility for elections in the united states lies with the 50 individual states and they are allowed to structure those elections in the way that

they want there are a surprise said mainly volunteers who are working here to count the votes it is actually i think it's very positive for democracy because it is a grassroots effort and when when people see as we saw this morning in my home state of arizona sort of groups of people out in front of the building where they're counting the votes waiting trump flags and you know they're carrying guns as a lot of people in arizona do anyway that you know tends to worry a lot of european viewers i think american viewers and a very good news but i do think that it is also maybe a little bit part of the kind of circus atmosphere that often surrounds american elections well i don't agree about the electoral college i do think that that will remain a sticking point as somebody who is a california voter i mean i feel disenfranchised frankly by the system that is very antiquated that was created 2030 years ago and i think with the with what we've seen with this election with the mail in ballots the overwhelming you know the ability to do voting in different ways on that i'll ever. the ideal was between

behind the electoral college was to make sure that all states were represented but you can reach the voters now we're not talking about going by horseback to you know some polling station god knows where you know fighting all kinds of dangerous elements although they're still dangerous in some places nowadays when you want to vote but but i do think that they're going to i mean that there's going to be pressure to end this i really don't it's just a very strange system when you have a popular vote that goes for a candidate and then they still can't be elected because the electoral. college system is what prevails ok just one second i mean i think it is fair to say the of the complications of the system were partly what prompted president trump to come out and make his extraordinary speech claiming to be the winner of the poll let's listen into that cement talk about a little bit we want a load to be used in a proper manner so we'll be going to the u.s. supreme court we want all voting just. we don't want them to find any

ballots at 4 o'clock in the morning and that the list ok. it's the city. is a very sad moment to me this is a very sad moment and. we will win this is far as i'm concerned we already have. most of your take on what was going on with the president and what was his message . what i hear from the president's words is someone who has path to victory has narrowed but who seems intent on riling up his base to do god knows what to preserve. his voice in the public discourse as biden kind of interest closer closer to victory. there's a lot of talk among journalists and pundits about framing the narrative and a lot of people have been saying it they'd see it sort of framing the narrative of

. what socratic narrative is not how it feels to you i mean the president comes out and says you know he almost himself declares himself would have since when does one guy choose the president of the united states we talk about challenges to democracy a kind of naked appeal to stop counting votes of american registered voters does seem to be leaning to me towards. kind of authority tarion. kind of rule various things that he's done to to kind of stoke violence at the polls to to call out people who. show up at the polls with with their arms on display appears to me to be something that is that is a guess totally against what we consider a working democracy a presidential 2 in the making some say regardless of whether donald trump you know wins another time in office or not is not cheap talk is that extreme talk i think

it's expel little bit extreme i mean i do think that the united states has systems in place to prevent one man from sort of staying in the white house i mean even though we may see that the visual putting up of barriers around the white house i thought that was very symbolic i mean. it wasn't intended that way but maybe it was intended that way but i honestly don't think that i mean you know he donald trump talks the way donald trump talks that's part of his appeal you know he's seen as a leader by his followers and i think that's meant for them when he says that whether it even let's say for a moment he does want to stay and will stay no matter what i don't think those around him are going to allow that to happen because of the institutions including the supreme court well i agree and i think it's interesting that he actually referred to the supreme court in that clip so even he respects the authority of the supreme court here i don't believe at all that the supreme court is going to just rubber stamp whatever he wants it to do and it's not even clear what he would be asking them or what he would be challenging and again it's worth remembering that

this situation is not in his hands now it's in the hands of the states where these ballots are being counted it's their authority the federal government has no authority over them loses the count is he going to go i think he'll go absolutely he'll go and i think. it will be as easy as that because even people in his own party the leader of the republicans in the senate mitch mcconnell said of course we're going to have a normal transition of power just like we've had since the founding of the republic there's no reason to think that we wouldn't do that and i think that many republicans actually the sort of establishment republicans would be happy to see him go you know i mean they they they don't seem to be particularly happy with his with his style either and the other thing is that they've already got most of what they wanted they have control the supreme court now they have control more or less of the federal judiciary i think they would be more than happy to see the back of donald trump interesting let's try and capture the mood of the time by listening to
