frustration at the slow pace of the country's code 19 vaccination program and the portugal's health system on the verge of collapsing germany is one of several e.u. countries offering just help the country now the world's worst coronavirus hotspot and china threatens to retaliate after britain opens a new visa scheme offering residency rights for potentially millions of hong kong residents. i bring to our viewers on p.b.s. in the united states and to all of you around the world welcome tonight from europe to the u.s. there is condemnation of last night's military coup in me and more the army has seized power and imposed a yearlong state of a. urgency the move follows

a landslide win by aung sun suu cheese party in an election the army says was warred by fall soldiers have detained and other members of her government in response u.s. president biden is reportedly threatening sanctions the united nations security council has called an emergency session for tuesday. off to the arrests the power grab military vehicles lined up in me and months capital named pete our soldiers now patrolling the streets a clear sign of who's in control. will this was the moment a member of parliament was whisked away in a creature on razor one of many from aung san suu cheez ruling national league for democracy who and i would be party to the door of her home is once more looks she previously spent nearly 15 years under house arrest in opposition to an earlier period of military rule in a statement c.g. said i urge people not to accept this to respond and wholeheartedly to protest

against the coup by the military north easy in myanmar but here in thailand ex-pats made their allegiances clear on entering suchi hands burning photos of the country's most senior army chief or. not then i'm terribly upset i've been crying all day be crying all day he's the bad guy how could he do something like this is that. while curry military supporters free flags in celebration on the streets of myanmar the coup is a setback for many of the little more than a decade after the country began its transition to democracy the army is back in chacho. sybil you know you know that you know that i feel the army assaulted people when it states this kind of when the civilian government and a government elected by people. are not then you are countries just
9:04 pm
a bird learning to fly or like now the army programs then give another go oh my god when i think i can i at. presidents have been queuing at cash machines and rushing to stock up on essential as man mom has catapulted into an uncertain future . well tonight i'm joined by tom andrews he's the u.n. special rocketeer on me and maher it's good to have you on the program let me just start by asking you what would you like to see the international community do right now in reaction to this military coup. well number one strong strong voices of condemnation unequivocal statements rejecting what has gone on and we've seen that now across the world very strong statements coming in as you noted there is a security council is going to be meeting in emergency session tomorrow i think
9:05 pm
it's really important that the words of condemnation as welcome as they are be followed up by by action and we're talking about about sanctions the imposition of the reimposition of of economic sanctions a arms embargo other options that the international community will have before it but it's very very clear that the international community of as an extraordinarily important role given the fact that democracy advocates as you mentioned political leaders government leaders but also democracy advocates human rights defenders they've been locked up and they've been silenced inside the country so it's a very important for the international community to not only speak but at outside of the country in a language that the need maher. will understand and we know from experience they understand the language of economic sanctions mr andrewes let me just ask you about the reports you prepared ahead of last november's election you accused the civilian government and the military of me and more of persecuting opposition supporters and
9:06 pm
protesters in that sense does the army have a point when they try to justify this to me the election was marred by your regularities. this is in any and every election that i'm aware of there have been issues there have been concerns and of course there's no exception here issues and concerns but the bottom line is is that you take the concerns you have the problems that you have the objections that you have about a at election or anything else for that matter and you use a legal process to bring those concerns forward you don't overthrow of a fledgling democracy you don't assault an entire people with a military coup that is the point and it's the way in which they responded the illegal action that they've taken that really needs to be the focus of the world
9:07 pm
there have been some suggestions that maybe even former u.s. president donald trump's refusal to accept the u.s. presidential election results maybe that provided the playbook for dictators around the world do you think we're seeing that in action in me in mar now. well there was there wasn't a coup d'etat in the united states thank god and what we have in me in morrow ever is a very systematic lock up of people that believe in democracy that have been advancing human rights government leaders for months on sochi and many of our colleagues in these pre-dawn raid the cutoff of communication and systematically throughout the country to lock up of leaders who could be mounting opposition on the on the streets so this is a true coup d'etat they have locked this country down. we've seen nothing like this
9:08 pm
certainly in the united states but what's important right now is that the united states the u.k. the e.u. the international community act in a coordinated fashion to address this outrageous action your predecessor young heelys says that she believes this coup has been blessed by china and russia do you agree. well i just you know i simply don't know we we know that the security council is going to it's going to meet it would not be meeting if. china ject it in prevented it from doing so but this will be an opportunity to lay this case out and to make the case for a coordinated action i don't think that china is probably going to be receptive to the kind of action that i think is necessary but regardless of where china stands
9:09 pm
or where russia stands we know that they have been allies and they have protected the military regime of me and martin in the past but we also know that because of the concerted efforts and the pressure put on me and more generals by by the united states by u.k. by by the e.u. there has been a response not withstanding the support that has been provided them by china and russia so i think right now we need to take the assets that we have the capacity to build and strengthen pressure on this on this government and use this leverage both in a in a coordinated way through the united nations the security council through the human rights council and other entities but also bilaterally government to government relationships with with the government of me and mark and economic entities that are doing business with those military owned and controlled enterprises in the tom andrews the u.n.
9:10 pm
special reference you're on myanmar mr andrews we appreciate your time and your insights tonight thank you thank you well here's some of the other stories now that are making headlines around the world delegates from libya are meeting today in geneva to choose an interim government for the north african country ahead of elections that are scheduled for the end of december the libyan political dialogue form is being mediated by the united nations it aims to select transitional leaders behind this coming friday. russian prosecutors have backed a request to imprison opposition figure alexina volumnia for 3 and a half years on embezzlement charges and this comes a day after 5000 people were arrested in protests across russia calling for the release of mr noble. the french prime minister has launched a public consultation aimed at boosting confidence in the police it comes amid widespread accusations of excessive force among police and security officers nationwide protests erupted late last year after officers were filmed beating and

abusing a black music producer inside his studio. or down to the corona virus vaccine supply shock here in the european union today german chancellor angela merkel met with the prime ministers of germany's states and members of government as well as vaccine manufacturers and the e.u. has faced criticism for the slow rollout of vaccinations across the continent one of the purposes of today's meeting was to look at ways to speed up the pace of vaccine distribution. i for more now we want to take this to our political correspondent thomas sparrow good evening to you tomas so is there an outcome from this vaccine summit. it's not a big outcome but there is an outcome the 1st conclusion from this summit is that they will be a new vaccination plan a national plan here in germany where the vaccine amounts and the distribution will
9:12 pm
be registered this according to german chancellor angela merkel to give more security to german regions that are then in charge of carrying out all those vaccinations in other words to inviting people who will then go to the specific centers to receive their vaccination this national plan is something that will be developed now to try and give more certainty and more security the 2nd issue also related to certainty on the security has to do with the doses that are going to be delivered to germany under that merkel once again reiterated a big promise that she had made earlier saying that any german who would like to have a corona virus vaccine will be able to have it by the end of the summer will be able to have at least have an offer to have a vaccine by the end of the summer this essentially means that germany now has what i'm going to call described as more predictability when it comes to the amount of vaccines of the country will be receiving in the next few months although officials
9:13 pm
clearly stated that in the next few weeks some shortages will still remain and we know that this ventilation road well this is a european union program and yet we've seen problems here in germany what's been the problem with germany's dax in asian program. both elements are actually related so you content to stand the problems here in germany without understanding those bottlenecks at the european level the fact that the vaccine procurement was done at the european level and that means that when there are difficulties with procurement when there are difficulties with receiving different vaccines and obviously this also means problems for the distribution at a local or at a regional level but it's not only about problems at the european level here in germany they have been also organization of problems they have been bureaucratic issues as well that german officials have been dealing with that have been an issue specifically at a local level and that's why this plan that has been announced this plan that is
9:14 pm
going to be developed should be able to give more security to local and regional authorities when it comes to the number of vaccines that they will be able to receive and how they then will be able to distribute those vaccine accordingly to the german population in 2 months today is the 1st day of february and here in germany we are still in the walk down health the want you know working we're still in the lockdown that goes at least until the 14th of february may be extended but those are still discussions that are ongoing what is for sure is that the trend is positive when it comes to the number for example of daily cases or the number of daily deaths from coronavirus or the 7 day incidence rates you know there are many different ways of analyzing that but in general the trend is going in the right direction what is not necessarily going in the right direction the infections by those coronavirus variances is something that certainly is a matter of concern for german authorities and it will certainly be an issue that
9:15 pm
german authorities will be discussing when it comes to announcing what will come after february 14th whether the lockdown will actually be extended. to be used to muster with or used to niger in berlin thomas thank you. well staying here in europe portugal is the world's worst coronavirus hotspot in the past week it's had the highest number of new cases per capita and the highest death rate a state of emergency there has been extended until mid february tight checks at portugal's borders at this entry point from spain only those with a valid reason are allowed through. and that certainly wasn't the case in this exchange you have to take the story and then you can look at what all of you have to look for them and. look both of them back. through the board of the school of the if you will are reviewing. ok you can go. earlier portugal had
9:16 pm
seen a period of relatively relaxed restrictions now people are confined to their homes apart from essential outings nursery schools shops and cafes are shut the government has entered crisis mode coming to where i think it could be even stricter there are still too many people on the street doesn't know who i'm going to give them any more ticky still haven't understood that we've gone from being a good career in a country to one of the ground is in proposals that are beyond portugal's intensive care units are struggling some hospitals are running out of beds for covert 1000 patients others are short of medical staff or oxygen supplies long lines of ambulances have formed outside some clinics many patients have to wait for hours until doctors decide whether they can be admitted and where we're going to. we have never before tree are slight we're doing now sometimes we're having to treat people and the ambulance that's not the breath of authorities say the highly infectious virus variant 1st found in britain has cost half of all cases in greater lisbon
9:17 pm
some patients have been airlifted from overstretched mainland hospitals to the madeira islands more than 1000 kilometers from lisbon. and then there are the many who lost the fight undertaker say they're at the breaking point as they constantly prepare coffins for the newly arrived dead the organizer of disk parlor issued a warning for. oh it's chaos it's really chaos so many people are dead. there's no room to put away so many bodies. people should be careful they need to know that. kovac 19 is killing for real. i've already lost my aunt my cousin my father and my grandfather. now germany and austria say they would like to help treat some of the covert patients from portugal that help couldn't come too soon for the portuguese. well in central america hung jury

says it will receive its 1st batch of coke at $1000.00 back seems later this month through the kovacs program which is backed by the world health organization banks aims to deliver back scenes to lower middle income countries but the government in honduras is accusing rich countries of hoarding back scenes for their own people a glimmer of hope in the battle against the pandemic in honduras in february the country shuttle to receive its 1st shipment of vaccines against cove at 19 the initial shots will go to frontline workers on the elderly over $3600.00 people are known to have died after contracting the corona virus in honduras the deputy health minister says it's unfortunate there is no international law to regulate the distribution of covert vaccines like the one made but by on tech pfizer. by he says the rich countries have practically monopolize the vaccine and are
9:19 pm
denying developing countries access to more vaccine doses that have access so a lot when i think i like obviously where the hunger in health ministry says some $4000000.00 doses are needed to immunize 20 percent of the population it's unclear whether one jurist will meet the target this year. alongside the doses acquired through the kovacs initiative the government's also purchasing vaccines directly from manufacturers but global supplies are limited and expense of it has got more experience of the army in the sea we have to beg internationally why because one jurist as a poor country has already use the money for other things. so we don't have money to buy vaccines from buy on tech pfizer but are all there are several $100.00 people there how far are you sort of based on current orders placed by the government the one juror in medical association estimates that far less than 20
9:20 pm
percent of the population will be inoculated this year. many hung jury and believe the government should shoulder part of the blame. we put our trusting god above all and hope for positive results despite the negative expectations of some patients. but we are meant to think if the government or doctored faster we would have had vaccines here long ago. don't have to know them to remember now that i think we're lacking good management the problem isn't a lack of effective vaccines despite the vaccine skeptics simply seem to have a person that can know how canadian about. the vaccines can come soon enough new infections and deaths through sharply in january in honduras. in the united states much of the east coast is being buried under snow and

a major winter storm in new york city and boston coronavirus vaccination programs have been suspended and those cities are expecting 22 inches or over half a meter of snow icy roads have caused hundreds of car crashes at least one deaths has been blamed on the cold. for more now i'm joined by journalist james rhino he is in new york and he's dressed for the season there james when to stand that new york has been declared a state of emergency how bad is it were you or. you know when as you can see from my god i've just been outside in the snow with the guys who china plow through it and it's coming down and faults you gave the take the minute ago we're expecting a grand total of about 60 centimeters of snow that to state and local. and it's coming down about 10 centimeters of snow every hour that is going to put it on

track to being one of the heaviest snow pools of this. state and like you stated transpo it out the subways they're running out of the ground they're out the schools are closed the coronavirus fact being back the nature of the quote yet both the. serious notable. new yorkers are used to paralysis when there's a big winter storm but we're talking about coronavirus vaccination centers that are now being paralyzed that is a double whammy for the city for the state isn't. yes i think it's today that the coronavirus backs were going to be being administered that's not going to happen now and of course there's a chance that they don't get a chance to reopen on wednesday of course they're going to be can go to. quite right when he died but we're dealing with a blinding snow and who's due to be vaccinated at the moment it's people who are 65 years plus the idea of sending out people sending out people and i grouped the

their belief. that means i have to listen to my mother but i have no choice i have no choice because of my children i have to raise them i have to let them know the truth they do have the right to live. long says he's long been concerned about democratic freedoms in hong kong but it was beijing's decision last year to impose a sweeping national security law which proved the final straw. but we don't have freedom to speak we are just asking for something we already we should have we we are having before was doc to think there is no future in hong kong hundreds of thousands of hong kong as are expected to follow you and his family of the next few years is a leap of faith made possible by new u.k. visa scheme it's open to those born before the british mandate or of hong kong to
9:25 pm
china in 1997 as well as that dependence you know if a some 5000000 hong kong has a pathway to citizenship so long it's a lifeline but the true test is still to come activists say there isn't enough infrastructure in place to support the arrivals and questions remain if the integration officials admit this is a work in progress clearly there are going to be some challenges there's a lot of work going on to make sure all of the essential things are in place around housing around how to settle and integrate and you know if children go get children in schools that some things are everything you would expect in terms of and now you bring people to settle china has slammed these are all for accusing the british government of meddling in internal affairs while others in the u.k. say the scheme doesn't go far enough i welcome the government in providing a safe lifeboat to many hong kong ors but i do feel that those who are not eligible
9:26 pm
like me are a bit left out of the scheme. douglas is active in the pro-democracy movement if at hong kong after the security deal was introduced like many activists he was born after $997.00 and isn't eligible for the visa without his parents here alone his savings are running out and now so too this is tourist visa he'll soon have to leave the u.k. but with kofi travel restrictions in place around the world he and others like him a finding that doors a firmly closed. as we always say during protests no matter we go up or down we go together i hope that those who are eligible for be a know will think about those who are not and bear in mind that some are still struggling to find a safe place to settle. me that douglas nor leung know when they'll go back to hong kong. looms hopeful that his children's futures and now secure.
9:27 pm
but for douglas even the next few weeks are unclear. and here's a reminder of the top story that we're following for you and me and mars military has seized control of the country declaring a one year state of emergency soldiers have arrested leader on song suchi western leaders have condemned the coups the united states is threatening sanctions and the u.n. security council has called an emergency meeting for tuesday. you're watching e.w. news after a short break i'll be back to take you through the day tonight they're calling it europe's vaccine war we'll take you to the front lines will be right back.
