9:01 am
a bitter cold and the pandemic makes life even harder for syria's refugees sheltering into problems we meet a family whose efforts to keep warm ended in tragedy. plus a need for more speed in germany's dax nation program new figures show that most of the country thinks the rollout is still too slow putting more pressure on chancellor picked up the tempo. hello i'm terry martin good to have you with us u.s. president joe biden has outlined his vision for u.s. foreign policy in his 1st major policy speech biden sought to reassert u.s. global leadership rebuild alliances and reverse donald trump's america 1st agenda he announced an end to support for the war in yemen and
9:02 am
a halt to the withdrawal of u.s. troops from germany. the united states is ready to engage with the world again that was joe biden's message from the ma bell tolls of washington state department biden that means foreign policy must be grounded in a multilateral world rather than a defense of america's interests that puts america 1st america is back diplomacy is back at the center of our foreign policy so the u.s. will once more try to find solutions to the world's problems like in yemen dubbed the world's worst humanitarian crisis years of conflict has destroyed much of the country killing hundreds of thousands of people and leaving more near starvation the u.s. has given tact backing to one side of that war no more says biden. this war has to end. and to underscore our commitment we are in need all american support
9:03 am
for offensive operations in the war in yemen including relevant arms sales the move represents a broad a shift in u.s. policy previous administrations have been accused of siding with authoritarian nations in the name of stability but the president wants that to end and he knows he's going to need help for biden taking a stronger stance internationally will mean having to reach out to washington's old allies in europe and elsewhere he ordered a freeze on u.s. troop withdrawals abroad including from the u.s. bases in germany the trumpet administration wanted to pull out nearly 10000 of some 35000 troops based in the country biden will depart from that plan america in alliances are our greatest asset maybe what the plan was it means standing shoulder to shoulder with our allies in key partners once again. the
9:04 am
biden administration comes to power with diplomats. and its alliances chafing over restoring both will be a huge challenge. w.'s put a little adult is monitoring the story for us peter what sort of vision did biden lay out for america's place in the world. well what we saw there was really buying you know trying to turn the page on 4 years of isolationism and really restore diplomacy ass the u.s. main tool of choice it was a speech that in some ways reminded me of former president teddy roosevelt's famous phrase speak softly and carry a big stick viken they're clearly promising to counter advancing authoritarianism singling out russia and china you know saying really putting them on notice with regard to human rights abuses singling out china's unfair trade practices so a very clear signal there that the times are changing or really we're returning to
9:05 am
or turning our backs on the policies that we saw during the trumpet ministrations of the of the courting of more authoritarian regimes also talking about restoring. america's moral leadership there saying you know that he wanted a strong support for l g b t rights but also resorting america's refugee program admitting a lot more refugees into the united states. and i think from a european perspective really sending a clear signal to allies that the u.s. is standing shoulder to shoulder with its allies that it will pursue a multilateral approach and i think that's going to be music to a lot of people here is here well talking about trends let it go as bob mentioned germany several times in his speech a real departure in tone from his predecessor. yeah i mean bitin there is singling out germany as one of the us is top allies and that was very notable he also
9:06 am
announced a freeze on the withdrawal of more than $10000.00 troops from the u.s. a very controversial move by the administration not of ruffled a lot of feathers here in the u.s. and also maybe signaling that biden will continue to look to extract his trans-atlantic allies to also keep russia is also a signal of russia i think to tell him that the u.s. is not going anywhere but it's not a complete sigh of relief for germany maybe just yet biden also signaling that he will continue some of the pressure campaign that was altering trying to get its allies to spend more on their military to spend more on nato so the u.s. germany not completely off the hook and really also signaling says allies that they need to pull their weight on the global stage but that the u.s. is right there with them so a very important speech i think from both the u.s. but also a global perspective here. peter thank you very much as always to. russia

surreal we don't know what all this will lead to but we want to continue fighting for our rights and our freedom you must know that given my guests of course we're also scared but many people want to keep fighting for their future on the streets if you want to push the model something. more than 500 people to be in detention behind to these fans and to more young people i expected to arrive here. especially if the protests continue. sailors' some other stories making headlines around the world today in indonesia activists protested the myanmar military coup outside the myanmar embassy in jakarta called for the release of aung san suu kyi and other civilian leaders detained by the military indonesian government is seeking a special meeting of the bloc of southeast asian nations to discuss the situation in myanmar. a controversial republican lawmaker has been sanctioned for promoting

9:12 am
with turkey but they lack basic supplies and the winter weather is making things worse there's very little safety to be found there w. correspondent but to get a short visit a family in one of the camps. to bartend frame standing among charred to ruins the reminder of the horrible night 4 weeks ago when. just his 10 year old daughter . in the bitter cold his tent neighbors were trying to light a hole met furnace when the entire tent went up in flames. spread very quickly there were huge flames and a motorcycle and some fuel exploded all the tents caught fire my wife and children were trapped inside the feith made it out. as. my sister yes i mean try to save our mother and she pushed her out she told her go i'll come out
9:13 am
right after you but yes i mean got caught inside and she died. their youngest daughter also suffered severe burns and the aid organization brought the one year old to turkey for medical treatment doctors have sent messages and videos but the family's not allowed to visit. the border with turkey is closed to syrian refugees the mother. can barely stand it. i hope so much that you come back healthy but i saw the fire i fear the worst. tragedies like these happen frequently in the makeshift camps in the northern eclipse tens of thousands of people are living here in miserable conditions even basic necessities latrines food heating fuel and medical care.
9:14 am
constant heavy rain has now made the situation worse people here were cut off from all supplies for days many tents were destroyed aid organizations have been doing their best but are totally overwhelmed the situation is made even worse by the rampant coronavirus the infection rate in egypt province has risen dramatically. coming out of the. we've done what we can and together with other aid organisations and the white helmets we've tried to raise awareness about the coronavirus we've handed out masks and disinfectant but given the desperate situation it's not enough . of them. have to fight half family are simply glad that the aid organisation has given them a new tent some clothing and even a new furnace but they hardly use it despite the cold they have no money for fuel
9:15 am
and they are terrified of using it anyway. my children and i have a psychological problem in the tent we are afraid to light the furnace when my husband isn't here so our children panic and start screaming when they see fire it's very very hard for us. when they fled the fighting and their rates up to fatah thought they would only be here for a few days but now it's been 14 months and they are too afraid to go back home to southern eclipse because the fighting rages on. but he has issues with syria response office of the norwegian refugee council and she joins us from beirut in lebanon thanks for being with us how would you assess the situation for refugees in syria right now. this wish for refugees in syria is terrible as there are reports out there very clearly. in syria in general
9:16 am
we are. this here we are facing 9.9.3000000 people are facing troubles or issues having food on their plate every meal so it means that more than each a present of the population you can even be moved over to rain in addition to that you had the heavy rains you had the condemning the 19 pandemic and you had active conflict in some areas meant to make the situation for the relations very very difficult and very dire one of the refugees they have been talking to lately was telling me that the most difficult situation put him is that him and his family don't have to be even have a point and he has been in the camp for the past 5 years 5 years without a toilet i think it's a. huge breach to their dignity and it's something that shouldn't be shouldn't exist or aid organization managing to get resources to these camps
9:17 am
because the conditions as you describe are very difficult. so we're managing to get aid to these caps through subaru that is one of them and the most important one is the grid what we call across the border is emotion that is built in maybe one security council every every year and then we have to call for this resolution to be really really beginning to lag or why do we not have access to this will be nations anymore and the current practice isn't really very small and the funding we have is important but it's the needs are so huge because we're talking about morgan have to population who is we need. assistance to do so so we need to meet resistance this is. what in addition to basic humanitarian assistance which the need is dire as you say what do what about the pandemic
9:18 am
because the coronavirus pandemic is also affecting that region what are the chances chances that the displaced people in syria will have access to a coronavirus back saying this year. so this is also something that has been and needs be discussed in negotiating and there we have to try to get the court here 16 inside syria to provide it to an old population but to ensure in this axis we need this will be a reason to be reviewing again we see because it's our only way to be to be able to access those who creations and we also need everyone just to fit in with more funding and to make sure we don't we can provide the vaccine to hold a population nordquist syria but mostly tourists. the order. issue is why the big scene is coming we need to be true in it we keep this think it's we we keep providing the humanitarian workers we need the hygiene kits they need to be able
9:19 am
to do their work think needing to protect the populations right. thank you very much for filling us in there that was bucky as the kremlin the syria response office of the norwegian refugee council take a look now at some of the other developments in the coronavirus pandemic biotech pfizer have withdrawn a bid for emergency authorization in their backs and in india pfizer says it will submit the bid with additional information required by the indian regulator the u.s. has recorded over 40000 virus deaths in 2 weeks amid concerns the cases could spike again after gatherings for sunday's super bowl football game mexico has run out of vaccine doses and no new shipments are expected until the middle of this month this with the country's hospitals of over 80 percent capacity and denmark says it will
9:20 am
launch a 1st version of a corona virus back sedation passport by the end of february. well germany's own vaccination program has now provided doses to over 2000000 people out of a population of more than 80000000 according to a new nationwide poll that's too slow but figures show support for the job itself is rising as more people plan to take up the government on its target of an initial dose for everyone by the end of september more than 2000000 people in germany have now been injected with a coronavirus vaccine and over 3 quarters of a 1000000 have already had their 2nd dose despite the progress there's a widespread feeling that it's not fast enough. 68 percent of those surveyed said they think the vaccine rollout has been too slow in germany now it's a 16 percent increase compared with a month ago chancellor merkel knows it too this week she called
9:21 am
a meeting to work out how to speed things up. this at least in the past has been slower at some points and i think there were good reasons for this. death and. one of the reasons cited for slowness was that the european union countries acted together the e.u. decided not to issue provisional vaccine approvals as happened in some other places . if i think we did the right thing it's about trust. another delaying factor was the joint e.u. approach to ordering vaccines some say attempts to push down the price meant it took longer to reach a deal whatever the reason support for the e.u.'s common purchasing policy is dropping and only 63 percent of those asked in germany said they thought it was a good idea 7 percent less than in january. the government has promised all adults will be offered at least
9:22 am
a 1st dose of vaccine before the end of september the good news is the number of people saying they intend to take up that offer is steadily rising. sports and liverpool have been banned from entering germany to play their champions league quarter final because of new restrictions to stop the spread of the coronavirus variants the reds were scheduled to play in leipsic on feb 16th the german interior ministry has confirmed that an uplink ation by the bundesliga side for special permission for liverpool to enter the country was refused by federal police possible solutions include finding an alternative been you or switching the order of the matches. chris harrington is following this story from the d w sportster risk chris this situation doesn't sound good for liverpool what does it mean for a light see who was supposed to host this match well terry just like dorothy from the wizard of oz knew it so do we there is no place like home and what it means for
9:23 am
rb leipsic it means there is no home field advantage in this competition that is huge and you a 5 got ahead of the curve in terms of in dealing with situations like this their 1st tricks as would be in place the onus is on the home side to find an alternative his venue and the clock is ticking they have until monday to propose a venue as an alternative or else they could forfeit a 30 result we see that happened already this past summer and some qualifying matches now given the success rb life of cathy historical success they had in reaching the semifinal last season in the champions league i highly doubt that they would risk forfeiture of this important fixture so i'm sure you know their race against the clock to find a suitable of venue finding a suitable venue by monday you say how likely is that given that the pen demick is all over europe. well you know the good news is you wait for head again has already
9:24 am
preplanned if for situations like this they've already designated arena in budapest hungary as an alternative now a lifesaver also in talks with a video in london has a london video has already volunteered to say we can be ready as well you a fire had a good practice last season we saw a few adjustments made because of the coach in 1000 situation such as a one off fixtures that is not off the table for you a for as well as rb live signal liverpool could actually swap home fixtures you know maybe they go to england in the 2nd fixture liverpool would come here but that's unlikely because every team cherishes that 2nd leg being played out at home in life liverpool winning their group they won that right you know so all in all we have to wait and see what life state proposes but i'm my money is on the idea that it will take place in hungary there is another deadline as well april 2nd is the deadline where you a facade is all of the you a full round of 16 matches need to be concluded so we do have some time well there
9:25 am
we go is this quarter final between live say in liverpool the only fixture in doubt now. fortunately not manchester city is scheduled to arrive in play brucey much england right here in germany in february 24th if you know the restrictions are extended that will be another fixture in jeopardy but i'm sure you a fellow already has something in place although they haven't released a comment on this picture in particular i'm sure they're thinking ahead in their thinking of how to host you know manchester city being a big club lot but historically making a return to this competition you waif is going to make sure all of these important fixtures are taken care of i'm sure no forfeitures or such will take place ok so hungary looking like a possible alternative there chris thanks so much chris harrington from sports thank you. just a reminder the top story that we're following for you here today on d w news u.s. president joe biden is pushing ahead with plans to change the direction of u.s.
