to endure the next 3 minutes that what you want to know how hard they work especially in extreme situations it is all too often either seen you know appreciate it it's year almost certainly don't want to express lead for them but include emergency physicians and power magic stuff and this in fun for however neither the state not all of those and decisions of responsibility within it your heart and fallible of nowhere in the world and that includes voyage on the reloader feelings and whether mistakes or errors of judgment have been made they must be investigated when all this integration and subsequent action in the heat and fry and cannot be up to the discretion of those involved as they are the activity of the state towards the public and file and above all but in i think they are owed to the families of the victims when the massive use of things showed up at the garden built trust that has been lost can only be regained to the extent that the state

many many questions as to how it could have come to that feed off. this is perhaps a white collar crime quantum neither the state government and has nor the hano police want to talk to us about these allegations the police union had this to say before and saying the police were responsible in the sense that it one point or another they could have done this or that and then it would not have happened i do not agree it's a little cheap to say after the fact is that the police should have known everything before him and since the attack chaitin guta can no longer feel safe in germany he's scared when he goes out at night or when his son is late coming home i will be rejoining the ceremony in just a moment but 1st let's like to bring in our correspondent hons brant back in that what's your reaction to the remarks of the german president frank oldest on mine.

well it was a plea for decay than this for a common goal of fighting discrimination and racism in german society and the plea in a sense to the victims to the survivors of those people that were killed that were in the hole here and also watching elsewhere in the town. at cleaver that they should turn back into that their trust in germany should be restored because many of them have said that their trust in society has been severely shaken by the events it was also remarkable arsalan that the president did acknowledge that there were issues that needed to be addressed by the state to authorities both here and the police forces and also on a higher level and that these issues these questions should be on should be addressed that is not a man from the very high as the representative of the german state that things did
6:42 pm
not go as well as they might have been on the night of that this crime happened indeed quite an acknowledgement there irish time i also spoke about the flames of racism being fanned but that the attack had was racist and rice's confirmation found that online but he also said that many good responses have already been made what has the german government to tackle racism here in germany. well we have to see that there has been a large number one really has to say a large number of right wing attacks in germany in recent years with the rise i suppose also of hate. in the internet the most serious of these crimes apart from this attack here in hono a year ago was an attack on a synagogue some months before that and the murder of a conservative politician who had voiced support for migrans some months before that and all of this. together with the hundreds of smaller and less serious hate
6:43 pm
crimes has led to a realisation i think on the part of german authorities that there is a problem with racism in this country and the police for instance police forces have been strengthened the internal secret service has had further people employed who are looking specifically into these issues and here in this region in the federal state of. there have been extra money has been spoken has been made available to fight racism certain representatives of the state have been appointed so that they could deal with these issues all of this has happened on the let's say structural level of but it has not yet one has to say i think filtered down to the population especially here and that still feels in secure in their daily lives many people i spoke to today say that when they leave their homes when they go off on
6:44 pm
the streets. they're never sure whether somebody is going to pull a gun and shoot at them and this feeling of insecurity to overcome that that is going to take quite a lot of doing what can and should be down there and you know wanted to make chinese immigrant old people from an immigrant background feel safe here in germany . i think all of these initiatives that we've been talking about including of course many initiatives that come from citizens themselves support groups initiatives that are for instance dealing with these issues in schools and that are supporting families that are trying to foster contacts between people with a migrant background and other germans all of this is obviously important what needs to happen is basically what is happening at the moment that these discussions need to be encouraged the need to be. participation participation needs to come from all levels of society and all. levels of the state and i think
6:45 pm
a realisation also amongst the public servants has to. grow. many many people in germany have been living here for decades are germans by citizenship even though the names are not particularly. say of traditionally german they are members of this society they are citizens of these of this state and that needs to be acknowledged at all levels of society indeed i mean i also spoke about not letting this divide the nation while do not divide the nation further and that everyone needs to come together but that is perhaps a big ask is it not about asking the people who are feeling attacked is it not war more of the responsibility perhaps the government the government side. yes i think you know that people do feel that the government needs to do more and i think many politicians also here in this region have not really made their case any
6:46 pm
easier by taking a long time to acknowledge mistakes that were made by initially saying well everything basically was ok and they couldn't have known that this gunman had psychological problems his gun licenses were checked and they didn't find any problems and so on so they were very defensive about this only in recent months have their knowledge that things could have been done in a better way and some of the people i spoke to on the street today said well they would well come in fact more policemen on the streets simply more visible policing to give them a sense of safety but also has to say that recently the father of the gunmen who committed this crime. had some very racist statements and people are worried about him and when the police talked about some of the families of the victims of all of this they told. the victim families their back should they should
6:47 pm
refrain from revenge killings i mean you know in other words there is a feeling among some police forces that. other fellow citizens in my church take the law into their own hands this obviously should not have this kind of sensibility should be present among policemen as well all right holmes will have to leave it there we're going to go back to the ceremony hummed thanks very much for that analysis of the ceremony taking place now you are watching the news and our live coverage of the remembrance ceremony and how to smile. right that he mentioned that my son and april and associational the lunch ladies came the attack of the race to the victims of a racist attack needs before us the world has changed nothing is the way it used to be it's from every day we have a voice to learn to live with the loss of our own children.

initiative and others because they really want to thank the root this civic society as well for fighting against hatred violence and racism and we also want to thank the journalists and the media that sorry. have supported us again and again and who have a contribution to ensuring that this terrible attack and our children are not forgotten is a bit of work on the air here either but it wouldn't be recently fair it wouldn't be a true story chief i didn't talk about the reluctance to carry out investigations every day what we are asking ourselves how it could happen could that they couldn't prevent this attack is he so sure to be right it's so hard to imagine that something like that could just happen in our city we still have so many questions that have not been announced or. why are
6:52 pm
we not allowed to bid farewell a proper farewell i from our children who searched on for one year now we have been trying to get answers to these questions. but since the 1st on civil authorities are not listening to was under keep turning us away we are really struggling with its painful experience it was only when we took the authorities to court to ask them to investigate these issues for some of the things that they are now looking at what went wrong that night but we still don't have the answers this is in polish which is just disappointing and we cannot understand it be that all of the evidence that we had all or the requests to talk on were rejected it's not enough to say how no attack machine ever happened again today he didn't but we and i count every single person in this country must do everything in our power to find out what went on on the 19th of february 2020 and to carry out
6:53 pm
a thorough investigation of what happened we know that nothing can make what happened into 3 putting be gone again nothing will bring our children back. but all the same a crime like this must not. happen again no one is should be pulled out of their lives like that in order to eradicate racism from our society sustainably we need to understand what influences words have particularly in reports and if everything in connection with right wing extremist attacks they talk about hatred of foreigners using a phobia it on that automatically triggers a sense of we will and them and this division must not be allowed to put our children were not foreigners. but i think and they were loving and helpful and children newton for they were
6:54 pm
brothers and sisters they were parents and friends they were citizens of this country of that method who were torn from. as humans. to help us to do everything we can do to ensure that no other family have to experience the suffering we've been through a little and for me to represent all 9 families i stand here and speak to you because we owe it to our children we are through we mustn't and will not allow our children to have died in vain thank you. sir

. the blame . if you're watching a date of an evening's live from birth and u.s. president joe biden pledges of close cooperation with european allies in an address to the munich security conference phaidon says u.s. support to night is close unshakable and pledges to work closely with europe to tackle because of it 19 and climate change a message woman welcomed by the french and german latest also coming up germany pays tribute to the victims a racist shooting spree a year ago that left 9 people dead german president frank focused on mine says the
7:01 pm
public must stand united against tight. player. i'm rebecca riches thanks for joining us u.s. president joe biden has used his 1st major global appearance to call on world leaders to show that democracy can still deliver biden may be a virtual address to the munich security conference as his administration begins rolling back trumpet ministration policies such as rejoining the paris climate accord he shared the stage with german chancellor i'm going to merkel and french president emmanuel mcelhone who both welcomed the new u.s. participation in global diplomacy not calling used his speech to call on europe to free him bold in its efforts to provide war for its own security instead of just relying on the u.s. and i'm sending you clear most of the world america is back the transatlantic
7:02 pm
alliance is back and we are not looking backward we are looking forward together. i'm joined now by richard walker date of his chief international editor richard buy that wanting to reset the transatlantic relationship after the trial is did he achieve that. yeah rebecca i think he did really hit all of the buttons that people were expecting people were looking out for and even kind of channeling on old schwarzenegger there a little bit of a terminator impression we're talking about you know america's back this is something that we've heard from him in recent weeks as well his kind of slogan of returning to the international community and particularly traditional alliances like perhaps the most important of all the transatlantic alliance and he talks about you know restoring america's clear commitment to the nato defense alliance to article 5 you know the core of nato which is the promise that in that attack on any
7:03 pm
one member is an attack on the more these will things that donald trump heard thrown into question in a way that no previous president had done before and that really shaken trust in the united states so certainly pushing a lot of buttons but he also talked a lot in his speech i mean really the kind of framework of his speech was that we're entering a period of really serious kind of ideological competition a sort of battle of the systems if you like between democracy and autocracy and trying to rally the europeans to america's side on that i think that's going to be the real question whether the europeans really see things quite the same way. now i'm going to michael and i know what can also spoke didn't sound like they were on the same page particularly perhaps when you speak about nato yeah i mean there's certainly welcoming biden's recommitment to nato no question about that and they're also pledging that europe will take on more responsibility you know to try to play
7:04 pm
their role more more with more responsibility than than may have happened in the past particularly towards financial commitments but but i think it was quite interesting to hear the points of some kind of difference from each of them from the biden agenda i'm going to medical for instance when she was talking about china sounded a bit different from bike we have a clip that. and them again they. joined in with a guard to china china on the one hand is a competitor but on the other hand we need china to settle global problems such as climate change by the city and others and in recent years china has gained power on the international stage and we as a transatlantic alliance and as democratic countries need to react to that. course answer there the we've got a bit of
7:05 pm
a mixture of messages so on the one hand she is acknowledging that the west needs a more kind of coherent joint approach towards china but on the other hand she was placing much more emphasis on the need for cooperation with china then we've heard from the bite administration so far and one thing that was really interesting you just heard her there talking about china as a competitor and a partner for cooperation what she did not say was that china was a systemic rival and that is actually a term that the european union itself has used to define the relationship with china merkel is traditionally much more wary of that of casting china is this huge systemic dangerous sort of rival that that she may fear is the sort of language of drifting towards a new cold war i think that was a little bit of a sign that the german angle on relations with china is going to be different from the u.s. one early days in the biden ministration of course but this is a potential source of real disagreement between the u.s.
7:06 pm
and germany going forward while the other point of disagreement could of course be to do with russia. biden's word on russia was quite different also time america's economic when mentioned that their interests won't always converge didn't that was a nod to the contentious nordstrom to project. yeah we're north stream too is certainly a big bone of contention too between the u.s. and germany this is the natural gas pipeline that is very nearly completed between russia and germany very very controversial the americans say that it should never be completed and reasoning threatening sanctions against companies that are involved in that the germans say that that's no way to treat an ally and this is you know private projects and will be seen through so so that is certainly an issue where it's not really clear what kind of a compromise they may eventually come up against but that's a side that you know for all of joe biden's message of transatlantic togetherness
7:07 pm
and america being back their interests but that it different on each side of the atlantic and i think that's going to be one big question whether he can get the europeans to line up behind america to follow its lead on things perhaps sometimes contrary to their interests or whether the europeans are saying no actually we want to go our own way on some things well the relationship will certainly be interesting to watch going forward they got his chief international editor richard walker thanks very much for the analysis. officials and religious leaders have attended a memorial service in the german city of hama now to commemorate victims of a racist attack there which killed 9 people one year ago interesting the ceremony german president frank walter steinmeier urged all germans to unite against our right extremism in favor of a 2020 of 43 year old german gunned down 9 people with an immigrant background before killing his own mother and then himself the killings led to calls for
7:08 pm
a crackdown on hidden racism and hate speech in germany. political correspondent brown is standing by for us in her now hans you've been following the ceremonies to mark the anniversary what's true about few. well i think what was most notable today in fact was the speech by the german president frank. not only his plea for togetherness for a common fight against racism against hate speech and for a common goal in including all people in german society that in fact are part of germany that are german citizens but there was also a neg knowledge from the german president that there had been mistakes made by the authorities by the police by investigating authorities and that questions this had to be answered that there would issues that need to be cleared up needed to be
7:09 pm
cleared up that was an important i think called session or let's say an important approach to the families of the victims who have been saying for this past year and here in the ceremony today as well that they feel that the investigation has not been intense enough that they have not heard enough about what exactly happened on the night of this terrible crime and that they are still dissatisfied about what has come out of these investigations what aunt says they have gotten from the german state authorities so far a presence there and the president's don imus said that many good responses have already being made but there has been some money that's been in mount but hasn't there been any progress on this in the aftermath of this attack. i think what you can say this is that yes formally there has been a fair bit of progress in terms of the kinds of structures that the german state has put into place the kinds of resources it's put into fighting the right wing
7:10 pm
extremism in germany for instance the german internal secret service has been strengthened considerably has had hundreds of extra people employed is specifically to do with these kinds of issues. on a formal level quite a lot has been done on government level as well but at the same time i think one has to say that this kind of. dealing with racism has not really filtered down into society yet it's not something that is yes completely. accepted by all parts of german society as being a problem and one can see that amongst. communities with an immigrant background especially after such and such a crime as has happened now a feeling of insecurity is very widespread all right d.w. correspondent hans browne in hung out thanks very much that analysis. let's cross
7:11 pm
over now to date up to correspondent i mean s. if he's in berlin i mean you've been monitoring different protests in germany taking place today what can you tell us about mine. well in addition to what we saw in hand now the official ceremony there have been 98 demonstrations memorials organized around germany and austria and these are more political demonstrations now the ones in berlin in my neighborhood and there was 2 others one in vetting course big turn these are organized in neighborhoods where there's a higher turkish and arabic population and they were solemn occasions there was people giving testimony to the lives of the victims but these were also more politically motivated so many of them were organized by left wing groups or groups that are are are not praising steinmeyer for his speech but saying we really need to do something about this because terrorism right wing terrorism is
7:12 pm
a threat in this country now in addition to the protests there's also been a campaign online under the hash tag say their names and how now it's true but all how know is everywhere and say their names was taken from the black lives matter movement that isn't to commemorate the victims to honor the victims of police violence in the u.s. and now it's being used to honor the victims of the hano attack so you'll see this on painted on walls and graffiti you also see people put up posters with the names in the faces. of the victims of the attack and york keno this is a cinema group that has a lot of clothes cinemas around berlin because the coronavirus they use their marquees to share the names of the victims so that's one way that they were getting out the names of the people who were killed in that attack all right i mean s.f. 2nd test from ben ben thanks very much. let's hear more now from the commemorations in germany pays tribute to victims of the attack and watching date over the news

women move differently than men. what do they do with them cowards. and how sustainable is this culture. to the ends of the ring go for starts march 8th on t.w. . tech titans be aware as a stray and makes online giants pay for journalistic content companies across africa are considering to impose digital tuxes we ask how will this affect business on the continent. also coming up how a global shortage of shipping containers is proving a logistical nightmare for china. from hedge fund managers to the chief executives of threaders out of brotherhood u.s. lawmakers grilled the parties involved in the game stops recent while the bride
7:17 pm
trading skeptical. this is the business i'm kate ferguson thanks for joining me this week astray made headlines for us decision to make big tech companies pay for journalistic content the policy resulted in google striking deals with major astray and media outlets and facebook blocking users in the country from sharing news but australia is far from the only country that has its sights set on big tech across africa governments are increasingly considerably plans to make tech giants pay up. being digitally savvy is now even more important in africa especially doing the pen demick and internet companies and streaming services are raking in big profits but when it comes to paying taxes those same tech companies on no where to be found tax loopholes and tax avoidance strategies make it possible. so kenya is taking action
7:18 pm
since the beginning of this year they kenyan government has been levying at the actual tax of one and a half percent on the digital services of tech companies working in the east african country the authorities hope to raise the equivalent of around 37800000 euros by the end of the 1st half of 2021 according to local media that will help raise much needed cash many african economies have been hit hard by the pent and mixed economic fallout now more than ever governments need tax revenue and big tech may now have to pay up at least in kenya. for more on this i'm joined by my colleague to ponder how to fund that as a fall there it's not just kenya going off to be the big companies other african countries are considering doing the same tell us more. yeah it's not just kenya in fact south africa was the 1st african country to try to in directly impose a value added tax on companies and that was in 2014 and so it's way back in 2014
7:19 pm
and that was on companies that had a revenue of $50000.00 rounds and that's about $2800.00 now jerry has also been doing the same or at least on for e-commerce when people order by amazon for instance in nigeria 5 percent of the value of that order goes directly to the nigerian tax authorities so august those are just 2 examples of 2 of the biggest economies in sub-saharan africa obviously doing what they can to try and get some money from big tech but that obviously is not only what's happening there's also a tax and zimbabwe there's also $1.00 in uganda so there are some efforts on the continent already and do you think this will affect how these big companies do business on the continent. it cannot we've seen that in zimbabwe there was a digital tax that went into effect as of january 2020 and there are 9 months later facebook said that it would make anyone trying to use or individuals businesses
7:20 pm
trying to use its platform for advertising that they would have to pay a value added tax so obviously the efforts. by the zimbabwean government to raise tax revenue are not being born in that case by facebook but rather the people using its platform in terms of advertisers at so that stephanie one example so it could be something that could happen in other markets as well and there's been a lot of talk recently about the idea of a global it digital tax but the e.u. and the e.u. and the u.s. in particular don't think they have to agree do you think this will ever happen. i think it will be very difficult big tech is largely based in the united states know it we look at the likes of amazon facebook you know alphabet which owns google and of course microsoft all these major companies are based in the u.s. any afford to tax them globally and redistributes those the money that was raised
7:21 pm
from that tax would be something that would benefit countries out of the u.s. and of course as lawmakers who just feel that that isn't right so that is something that i think will be very difficult to find support for in washington even with a new government and so it is highly unlikely at least when we look at now. tim punit if they live thank you so much for your insights. now if you're expecting a delivery from china right now you may have to wait longer than expected to get your goods why because of a global shortage of shipping containers the problem has arisen as a result of the pandemic when many chinese containers ended up in countries where business had grind to a standstill that meant that empty containers weren't to ship bock a logistical nightmare for china which has seen a rapid economic recovery and increased demand for its goods. at long last a container has arrived goods destined for exports have been piling up 200 towels
