this is d.w. news live from the land tempers flare as the u.s. and china face off for the 1st time under joe biden's presidency washington calls beijing a threat to global stability china in turn accuses the u.s. of hypocrisy also coming up germany on as the scientists who brought hope to the world by developing the 1st coded 19 back saying biotech founders islam to richie and your best song and will go down in history. as more protesters and gunned down
3:01 pm
in myanmar we'll look at how the military regime is trying to stop the rest of the world knowing what's happening. i'm rebecca riches thanks for joining us u.s. and chinese diplomats have clashed at their 1st meeting since president joe biden took office the face to face talks in alaska got off to a contra a confrontational start with age side attacking the other among the sticking points are human rights the pandemic can china's military build up washington accuses china of threatening global stability china says the u.s. is hypocritical. it was supposed to be a traditional photo op between 2 economic and military superpowers but instead a backroom brawl exploded onto the world stage as both sides launched scathing
3:02 pm
indictments we'll also discuss our deep concerns with actions by trying to including them syndrome hong kong taiwan cyber attacks on the united states economic coercion tortorella us. each of these actions threaten the rules based order that maintains well stability that's why they're not merely internal matters and why we feel an obligation to raise these issues here today chinese communist party foreign affairs chief yang a chief fired back by questioning america's status as a leader. so we hope that when talking about universal values or international public opinion on the part of the united states we hope the u.s. side will think about whether it feels reassured saying these things because the us does not represent the world it only represents the government of the united states . and the u.s. secretary of state reasserted america's leadership role i have to tell you what i'm
3:03 pm
hearing is very different from what you describe. i'm hearing deep satisfaction that the united states is back there were reengage with our allies and partners i'm also hearing deep concern about some of the actions your government is taking but with the mutually agreed diplomatic protocol scrafton china's foreign affairs chief deflected criticism of its own human rights record by pointing back at the u.s. world. in regard to human rights to what we hope the u.s. can do a little better in this aspect i mean it was us as human rights issues are deeply rooted it didn't just exist during the past 10 years slaughter of african-americans has always been a problem. it's all. with a chilly start to the new normal for relations between china and the u.s. the rest of the world is watching closely to understand where they fit in in this
3:04 pm
new balance between global powers. let's bring in u.s. policy analyst and there's a show to look at this closely why why do you think this mating started off with so much conflict wasn't deliberate tactic do you think from one country or the other or did things simply get out of hand i think you could probably say it was a deliberate tactic from both countries both countries this is a huge moment. that has been positioning itself from long time as a global power right as the leading global power for the last 4 years americans spent a little bit i think the word you could say. it's been a little more hold back a little less able to kind of take up the space that it's taken up in the last decade at least china has been pushing right up against that so china was ready we were like we will not simply step aside because america has a new presidency i think at the same time lincoln came in with mike you guys were
3:05 pm
seasoned we know what's up with you and we're not going to coming week and kind of expecting whatever you're giving so i think they both just started hugely aggressive standpoints which does not sponsor great conversation won't that i mean how much cooperation there for him is going to be possible do you think between china and the u.s. with the new biden administration. it's possible what happened if you ask meetings this is the 1st real. face to face and this might get some posturing i would love to be optimistic and kind of see that is a posturing on both parts to kind of say i'm the big guy in the room i'm not going to be pushed around you have to treat me as an equal because i think both sides want to be viewed as a strong man or to be out there i think it's part cooperation i've already heard rumors that there might be some kind of follow up in april it might be
3:06 pm
a way to kind of stage face and say we were strong on their site not us where we were and i think both places have tried to a little bit we do know that i think what's really important is to keep looking back it was by and going and i've repeatedly said which is at the end of the day this will be in the u.n. own us american interests and i think china's going to come to the same table which just at the just makes cooperation so difficult now you've been involved with u.s. china policy development what is your assessment what do you think would be the best way forward. i think recognizing that the other side. this is a new world order i think you know it's just sad this is a new form of world a policy that neither side has experienced before what i think will be really interesting is i worked at the state department in an office of intergovernmental affairs and a time when there was a lot of tension between for example u.s. and russia what we continue to see was cooperation at the sound national level you
3:07 pm
have governors from russia coming to america talking about trade talking about human rights talking about economics and i think you're still going to see those movements with chinese partners and u.s. partners so maybe well on the federal and national levels there is this tension in this stalemate we might see really great productive cooperation at the subnational level between governors and mayors across this you countries. as a shell k. u.s. policy analyst thanks very much for the analysis. thank you know. well germany has resumed astra zeneca vaccinations a day after the european medicines agency said the drug is safe and effective health ministry and spawn is stressing that an occupations remain to the government's kate to the government strategy infection numbers are still rising as variants cause most new infection cases sean says germany is now dealing with a 3rd wave escaped europe does not have enough vaccine doses to stop the 3rd wave
3:08 pm
through inoculations alone even though the e.u. can now count on the reliable live you have dropped it will still take several weeks until all risk groups are completely vaccinated so there's only those that will be able to talk about affirmative loosening of restrictions so we still need to be patient. joining me now is going to mark the president of dva the organization that represents medical professionals in germany working in intensive care and emergency medicine for his amount thanks very much for joining us covert cases are growing rapidly again in germany how worried are. indeed i am very aware it because we have a steep increase again in new infections today we have 17500 new infections and our 7 days incidence is now in 95 in germany so we have 5000 more new infections and we could go so we are in an exponential increase our
3:09 pm
value of this 1.12 this is due to the taste of the coral of virus b 117 this is now a days here in germany. to show it off in texas i do too this mutations are good in the meantime 72 percent and when we do not. be more quick casual and cautious we will have a very high cert level of in front of us on that professor i mean dv your organization want to get into opening up the government even or those warnings are you frustrated with the response that haven't gotten. well as an intensive this i never look back i look forward and i mean we have our really robust scientific based progress to go you which we have demonstrated we weeks ago as us just indicated and we have now if i said this is of utmost important right now
3:10 pm
to go back to locked out on. like we have done before in february and the month before because then we will have we can 3 d. flat and 3rd wave when we wait until mid or even later and prove you have an incidence of of 200 and then we will see. 56 or even more 1000 patient i.c.u. patients cope with 19 and be ready have to avoid this. well as well as you say we're in the 3rd wave already what can you give us a sense after a year of being in this pandemic give us a sense of the situation now in the hospitals how are particular medical staff paying. well to be honest i'm surprised the desk do coping i think relatively ok but we have a year as you said of pandemic and they're really exhausted and we have still
3:11 pm
$2900.00. patients go at 19 but you have to realize that we have caring about many other i.c.u. patients obviously other emergencies creation. surgical patients to move patients so bed capacity our beds i don't empty so we have many empty beds in the moment and they're filled with other patients and obviously when we have the good grace we know that and again have to decrease our. emergency is and very urgent cases and. i'm very because our teams that really exhausted and tie it they have now a year of special. challenges with the careful with 19 and. just to give you one example we had wonders in my team of brillion one who seek after weeks of holidays because he was just so exhausted i mean has never seen
3:12 pm
this before and this might be an example of how hollow how. from home and all the situation deaf well i think it is very important to keep. working. that we voice reading again and extra. and and caring. was many i call it 90 patients on professor mountain fast running out of time but i just wanted to ask your opinion what do you want to say from germany's political aide is now. well we need to go back to dr allen we need to. more time for vaccination and we need to have x. and many more patients we have to avoid contact that we have less infections you infection as possible. all right professor go march president of davy germany's
3:13 pm
interdisciplinary association for intensive care and emergency medicine thank you very much for your time my pleasure. i enjoy many there are clay regulations as to who gets vaccinated 1st and vulnerable people are at the top of the queue while many over 80 year olds in germany have already been given the jab other groups are left hanging we visited a family with a child who needs artificial ventilation and his disabled stepfather both of whom i cared for by the child's mother all 3 are completely exhausted exhausted after a year in almost complete isolation and sir there. is a loving partner to her husband who has suffered from spastic paralysis since. she also looks after her son felix the family could really do with some outside help but that's a risky prospect in times of cope it can. go up. to
3:14 pm
scrutiny 'd. it is very difficult for me to re do nothing because if we catch that it will be very bad for the boy and for me to. prove. for. the family has been living in almost complete isolation for a year catching covert would most likely be fatal for the boy and his stepfather getting vaccinated would change all that but it's been 3 months since the vaccination rollout in germany and the family is still waiting. the key the correct yeah and the style of you know right now i've been demick clearly shows where the rights of the severely disabled are not exercised or seen at all or at which point the un disability rights convention is once again just on paper often published it . felix shows us his room he suffers
3:15 pm
from chronic muscle weakness so he has to be artificially ventilated when he sleeps his mother looks after him around the clock every night is the night shift she tells us. so how is it sleeping with the ventilator is that all right. and mostly it's difficult for him to fall asleep if he gets to sleep then it's not a problem. for the past year felix has taken all of his classes online his parents would like to have them vaccinated so he can go back to school once the lockdown is eased it would be a so-called off label the explanation because the vaccine has not been approved for children but says they can't find any support for that either. as give me one day there's no one out there who says please contact us now we will take care of it.
