the pandemic warns the w.h.o. will ask its european advisor what can be done to speed things up plus german tourists flocking to the spanish island of my norco for the easter holidays despite coronavirus travel warnings just how brisky is this trip to paradise. i'm sorry kelly welcome we begin with a developing story at least 36 people have been killed in a train crash in taiwan dozens more were injured in the accident in the church the train derailed after emerging from a tunnel and colliding with a truck survivors were saved climbing out of windows and on to rooftops to reach safety rescuers are still trying to reach passengers who are trapped in some of

these carriages. william yang is on the story he's joining us now from taiwan william dozens of deaths of as we've heard have already been confirmed what more do we know. so unfortunately the death toll rises and 241 just a few minutes ago and at least 2 more passengers are still trapped in the train and they're still waiting for him back you ation from the train and also dozens of. passengers have already been sent to nearby hospitals for treatment and a lot of most of those are experiencing from very serious injuries are locating in concentrating carriages 7 and 8 of the train and as we've mentioned these rescuers they are bracing to save some of those survivors who you mentioned are still still trapped in that train tell us a little bit more about those efforts and how they are proceeding on site. so
10:03 am
because essentially the 1st 2 cars of the train were outside of the tunnel so passengers on the inside those carriages were able to be evacuated very fast and then to carry just $3.00 and $4.00 which were not very seriously damaged were also able to be evacuated very quickly but it was passengers in carriages 7 and 8 that were really facing very serious conditions where they deformed carriages were not allowing the rescuers to reach them very easily so they need to use some utensils and equipments to break through the carriages in order to locate those deaths are suffering from some of the most serious injuries and also some of that bodies unfortunately and we understand apparently a truck caused this accident what happened. so what we know so far is
10:04 am
a construction list going on as the at the time when the train was trying to go get you the tunnel and one of the truck that was illegally improperly parked on a slope nearby did not. use the brake very properly and so. the truck unfortunately slight down the slope and they hit into the train as it was going through the tunnel and then after the train hit the truck what happened is that the train some of the carriages hit the wall inside the tunnel and then called the de relman and we know that the more serious the foreman that happened to carry just $5.00 to $8.00 and that's also unfortunately stuck inside the tunnel also that also adds some of the complications and the difficulty for the rescuers to try to evacuate all the passengers ok so the rescue mission still very much underway as you've mentioned the death toll also climbing in the past minutes. william yang we'll let you hop off and do some more reporting and we'll check back in with you again the

their 1st vaccination dose the warning from the w.h.o. comes as the e.u. failed to meet its vaccination targets and distribution schedule by the end of march joining us from copenhagen we have dr siddhartha dr he is the w.h.o. europe regional advisor for the agency's vaccine preventable diseases and immunization program thank you so much for joining us what do you think has gone wrong with europe's vaccination program. so thank you so much and good morning from copenhagen so let me start by telling you that 47 of our 54 member states and territories started to roll out the vaccination 19 vaccine program and also 148000000 those as you know minister already in that of which are indigent is a testament that people are waiting to receive the vaccines and documents i mean for their force to roll out the vaccine and to provide the benefits of vaccine to

its population having seen that i think it's a moment for all of us to start looking into how this can be done much more faster and much more efficient all the way forward right but you know the w.h.o. you know which you work for says that this has been unacceptably slow on the continent i mean that those that's that's a pretty strong statement there what could happen if the vaccination continues at the current pace are you worried. i think. if we look into the average of the countries really our device nation it's a stock from less than one percent of the population to more than 30 percent population covered obviously it's these you can see that there are a lot of being a snob catching up at the same pace and every time because we did slow a lot happening we do understand that not all the time to stock at one point of

time but they're either know how to moment not to see that this can go further what's going to happen as you have are as the role of the time slow as allowed at the pace of every country and the catching up we are just prolonging the pandemic bassy is going to be shown to which is a reasonable for us so that the population can benefit from that the slow death of the time to make arts and then they've been prolonged is one thing that they want is if there are all of these happening slowly we are allowing other vaccines a concern for sorry a virus trying to find its own way to escape this entire. tools that we have just for along the pandemic. so what is your recommendation then how do you do you see an opportunity for europe to to swiftly improve its the roll out of the tax a nation program and make it more efficient. yeah exactly thank you i think the
10:12 am
most important thing that all of the countries need to do is just start looking into the vaccination coverage on its target to publish and groups that have started with very high priority of the health care vote because people are more than 65 years of age all countries need to start looking into the drivers and barriers in within these population grew while he's holding them or holding them back together that affects the nation coverage in each of these relationships one who's done one to look into the data those that are victims of this or start looking into what the causes that these vaccination take in this population group is not high ones that their knowledge is being together they need to start tailoring interventions with. them to improve the vaccination uptake in those countries let's talk a little bit more about those interventions specifically because you know one thing
10:13 am
is is the production and logistics of simply getting the vaccines you know getting them to the facilities and then into people's arms another thing is this is skepticism in european heads of governments seem to be in constant disagreement over which vaccine is safe to use we saw that you know most recently of course with the blood clot issue that has been reported with regard to astra zeneca and the abundance of caution that that many that some leaders are using to what extent is this part of the problem. thank you as i think though of one thing let me let me then break this into 2 parts one is when people here listen to these type of concerns people may have a beef or a perception it's extremely important that governments signs that scientists research and developers are open to the population being more transparent about what we know what we don't know and what is coming i think this will instill trust
10:14 am
in the population about this new novel preventing vaccine and their people skepticism should also be seen with the lens that this is their health seeking behavior they are trying to make a conscious informed choice what is important is that we the people get access to trustworthy and and reliable information that can come from the ministries of l. that can come from organizations backed up that are these information out there and population it to get access to we are also seeing people's perception or skepticism if you want to say about it in other vaccines this is not the only vaccine that we have seen what this is jimmy important at this particular time that we love we listen to what people want and he vaccine safety is one of the congressman we share what we know at this point of tough thank you so much dr siddartha sockeye data show europe regional adviser for the agency's vaccine preventable diseases and

national survey. from the polling institute in fact to steam up 79 percent of germans are critical of all the countries managing the crisis it's the highest number since the start of the pandemic only 24 percent are ok with the measures as they are about the same say they go too far while half of germans they think current measures are not restrictive enough the country is in the middle of its 3rd wave of the pandemic the number of new infections a surprising exponentially with a highly contagious u.k. virus varian now dominant but the vaccination will all test been slow and the chancellor and state premiers can't seem to agree on a course of action. so many people are so frustrated with the government that maybe they have better ideas of how to handle the pandemic if you were. one day what would you do differently. i actually i would look to countries like. singapore

or even thailand you know and just. what the different. nobody likes like a hard lock down takes a lot of quality of life away from a lot of people it makes people feel lonely and parwan managed to deal with that with the conniving very well from the start opening it up for open discussion and letting the ideas come back and go and go back and forth and finding out which is the best idea that's what i would do i would get mad max in the nation as possible for like everyone. you know just to make everyone feel safe and feel like we can get out of this because it doesn't look like like it's going to be over soon and that's really frustrating. a lot of ideas for the chancellor and her party is under pressure to show a way for what if elections where this sunday the conservatives would only get 27

popular activity has picked up at doctors' offices as well starting this week tourists must get tested for corona virus before returning to germany. you have various options you can make an appointment at the airport then you don't have to wait at all but you pay more as far as i know there are also 2 other places near here where you can take a test so personally i don't think it's all that bad to be honest we won't be doing this again it was nice to get away for a few days but the hoops we have to jump through to return and the fear that comes with being tested is too much what if it comes back positive the whole thing is just exhausting and. despite virus fears the island expects more than 40000 german guest this easter but things look completely different in my glue from just a few kilometers away normally this location is firmly in the hands of british vacationers but unlike the germans they're not allowed to travel at the moment

those who do face hefty fines so the mood in the town is clunky. 50 to 60 percent of the businesses here will have to close completely. it's simply become impossible to pay rent without any revenue. right now the infection rate on me or careen mains low but it has been slowly rising some fear that the island will soon close again completely. paul rodriguez comments on the back and forth between reopening tourist attractions and reimposing restrictions with these biting characters in new york has local newspapers for him the pandemic has shown that mass tourism on the island is a thing of the past it's like a medicine the right dose is great but too much is dangerous he used to work well on the island but then suddenly 5 times as many tourists came many in the tourism

industry are exploited in the eighty's it was better less tourism leads to a better quality of life. in the meantime several hotels on the island have already been converted into quarantine accommodations and this is where some german vacationers who tested positive are staying they are required to wait at least 2 weeks before they are allowed to return to germany. philip schultz is standing by there on a beach in majorca tell us why are so many germans vacationing amid the pandemic. we're right here at the beach as you can see there is something like holiday feeling more or less at least especially since the weather has been quite nice in the past days but at the same time it's not really a holiday as we used to know nothing is left of the reputation of new york as the

notorious party place for example. bars have to close that's 5 pm people can certain cup is during the day but then they can just go for a walk or they go back to their hotel rooms so nothing is the same as it used to be and those restrictions that you are mentioning are just some of the safety measures that are in place how strict are they how do they work. well my arc is really put very strict measures in place and they are also in force in a very disciplined way i've seen it myself at the airports 2 days ago it took me almost an hour to fill out all the health forms the health sector ration forms passed all the health checks and i also to show a justification letter that i travel as a journalist so by your count really wants to show. security holidays during the pandemic possible and of course for them the upcoming summer season is much more

important than this easter break so they don't want to put this at stake by any means. are people in general in the country in spain worried about another wave of infections and what are the case numbers like at the moment. yes they were reached that's for sure and it's also sometimes a difficult situation between the locals and the tourists as you know about it's also been a very heated debate in germany lately if it's really responsible to travel in the chimes of a pandemic and some holiday makers told me they almost feel. as if they are considered a scrim an old but they are definitely not to blame for the rising infection numbers that we see here in spain at the moment numbers are rising again people are already talking of a 4th wave of infections and a lot of health experts blame mainly on the relaxation of measures in the past

weeks here in my yard numbers are still low but they are also rising but on a low level compared to the rest of the. john philip schultz reporting from new york i thank you so much thank you for. and here is the latest when it comes to the pen demick $15000000.00 doses of the johnson and johnson vaccine are being discarded after a manufacturing error in the united states but officials say that the ruined batch will not affect the country's vaccine targets chile has closed its borders for the month of april despite vaccinating over a 3rd of its population infection numbers are still rising and intensive care beds are at 95 percent capacity the director of africa's disease control bodies have that india's temporary hold on exporting astra zeneca vaccine could have a catastrophic impact on the continent india has delayed major exports to ensure it
