and we're going to miramar now where the military regime has shut down the internet and protesters have responded by marching in memory of those killed by the army more than 500 people have died in confrontations with security forces the united nations has again condemned the crackdown and is warning of a possible civil war. after 2 months of daily street protests a symbolic act brings new hope to the cause protesters in cities around me and now burnt the 2008 constitution a constitution that was designed by the military opponents of the hunter have declared it void and have written an alternative charter but with members of the democratically elected government detained finding a diplomatic resolution is becoming increasingly difficult elected leader aung san suu kyi now faces new charges if convicted she could be barred from ever holding office again. her lawyers have only been able to say whoa briefly via video link.

there was i'm not able to say whether she is aware of what is happening in the country due to the circumstances yesterday and today a court she may know or not i can't guess. the amount and it was good to see her today and yesterday by a conference saying she is healthy. the u.n. special envoy for me on my has urged the u.n. security council to act she wanted the country is at risk of falling into civil war activists on the ground say the situation is dire we've been kind of oppression from the military and continuous effort from our forces to this very. civil war you know must try and i i would like you know a few to the united nations to do something about it because we could see a lot of sanctions coming from that you carry them the united states and japan and

other european 'd countries but they hasn't be any uniform sanctions coming from that you and. many demonstrators now believe an alternative force is the only way to return democracy to me and my several of the country's minority ethnic groups already have armed militias some have denounced the coup saying they will protect their territories and protesters. i'm now joined by tom andrews he's the un's special report on myanmar he joins us from washington tom the u.n. security council has strongly condemned the violence against peaceful protesters is that going to have any impact on the situation. well only if additional steps are taken words or course are important but action is even more important and that is exactly what the people of me and more now are calling for of course not you heard about the shutdown the internet shutdown we're also seeing is that the military

victor are now deploying a much heavier well constructed detail great heavy machine guns the snipers. edition of heavy force now being deployed to kill innocent protest really actually is israel. speaking of action you have said a few days ago what's needed is a unified and coordinated effort for sanctions to see that coalition forming a d.c. russia and china finally coming round. well i don't see it forming yet but it certainly needs to we have well over 40 different sanctions regimes around the world the u.s. the u.k. just announced stronger sanctions and just a quick step but these sanctions have to be coordinated they have to be linked together to have the greatest possible impact and they're not mean together now the security council would be an ideal forum for that to happen there is opposition to that as we as we know no action was taken on on friday shown in light of that those

countries were willing to impose sanctions or willing to impose an arms embargo a need to coordinate work together unify as so that they could have the strongest possible impact we haven't seen that happen yet but i'm hoping that it will. wouldn't that be going against china and russia and what will that meant. well china and russia obviously have concerns they expressed those concerns at the security council yesterday i and i know that they're not prepared to go forward with sanctions but because some countries are unwilling to move forward with sanctions it does not mean that other 10 countries can't and if you're willing to move in on the have the people of myanmar and treasure this regime which are using heavier weapons and now it's important that you move forward and do so in a coordinated fashion so you don't need everyone to do that and in fact using those those who are opposed to that as an excuse to not act would be
4:11 pm
a really big mistake so what kind of sanctions are you talking about what would be effective. well i think if we could sanction not just the individuals involved here but the businesses and the business conglomerates that the hunter is in control of and has a stake ship we need to cut all the revenue go into the military junta including oil and gas but of course we have to cut their their sources of what it we also have to see tradition measures taken it would be very very important for them to be facing justice at the international criminal court and if that can happen in those countries that have universal jurisdiction some laws like germany should be actively considering imposing those kind of measures so that investigations and prosecutions could begin to hold these generals accountable for their reprehensible actions tommy mentioned earlier that there were a team is now reverting to have you know weapons we also know reports of them the demonstrators are lined with local militias are we really heading into
4:12 pm
a civil war here well it's certainly a great risk and i am hoping that this will not come to pass we know that the junta is looking for every excuse to reign in hell on these innocent protesters they've made up stories about violent protests protestors that they're trying to work a deal with they say that there is a utmost restraint that is completely false and what i'm afraid of is if there are militias formed that begin to fight back with weapons as is and is well a 2nd understand why they would want to do that that would be in my view a grave mistake and could jeopardize many many many more giving the which are an excuse to broaden its range of pell fire on these innocent protesters. hasn't listened to the internet international community so father crackdown is even ten's of 5 why do you think they would listen now if sanctions
4:13 pm
really were involved. well you know it shakes his head and shaken the american. surely this crew. were created precisely because of changed so if we were we impose sanctions should. change the chaff and then i think they will have an impact if they can if they see that their revenue is being shot in their capacity to do damage is going to be cut and that is exactly what i think the international community should be focusing on right now. tom andrews the un's special rapporteur on myanmar thank you very much for taking the time to talk to us thanks for having me now let's take a look at some of the other stories making headlines around the world dutch prime minister mark our survival of the toughest political battles of his decade in power a no confidence vote over claims he lied about coalition talks as failed but he hopes of forming a new government have suffered a serious setback accuser. dramatic footage has emerged of 2 young girls being

a big moment for the people. because i mean for so many independents this country has never had in a peaceful transition of power there have been cool guitars from government so for defies time in their history they are going there just a moment ago reich a few hours ago they had one president handing over to d. the other president president mohamed. but also it's not only for the people of nigeria it's also for the people of west africa because the region has seen presidents who have been changing their constitution so that they can stay in power so to see president yusuf actually finishing his 2 ton 2 tons and handing over to the next president it's quite historical in the region. fred just 2 days ago you were talking about the coalition.
