10:01 pm
talks for next week 3 years after donald trump pulled out of an international agreement. plus a historic handover of power in the share but an alleged akubra time to raises questions over the stability of the new government just. welcome to the show we begin with breaking news from washington d.c. where the u.s. capitol is again the scene of a major security incident police say a car rammed a barricade barricade outside the capitol killing one officer and injuring another the area was put on alert after supporters of former president donald trump rioted on january 6th. but more recently officials have begun scaling back barriers put up afterwards citing a reduced security threat. and the u.s.
10:02 pm
capitol police gave this press conference with more details of what happened. at approximately 102 hours this afternoon a suspect entered what we refer to as the north barricade of the capitol. the suspect rammed his car into 2 of our officers and then hit the north barricade barrier assets time the suspect exit the vehicle with a knife in hand our officers then engage that suspect he did not respond to verbal commands the suspect did start lunging toward us capitol police officers at which time u.s. capitol police officers fired upon the suspect. at this time the suspect has been pronounced deceased to u.s.
10:03 pm
capitol police officers were transported to 2 different hospitals and it is with a very very heavy heart that i announce one of our officers has succumbed to his injuries. the u.s. capitol police giving a statement there and for more we went across now to our washington bureau chief in as all you know what else can you tell us about this incident. here are your oh i was there when the 1st conference took place and it was very obviously of what i want to publish obfuscate and also to the police you know they're still mourning the loss of colleagues gearing the storming of the capital generates express you know it's not only the police officer who is shot the whole washington is in shock because this is just good the beginning of a beautiful spring easter week and the flowers are out good people just wanted to
10:04 pm
get our church some relief from all the hard time that went through over the last month so this you can feel it i rode my bike through the city up here to the hill to report for the it's a valley here in front of the capitol and you can feel it the washington is in shock move the interviewers are seeing pictures of what should have been a normal peaceful beautiful sunny day but you know that can you give us a sense of just how close but suspect actually got to the capitol building for somebody who maybe does not know the layout of washington d.c. brian. came really close it's only a couple of 100 yards before the capitol building where this character that's up with this man where the car god stubs that is to be on is quite surprising how close. vehicles can already get again general thinks is not so far away or so it's not so long over so this movie is probably a question we will hear
10:05 pm
a lot over the next few days why is it possible that a car can come so close to the capitol building also what they have seen on generation 6 and let me talk a little bit about washington anyhow i'm sure that many of our international. audience has lives of the city or saw the movies or t.v. shows about washington it has been the duty of the capital of the united states said to me come really close to the government building there was only a fairly small french guarding the white house until a couple of months ago you could go there take pictures of the same is true here for the capitol building there was no friends whatsoever you actually could talk to high end politicians walking in and out taking a lunch break in the sun and this has dramatically changed also to the insurrection
10:06 pm
of general thinks and therefore many washington greg isn't really one has the friends to be brought down again because they want to go back to their normal kind of relaxed life and i'm pretty sure this won't happen to him again off to what they're experiencing right now that's silly that is the promise of american democracy that anyone could walk up to their lawmakers in the halls of congress and take their interests in place to the nation's lawmakers and that is as you say one of the questions that's going to be asked is how could something like this happen after the tightening of security measures at all the storming of the capitol by a mob of armed insurrectionists in january and he was the response here at least faster relatively speaking. much so i mean it's good federal agents based in washington more than 2000 the wrong gender often generous 6 during the integration of doe biden and camelot heritage was more than 15000 so it has been
10:07 pm
reduced but as i'm standing here i see federal agents passing by by the response was very very fast here because i mean the capitol police obviously has learned. from generous experts still the correct question referred to ruby on how it is possible that civilian or civil car can drive up so closely to the patrol and to be clear you know is there any indication that this is an ongoing threat and that there may be other suspects involved show we don't really know dead yet. here about what anders. it is all of that and that he reports that the suspect was a 25 year old male from this but they don't know if this is true then we heard that
10:08 pm
there is an ongoing threat so that's what the metro police has said like help an hour ago we hear sirens. although is it really an ongoing story so we don't know we are. all right we'll be following this story throughout the night in as paul our washington bureau chief thank you very much for your reporting . going to turn our attention to taiwan it now where at least $51.00 people have been killed in a train crash the crowded train appears to have come off the rails inside a tunnel after hitting a truck and dozens more were injured in the incident in eastern taiwan many travelers were on the move during the holiday weekend in which people traditionally tend to family graves but the government has ordered an independent investigation after the initial rescue operation is complete. shuffling to safety one train carriage ruth at a time these passengers are being rescued from taiwan's deadliest railway disaster
10:09 pm
in decades. all of a sudden i just fell from my seat to the ground i hit my head and sore it was bleeding. the train crowded with more than 400 people killed in a tunnel off to slamming into a truck that rolled onto the tracks from a nearby construction site the impact ripped some carriages of pot and crumpled others. rescuers worked for hours to reach trapped passengers. many of whom were rushed to hospital. many people were crushed under the train seats from the collision and there were others on top of the states so those at the bottom were crushed and lost consciousness. the accident comes at the start of a busy annual long holiday weekend when taiwan's roads and railways a usually packed investigations into the cause of the crash are ongoing
10:10 pm
and there are new hopes of a breakthrough in negotiations over iran's nuclear program washington has now indicated it's willing to discuss returning to a nuclear deal with test run via in direct negotiations in the austrian capital vienna an international agreement reached in 2015 aimed to limit iran's nuclear activities trump administration unilaterally pulled out of the deal 3 years ago iran has recently resumed enriching uranium to well above the deal's limits. and for more on this i'm joined by former u.s. career diplomat frank with us wizner in a new york he was ambassador to india egypt and the philippines and he is currently an analyst at the iran project which they think tank that supports the iran nuclear deal and bester thank you for joining us on a d.w.i. how optimistic are you that these negotiations will be able to point the way to reviving the iran nuclear deal. i believe the news today is good
10:11 pm
news but i don't discount how complex the negotiation will be and held long it will take believe it does however provide an opportunity for the 2 sides to come together and did achieve a goal set out some weeks ago to return for the united states to return to the j.c.b. away on a compliance for compliance basis that is the united states returns to the deal that it left when trouble took us out of it and the iranians route pull back or roll back of the steps they've taken to announce their nuclear capability compliance for compliance and there's at least a road ahead but the choreography of the steps will be complicated they do want to ask you about that because one of the challenges has certainly been that of both
10:12 pm
the united states and iran want to see the other side make the 1st move in terms of compliance so what has changed here to make these talks possible what they found a formula that permits of both sides to reach out to each other using the instrument tell of the of the joint commission and the good offices of the europeans to make certain that the ideas are transmitted back and forth until there is a negotiated understanding that's the way i believe it's going to work. but the details are going to have to come out and i don't have them now you're a former u.s. ambassador you've worked in numerous positions in the state department why do you think that iran has ruled out face to face bilateral discussions. iran made it quite clear. going back to the trumpet ministration that
10:13 pm
they would not return to direct negotiation with the united states with a pistol of sanctions pointed at their head. and the fact that the administration's have changed and the sanctions are still in place the iranians would argue leaves them just as badly off today as they were then of course there are a number of other changes and they i'm certain would acknowledge them but what they've needed to have in hand before face to face negotiations can begin is some confidence that the steps they take to are turned compliance will be matched by steps the united states will take to return to compliance and that's what we're looking for compliance with compliance and in your view has the by the administration to date signaled to iran that it would be in good faith partner in this negotiations. i'm not privy to direct communications and i don't think there
10:14 pm
been any directly between the united states and iran but do the iranians understand if they didn't cept the fact that the united states was prepared to come to the table in good faith there would be a meeting coming up in vienna so i'd like to think that it least the point is clear however it was communicated and i thank you very much ambassador frank wisner and we appreciate you coming on to. this pleasure to be with you thanks so much. let's take a look at some other stories making headlines around the world protesters and man mark have been marching to remember the more than 500 people killed by security forces since the military seizing power in a coup in february. the home to has also shut down wireless internet services. clashes have erupted in the disputed region of kashmir villagers a threw stones at security forces and they responded with tear gas and rubber
