this is deja vu news coming to you live from berlin tensions rise as russia deploys troops to the ukrainian border the past military buildup ignites fears of the new conflict in eastern ukraine white house calls the escalation deeply concerning also coming up people in myanmar targeted by its global terry rulers are fleeing across the border to india but many say the indian government doesn't want them there plus ignoring calls for call the week a bun pressed in the streets of belfast problems warnings against returns of sectarian violence from years past we look at what's triggering this.

fellow i'm terry barton good to have you with us german chancellor angela merkel has called on russian president vladimir putin to pull back his forces from russia's border with ukraine the white house says russia now has more troops there than it any time since conflict broke out in eastern ukraine in 2014 the build up is fueled fears of new fighting but russia insists that it is the victim of western provocations. the russian state television has a different way of looking at things it reports that ukraine a nato pose a threat to russia and not the other way around. the narrative present ukrainian soldiers as the aggressors and show. video footage of moscow's response russian

troops engaged in military exercises in crimea. what to the west looks like saber rattling is viewed differently by russia from moscow it's a necessary reinforcement of its defenses against the west or young. bush and seriously the majority of the ukrainian military understand the fatal consequences of any actions that would lead to conflict. you know i hope they won't be provoked by politicians who in turn are being provoked by the west especially the united states. that the. ukrainian president volodymyr selenski sees western troops especially those provided by nato as essential backup for his own forces. on the scene here this is almost starts and there's an escalation in the donbass region it's a budget everyone can see it when our soldiers are attached and there are casualties obviously we must retaliate i mean if you put it that. a few days ago
9:03 am
zelinsky paid a visit to nato secretary-general un stoltenberg selenski stressed that the western military alliance is ukraine's only way to end the war in don bass experts in moscow say that statement would not have gone down well in the kremlin. any cooperation between ukraine and nato any help from the north atlantic alliance is a red flag for the kremlin. but that doesn't mean that all members of the alliance welcome ukraine's desire to join nato as soon as possible letting right know better steps towards membership are not on the agenda. a clear statement that gives many in russia hope that a war is preventable. the people of donbass are less optimistic though the pro russian separatists insist they don't want war either. useful if ukraine takes the 1st step nobody knows where it will end the muslim nicholas witchell from

. the. kremlin is doing all this to blackmail ukraine and the west. if truth be reinforced if this collision continues even a small provocation will be enough to set things off with unpredictable consequences. russia's defense ministry says this footage shows recent exercises if the situation escalates t.v. screens may soon be showing the real thing. to bring in our correspondent yury rich chateau in moscow yury it was suggested in that report there that russia's saber rattling is part of an effort to blackmail ukraine and the west can you explain the rationale behind the. well terry the experts i spoke to says several reasons for that 1st of all they also say that russia doesn't want to annex don't boss as it once did with me instead moscow sees done by us as
9:05 am
a part of ukraine but on its own russian terms and to that means on the larger russian control through the politics in gone by small skull could put pressure on all ukrainian politics that's what moscow obviously wants a new president selenski understands that and that is why he has changed his tactics towards russia in the beginning he used to be looking for dialogue with moscow now he's choosing a completely different tone and to once and nato membership the 2nd reason is that there has been heavily heavy pressure on the program and politicians in ukraine in recent months all russian friendly t.v. channels for example was closed by president selenski putin didn't like that and now he's obviously taking revenge the next 3 isn't is that the significantly worse relations with the west the verbal exchange with the u.s. president joe biden who called putin and there are there are pushing never forgets something like that and finally there is also the upcoming parliamentary elections in russia terry the kremlin apparently needs and you are
9:06 am
a gent that distracts from the internal russian problems and seeks an enemy from outside and he once again ukraine fits very well as such an enemy ok so that explains the context very well but russia does have these troops now massed at the ukrainian border has indicated how long it plans to keep them there. well i should have beads again and again that the troops are on russian territory and moscow would be allowed to do everything possible with them that's true also russia can to disregard to don bus because if it doesn't intervene in this situation to the next issue could be crimea from the russian point of view and to the loss of a bus could result in further political losses for russia on the other hand terry there is a risk of getting involved in a war with the almost whole west given that russia has no allies or even sympathizers in the entire western world we can assume how the possible voting in the end will turn out for moscow in case of war the situation for russia can become
9:07 am
extremely complicated the consequences to put it mildly unpredictable ultimately experts believe it would be better if moscow steps of the several i've read link as soon as possible what's being done yuri to avoid further escalation in this conflict well obviously if the mideast peace agreement doesn't work anymore ukraine in particular no longer seems to feel obliged to implement its but russians to insist on their own interpretation but there is i think still a chance of that that this problem can be result through negotiations for that i think and your model has to be found and the west good moderator this negotiation process again germany and france have been sitting on a negotiation table with ukraine and drop ukraine and russia for years and seem to be accepted by both sides perhaps of the americans would have to come along but on the other hand russians wouldn't like that so it means it remains an extremely difficult conflict in the middle of europe yuri thank you very much as always did

and a major test for president biden as he reverses many of his predecessors tough immigration policy. in northern ireland a week of violence shows no signs of letting up raising fears of sectarian conflict not seen in years rioters have been battling nightly with police and belfast crowds of ignored all makers' pleas for calm the un rest began last week in progress communities with tensions high over post brags that trade rules then pro ireland nationalist sympathizers took to the streets with their response. conflict in belfast on a scale not seen in years. crowds exchanged petrol bombs and stones across the wall built to separate northern ireland's unionist and nationalist communities. a flare up of the sectarian violence the vast majority in the british province want to see consigned to history. there can mean no peace in our society

for violence or the threat of violence on it most all just as it was wrong in the past and was never justified so what is wrong on one count of be justified. the violence began in unionists neighborhoods where most people want to remain part of the united kingdom the tension had already been growing after unionists lost their majority in northern ireland's parliament 4 years ago it boiled over with the bricks of agreement which imposes border controls between northern ireland and the rest of the u.k. . also think it's a direct consequence of boris johnson saying i was up in the bronx at the r.e.c. border that he did bad but overall i think that's a consequence of everything just building up most of us including those who oppose spreads it have some sympathy for those people like there who fade bitrate they were promised some sun let up plans but that was a fun to say it was never high brags that what i and those in government knew that

but were more interested in their own ascent to part than the heart and stability their deception would cause here in northern ireland. belfast have used water cannons for the 1st time in years to disperse crowds who came out night after night despite appeals for calm from both british and irish leaders. germany's credit vaccination drive is picking up pace with a record number of shots delivered on wednesday after general practitioners were allowed started ministering doses but the country's infection numbers are also rising with over $25000.00 new cases reported within a day an increase of 3 and a half 1000 almost 300 deaths were also reported germany's political leaders have been it all over how to handle the crisis a meeting of state and federal leaders scheduled for monday could be postponed due to disagreements some states want to loosen regulations while chancellor angela

merkel and others are calling for tougher restrictions. on our political correspondent thomas sparrow is following all this forest told us more than 25000 new infections in the last 24 hours in germany what are those numbers mean. well they mean on the one hand at the situation remains very serious here in germany when it comes to the 3rd wave of the corona virus pandemic that's something that german officials are very much aware of and that's part of all the discussions here as to whether germany should go into strict restrictions or whether there should be some loosening of those restrictions but there is a very important caveat to these numbers terry because it is still unclear whether old those numbers are actually current or whether they're represent also a backlog related to the east break it is normally the case here in germany that on weekends or when you have a holiday public offices public health offices do not tend to report all their
9:20 am
information until a few days later so it is still uncertain to what extend these numbers do reveal a very concrete increase and that's why there are discussions now about what they could mean and what decisions could be taken in response ok so much for the number of germany's political leaders though are deeply divided over what steps to take now in battling the pandemic why can't they agree. essentially because they're facing a big dilemma there is an understandable coronavirus fatigue here in germany there is an understandable desire for a return to normality on the one hand that something again that officials clearly understand but if you look at the coronavirus numbers terry if you look at this increase in cases over the last few weeks if you look at the increase in the 7 day rate over the last few weeks then there is also growing pressure on officials to actually impose stricter restrictions and that gives an idea of the difficult situation that german officials are on it goes hand in hand with
9:21 am
a sort of national versus regional debate where some regions that are not particularly affected by the coronavirus would like some of those restrictions to be eased those who are more and more affected would actually like to see a stricter lockdown in place that again explains very clearly why for officials it is so difficult to come to an agreement. well the german government has come under fire in recent months for the slow pace of its coronavirus vaccine rollout but buck's nations have picked up hayes since family doctors have started ministering shots take a look. family doctors are up for he meet gets at least 20 e-mails pre-date from patients who want to get vaccinated against covert 19 as soon as possible. we know the patients very well and we also know their willingness to get vaccinated and the risk factors they have that's why i think it makes a lot of sense to involve the family doctors and some of them. more than $35000.00 family doctors across the country can now administer the shots in the 1st phase
9:22 am
they will receive approximately 20 doses per week the number of available doses in vaccines is expected to grow gradually family doctors associations have been pushing for months to start vaccinating the government hopes this new development will speed up the so far sluggish vaccination efforts. we have called for vaccinations and doctors' offices because we think that this will radically up our pace that means that when we have enough vaccine which we expected maybe we can vaccinate many more people how many more than in the vaccination centers. and internal and the effects are already showing on wednesday germany reported a record high of daily vaccinations more than 650000 in one day half of them administered in doctors' offices until now most vaccines have been administered in germany's hundreds of vaccination centers and shots will continue to be given there
9:23 am
this center and book just outside berlin is working at almost full capacity administering around 800 shots a day. if we continue with our current performance i think that hopefully by summer we will be through and done with vaccinating or at least everyone who really wants it will be offered the vaccine and. germany is making progress on its vaccination out reason for optimism. i did hear the doctors and all the scientists know how to do it the way politicians are handling the crisis forget about it we're now entering the 3rd wave and what comes after that. everything is disorganized at the moment i don't see any consistency or stringency at all going from there and. it won't be over this year certainly not the. poor these billionaires getting the shot it's a big relief the coming weeks will determine whether the increased speed of rollout
9:24 am
is enough to combat the country's start wave of infections. so thomas with more doctors pitching in and more vaccine on the way is germany finally starting to turn things around in its effort to conquer cope with 19. if you judge by the infection numbers i would say that is still very very difficult and very unclear if on the other hand you judge by the improvements in the vaccination rollout in particular related to those figures that we saw in our report then you can start to think that germany is improving very seriously when it comes to distributing vaccines to the german population tell us thank you very much that was our political correspondent tom aspera. president joe biden has announced new measures to tackle gun violence acting on the issue was a key campaign pledge and a spate of shootings in the u.s.
