10:01 pm
coronavirus cases pushing its health system beyond its limits plus an icon of marketing is architecture designed by a modern is giant the 5 year innovation of berlin's new national gallery is finally complete we'll take a look at the history of this remarkable building. i'm burnt off to our viewers on p.b.s. in the united states and to all of you around the world welcome we begin tonight with u.s. president biden's 6 trillion dollar plane and his 1st speech before the u.s. congress biden made the case for what he calls a once in a generation investment in america the president outlined proposals for massive investments in infrastructure and said. the country is reasserting its leadership
10:02 pm
role in the world showing adversaries that democracy still works. joe biden spent decades in the us congress as a senator. he was back with an ambitious program that could see him becoming a transformational u.s. president. would be back. he began by drawing attention to the historic fact that for the 1st time ever the 2 people behind him where women madam speaker madam wise president. was president. has never said those words from this podium no president ever said those words. then a grim summary of his 1st 100 days combined with a note of optimism 100 days since i took the oath of office left in my hand off our
10:03 pm
family bible and heard a nation we all did that was in crisis the worst pandemic of the century worst economic crisis since the great depression the worst attack on our democracy says the civil war now after just 100 days i can report to the nation america is on the move again. offering a wide ranging vision of jobs prosperity and a new big government with big spending plans biden said he would pay for it all with higher taxes on corporations and the super rich continuing the cycle growth things worse. 20000000 americans lost their job in the pandemic. working middle class americans at the same time roughly $650000000000.00 asian americans saw their net worth increased by more than one trillion dollars in the same exact.
10:04 pm
my fellow americans trickle down trickle down economics has never worked this time to grow the economy from the bottom in the middle out. on international policy biden focus on adversaries russia and china linking america's ability to conjure them to the success of his domestic policy agenda. america's movie. moving forward but we can't stop now. we're in competition with china and other countries to win the 21st century we're great inflection point in history. the circumstances of biden's speech we're on like any previous presidential address members of congress were mosques and were seated apart because of pandemic restrictions i my 1st guest tonight is galen droopy is the host and producer of the politics podcast 538 based in new york city galen is
10:05 pm
good to see you again we know that the president he had to hit the ground running in terms of responding to the pandemic what kind of grades are americans giving him for that. well addressing the coronavirus pandemic is one of his strongest points with the american public so overall about 60 percent of americans approve of the job he's doing addressing the coronavirus pandemic that's quite high especially considering that we have really high rates of partisan polarization in the united states so if you look at his approval overall is a pro rating is about 54 percent today on has 100th day and about 42 percent of americans disapprove so you can see from that that overall more americans think he's doing well on addressing the coronavirus pandemic than approve of him overall and of course that probably has a lot to do with the fact that republicans and democrats are just divided on practically everything these days when we're in sue's approval rating not as strong
10:06 pm
you know one of the areas where his approval rating is not as strong is immigration for example that's because a hot button issue that divides the parties pretty intensely and there's not a lot of common ground at this point between republicans and democrats on that you know another area is gun policy we have seen various high profile mass shootings in the united states over the past several weeks democrats have been pretty adamant about wanting to pass your gun restrictions republicans don't seem at all interested and so that's another place that you know these hot button issues that people already have you know clear cut positions on it's going to be really difficult it may be impossible for biden to really pick up support in those areas not on things like the economy the coronavirus jobs things like that he's doing significantly better. the president last night he gave his 1st speech before congress and he gave the argument why this 6 trillion dollars in spending on these
10:07 pm
transformative policies why it would be worth every cent is president by and is he in a position to deliver on what he's promising. that's a good question so about 2 trillion of his plan has already been passed into law that was the american rescue plan and that was framed as an urgent response to the coronavirus pandemic now he has another 2 trillion that he wants to spend on infrastructure which addresses both infrastructure but also climate change issues and some social programs and then there's another 2 trillion which he's calling the american families plan which is more social programs child care universal pre-k. funding for education and so on so at this point he has passed $12.00 trillion dollar bill and he's trying to pass to other 2 trillion dollars each bills he looks like some of the moderates in the senate and the democratic party are skeptical of that much spending and will be pushing back you know that could end up the out of the 4 trillion remaining maybe that ends up closer to 2 trillion maybe ends up
10:08 pm
closer to 3 but at this point he does not need republican support really to pass that remaining 4 trillion so he's really dealing with members of his own party and persuading them that they should pass this you know remaining 4 trillion dollars package when he was a candidate for the office of the presidency by talked a lot about healing and bringing a divided country together do you think there's been real progress there. well republicans would tell you. in general he has governed as a much more normal president than president trump did of course he's not on twitter all the time and he practices a politics that is more conciliatory towards the republican party and towards republican voters and so he'll very frequently reach out to republican voters and say look look at all these republicans who support some of my plans if you look at the polling lower income republicans the majority of them favored the american rescue plan so he is getting support from sections of the republican party when it
10:09 pm
comes to actually republican lawmakers there's relatively little unity vary but in these there is not the same kind of mudslinging that we saw during the obama and trump administrations so far remember it's only been 100 days reciprocally in a president's 1st 100 days the experience something of a honeymoon gillan drink with the podcast 538 it's. time to present you crunching the numbers for its thank you thank you teacher. we're here in germany the country's highest court has ruled that climate protection laws are too weak and don't go far enough to protect future generations current legislation said schools reducing greenhouse gas emissions until the year 2030 now a plan will have to be devised for the years beginning with 2031. so feedbacks and lives on the island of pendulum in the north sea her family runs a farm they experience the effects of climate change firsthand. it's
10:10 pm
very striking that we go from a very wet fall and winter to an extremely dry and warm spring and summer. we go from one extreme to the next. box and once politicians to do more to protect the environment so she decided to challenge germany's climate protection law this sets a long term goal that germany should be climate neutral by 2050 to reach the goal by 2030 it's a significantly lower greenhouse gas emissions but the law doesn't lay out a plan for the years after 2030 the constitutional court has ruled that this place is serious burdens on future generations violating their fundamental right to freedom the court says the government to now has until the end of next year to reform the law economy minister peter says work on the changes will begin soon. so you must ensure that the path to the climate neutrality is made irreversible.
10:11 pm
though with the green party reading strongly in the polls and the elections nearing in september it could be more directly involved in rewriting the law. in the next legislative period we will do everything in our power to ensure that we follow the paris accord that we strengthen the climate protection law and that we launch a program that will have an immediate impact in the next few years. environmental groups including greenpeace and fridays for future back to legal challenge for them and 1st the feedbacks in this ruling is a 1st important step in the right direction. but i'm joined now by a. climate activists who was involved in this legal challenge it's good to have you on the program you know we hear all the time from environmentalists is that climate protection laws could be stronger so why do you say this verdict is groundbreaking for germany. you can go further it's not just
10:12 pm
groundbreaking it's i would say some of us quake. i think i'm pretty sure that in the next weeks and months. a lot more shot waifs in a lot of different respect. you mentioned. you know we mentioned the election at the moment there's no political party. running for the new parliament. with a programme that shit all the constitutional court is requesting another point is that we experience that. policy was made basically by groups from within the government the constitutional court said this is not the right way to create new. legislation. needs to be. this
10:13 pm
is a meeting as you say there's no political party at the moment running in the election what about the green party is the green party not the party that is supposed just by its own nature to protect the environment. i would expect they they act as it but. if you take a close look at the program they have to hold the election. for example the amount of renewable energy and in addition is not enough to. cover the energy meet once for example the. all plans would be definitely shut off so that is. a lot more that needs to be done and one of those programs at the moment if the wall were to be toughened and changed to fit what the ruling today dictates would it would it actually be doable is it something that could be put
10:14 pm
into effect absolutely just to give you one example. protection of all. emissions reduction until 2030 and this wrecking of information what happens for the long. delay to myself for example if you just take the. substitutions that. spent for fossil energy. if it's about 50000000000. but yeah. if you take that and it's built just full of all type solar energy. then geo groups enjoy many. we could reach the goal off the climate
10:15 pm
protection all within 3 years just 3 in us and if we can continue investing that money by yeah yeah so there are technologies also abilities. do it a lot. ok andreas is on his mr is on his we appreciate your time and your insights tonight i'm sure we'll be talking again thank you ok. let's take a look now at some of the other stories that are making headlines around the world germany is to begin returning priceless sculptures looted from nigeria british soldiers took what's known as the been ina bronzes in the 19th century the objects were later sold to be easy i'm surround the world they are considered some of africa's greatest treasures the kremlin critic alexina vali has appeared in public for the 1st time since ending a 3 week hunger strike the job opposition figure was seen via video link for a court hearing at the same time to all these political network announced that it
