12:01 pm
w.h.o. says that the outbreak is a cause for global concern and studies show a new variant of their spreads more easily plus claims of sexual violence at university a 2 month long camp out at the british campus draws attention to what these students call its rape culture. i'm sara kelly welcome to the program we begin with breaking news at least 7 children have been killed and many more wounded after a shooting at a school in russia local authorities say that a lone gunman opened fire in a school in the city of cars on the city is the capital of the muslim majority region of tatarstan authorities say that a suspect has been arrested the motive for the attack is not yet clear.
12:02 pm
emily sure when is following developments she joins us now from moscow emily what more do we know. well we know this shooting took place in a school which is located outside of the center of cazan in a sort of more suburban region kusum itself is located in the south southwest of russia just over a 1000000 people live there officially 8 people are said to be dead including 7 pupils from the school and one teacher and around 20 people are injured as the are injured the attacker who is a 19 year old male according to officials has been arrested and emergency services are working at the scene the area around the school has been sealed off by officers from the national guard and the health minister and the education minister here in russia are on their way to because on at the moment along with additional medical
12:03 pm
personnel and equipment as well as psychologists to deal with the aftermath of this attack which the president of the republic of tatarstan said was a real tragedy today in an emotional statement he he also announced that tomorrow would be an official day of mourning the absolutely i mean any time that you see a mass shooting like this you know children killed the question becomes why what was the motive do we have any indication of that so far. unfortunately we don't have an indication of the motive of this horrible act today we do know that often in past cases of kind of school attacks you know it's usually a former pupil or someone who has personal motives at least that has been the case often in russia but in this case the officials involved the interior ministry has
12:04 pm
announced that there is a counterterrorism operation that is now going on and the president of the republic of tatarstan who is in charge of this operation has also called the attacker a terrorist now it's too early to say really what that means we do know that of course the republicans are scientists muslim majority but i think it would be much too early to jump to conclusions about there being any sort of islamist background here so we'll have to wait and see to find out more about that certainly nevertheless interesting to see the language that they are using right now at this very early stage tell us more broadly speaking how common are school shootings in russia. school shootings are very rare and russia in fact school attacks are very rare in russia and attacks with firearms are even
12:05 pm
rarer there was a century just one case of a school attack with a firearm in 2014 there was also a case on the crimean peninsula which of course by international law is ukrainian but is under russian your jurisdiction that happened in 2018. and as you can hear we've just lost the sound there with our correspondent emily sure one who is joining us from moscow with an update on this breaking news story at least 7 children have been killed many more wounded after a school shooting in russia we will of course bring you the very latest as that story continues to develop in the meantime we like to get a check of some other news because countries worldwide have appealed for calm following dead leaver tally atory attacks between israel and palestinians israel
12:06 pm
has launched fresh air strikes on tuesday against targets in gaza and hamas has fired dozens of rockets toward israel authorities in israel say 15 militants were killed in its prior overnight strikes while gaza health officials say the $24.00 palestinians died including children vs collation in violence follows days of clashes in east jerusalem. israel launches a series of deadly retaliatory strikes on gas not. hours after rockets were fired from the palestinian enclave. they retaliate turi attacks which began on monday night marked a significant escalation in tensions in jerusalem they followed a day of heavy clashes between palace did. and israeli police inside the x. gun mosque. hundreds of people were injured when police fired stun grenades and
12:07 pm
tear gas at palestinian demonstrators later israeli nationalists gathered for a nanny will march through jerusalem's old city to celebrate israel's capture of east jerusalem during 19676 day war many palestinians view the march as a provocation the catalyst for the violence is israel's plans to evict and number of palestinian families from east jerusalem to make room for jewish settlers for many the evictions are just part of a wider trend some economic policy that has really targeted notes. that are going to say you are. not getting a salary and other places and they have sent around a truce enormous 7 months trying to extricate jerusalem from its friends to. the international community is now calling for all sides to deescalate. and for
12:08 pm
more let's bring in now neil schmidt he is the foreign affairs spokesperson for germany's social democrats the junior partner in angela merkel's governing coalition welcome to the program and thank you so much for joining us what is your reaction to the violence the loss of life that we are seeing right now in israel. well this is a trust terrible you know in a few days we're going to see the end of ramadan we see a very important holy holy day for muslims in palestine and all over the region and so what tensions are should be stopped immediately and unfortunately hamas has chosen to take the sort of once again rockets and this kind of terrorists attack us that are stopped by must be stopped immediately and given you know that situation on the
12:09 pm
ground how do you see the role of germany and the e.u. what more can be done to help diffuse the tension. it's very difficult for 3rd parties to defuse tensions at this on time. of course of both sides should contribute to the escalation and so we have seen some mistakes made by these radar men when it comes to restricting the exodus to the mosque but on the other hand hamas once again to the bondage of the situation by taking incident in population in israel now what we need is more engaged more involvement from the international community especially from the u.s. government to pre-holiday sustainable pieces of the solution which can really consist of establishing 2 states side by side.
12:10 pm
let's talk a little bit more about that international aid you know involvement especially of the united states because we know that the palestinian cause as at least seen as largely marginal marginalized under the trumpet ministration and it appears that biden is keeping the embassy in jerusalem so how do you see the prospects for peace under those conditions it doesn't appear to be a major departure for the by the administration does it. you're right by mr rich and so far it's not much interest in this situation in the sort of palestine at least they have. started it will find contribute to the united nations mission in palestine which is very important here how the sign of supporting much of the truism in this region but still i think that any american president has seen that any kind of attempt of bringing about the
12:11 pm
2 state solution a very difficult route obama and his foreign minister carry and so there are not too keen to tool employed political chemicals on this issue unfortunately. and then the palestinian authority decided to cancel electrons which was a very bad sign i believe because this which has helped to nerve preferred to bring about new political debates and as well so it's really the prospects for peace are relieved remote at this point in time that that's a pretty dire assessment and in that vein then i'd like to ask you i mean germany's stated policy aim in the region is a 2 state solution is it time to admit that that is untenable under the current conditions. it's very difficult to reach this goal but still there is no better way to pacify the situation there i
12:12 pm
believe that a financial hole while the state solution is nuisance. and so we should stick to the i.p.o. of the 2 state solution and to the implementation of the international or new sort of palestine which has to be trust to be accepted by both sides. foreign affairs spokesperson from the german social democrats thank you so much for joining us on the union to share that view of what the situation is on the ground and also diplomatically appreciate it. thank you. now the world health organization says that the coronavirus variant 1st identified in india last year is being classified as one of global concern some initial studies show how it spreads more easily it comes as india's 7 day average of new cases hit a record high on tuesday of over 390000 experts say that the actual numbers of
12:13 pm
infections and deaths could be much higher the government is facing growing calls for a nationwide lockdown. at those dealing with the sick and the dead say that india's approach to distributing vaccines and oxygen has failed. i know that kovac 19 victim to an already overcrowded crime atory and the city of bengaluru sewing case rates have naff but the city to impose a lockdown. police in some areas of beating those violating the strict rules and seizing their vehicles. are the very very literate. when the system the rule. is the ball settles for now bengaluru is markets and stores are closed
12:14 pm
usually the love will there are many people here but they don't maintain social distancing after providing some relief to the poor there's nothing wrong with a lockdown. vaccinations are happening slowly in a country desperate to bring infections under control and what is wrong is the. people are facing so many problems they are sitting on a powder keg they can easily get infected unless an alternative is found distributing the vaccines in more places like community halls or playgrounds. there's no country wide policy in place critics say the government is up to katie and responsibility by leaving facts in nations to individual states that's resulted in a scramble impinge on province people crowding a vaccination center put themselves and others at risk the police we would know we had to call the police to maintain social distancing but to no avail people are not
12:15 pm
listening to us at all and we have been telling them continuously since morning to maintain the distancing medical workers have mounted protests against the government's handling of the corona virus and the indian medical association has called on the government to impose a lockdown across the country. for weeks now states have been competing for scarce resources including oxygen. they've been left to the messy of the market needing to more anger and frustration with the government in delhi. let's talk about that anger and frustration we're joined by data a correspondent from delhi and he said why isn't there a nationwide lockdown that's what spots all over the country especially to me just that you are under some all knocked on this is not considered sufficient is specially if he isn't listening to
12:16 pm
a strange land just trying to knock down and explain this would it be in breach that you know cross mission which is very specially linked up with cases that were jute however critics believe that the government's hands edition and it was a national don't stand still in the shop to decide the we don't want to see you lost you know it wasn't a simple no which wasn't but it didn't get people and you know it just it wasn't a crush of people trying to exit me just cities and this is of course had a massive economic impact as well however now did a once for national opt out not just from the opposition little headache splits as well because the say that you're not actually saving the country from economic impact by gobbles it nationally because it does not. and addressing the virus there in india you know it's not just you know a matter for india itself in fact the world health organization classifies a new virus variant found in the country as a global concern what makes it so dangerous.

this wireless is more trucks and this is considered one of the traits that makes it very very into some of the other great. how would you react to do you have to place it can it in the back but flutey so much consequence in is required there are concerns of course that this may need to be this massive search engine yet seeing this is yet to be confirmed however but experts have pointed out that if it's found that this knowledge maxine's to some extent the design of vaccines will have to be leaving that don't oversleep far more than the vaccines should be evil fight of the spirit as well and i mean in terms of the rollout just walk us through you know how it is proceeding right now unfortunately in gets back seen or allowed is going to with great knowledge is just already dying when you look at
12:18 pm
. this now and this is especially happening at the fact that india has actually ended its act just fine by getting everybody you have the needle beating a little bit but in us hype one of the doors is happy. and now at this minute it's averaging. one of the meetings and this is the scarse that you do is there's a steep turn out there to decrypt your half dead order and try to keep the matter back at us and they're just hard enough to resist being that in fact should in addition even at these one at the end of that is widespread head to 6 didn't you look at every muscle the dog was getting vaccinated are getting sick who is getting that need they're getting a little bit even dying so this last hesitation strong laws that we're not trying to get the vaccine and those who are trying to get slots which is coding the facts . as well as and yes answers of fighting and certainly challenging on both ends their commission with a view from delhi thank you so much. you're watching d.w.

news to come on the program the an employee for talk of her who discovered a new news during the pandemic. and that's coming up in just a couple of moments but 1st here are some other nor stories from around the world u.s. officials have authorized the biotech pfizer koeppen 1000 vaccine for use in children of the aged 12 to 15 previously regulators had only allowed it to be used for those cars over 6 team officials hope that giving jobs to younger children will boost the u.s. vaccination program which has slowed in recent weeks. new government data in china showed that its population grew at its lowest pace in decades the world's largest country by population counted 1400000000 people in 2020 and a gain of around 600000000 since 2010 an aging population could have a long term impact on china's economic prospects. now today marks the 10th

anniversary of a landmark treaty on violence against women and domestic abuse the council of the european convention also known as the istanbul convention says that the states have the responsibility to prevent all forms of violence against women and must promote equality between women and men it says that they must investigate allegations of violence and prosecute perpetrators and protect a support support protect and support excuse me victims of violence and global statistics collected by the un paints a grim picture the un says that an estimated one in 3 women worldwide has experienced domestic or sexual violence in their lives the truth is that a verse rate comes as university students in britain have been protesting against sexual harassment and violence on campus you have used mass has more from the city of coventry. fear of sexual violence runs rampant in this university
12:21 pm
that's what emilie a 1st year english student says she says she knows women who have been attacked and raped on the grounds of the university of warrick i haven't met a girl who hasn't encountered something on campus whether caught cooling or something so much more serious there's such a huge scale bar it's everywhere and. for months women have been protesting at the university against what they call rape culture. is one of the main organizers she herself has been sexually assaulted she describes what happened in her kitchen jeering coty i had a close friend of mine who i completely thought i could trust he ended up groping me and my kitchen and after that he sent his friends a series of voice nights about me that they then played to me about like kind of how he was looking at my body and how he was so excited to come back to university
12:22 pm
so he could have his way with me. the students are also fighting against other comparatively small offenses and they have concrete demands for university management a small group of women has been occupying the campus for 2 months they say may have to trade just cross the line too often and get away with it and no one really helps the victims the university of warrick says in a statement that they are committed to eliminating all forms of sexual violence and they are encouraging students to come forward and to report any sexual misconduct for many students however this is not good enough so the support is at the moment a very very subpar they're not saying what they should do the under-funded under-staffed so we want to be real we want to make sure that survivors have enough support after their incidence. they may have to live in a tent and study for exams as the rain falls but female students here won't give up until their demands are met they also have to change male attitudes about how women
12:23 pm
should be treated it falls on the men to make sure that there's a responsibility to make sure that you can make the women feel safe on campus by doing basic things and picking up on basic cues emily eisenberg is happy to see that things are beginning to change people think they drop talking of us because for the 1st time like boys are watching tugging on their friends and like recognizing the issue and disagreeing with what's going on she end of friends hope that protest will be heard throughout the u.k. they're convinced that the fear that motivates them is felt by women everywhere not just at their university. now one of the most enduring and visible symbols of the pandemic is on doubt at least the face mask here in germany they have been wearing them for at least a year could face masks they are acquired at work and in many public places one photographer put out of work by the pandemic decided to turn the mask into his news
