a full scale war. also coming up to the german cabinet to discuss stricter cuts on greenhouse gas emissions but does the new plan have enough muscle to impress voters wary about climate change. and screaming fans on live music to make a comeback at the brit awards. popstars thrill a packed concert hall of the 2021 brit awards how did organizers pull off this passive band joining us. last after months of mounting pressure the german football association is forced out for comparing his deputy to an infamous nazi judge.
12:02 pm
i'm sara kelly welcome to the program we begin in the middle east where both israeli forces and palestinian militants have stepped up their attacks in the worst fighting seen in years the death toll from israeli air strikes in gaza has risen to 43 people hamas rockets fired into israel have killed at least 5 the u.n. has called for both sides to stop the hostility warning of the risk of full scale war. a cycle of violence the world seems powerless to stop israel stepped up its attacks on gaza at dawn. the densely populated city shaken as the bombs fell. and prime minister benjamin netanyahu warns this may only be the beginning. of a judge hamas and islamic jihad have paid and i tell you they will pay
12:03 pm
a very heavy price for their aggression which i say here tonight their blood be on their heads. in tel aviv palestinian militants overwhelmed israel's defense system with a barrage of rockets it's been many years since residents of the coastal city have been forced to shelter in their cellars the palestinian islam is say they too are ready for conflict. but almost if israel wants to escalate we're ready for it and if it wants to stall for also ready if they want to remove their hand over jerusalem we're ready. violence also broke up between israeli arabs and jews in israel. a state of emergency has been declared in load and air of protesters clashed with israeli police and. it's the worst violence since 2014 and there are fears it could become a full scale war world powers now pleading. for both sides to put down their
12:04 pm
weapons. we are deeply concerned about the escalation between israel and those launching rockets from gaza and we call for restraint and for calm. but now both sides are counting their dead. and hoping for a victory i channel this has is standing by for us in gaza city and he's on just describe to us the scale of the bombings in the past day where you are . from today and last night from don't actually the was very intense targeted some of the. minister of interior buildings whitely that many quarter to quarter of the police were damaged and destroyed some other offices as well many many private houses where we targeted israel is saying that these houses belong to the some of the
12:05 pm
activists of hamas and islamic jihad we are not sure about that. some private houses where were targeted. flats and boatman's some streets as well where where we're bombed. the the shelling spin old tonight and the morning there were some rockets fired from gaza as well and in the morning so it was very very very hard night for the cause. indeed and israel says that for its part that is trying to minimize civilian casualties in this campaign and that it is targeting militant groups i mean you mentioned some private houses there just tell us what you are finding in your reporting. well according to festival according to the minister of health we are talking about 3 were killed since the beginning of. this confrontation. many of.
12:06 pm
looting 13 kids and 3 women i'm not sure how. kids or women were killed but some of them for example yesterday i visited a house maybe the israel attacked. an apartment that belonged to a mass activist but nobody was injured women and. child was was was killed in that. incident of the time it's still unclear how that happened but 3 kids we've killed course they when they target civilian. cars you know the they mean to target activists or militants but they are we are in a very populated area so casualties of civilians. might happen and it's for example last night in in telling how they targeted the houses of hamas activists other civilians were killed not the activists himself taught us
12:07 pm
a little bit more about hamas and its role here because i mean it has been presenting itself as the protector palestinian protesters in the conflict what has that meant for the group politically and how much capacity do they have to fight on i mean they've been firing hundreds of rockets reportedly into israel. how mass all the time is say that we are increasing our capacity and our ability to fire long grange rockets into israeli towns since 2014 hemis developed its a capacity and it was clear hamas was distinct the rockets into the sea and trying to find out how long the rockets would would far go for israel was claiming and accusing for mass or getting more technology on these rockets i'm not sure i'm not a militant and i don't understand on that but clearly hamas if we compare it from
12:08 pm
2014 to this time the mass has. to. have developed technology or i developed. a city of getting 2 more is way lee cities and towns still it's a home made stuff and it's still limited by our. masses saying that they are protecting the people they are trying to take for everything and how messy is using this because of because of that they get what they want to get more to be literate see they use the time when the jews and residents where stand in chanting for hamas and asking them to to to retaliate and they use this time to to get more popular among palestinians with their here in gaza and whispering or in jerusalem as well thank you so much for that reporting from gaza city as on boucher we appreciate it for and cared for and let's get more now we're joined from jerusalem where correspondent tanya
12:09 pm
kramer has been reporting and tanya you have actually been speaking with the israelis you're talking with the military give us a sense of what their campaign is aiming at. well at the moment israel is mostly using the f. holes to launch strikes against targets of hamas and other militant groups in gaza understand that is the strategy for now to take out as many pre-marked targets. as possible and those lists are actually worked and you know in times in between by the israeli intelligence so the next step would be then to deploy ground forces you're talking then about a ground invasion but there is the sense here this is not the time yet so there is certainly a military build up around gaza the country is in a massive operation and you just heard from my colleague in gaza about the
12:10 pm
consequences in that there's a massive operation going on in gaza from the israeli side but the question now is of course you know whether this will expand further and. or not actually in the coming days or weeks depending on how long disco's and that is the big fear among so many times the u.n. special coordinator for the middle east in fact saying that there is a danger of full scale war what is being done if you can give us a sense diplomatically right now in order to deescalate this conflict. well of course there are calls specially by the international community to deescalate the situation but we don't get a sense yet that here on the ground both parties have an interest at least not for now because those have been ramping up their rhetorics and their actions in the past 48 hours and basically you know there's also pressure you have to say in israel to respond politically at least the political pressure to respond what is
12:11 pm
perceived as an aggression by hamas and other militant groups from gaza of course on the more people level you know everybody's concerned borders to happen next and where this will end and what results it will actually bring we are expecting as well mediation efforts it has been the case in previous of such rounds mostly it's stand egypt or qatar or of course also the u.n. and other states that are trying to mediate between the parties but at the moment you know it's not clear what kind of a place for maneuvering to have and when and whether that will lead to an end to hostilities any time soon tanya kramer with the vote view from jerusalem thank you so much. let's get a check on some other headlines around the world. india's kovan 1000 death toll past 250001 wednesday but comparisons of official data with that from frontline
12:12 pm
workers suggest the true number may be several times higher according to the country's health ministry more than 4200 people died from the virus in the past 24 hours a new delhi brecker. hundreds of mourners have been paying tribute to the victims of a school shooting in the russian city of cazan a makeshift monument was set up outside of the school where a gunman killed 7 children and 2 staff members on tuesday president vladimir putin has ordered a review of the nation's gun control laws. spain's cabinet has approved a labor law that gives food delivery companies a maid august deadline to hire workers now freelance for them it is the 1st law of its kind in europe and aims to extend the labor protections to bike and skeeter delivery workers but some courier associations protested the law saying that it will lead to layoffs. the death toll from 2 weeks of protest in colombia has risen
12:13 pm
to 42 the country's human rights on the on boats mom says most deaths are due to excessive use of force by the police president yvonne duke a has visited the city of cali site of most of the violent clashes. of the german cabinet has approved more ambitious targets for lowering greenhouse gas emissions it follows a court ruling that said a $21000.00 climate protection law did not go far enough chancellor angela merkel's ruling conservatives are under pressure to add some muscle to their climate policy they are facing an election year challenge from the green party and the environment is a deciding factor for many voters. it is the young who have shouted the loudest lately about a looming climate disaster earlier this year the german constitutional court ruled in a case brought mainly by young people that the government is not moving fast enough
12:14 pm
waiting until 2030 to impose tough burdens on polluters the court said violates the right to a clean environment and the young would be worst affected because they will live with more of the consequences the government knew it had to make changes. we've agreed that we have to act faster as our basic law says you can't just have freedoms for the present generations you have to think about the freedoms for the generations to come. the bill the government is now introducing brings forward the target date for climate neutrality by 5 years by 2045 transport industry and agriculture it is hoped will in effect no longer inmate in the greenhouse gases and the road to that goal of greening the german economy has been mapped out more precisely 2 by 2030 emissions or to fall by 65 percent compared with 99010 percent more ambitious than under the current plan. will it be enough to
12:15 pm
stay on track in the coming years campaigners are not yet convinced we have seen german climate policy propelled to another level if you will also with their climate neutrality target of 2045 but now it's really time to underlay this also with concrete measures because we don't have them yet the new plan and should mean the pace of climate action will speed up noticeably ciena some worry poor people here will end up paying the price if environmental taxes are increased. but for now younger germans are demanding climate justice and politicians have been forced to listen. and for more now i am joined by wolfgang looked co-head of the research department on earth system analysis at the potsdam institute for climate impact research welcome to the program thank you for joining us we understand berlin policymakers seem to be making an effort to move faster to counter climate change
12:16 pm
what do you think well this is a hugely significant of the german constitutional court clearly a war that we cannot carelessly live at the expense of young people and this is not about some distant future it is about the time after 2030 so it is about the people who went onto the streets to fired for a better climate policy and so this is a huge victory for them and it is good that the new climate law was now made so quickly. and it also aligns the german climate goals for the new european targets so then what do you make i mean of the current conversation that they're about lens because you're a member of the german federal government's advisory council on the environment if you look at the measures if you look at what's being discussed is it sufficient. well 1st of all it is an important and really significant step forward so it should
12:17 pm
be applauded now if you're looking at limiting warming to $1.00 degrees then it is still not enough but it is a step in the life of action a large step and now of course it is really key to actually reduce emissions and not just have targets but to actually take the measures necessary so with use the emission of tons of cobham's where they occur and that means for example that the phase out of coal cannot be 2038 as planned previously but has to be. ideally by 2030 and as you try and push through those efforts tell us because some for example like germany's business lobby and labor unions they argue that switching gears to become more carbon neutral faster could disrupt industry and the labor market are those concerns being properly addressed. yes businesses and labor
12:18 pm
should really see this as an opportunity because it is the future it is now demanded by the constitutional court and this is the way that things will go ok singing the infrastructure like 0 energy system really means investment and that is a good thing it stimulates the economy so if the labor unions don't join the movements then they will simply lose influence and that is not in the interest so rather they should embrace the change and shape it and be part of the coalition that is building the future and there are lots of business opportunities because it's good to have in your energy system and. germany right known for its inventiveness but but it's i mean it's bigger than just the unions what does it mean for ordinary people. well change and transformation are always hard historian of us stops and you have to face it but in this case the changes will be necessary and of course of the policies have to be shaped in
12:19 pm
a way that they're socially acceptable and socially fair and that is possible it's a matter of how you can sign it and everybody will gain from more quality in their lives it will feel good to live and work without warning our planet and nature and to not leave a trash heap to our children thank you so much wolfgang not from the potsdam institute for climate impact research we appreciate you joining us to share that thank you for having me. 4000 people no masks no social distancing it seems unthinkable but in london they made it happen the 41st brit awards became the 1st major indoor music event with a live audience in the u.k. capital in over a year the ceremony was part of a government program looking at bringing culture back without pandemic restrictions . research could sound so good
12:20 pm
that 2021 brit awards are music triumphantly returned to the big stage after the coronavirus hiatus and then from never an audience of mostly essential workers this year's nominees proved they still know how it's done. deal being slammed for snubbing female artists in 2020 this year's brits saw women dominate all major categories the pop trio little mix made history becoming the 1st all female them to take home the award for best british group. it's not easy being a female in the u.k. pop industry we've seen the wow my dominant sexism and you can talk about city we're proud to be about the city of proud to surround ourselves with strong women and now using our voices more than ever thanks to. the big winner of the night with
12:21 pm
solo artists do will lead to awards and the dream come true. thanks so much except in the summer wood in 2018 i said that i want to see more women on these stages and i feel so. seriously when seeing that happen and it really is such an honor to be a part of this wave of women in music britain spain to celebrate. as musical achievements culminated with a performance honoring front line workers when the national health service choir joined rag and bone man and a larger than life on screen pay. after a year most people would like to forget the brits were able to stage a show memorable for all the right reasons.
12:22 pm
and correspondent charles hill is covering the story for us charlotte how did they make this happen and was it safe. well of course they had to make sure that there was safety measures in place before any of the 4000 people who were in that stadium arrive they hansa be tested and sure that they had a negative coronavirus test other than that so they were allowed in that stadium without mosques there was no social distancing all this is part of a big government child that's happening not just at the 1st of all settle so if it will stadiums and a nightclub as well without very anan mind to find out how to do how to hold events like this house return live music in the united kingdom and keep it safe as well in line with what restrictions now this is happening in pots in line with the u.k. opening up a little bit nessen ing the very strict restrictions that have been in place for
12:23 pm
a month now it's in part thanks as well to the successful vaccine campaign in the u.k. with some 2 thirds of british adults and one having the 2nd best or someone having the 2nd dose that is allowing bents like this to start to take place and i think we had not just from the williams that was that the artist as well as well but also from people watching at home just how exciting it was what a landmark moment it was to see the return of live music at a venue like this and speaking of landmark moments of on another level we heard for example mention that female artists won big for a change at the awards what is a tell us. well i will do the awards ceremony is facing criticism in the past saying that with people saying that the nominations have been skewed in favor of men not so this time as was pointed out by do a leap as she celebrated the fact that women did have
12:24 pm
a strong presence in the awards here taylor swift for example she won the global icon award organizers saying it recognized her and meant impact on music and then do a leap ahead self taking home 2 big awards as we heard in that report she flack the fact that she has south complained about female representation it's the brits awards. mocking the fact now that this ceremony was different she also. spoke very strongly on the 2nd big theme of the night that pandemic thanking. his is a full day of frontline work 5 and for all that was over the last year in fact 2 and a half 1000 of the audience members of the pool 1000 audience members were front line workers so they very much being celebrated yes the evening. no thank you. it's.
12:25 pm
mounting commercial and political pressure has forced a german football association president fritz keller to resign it came after a marathon board meeting 2 weeks after he compared one of his colleagues to an infamous nazi judge. once again germany's football federation the t.s.b. finds itself in a state of disrepair its president forced out after he compared one of his deputies . to the nazi judge and war criminal. made the remarks in april but the pressure on him to go grew and grew. it resulted in a d.s.p. ethics investigation on the loss of confidence of the federation its members. and it did to go or such remarks are completely unacceptable and have left us stunned we condemn them in the strongest possible terms of the ships that we're tired of
12:26 pm
the irony is that kelo was appointed to clean up the federation the mound to turn things around after a series of corruption scandals. we have to be so transparent that at some point it becomes boring to talk about us that psagot doesn't swords absolutely but cannot fall foul of a power struggle at the top of the d.s.p. with his general secretary freakish courteous the old guard seemingly not ready for a callous vision for change leaving germany's football federation in need of yet another ation. quick reminder of our top story here on the news the crisis escalates in the middle east where israeli airstrikes on gaza have killed at least 43 palestinians hamas has fired a barrage of rockets into israel killing at least 5 people the u.n. has warned there is the risk of a slope scale war. up next it is business news with my colleague monica
