d. w reporter joel delroy. so joe, can you tell me about the testing center that we've seen them in berlin popping up everywhere and it's also around the entire country, isn't it? yeah, and you can find them in some of the strangest locations, but it seems like on every street as a new one, every week. they're in converted fast food restaurants. they're in old bar, which is shut down and shop fronts even in vehicles on the back of bicycles. now anybody can open one of these centers. you don't need to have any kind of medical qualifications. the public can go in and get a free test and a negative ticket, which you need if you want to go shopping or sit at a table at an outdoor restaurant. now these tend is really began appearing in must a few weeks ago when the federal government started paying private operators up to 18 years to test. now they have really enable the reopening of many sectors of the economy, but they are costing afford to tell us about these reports in german media. now that there's widespread fraud at some of these test centers. well,

for anyone to even check what's going on, who's being tested, or whether the tests are even taking place. i'm trying to calculate in my head how much money that is if it's really that big of a discrepancy. now you've had personal experience with some inconsistencies in the test centers here. can you tell us about that? right? well, let me show you something. this is a negative test result that i got bike sent to me by email. now the problem is, i never actually had this test. i registered online to take the test, but i couldn't go nevertheless, the testing center sent me the results telling me that i'm negative and they sent the government a bill. so this is both a public finance scandal, but it's also a health issue because germany is currently undergoing this massive reopening public life is really returning to the streets. and a lot of that is based on the system of private testing centers. and some of them are unreliable, then the government may be basing its strategy on overly optimistic data that is being sent by the centers, which could be a big problem. now the journal,
