president joe biden tells americans it's their duty to get back to native l lines. new steps to battle the surgeon corona virus cases. they include half a 1000000003 rapid tests. this as well. my chronic quickly becomes the dominant cope at 19 barian in the us and months after the taliban take over. 8 groups are struggling to help millions of people in afghanistan. we followed the helpers trying to mitigate humanitarian crisis. plus we cannot reason carry and last resurrect the matrix 22 years after neo 1st swallowed the red pill. but is it any good? ah hello, i'm terry martin. good to have you with us. germany is bracing for
8:02 am
a rapid spread of the only chron corona virus bury it with a very un already in the country. the government is responding by stepping up its vaccination program and introducing new restrictions. tight limits on social contacts will come into effect after christmas. army crown is on the advance in germany, and the politicians say it's time to react. after their meeting, chancellor sholtes and the state, premier's said private gatherings would be limited to just 10 people if they're vaccinated or of recovered from cove, it for the unvaccinated socializing will be even harder. they will only be able to meet to other people. the moves are prompted by fears the virus could spread over the holidays. can even get fished in denise, i can understand every one. and each of you who doesn't want to hear any more about corona, about mutations and new virus variance that we cannot and must not close our eyes
8:03 am
to this next wave that's beginning to loom over us. corona is not taking a christmas break. despite that, most of those buying last minute gifts will be able to hand them over in person on christmas day. the new restrictions will only be compulsory from the 28th of december. new year is said to be unusually quiet with sports events played in empty stadiums and dance venues closed as as to so this is not the time for parties and social evenings in large groups of goals of under the government is putting hopes on continuing the high rate of vaccination through the christmas period, they hope to deliver millions more jats by the end of the year and $30000000.00 in january. in berlin, many people seem unfazed by the prospect of tougher measures. shut it in, i hadn't planned anything big anyway, just a small family gathering that is best they ran as a tin lighter aunt. we're 10 people and of course we would like to celebrate
8:04 am
christmas together. yeah, adults are all boosted that and i get a p c r test every other day. so we feel we are on the safe side who in the unsolved as the happens, i to deter finances. 6 of us will get together with friends. unfortunately, without family there in stuttgart munich, we don't want to get on the train and driving to stressful, so we'll visit them next year stresses. as mahogany senior, the chancellor says though infections are currently falling, it's only a matter of time before armor crohn is the dominant cove it very into germany. corona has not stolen christmas, but the strain it is putting on the public and the politicians is not over yet. of more or less talk to our chief political correspondent, linda crane. linda, the new measures don't take effect until after christmas. wouldn't they do more good of introduce right away? in fact, not compulsory until after christmas, but some federal states will be instituting them sooner. for example,
8:05 am
mecklenburg fall carmen in the northeast of the country has decided that as of christmas eve, they will be putting measures into effect because intensive care bed capacity. there is severely strain, so there is some way, nonetheless, no question. the authorities could have gone further, but the government faces something of a dilemma. kerry, because the fact is that infection rates have been falling recently. and until these latest warnings, many people here in germany felt that things were looking up especially compared to late november when cases were much, much higher. but the fact is that at the moment we are in a low between to waive the 4th wave that was caused by the delta arrogant is receding and that 5th wave hasn't hit yet. and that makes it very difficult for the government to essentially get way out in front with the measures that it imposes.
8:06 am
and in fact, that was recognized by the chance where he said yesterday, he's aware that people are tired, people feel brittle, and therefore i think there's a sense on the part of the government, particularly since the health minister had said there will be no hard locked down before christmas that they need to take this step by step, but they did face some pushback from the federal states. well, state and federal leaders in germany have disagreed on the best way to fight the pandemic in the past. is there more consensus this time melinda? outwardly, there was consensus, but as i said, a couple of federal states did feel that the measures don't go far enough and they made that clear in a crust conference following the need any so. so the blanket of consensus was a bit thin. perhaps these particular states, they include a bag in the southwest saxony in the east. they're concerned that the new
8:07 am
government hasn't established the necessary legal framework for ensuring that in an emergency uniform measures can be adopted quickly across all of germany. as you know, such a law was in place under the last government. this government decided to repeal it in hopes that the going to stop the legislature would then have more of a say in the measures that are established. but as i say, several states feel that we don't at the moment have the necessary legal basis. and there was also quite a heated discussion about a last minute warning yesterday from the countries center of disease control, which did in fact advocate a harder lockdown to me. as i mentioned earlier, melinda parts of germany, the intensive care units are already full. how concerned or authorities about the capacity of the country's health care system to deal with what's coming? they are very, very concerned. some experts have said that the con could be the dominant variant
8:08 am
here in germany as early as the end of january. and that we could then see new cases up to a 100000 a day that will put an absolute strain on intensive care capacity across this country. as you know, in late november, early december, some hospitals were already having to do tree. i've sent patients elsewhere for intensive care treatment. that's one concern. the other concerned is essential services like electricity, water, garbage disposal and so on. because we may see many, many essential workers falling out. right. melinda, thank you so much. are put she political correspondent, belinda crane. and here's a round up of some of the other developments in the pandemic world wide portugal bars and portuguese bars and restaurants will now close from the 26th of december or 5 days earlier than scheduled infections in portugal. have risen sharply despite the vaccination rate of around 90 percent. israel has announced it will begin
8:09 am
offering a 4th dose of coping 19 vaccine to medical personnel and people over the age of 60 . this comes amid concerns over the omicron variant. and the ears covered 19 pass for travel will now expire 9 months after vaccination, unless the holder has a booster shot. the new rule is due to come into force in february. it was present joe, by his announce new measures to battle a surge in corona virus. cases including providing 500000000 free rapid tests, he also called on unvaccinated americans to get their shots saying it's their patriotic duty. this comes the response to the on the chrome variant, which has quickly become the dominant strain of covey. 19 in the u. s. that has many americans worried as the holiday season begins. there is not much christmas cheer in washington. just a short distance from the white house. these people are coming up to be tested for
8:10 am
cope at 19 as case numbers reached record highs. i'll call the fall, we are so i need to take a test in everybody that is a few of us getting together. so we want to all take a cobra test to be safe to be just because i've got grandkids at home and my mother and everybody else me. so i have to keep, you know, just by don't take chances at home to my family. i'm not trying to do it, but it's not just testing that'll help in the battle against the kron. the whitehouse president biden made yet another appeal to americans to get vaccinated. get your booster shots, were a mask our doctors and made it clear booster shots provide the strongest protection . unfortunately, we still have transit millions of people who are eligible for the booster shots
8:11 am
covered not yet gotten. i've gotten the 1st 2 shots, not gotten the booster folks. the booster shots are free and widely available in new york city. those booster shots even come with a cash payment. the city's mayor has offered a $100.00 to every person who gets boosters by the end of the year at desperate measure as the us enters another holiday season. riddled with uncertainty about what course to pandemic will take now to the humanitarian crisis unfolding enough galveston. after western troops withdrew in august, many governments halted shipments of humanitarian aid. though the country's economy is in tatters and the taliban are unable to feed their own people with more than 20000000 afghans estimated to be at risk of malnutrition, the aid organization. unicef has stepped in to fill the gap though, getting deliveries to those in need is
8:12 am
a major challenge. the only road leading into this remote area along the border to pakistan has been partially destroyed by mines. we're driving to an area where the afghani army and the taliban font, for decades. the people who live in this village were caught between the 2 sides. now they suffer from extreme poverty. women and children have been especially hard hit by the situation midwives sent by unicef, are trying to help the desperate mothers who am i need medicine, but the streets are blocked and there has been a drought for years. there has been no rain. our children are suffering before i hope they give us something. i need food for my 2 grandchildren. they are sick and don't have enough to eat. we have a doctor for the taliban used to shoot at the 8 workers. but now the women are allowed to enter the village. how humans are these to hawaii. we have to bring more
8:13 am
medicine here because every day, more patients come to you get us like it is more, we're having problems getting supplies. but i thought of the i teach at the baltimore i had come with that go with the fact that women speak openly with us. anger's, the taliban. i said, wow, that's love of him on our women must cover their faces. let's do that. but they did that duty was, they push us back up and we have to stop filming only after we are joined by the unicef communications team and their accompanying taliban. does the situation calm down they drive with us to the next village? no wonder if this woman is pregnant. the mobile unicef health team examines her. the next hospital is 2 hours away. her children are malnourished. a woman wants to show us how she lives and
8:14 am
invites us into her house. her family has many children and little space. no heating and nearly nothing to eat. but this is what i will cook today. i will give it to the little ones so they can have something warm to eat. it's a small bowl of corn meal. that's all we have. oh, i can do more and more people crowd around the unicef aid workers. they don't have enough of anything including food. the needs are so immense and because we're not only providing basic humanitarian assistance, we are also having to support a system from collapse. the taliban riding with the unicef workers are heavily armed. they repeatedly make it clear that in afghanistan, the un organization can only help people in need if they allow it or for more let's bring in. can journalists aaliyah la tv, who joins us from istanbul,
8:15 am
alley the humanitarian situation in afghanistan is dire with 2 thirds of the people now facing malnutrition. how did things get this bad? well, if you look at the, the video package that you just aired, you know, it gives the example of one village where, you know, the next hospital is 2 hours away. so, you know, that's a problem of over the last 20 years. there were so much corruption, there was so much fraud. there's so much lack of, you know, development and rehabilitation of areas. going into what ended up being the taller bod takeover. right? there already wasn't enough for people. and they already weren't providing enough services. there already wasn't enough facilities and enough funding. and then when you cut off all of the international funding for the most part, that makes it even worse. you had a system that was barely functioning and not able to deliver to everybody, even with all of the billions of international aid. and now when you cut the vast
8:16 am
majority of that off, you have a situation where even, you know, as far back as september when i was still in the and i was talking to hospitals and candid and hate aunt and condos and punches they were running out of the most basic supplies that, you know, they were reading out of supply for anesthesia supplies for addressing people wounds. because so much of the services was relying on aid or the taliban helping or hindering agencies in the country. only it really depends where you go. you know, so some people have managed to work with them like i know, you know, volunteers and holes than i lack in other places that have been able to work with them. but then there are other places, for instance, about a month or so ago. the governor of my zone, while the province said that all of the aid would have to go through him, and then he would distribute it, which leads to fears. you know,
8:17 am
this used to happen in the republic as well. where, you know, the governor's chosen people would be the one to get the services if anyone and now, so as your, as your package highlighted, it's very ad hoc. you know, in some places they're willing to talk to you. they're willing to work with you. they're willing to let you, you know, film things and then in other places they, you know, a lot of that isn't allowed and they stand in the way of the, and this is a big problem. you know, the fact of the taller bond doesn't have a clear, proper strategy for the entire nation for, you know, issues as vital and as fundamental as, as aid. you know, as another example of how far they are from proper governance. ok early. thank you so much. that was asking journalist early la tv there. thank you. take a look at some of the other stories making headlines around the world today. sedans, prime minister of della, hum, dock, and tends to resign within ours,

a turn for the weird my chrissy, we don't use that word in there. and he finds himself mixed up again in a war between humanity and robots. the matrix resurrection sees keanu reeves and carrie, anne moss, reprise their roles assumed rebel lovers, neo. and trinity we may, i think it's everything that you can hope for in a matrix film and, and then some are, i think, hopefully it can be inspiring, you know, help us always sort of a matrix films as a tool. you kind of and that help us see the world direct to lana, which chowsky is back at the helm for the full outing of the science fiction action thriller filming began in february 2020. but it was interrupted by the pandemic.
8:23 am
that's that the release date back 7 months, but the wait was worth it. anticipation has reached fever pitch and the matrix resurrection is expected to be one of the most successful cinema leases of the year . after all these years to be going back to where it all started back to the matrix. ah, well let's go to our very own master of the movie. scott roxborough who joined us from cologne. scott, you've seen the film? so what should we do? should audiences take the red pill and jump back into the matrix. yeah, i think that depends a bit on how big a fan you are of the original movies because this new film is real nostalgic callback those films made now 20 years ago. and it really stays true to the
8:24 am
franchises, sort of paranoid sy fi roots again, we have a story of this character neo, a man who's questioning if he's living in the real world or in a computer simulation. and the film is also adds in, in this new film adds a sort of met at a level to that on where he question it talks about the a phenomenon of the matrix films themselves and the fans response to them. so a lot of stuff going on and the movie itself is also a full bore action film like its predecessors. and here's why i see a bit of the problems because the action in the original matrix dumps is really groundbreaking. i mean, think of vo phenomenon like bullet time, which the movies created. here though it's sort of feels like old hat. it's almost as if of the rectangle house. he is just sort of reprising her, her, her greatest hits almost that she's her own cover band here for fans. i think it's a great, great to see ya. can reeves and carrie anne moss return as neo and trinity,
8:25 am
but personally, i felt this message, this resurrections was less of a 2nd coming and a bit of a reanimation of a bit of a sickly corpse. oh no, this is the 4th matrix film. why did director lena chowsky feel and need to return to the matrix? yes, she, she said she didn't want to originally, but that the personal tragedy pushed her to. she lost her parents a couple of years ago and she said she felt um, if she couldn't bring them back, that she would try to resurrect her 2 most famous, fictional creations, neo and trinity. and the production itself had a lot of problems. it had to shut down because of coded. there are a lot of changes, a hugo weaving who played the original villain agent smith in the 1st films, had a scheduling conflict. so he couldn't be in these new films. he was replaced by jonathan crawford. place a new version of the character here. there's another change as well. yeah, he, a of dual martine, the 2nd place, a new version of morphia, the care to play by
8:26 am
a laurence fishburne. i'm in the originals in some ways. you can see this movie as with house, his attempt to sort of rewrite her own fictional past. the only problem i see with that is because the matrix films were so influential, i mean terms like red pilling of entered the vernacular. i'm the, it's really difficult to make this new film seem original. ok, this film is hitting the cinemas just as the all new chron variant of the grand. a virus is raging through the world of cello rapes, he might be able to fight off an army of robots. but sch, can he fight fami kron at the box office? i will see, i mean, spider man than experiment film just open ended incredible box office. so it's obvious that audiences will come out for can only really want to see. but as he said, ami con is spreading like crazy. a number of countries, the netherlands, denmark, i've already shut down other theaters. it could be that this new matrix comes, arrives just as theater start to shut down again. but of real fans shouldn't worry
8:27 am
because warner brothers is releasing this movie simultaneously on it's streaming platform, hbo macs. so if you want to, you can take the red pill from the safety and comfort of your couch at home. okay, scott, thank you very much. that was scott roxborough. there you're watching dw news coming up next to its business. and of course, you can always get all the latest news information on our website at t w dot com. i'm terry martin, thanks for watching with
