following talks in the russian capital with her counterparts. ok, love rock among the topics on the agenda with the russian troop build upon the ukrainian border. is that of russia is getting ready to invade its neighbor. was per box at the top cover the variety of issues including so currently casting a shadow of a bilateral ties next rockingham, the man, the last few weeks. more than 100000 russian soldiers have gathered near the ukrainian bod own enough for no comprehensible reason. it is difficult not to interpret this as a threat, dashti. and so since i took office, a large part of my discussions has may not centered on the question of furthering cooperation with russia on deepening common goals was blanket mines. i'm quote, the younger and even the german government did not choose the situation. these are the 2 at so $100.00, but it cannot and will not ignore it. be a cannon on van? yeah, i'll finish austin, beacon we'll take a closer look at this with leona fix, who's a resident fellow at the german marshall fund in washington,
5:03 pm
dc. and an expert on german russian relations a welcome to d w. and how do you think today's meeting went? the media went well and it is a difficult meeting, co, german find minister to come to moscow because the russian foreign minister is well known for publications, especially during joint press conferences. today we have seen that russia is at least not interested in escalating relations with germany right now. the press conference went well and another bad book also made all the white points about human rights concerns, but also about the security situation. while at the same time underlying the need to cooperate with washer. so it doesn't sound like it much was achieved in terms of even as shifting the others position. this is like okay, we'll talk to, we'll be polite. and then we'll go our separate ways because russia does seem more intent on talking with the united states than dealing with a b, e, u, or germany. that is 2. but there's also one thing that germany is pushing for in
5:04 pm
particular. and that is the resumption of the so called nomine detox that talks between germany, france, ukraine, and russia, which were the conflict resolution mechanism since 2014. the hope is that with a revival of these talks, and that's the diplomatic mission. and alina barbara was on, we might step back a military escalation to a diplomatic solution. and then also, it's important to signal that at the dialogue is not only between the united states and russia, something russia once to present because it was to see itself as one of 2 superpowers. dividing european influence her sphere of influence between the united states and russia. this is an impression that the united states certainly wants to avoid. right. and so how then is it in russia's benefit to go back to this normandy or format, effectively sharing power if you like,
5:05 pm
with all these people rather than just carving it up with the united states. the question would be for moscow at the moment is whether it has whether it will take the decision to puts you the military path or whether it will still try to continue a diplomatic path. and an incentive for the diplomatic path is certainly the sanctions that have been announced by the us in europe. so this double strategy of sanctioned and dialogue is co approach to bring russia bag both to discussions in the u. p form, but also to way to control discussions with the united states and with nato. and for that purpose, you knew united stand on sanctions is particularly important. and so how do you write germany sped position then? because it has to balance its commercial interest and dependence on russia. full energy imports against warning, even threatening russia for its perceived bad behavior. but the have
5:06 pm
been contradicting signals fumble in the last week that has been in voices who sent that not true to should be taken out of the same package in particular from the social democratic party. although they have been in agreement between the united states and germany, that not to, to will be, we considered in case of a question escalation towards you quain. so germany is dependent on russia, but on the other hand, can also use this dependence as a stick. as a stick and as a tailored to what russia. so wash out one knob to to, to be in place. and the argument should be that is what you want. then back away from you. quaint otherwise not stream to my become part of the sanctioned package. understood, thank you so much for explaining that to us the on a fixed on the german marshal fund. no german chancellor. olaf shots has also been discussing the situation on the ukrainian border at this time during talks with
5:07 pm
nato secretary general against dalton burg here in bed. then the chancellor said, rushing aggression towards ukraine would treat a strong reaction that would come at a high political and economic court. and he urged moscow to de escalate by reducing truitt numbers on the ukraine border. later chief invited russia to join nato allies for you to talks and emphasize the importance of dialogue when tensions are high in the wrong ukraine. or the w said chief international edison richard walker can tell us more a welcome richard. so we have another invitation to more talks of, from nato, to a russia. we're going round and round in circles. here it appears when stells and bug, as we just heard in what you referred to. they're saying that it's important to keep talking in a situation that is as tense as this is at the moment. and yes, so he says that he has today invited the russians and the nato allies to another
5:08 pm
round of talks in this body called the nato, russia. russia council, which one of the bodies that had talked last week, and this will flurry of diplomacy that we've been seeing as somebody message here is that he wants to show to the russians. that nato is willing to engage on a range of issues around it. concerns over security, but he also was stressing very strongly that it would not to this, it would not discuss what he calls core principles, things like sovereignty and territorial integrity. the kinds of things that the russians are currently throwing into question with, with regard to ukraine. so trying to draw a line between what's up for discussion, what's not up for discussion, because we'll see whether the russians are interested in responding to that in the hours and days ahead. so much of the core issues here, visual, revolve around international organizations. whether it be that you all night or, or whomever, what is germany's position, what leverage does germany have within these frameworks?
5:09 pm
well, i think all eyes really are on germany at the moment. it's no surprise that antony blink in the u. s. secretary of state is coming here to germany this thursday on a brief visit to europe. his other stop will be in ukraine. really show that you germany is, is, is absolutely critical voice in one area. and that is how far off the west prepared to go in terms of sanctions. if russia does go ahead amount some attack on ukraine . now the big question has been about this. russian german pipeline called north stream to a gas pipeline, which is recently completed, has not gone into operation yet. and whether germany is prepared to say they will put a stop to that pipeline. if russia invades, now, there's been a real doubt about whether germany was prepared to do that the social democratic parties of that's the main part in the government. here the policy of charles ledger, all of shots we just saw, there has historically been very much connected to this pipeline. but now in that
5:10 pm
press conference with the install from bug off shots for the 1st time indicating that he was prepared to consider putting a stop on the north stream to pipeline. saying that it's clear that in the event of a military invent intervention against ukraine. everything up will be up for discussion that will cause a lot of pleasure in washington. they'll be glad to hear that. and that will be seen as assigned to russia. germany, which is traditionally been a power that is always trying to kind of mediate between east and west, is prepared to take a tough line. thank you for that. do the abuse or chief intellectual edison, richard walker? i said, all stories making news around the world. european parliament has chosen a new president. with solar is a conservative lawmaker for mo. first she succeed. david, died last week, 43 year old is the youngest person to claims the job done on the 3rd, want to hold the position. so british prime minister barak johnson has denied

a vulcan ologist from the university of oakland. yes. and we are seeing now a picture image of quite some damage. certainly this unami have created quite a damage and it has been around 2 centimeters of s fall over the main inhabited island of duncan topper and a similar amount of ash in the north. and on the positive side of the coins or that damage is not as much as we would have expected for such a logic explosion. and i think it's been quite lucky for the people of tongue that a lot of the ash has actually fall and into the ocean. and in places where there aren't islands now not to undermine the seriousness of it because there are some places in tang. i'm low lying places where this unami impact has been quite major. the thousands of athletes, officials and reports as travelling to china for next month winter olympics risk having their online communications hacked through the events,

official up internet security researchers from cities, a lab in canada also wanting the app could be used for censorship. after they discovered a list of band words, chinese authorities of asked everyone taking part of the games to install the my 2022 ap at least 2 weeks before traveling to beijing. it stated a mr. track and trace corona virus contacts, but it also has a chat function and features like weather reports and venue check in with a word with professor ron dba, who's director of the university of toronto citizen lab, which investigated this app. but welcome to d. w. professor at talk briefly through your findings. well, the findings are pretty straightforward, actually, although very troubling. and i would say also not very surprising given the context of software development in china. we registered and downloaded the application, my $22.00, which as you say is mandatory for all athletes and journalists and visitors to the
5:16 pm
olympic games to install on their phones. and we discovered some disturbing features. one is that it has terrible security, bad encryption protocols were used in this software, which would allow anyone along the network path that the data flows a why fi network, for example, to intercept communications important parts of the communications and also even spoof websites. in other words, send information back to a user pretending to be something that they're not in a fraudulent manner. we also discovered that it has a feature to report what's called politically sensitive content, which is certainly striking, although we don't know to where that information would go. and lastly, we discover that there is a about 2000 keywords that are related to content filtering mechanisms. in the application that haven't been turned on yet,
5:17 pm
but which would ban conversations having to do with sensitive talk topics in china like those having to do a sion jang or to bat and the chinese government. and so when you list all these, these, these apparent floors, do you regard this as a visas, being oversights, or built in flaws? well as difficult to say for sure, of course, because we don't know the back story. i should say that we have a vulnerability disclosure policy at the citizen lab that we do for all of our reports of this type. and many weeks ago we disclose this to the organizers of the games, but received no response. so we don't know what the actual story is behind it. if it looks as though though based on prior reports that we have done, that it may simply be negligence on the part of software developers. this is very common in the data ecosystem. in china, you routinely see all sorts of encryption flaws built into software. in fact,
5:18 pm
not that long ago, the citizen lab discovered such a flaw in china made zoom soccer platform that many people use during the pandemic. but you know, this is also an authoritarian regime that has a long history of weakening encryption and of course surveillance of its users. so, you know, either way, it's something that i would advise everyone who is attending the games to be aware of because it puts their data at very serious risk. and i thought that was going to be my next question. because if this has been mandated, either how worried should i be about using this app? well 1st of all, i was in instructing or giving advice to anyone, particularly a journalist traveling to china. i would recommend not taking your regular phone or your work phone. i would recommend taking a burner device,
5:19 pm
not trusting the network anywhere within china because surveillance is extensive there. what this adds though, is the insecurities that we discovered add a layer of potential criminal fraud and abuse as well, which is very disturbing. so, so, you know, you, you'd have to go in really thinking about your digital hygiene anyway. and this just adds to those concerns and a very serious way. i could talk and say thank you for joining us professor ron d. but from the citizen lab, university of turn to i think, find out more details on this 6 the lab investigation on our website. that's the w dot com. i will take a look at some of the stories making news around the world. now starting in mexico, where prominent photo journalist has been killed outside his home in the northern border city of to you on a margarita martinez was known for his work covering organized crime in the violent city that borders the u. s. usa seconds journalist to be loaded this year in mexico,

authorities of our band important sale of all small animals which still not clear whether wherever humans, whether the humans caught the virus from the hamsters. but what i mean by that is b w reporter matthew was following this story, forrest, welcome matthew. and one more. can you tell us? well indeed, some not every day that public health officials are having to issue warnings, not to kisha hamster, or they're telling people to go into quarantine after having come into contact with hamsters. but that's the message that hong kong officials had to deliver today. and i kind of stark and bizarre press conference and it kind of a caused mainland china as you call the corporate policy and induce all the come to say they've said that 2000 hamsters need need must be called. and all began as we
5:22 pm
kind of had that when a shop or not tested positive and they traced it, traced another case, a positive case to, to a customer. and so that triggered a mass testing of animals to 11 of those tested positive. and some of them are understood to be imported from the netherlands. so authorities decided to then shut all pet shops sold hamsters in the city state. and they said the pet shop visitors must quarantine the anyone who bought a hamster from the store in question. in the past 10 days would need to hand over their hands. the 100 amps are back to authorities to be euthanized. and the kind of that the list of measures can goes on. but health officials held a press conference today kind of listen to what we said is quite large amount of animals. dances are tested with positive results and with their shopkeepers, which us a more frequent exposure to the hamster in their home. and we can likely to
5:23 pm
possibly get the shopkeepers was, in fact was actually infected from the, the hamsters. so of course it's not rolling out animal to human transformation. well that's, this is the knob of their story. their concern and the fear that animals to be transmitting and they're not ruling out, but they're still evidence that hamsters passed on the viruses to humans in this case. but of course, this is a confuse, important question to millions of pet owners around the world. that while the have been cases of owners passing on the virus to their pets, the number of cases of pets passing on the various to their owners is relatively small. in the c, d, c, b, the u. s. center for disease says it's extremely low. this threat so, so it's not will, it doesn't seem to be routed in science and, and just also to day on, on the mainland, the mainland china officials on the mainland arch residents to, to wear masks and gloves when opening international mailed be said that the 1st
