a russian invasion of ukraine plus chinese tennis star paint wide gives an interview with the beijing olympics denying accusations of sexual assault. she herself made against a communist party bars. plus the synagogue football team, returns home with the spoils of a famous victory with fans in duck are getting a 1st look at the africa comp of nations trophy ah, i bring gov to our viewers watching on p b. s. in the united states into all of you around the world, it's good to have you with us on this busy monday, we begin with the u. s. and germany, the crisis over ukraine and a crisis of trust. today german chancellor, olaf sholtes met with you as president joe biden at the white house. this was chose his 1st trip to washington since taking office in december,
8:02 pm
a confidence building visit aimed at convincing the u. s. that in the face of russian aggression, germany remains a reliable partner. before meeting biden sholtes reiterated that military aggression against ukraine would have a high cost for russia. but germany's nato allies, including the us, are unhappy with berlin's refusal to provide ukraine with weapons. shalt stressing that germany will coordinate its response to the crisis with it's alex, isn't it happened until we are close, allied, and will act in a very coordinated manner to most of the current crises. first and foremost, we have to deal with the tensions resulting from the russian troops up along the ukrainian gorda, lactic sensitive. that's what i thought that germany the u. s. nato and the european union. i an agreement. i'd like it. yeah, there will be a very high cost to a military attack on ukraine plane in the telephone because i want to take the
8:03 pm
story now to washington correspondent oliver south. he's monitoring this very important visit oliver in a week. we've heard the chancellor say that again, that if there is any type of military aggression, russia will have to pay a, a high cost. but germany itself has been criticized for not taking a tougher stance against russia. what are the chances that you as president biden in german chancellor sholtes will find common ground here during this meeting over and there's certainly a lot of pressure on the german chancellor of shoals is 1st visit us sitting chancellor here in washington and high expectations in the wide tells us, well at the core, and you've just mentioned it before or to diplomatic issues. number one is, of course the question of military support for ukraine, where germany historically is reluctant to the liver weapons to those areas that are affected by crises. and then as the german reluctance to give up more stream to that gas pipeline from russia that was just finished,
8:04 pm
but has never operated yet. and all of shoulds hastily liver. something specific here at the wide holes as pressure is mounting on him. and we can expect a commitment to put not stream to an ice, at least in the scenario that show that russia would invade ukraine. yeah, it's one thing oliver do city over law office in to say you can trust is it's another thing after this meeting is over then to go out and to walk the walk if you will and talk the talk. do you think we're going to see any type of action plan that's going to come out of this meeting? and you're exactly right. and there have been a lot of plans circulating over the last days and weeks with regards to the sanctions. of course, a germany has vowed and reiterated that would be serious consequences. should a russia invade ukraine, but staying really vague on that issue here. and, you know, biden is at the time leaning heavily towards congress right now. that is working on
8:05 pm
a sanction proposal. democrats and republicans on capitol hill, i'm currently working on that. and we also hear that they're getting closer to an agreement. germany could agree on that, but of course, the toughest part is nordstrom to even here on congress. republicans want sanctions on that pipeline. democrats and not necessarily, but perhaps none of that is going to be necessary depending of course, on what the german chancellor all of sholtes will have to say. you know, oliver, let me before we let you give the germany bastard, a reportedly sent a warning. if you will, to chancellor sholtes that you're coming to washington, you should be aware that there are a lot of members of congress, for example, saying that we are no longer a reliable partner, especially when it comes to dealing with russia. mean, you're in washington, you know you cover events on capitol hill, is that what you're hearing? i mean, is there this big crisis of trust?
8:06 pm
now, especially with schultz as the new chancellor, added joan ambassador, emily harbor a, sent a cable, a diplomatic cable to berlin and own of course you don't even need that type of intelligence. the newspapers are full of it. just open the newspapers and there's a lot of talk about how unreliable germany has become a partner. how wobbly and german diplomacy have become an ethan part correct. but of course it's also historically motivated. germany has always been reluctant on delivering weapons, so that should not be a big surprise for americans, and they surely are not surprised on that. and with regard to nordstrom to, i think the expectations are more justified. don't forget, though, the germany is one of america's closest allies, and that is also something we will hear today. ok, oliver cell theory in washington with the latest on this meeting between biden and shalt. oliver, thank you. well, this week of urgent diplomacy is kicking off today on this side of the atlantic as
8:07 pm
european leaders also trying to defuse the crisis over ukraine. french president emanuel micron has been meeting with russian president vladimir putin during the meeting, which just concluded macaroni said that he hopes the talks in moscow will start to build more trust between the european union and russia. and he also hopes that this will avoid a war hooton's praised macros efforts to resolve the crisis. the warrant is watching this meeting and other diplomatic efforts. while more than a 100000 russian troops remain positioned near the border with ukraine. wireless good at our chief international editor, richard walker. he's been following events for is to day getting me to you, richard, so much high level diplomacy is going on right now on all fronts. where does french president emanuel my crone? where does he fit in here? well, what we're witnessing really at the beginning of this, this week here in europe. brent is mac hong kind of taking
8:08 pm
a kind of leadership position within european politics for himself. here. i think there are a couple of reasons for that. first of all, france currently holds the rotating presidency of the european union. so, so we see my court in moscow partly in that role representing the european union as a whole. but also, i think this is in part about germany. of course, we've seen all our shots, the new chancellor of germany, he's currently in the united states. schultz is under pressure as we were just hearing from, from all over there. he's finding his feet in this new role. big shoes to fill, of course, angle america was it was in office for 16 years and she really had a lot of experience in dealing with letting me put in. so i think back on kind of moving into a little bit of a vacuum left behind by angle american there. plus he has an election coming up this year. he's standing for reelection so he may see a political upside of he can make some kind of progress with letting me put in. but
8:09 pm
of course that comes with risks to if you seen as a failure, then that could cause him some political damage. so. so those are the stakes that we're seeing around a manual and my calls visit right now. and richard nato, i have firmly rejected roshan demands that ukraine never joined the alliance. that was the case just today. it's the case today. so what do we expect? micron to bring to the table then to de escalate the situation. yeah, it, it, that is really the kind of big question here. and i think it helps to think about the situation here at the moment is, is that the sticks in the carrots? yes, we've just heard it in washington, all of the discussion about the potential sticks, the disincentives that to terrance towards russia, against mounting some kind of military action. all of this talk of sanction, some of the most severe sanctions that have ever been placed on russia. so that's
8:10 pm
the stick side of things. i think with my core, he's quite keen to talk about the carrot side of the equation. and my court of all of the western leaders is the one who's, who's been most open in his public comments about being willing to, to strike a kind of new grant bargain about european security with letting me of putin as he sees it. he's been saying this in interviews in recent days, he sees this crisis, not so much about ukraine, but about vladimir putin being unhappy with the entire security order in europe that came off to the end of the cold war. now the big question is, what could a grand bargain look like without completely selling ukraine down the river? for instance, blocking it. it's hoaxer of nato membership one day. and a lot of people in europe, particularly in eastern europe, are worrying that this kind of thinking could open the door to be concessions towards russia, which could they feel undermine their own security. so mac ho walking
8:11 pm
a fine line here in search of some great big breakthrough, but also having to be mindful of not alienating his allies here in europe in richer when you compare what's happening today in moscow. with what we're seeing this evening in washington, you've got the u. s. president, talking with the german chancellor. basically, this is a almost a pep rally. we've got to stay on the same team in the face of russian aggression. what is emanuel mar, cron doing been to this effort? is he, is he helping the effort or is he actually doing what many? sure the kremlin would like to see and that is weakening the unity of the west against russia. well, this is certainly the big worry among americans. critics and mccoy's face criticism for this in the past he's, he's somebody who has always and this is part of his message to vladimir putin. he's somebody who was always throughout his period in office, try to stress that he wants to reach out and improve relations with russia. this
8:12 pm
cause has raised a lot of suspicions about him. but the french are emphasizing and you hear all the hear this also from german officials just how intense the consultations are going on between all of the different allies in this kind of diplomatic dance that's been going on recently. so for instance, my call spoke on the phone to joe biden, yesterday, for 40 minutes. he also consulted with the leaders of the baltic states ahead of this trip, and he's due here in berlin tomorrow to debrief with all i've shown the german chancellor plus that polish counterpart as well. so that would be the message from the french that this is part of a coordinated effort. but certainly the skeptics are worried that they could lead to a sort of unraveling or at least a sort of blurring of the western positions. all right, richard walker, helping us put all this into perspective tonight. richard, as always, thank you. strong words coming today from the german foreign minister on
8:13 pm
a lena bear book. she has warned that a russian invasion of ukraine would trigger unprecedented sanctioned during your visit. the key of berber stressed. the need to avoid further escalation. lynn has been criticized for its response to russia's troop build up on ukraine's order, while other nato countries have delivered weapons to you. great. the german government has ruled out such a move, delivering only help males are both scheduled to visit the front line between ukrainian forces and rushing back separatist in the don't. bass region on tuesday, dw corresponded. mathias bollinger is covering the story force from the reach. he traveled to eastern ukraine near areas that are controlled by russian backed shepherdess, and he sent us this report. the village school of ranita, the last village here on ukrainian control territory is close to the frontline. it has come under fire before. now the classrooms i m t not because of the war,
