8:00 pm
ah, ah ah ah ah, this is dw news. why from berlin? another week of sh shuttle diplomacy to avoid a war in ukraine tonight, the french president, mac ron here in berlin. just hours after crisis talks with ukrainian president
8:01 pm
zalinski and keep back, ron met yesterday with russian president who didn't. he says there is reason to hope for deep escalation. also coming up tonight as police call for backup in ottawa, no end inside to the truck convoys. it paralyzing the canadian capital, and now they are spreading to other parts of the country. flush of former pope benedict ask forgiveness for his handling of sex abuse keeps it in a letter. he acknowledges. mistakes were made, but he denies any personal wrong doing. and at the winter olympics, one of the big stars of the games, us born, aileen goop claims go for china in the 1st ever ski big air event. ah, i'm bring gov. it's good to have you with us on this tuesday. we begin here in
8:02 pm
berlin, where french president emanuel micron has just arrived the last stop of his 2 days of high level high stakes. sh shuttle diplomacy. aimed at reducing tensions between russia and the west, over ukraine. here in berlin macro on his meeting with the polish president, ann with german chancellor shoulds, who to day just arrived from talked in washington with you as president biden shalt saying the west is speaking with one voice to deter russia. micron says he has assurances from the kremlin that a de escalation of the crisis is possible. it's been a busy 24 hours from world leaders as they engage in a diplomatic push, which is to resolve the crisis on ukraine's boulders. and following a meeting with ukrainian lead of law to meet the landscape on tuesday, president emanuel micron call for further dialogue. shoot local missouri. i believe that we have concrete, practical solutions that will allow us to move forward. we have had the opportunity
8:03 pm
to discuss this together. i have also had the opportunity to discuss this with president putin, as they have done with my european partners and several of our allies. on monday, micron visited moscow to meet with russian president vladimir putin. the kremlin denied reports that putin told micron. russia would not further rump up military tensions, and would pull troops out to bela bruce later this month. he libido april out in washington. the new german chancellor, olaf sholtes had his 1st face to face meeting with president biden. but it wasn't all cosy fireside chats as the lead has doubled down on their warnings to russia. despite the parent differences over the nod stream to gas pipeline. germany's foreign minister on a line of bank visited east in ukraine on tuesday. she said there could be no
8:04 pm
military solution to russia's aggression backing kiev president, the landscape said he expects mold joint talks to take place in. but as more us troops are sent to europe, eastern boulders, a still hoped that a diplomatic solution can be found. and for more now, i'm joined by carlo masala. he's a professor of international politics at the german armed forces university in munich, professor, it's good to have you with us to night. you know, we are in yet another week of intense diplomacy aimed at deterring russia from attacking ukraine. how much of a chance do you give diplomacy at this stage? while it's quite unclear because the basic issues, the russian federation warns, are rejected by nato countries. and the u. s. which is basically the so called in london, zation ukraine, meaning that ukraine,
8:05 pm
that nato is the signal did. ukraine will never become a member of nato. this is, this is the core issue of the russian demand and so far, the western article, commas has not given into it. so there is room for diplomacy. there is a lot of room for diplomacy with regard to the minsk agreement. but whether this crisis will be solved in a bit romantic way is to luckily, yesterday, at the white house, you as president biden was very clear if russia invades ukraine, the nord stream, to pipeline which links germany and russia will be killed. now chancellor shoulds, he did not make that promise, he didn't even say the words nord stream to how do you explain this ambiguity? well, actually no stream to him, quite as hot issue. he and germany because there are, there are some local politicians belonging to the social democrats, especially in nissan, germany,
8:06 pm
especially when we last really wants to stick to most to him too. because of economic reasons. though it's a very difficult position for the chance. love to mention those 3 to specifically. but i think he made very clear that he doesn't oppose spine. india idea that no $32.00 will be part of the sanction when it comes to a russian invasion in ukraine. he repeatedly, i think, even when he went on cnn, he said, all auctions are on the table and there will be hot and decisive sanctions. which means he agrees basically that north to was part of the sanctioning act. and how do you explain, you know, members of the german government saying that nord stream too, has to be preserved as an economic part of this equation? because there, there's no natural gas while we get through this pipeline yet. i mean, it has never delivered any natural gas to germany that so, but i think, i mean that there are many reasons why, why, why part of the german politicians still stick to the author into 1st of all,
8:07 pm
they think that this is still a connection. they have was russia, and this makes germany and put germany in a special position still to talk to russia. and secondly, with the whole energy reform. we on the go in germany, we need gas. and otherwise, basically, bills are, are getting higher and higher in the winter time is coming. so that's the reason why they want to stick to it. um, and then thirdly, there is this idea that no one stream is just an economic project without any geopolitical foundation, which of course, the silly because it's a geopolitical project. so it's a combination of reasons why still some, not all in the, in the s p d, but also and city. you are still sticking to those terms through the german chairs or he has been criticized a lot here in germany for being the invisible chancellor missing in action in this crisis. now that he has been to washington spoken publicly with the u. s. president
8:08 pm
has he returned to berlin a strengthened chancellor, in your opinion. well, i think he was a, he still was an all the time, quite strong. and he did a lot of behind the scenes and behind the door diplomacy. and he's not the guy who goes into public and speaks up, which is a mistake, because this crisis is all about narrative, some communication to the, to russia, from an invasion. so now that he's back, more and more people are convinced that the trip was really worth the worth. the and, and change basically is his appearance on the, in a national scene. so let's see what the upcoming days and weeks will great. all right, professor carla mas holler with the german armed army university in unit professor . we appreciate your time and your insights tonight. thank you. thank you. now to canada, canadian prime minister just trudeau has vowed to bring an end to
8:09 pm
a trucker approach as now, in its 2nd week against the countries pandemic restrictions. the protests of gripped the nation and paralyzed parts of the nation's capital, bringing the business district to a standstill, shutting down the busiest lan crossing between canada and the united states. meanwhile, auto police are requesting backup from across the country. they are struggling to contain the truckers ah, below 0 temperatures appear no match for these truckers heated rage. they want an end to the government's pandemic restrictions and especially vaccine mandates. and they'll shut down a city if it means getting back what they consider their freedom. i would die on the streets for my kids immigrant kid here in a personal personal like we saw people on the side of the street with their size at o'clock at night 40 below in the weather,
8:10 pm
standing there with their signs and telling us that we're the only hope a bunch of truckers with their hockey sticks and flags that come on. how did we get here? in one although rules are largely up to canada's provinces, much of the protesters, anger is directed at the national government led by just and trudeau. they want to see him go. the government says the protesters represent inch, nearly 83 percent of people in canada over the age of 5, are fully vaccinated against cove at 19 o, as protest demands have morphed from anti facts to anti government. more broadly, officials are concerned about violence and reports of hate speech. they're also wary of foreign interference. some republican lawmakers in the united states, such as the attorney general of texas, have express public support for the protesters and criticized in online fundraiser
8:11 pm
for them getting shut down. it is certainly not the concern of the texas attorney general as to how we in canada. i'm go. busy about our daily lives in accordance with the rules law. auto, a mayor jim watson described the protest as a seach of the city and requested $1800.00 more police officers to quell the unrest . that's almost equivalent to the city's entire regular force. no end in sight to the contrary. smaller shrug protests have sprung up at key transit points between canada and the u. s. bringing traffic to a halt. if a more now i'm joined by evan dyer, he's a senior reporter with the cbc. he joins me from auto and evidence. could they have you with us? the images that are coming out of my ottawa and canada. they are shocking the world . we know the prime minister trudeau has bound to bring an end to this protest. me
8:12 pm
. how do you, how do you expect these truckers though to go home quietly? i don't think many of us do expect that to be perfectly honest. i think what we've seen is a really high level of commitment from these truckers, they're absolutely to determine to ride this out. we've even seen people remove the wheels from their trucks in an effort to make them more mobile than they already are. and of course, an 18 wheeler is already very or to move the drivers of all lock their air brakes. they are definitely here to stay and they have the finance team to be here to stay . and so far we've seen no sign of weakening from the organizers or ordinary participants in this convoy. fact, i would say very little sign of flexibility from the government as well. although this morning we did see a couple of cracks in the governing party starting from or i'm one member from it's fairly well known number from the, from the liberal party did come out this morning and break with the government on
8:13 pm
its position on back to mandates and question whether they were still science necessary, or if they were being politicized. so we haven't really seen a way out of this crisis yet, and the police are frankly admitted. they don't believe that that's necessarily a policing solution to it at all. but the c, b, c of your network is reporting that local residents have started to flee the downtown area. they've said that they've been harassed, they've been threats of violence. is that still going on? i mean, i think lee is perhaps a strong word. what we've seen is people leaving mostly people who have friends, who they can go and stay with outside of the downtown core. the number one complaint really has been that noise because of the constant honking at all hours of the night. and these are not your regular car points. these are truck, big rigs with air points up to 140150 testable. so that's been the main complaint along with fireworks. and so i have been some isolated cases of the wrestling too,
8:14 pm
but i think mostly it's really just been an enormous inconvenience for people in downtown ottawa. and some of them found it very difficult to sleep, to study and so on. back for the people moving up. do we know, do canadians, do they support these protest? i mean, are we talking about a very loud horn honking minority. are certainly loud and hor 19. but the question of whether it's, it's, i mean, the prime minister is described as a french minority and there has been an assumption it would appear from the government that since about 90 percent of canadians are back to 90. percent of people have 5, at least one dose. then only 10 percent of the people would support this. but what i think we see is that there's a difference between being pro vaccine and being pro vaccine mandate. and pauline is showing that the fluid is really more like a $2.00 to $1.00 split about a 3rd of the canadian population is telling posters that the identify with or support this protest. and you could almost say the population in a way it's sort of split into 3 groups. there's the promaxima pro,
8:15 pm
mandate group. there's the hard core anti backs group. and then there's a group in between who are personally vaccinated and you get who question the value of some of these measures, particularly as they provoke these kinds of divisions in society. and you know, i do think that one constant and common denominator across the canadian society is that there's a growing impatient to at least know when they're going to and perhaps not to end them until the typically justifiable well. but to at least have a clear roadmap and games to get out of this. and perhaps that is one thing that might start to lower the attention there. yeah, and as of course, the question that everyone around the world is asking, you know, are we nearing the end of this pandemic? yeah, we're all in the same boat, that's for sure. evan dia, with the c, b. c. and we appreciate your reporting tonight. thank you. that would be over whether to impose mandatory vaccination against coven 19. they have divided europe, but in the co morris islands, in the indian ocean,
8:16 pm
a national vaccine mandate is already in place. people there. they don't have a choice. the presidential decree to vaccinate is being enforced by the military. the w southern africa corresponded adrian creech travel to the co moros islands, capital maroni, to find out how the measure is being carried out and what people think of ah, a military police checkpoints. the cast can't pass without develop covert vaccination certificates. the jap against the corona virus is mandatory for all adults on the cameras islands. so i think we already had a lot of time for sensibility zation. so now we are not forcing people, but to we just we just saw and freon to them to go and vaccinate critics of president as early as sumani call his rule autocratic. he issued the vaccine mandate in december by presidential decree. ah,
8:17 pm
if you forgot your vaccination cards, you are allowed to ask a friend or family member to bring it here. then it will be controlled. if you haven't been vaccinated though, all your late for your 2nd zap, you will have to pay a fine and he will be brought directly to the vaccination center. in this case, they were brought to the military police hospital around the corner, 58 people where vaccinated the morning. we filmed whether they wanted the jap or not mckesson and much cheaper to get more confused. so vaccines on bug bite for personally, i don't totally trust the vaccines. we shouldn't be forced to get vaccinated. vaccination should be debated among the general public and the commerce we need to consent to be vaccinated and not be forced like this. like animals circle like sheep or cows, where human beings, we have rights when they deserve, when it does, yonah did work in the country's biggest hospital. dr. abraham julia defended the strict measures. he is one of the coordinators of the national cove campaign. what
8:18 pm
are said, she ted ciboney. it's a good idea to make vaccination. obligatory senior people aren't respecting covered regulations like social distancing, culture, ceylon vaccination. people as the only way we can save lives, lesson for us. and this is proven by the statistics that you may an issue from remoter less than 40 cov, at patients are currently hospitalized on the cameras islands. dr. gia says none of them are vaccinated. the country is using china sign off on vaccination and it's nationwide campaign. several studies suggest 2 doses of the vaccine are less effective against leon micron variance. dr. julia rejects the idea. somebody a that's not true left. there is proof. show me. so there was no point arguing about a to me. we had more than $3000.00 positive cases around the country during the last wave, with less than 10 deaths. somebody back at the check point. the majority of those
8:19 pm
passing through have had their japs, it is virtually impossible to do anything on the cameras islands. otherwise, a covert vaccination certificate is needed to enter banks, schools, and government buildings, and even to take the bus to look now and some of the other stories that are making headlines there have been, he did seems in these slovakian parliament with opposition of all makers staging a protest against the controversial new military treaty between british lava in washington bumper. now that agreement expands the u. s. military presence in the country, which happens to border ukraine. indirect talks between iran in the united states aimed at reviving the iran 2015 nuclear deal. have restarted after a short break. elegant said that the talks have made limited progress since they resumed back in november, and that a number of vital issues remain unresolved. former pope benedict has asked forgiveness for his handling of clergy sex abuse cases in the catholic church.
8:20 pm
however benedict denied any personal or specific wrong doing an independent report released in january, said that benedict had failed to act against clerics in 4 cases of alleged abuse. during his time, his music's archbishop bishop, between 1977. in 1982. the request for forgiveness was made in a letter published by the vatican. it was read out by the former pope's spokesperson come, he couldn't come to the unquote own, uh, vote, a post, so soloist, but i can only express to all the victims of sexual abuse, my profound shame of pro form that had gone ja demille, my dad, he had to sorrow and my hot phone request for forgiveness that adorned off of auto good. on the i've had great responsibilities in the catholic church than depue. good old. the greater is my pain for the abuses and the errors that occurred in those different places. during the time of my mandates, he spits even doggie. every morning i'm joined by martin,
8:21 pm
gac he is des religious affairs analyst. he's here in berlin, getting me to you. martin, so the former pope has apologized, but he's not accept the responsibility for anything that happened. so does this make a difference to any one? well, it has become, i think, part of the part of the process really just, you know, reading about outrageous news on, you know, different types of scandals which usually involve you know, children being raped within the church. and then within like a couple of days, having church officials essentially express apologies and then the conversation essentially filling out. i think that if you kind of, i mean, if you know the internet is earl matter for the kind of reaction you can already see that, you know, that bullet is being taken essentially as no more than words and been addict. he is accused of lying in this report that came out, he's denying any wrong doing,
8:22 pm
isn't it time for there to be a criminal investigation into this case? well, i think it's fairly time for, you know, criminal investigations into the whole load of cases. i mean, you know, even cases prescribed are probably ones that still an institution that is liable, presumably for you know, people in their care for teter the children. the fact is that the church continues to advance idea that you know, their best place to essentially police themselves in, you know, it's still claims moral authority to do so. obviously, the problem that we have in this particular case and the word that was used during the press conference, you know, what misconduct on behalf of this on the former pope is the fact that we have for a cases in which actually the pope was somehow or other involved, what we also have is his claim that he was not in a particular meeting in which he was in which information was exchange. and you
8:23 pm
know, this was actually reviewed by the report. so, you know, these are not things that we can actually sort of figure out just looking at it from the outside. i mean, obviously they're all sorts of being of opinions and information. but it is for the german justice system to go in essentially and clarify what is exactly that happened and hopefully have people that actually did commit crimes or who you know, he'd them actually pay for what they have done. the, the german catholic church is reporting an exodus of members because of this, what does the church have to do now to regain those members and to regain trust? you know, the problem with the church obviously study is a very, very large institution. so any kind of change takes a very long time and requires an enormous amount of institutional muscle. for folks have limited sort of a limited amount of time in the policy and limited amount of possibilities in terms of bushing and moving around. so they shoe is that, you know,
8:24 pm
you do need sort of a major change, but you also, i think need a lot of outside help. so the states really need to come to the church and start demanding explanations and clarifications. all right, martin gac i'll religious affairs analyst partners, always thank you. you're welcome. ah, i went to join his most promising winners. board stars claim to 1st gold at the beijing olympics with a breathtaking free style ski jump that she'd never completed before in competition or in practice. american born island who took 1st place for her adopted country in the inaugural big air ski competition or winning move the bob to spinning 4 and a half times mid air. 18 year old only recently began representing china and has found plenty of new admirers. she has though, been criticized by some us media for her decision. here's
