decade. ah, i'm william, go craft. welcome to the program. the risk is high enough, the threat is immediate enough. that is how us national security advisor jake sullivan described russia's plans to invade ukraine. the by the administration has not presented specific evidence of an imminent invasion and was clear that does not know if one will happen, but with russian troops at war ships, war, gaming within range of its smaller neighbour western allies are more concerned than ever that the window to attack is now more activity on all sides of the ukraine conflict. russia's ministry of defense released footage of navy ships arriving in sylvester pole bay on the black sea. in the russian annexed crimean peninsula. they're here taking part in large scale landing drills. the situation
12:02 am
makes many ukrainians uneasy. it's not a pleasant feeling. believe me, to understand that you and circled by the russian troops from bella, wish 1000 kilometers more than 1000 from the east. and the last couple of days, sir, russia actually close to the entire a z o c. and the, the particles to blake seed actually excess graham ports to the black sea. the united states wanted citizens out of harm's way immediately president joe biden has urged all americans to leave ukraine. if a russian attack on ukraine proceeds, it is likely to begin with ariel bombing and missile attacks that could obviously kill civilians without regard to their nationality. a subsequent ground invasion would involve the onslaught of

a massive force with virtually no notice communications to arrange. a departure could be severed and commercial. transit halted, while civilians pack up security forces are coming in the other direction. around a 1000 us soldiers arrived in poland to add to the $4000.00 service members already stationed there. and on romania as black sea coast, a 1000 strong strike forest rolled in from the u. s. base and germany. nato secretary general was there when they arrived. he spoke of the importance of boots on the ground as a deterrent to russia's military build up, which he called unjustified. so the combination of military buildup, threatening rhetoric on a track record of using force against neighbors. of course that's the reason for being seniors are concerned and being a vigilant, aren't ready also to react if they once again use force against

ukraine. hall told us hasn't sent ground forces to ukraine. it continues to supply weapons to the beleaguered country. part of a $200000000.00 security package meant to keep this crisis from escalating into an outright conflict. let's get more now for that. i'm joined by michael cambridge. he was a state department, russian, ukraine analysts during the obama administration, and is now a history professor at the catholic university of america. after cambridge. welcome back to do you have, you can see you even in these very pressing times. the rhetoric coming out of the white house from blink and bite in jake sullivan. it's, it's really quite urgent. what do you see as having actually changed recently? that's been causing this very dire kind of statements. well, 3 things. you have intensification of, of the military build up,
12:05 am
including in the black sea that of naval component into it. and that's really proceeding rapidly. secondly, you have the failure, so to speak of the diplomacy. it really hasn't yielded all that much. you have the last talk between pain and russia yesterday on a resolution to the situation that crane. and thirdly, i'm presuming here at the intelligence pointing of the direction in beijing. so let's come off the back of that 3rd point. presumably, the intelligence is pointing to that, but we haven't seen any evidence. does the us have a credibility problem when it's trying to press its case of urgency? it may only time will, but you see that many foreign embassies are removing their staff, european union, israel netherlands, several other countries are moving their staff from. so either they are following the lead of us or they are getting similar intelligence. sure. and aside from,
12:06 am
you know, withdrawing personnel from embassies, what impact does this kind of talk coming from the white house from the u. s. i have on the course of events as moscow might be hearing it. well 1st i think president biden is trying to prepare the american and european population for what may be coming. on the other hand, you're seeing an intricate game where by releasing this intelligence publicly, what i think us is trying to do is to preempt threats and actions or to prevent the possibility of the sort of flag a russian scenario where they would come up with cost to go to war and the blame on the cradle. i think this is an attempt to get out ahead of that and to prevent that from happening right now to be clear, not releasing intelligence, but certainly expressing deep concern about what they're seeing. there are no risk other risks here because you're talking with us back and forth in this game that they're playing or their risk, or how they're calibrating the kind of messages that they're sending out. one risk
12:07 am
that they may be getting better, a certain amount of misinformation from the russian side. again, you told me time would tell him that in that respect. and of course it doesn't make a move. you know, i think that there will be great anger on the part of the opinion government and exactly just a moment ago would reflect very badly on the credibility of the us boys in this, in this crisis. but the signs on the ground pointing in a rather ominous direction. all right, we will wait and see, of course all of us are holding our breaths. michael kim, edge. thank you very much for joining us. thank you for having me. and for more we spoke to fiona hill, 8 russia, expert and former u. s. intelligence officer, our washington d. c. bureau chief unit poll, spoke to her earlier, and he'll explained what the worst case scenario might be. even if moscow doesn't invade. it's not just the invasion, it's that this, you know, the invasion doesn't happen, but we keep in this tension on
12:08 am
a more permanent basis. and that the whole idea of the security predictability, you know, your poll free at peace is gone. and he basically put in his saying the last that he is, were, you know, we prospered on our terms are an acceptable to russia. and so that whole idea of russia integrating into europe in some fashion, having closer economic, social and political ties with europe is out the window. and that now we're 1st thing, an overtly hostile russia that has also now joined in with china. because what we have seen in the recent agreement with a president she on puts in, in beijing as the chinese telling the russians at the very least. we've got your bach, we don't like nato natural enlargement either. we so you don't like united states, not really specifically about europe as a major market because for china that still important. but the china and russia now very much tied together. now let's turn to some other stories making news right now . yes, president joe biden assign an executive order,
