condemned russia and are expected to announce sanction. ah, hello em, terry martin. good to have you with us. russian president vladimir putin has ordered troops to enter to separate us regions in eastern ukraine. he's calling it a peacekeeping mission after he recognised done yet. and launched as independent republics, ukraine's president says his country won't give up any territory. and his calling for international support. the united states says putins peacekeeping claim is nonsense and warrant of dire consequences for the world. should rochelle launch a full fledged invasion already unmarked military vehicles have been seen in done yet. st. ah. troops mobilized in the dead of night. early on monday columns of military vehicles was spotted approaching the outskirts of dawn,
9:02 am
yet the capital of one of 2 separatist regions of eastern ukraine. while no insignia were visible, the vehicles appeared just hours after russian president vladimir putin ordered russian troops to deploy the way to the women of the boot. the move represents a significant escalation, but moscow is calling it a peacekeeping operation with a wheel. only ours before putin recognized the separatist regions as independent states. but he, so he took a space, it was a historic moment up, but he is none. with just a few strokes of his pen, he rushes leader, made a diplomatic solution to the crisis. more difficult than ever with today when using it as for those who sees power in kev and holding on to it, we demand that a stop military operations immediately. otherwise, all responsibility for the possible continuation of bloodshed will be fully on their conscience. good, who claim that asian in response ukraine's president cold,
9:03 am
an emergency session of his security council and made a renewed plea for tough sanctions on moscow. not sure what made it mud we expect clear an effect to support from our partners or will now look closely to see who our true friends and partners are and who will continue to try and scare off the russian federation with mia woods, little, or dorshek, legacy or she's with russia, ukraine says it will not give up it's territories and accuses russia of tearing up the minced road map to peace. oh, was crossover to the ukrainian capital? key of we're our correspondent, fanny fox, are standing by fanny. what have you at what have your sources been telling you what's going on in john yeske and lou hans right now sources are telling us that it's really difficult to verify actually what is going on right now in a separate his regents at the self proclaimed republic to hans and don't yet,
9:04 am
as we are hearing over the past 24 hours ukraine claimed this 2 soldiers have been claimed, have been killed by a separate is forces, separate separatists again claim that ukraine planted a mine in their region, killing 3 civilians without presenting any proof, having said that, it's really difficult to actually know what is going to happen next because they are claims and contra claims, their accusations, and even the next actions that there may be between ukraine and russia or ukraine and the pro russian separatists are based on these allegations without actually presenting what is happening without us being able to verify what is happening. it's a very volatile and dangerous situation that cause food escalades and even unleash a much bigger problem here. even a war playing out beyond that frontline, at 400 kilometer frontline currencies. this separating the ukrainian forces on one
9:05 am
hand and the pro ration separatists on the other. ok. what we do now is that flat of your protein has recognized the independence of these 2 self declared republics on eastern your crane. and we know that russia is sending troops and calling them peacekeepers. how are ukrainians? reacting to these latest mirrors by russia? fanny, they are very surprised. nobody he and keith at these, the people i've spoken to during the past a day yesterday would have expected. this is going to happen the soon or at all, or that basically russia is taking the lead and presenting his fact what the status quo of these a, to a self proclaimed republics is supposed to look like, according to russia. now they're independent. which to that means that's no longer ukraine. people here on the ground are saying at least according to opinion, polls about half are saying they're going to stay in ukraine. they are not just going to give up their land, they're going to resist the armed or an armed. in fact,
9:06 am
i've been visiting as self defense schools as where i've heard from women and from men equally say, even though they don't really know how to hold a gun, but the warrant they are going to get trainings whole to do that. in case ukraine cannot really provide for their safety, people do not want to war here. and people still cannot imagine that they could even be an assault and keith. but with that status quo change, initiated by russia on those 2 separatist, the self proclaimed republics. people here on the ground, increasingly consider scenarios that seem to be unlikely just a couple of days ago, much more likely to take a moment and get a closer look here at those break way regions in ukraine that russia has just recognized as independent reminders of war are everywhere and done yet. and new hunts. the 2 provinces lie an eastern ukraine,
9:07 am
on the border with russia. both declared independence after the revolution in 2014, which most in the region did not support separatists voted to join russia. and have fought ukrainian forces for control ever since around 4000000 people live in what's called the don bass region. it's known for heavy industry and coal mining and it's large, russian and russian speaking population in the main city done yet. banners read. we are russian. moscow has handed out hundreds of thousands of russian passports, but life is tough caught in the middle. many who can have left most pensioners are stuck, others fight ukraine estimates. there are about 35000 separatist troops and accuses moscow a filling up their ranks with russian soldiers in 2015

a ceasefire. signed in minsk, helped, and little scale fighting. but the conflict has dragged on, leaving more than 14000 people dead. yet. funny, what is ukraine preparing for next? does the government believe that russia will limit its deployment to the 2 separate regions? war is anticipating a broader escalation. so father always maintained is only a very low problem. probability that is going to be a major escalation. beyond that frontline, that for a kilometer frontline separating ukraine, air, ukrainian forces and the separate is forces. but as i just pointed out up prior to the report, we have seen this a declaration that a by russia, the to separate is states no hands. and don, yes or no independent of really everything unfortunately is possible, but the,
9:09 am
the president of ukraine, mrs alliance goes to pointed out, early this morning in his address to the nation. he still hopes for peace that he still believed that that could be a peaceful resolution to that. he also was very steadfast, though declaring that ukraine is not going to give up any land. really, the question is, those troops that now have been deployed by russia to the separate this region. what they are going to do, according to russia, they're only, they are to make sure that peace is maintained. but this is something that's been seen from the u as really, as a nonsense statement, because they believe the at least 190000 troops, russian troops that are basically around the entire ukrainian border to the north, to the south, to these. they are pretty much prepared to attack ukraine on a much larger scale. officially, ukraine still hoops is not going to be the case. but as we have seen, putin vladimir put in his really seemingly taking the lead. how to tell the story
9:10 am
how it will continue, and he's presenting his own fact reactions from ukraine, yet unclear. funny thanks so much. our correspondent, funny far char, in kia cross over to now to our russia affairs analyst konstantin exit. he joined us from the lithuanian capital buildings. konstantin, what did you make of vladimir putin addressed to the nation in which he declared parts of eastern ukraine to be independent? terry, i'm old enough to remember. leo need business. the general secretary of the company sponsored the soviet union, making pronouncements, but ah, no speech by any story, the russian leader impressed me more than let in yesterday's pronouncement. it lasted for nearly an hour to 6 minutes to be precise. and essentially was a huge lecture in the history of the soviet union and ukraine,
9:11 am
latino putting style. and in this announcement, he essentially denied any legitimacy to ukrainian states. so essentially that means that for him all options are on the table and we know that putting likes to say after doing something he likes to say, well, i told you so because you just didn't read my article or you didn't listen to my speeches attentively enough and i think this is exactly the case. i think that this is for now just the 1st stage, lighting and put in a big plan to either dismember all completely subjugated. right? again, listening to proteins address and there's a lot that can be read into it. what do you think his intentions are in ukraine and the region as a whole? is he trying to read the or the russian empire? well, i think it's a bit of
9:12 am
a simplification. i don't think you won't sent leisha back, but i'm having read his piece a big article about your brain, 5000 words or in probably more published last summer. one cannot escape the conclusion that for him, ukraine is a number one priority. he sees it as part of his legacy, and i think that working out yes to these just the beginning. i think for now we'll see a russian course is definitely deploying to the next and lo hunter, regions. and today, the russian federation council, 2 chambers of parliament will in all probability vote to recognize them, boxed already signals from the state. duma of the lower house of parliament indicate that recognition will happen within the borders of the 2. launched and done. yes, districts, there's a very important distinction here. the so called republics were now all the parts
9:13 am
of these areas of ukraine. there are widest ways of danielle campbell, han screeches. we shock currently on the ukrainian control, but the so called constitutions of these 2 entities, which were created essentially by moscow. it says that their jurisdiction stretches all the way across the whole 2 regions of great. that means that essentially the groundwork is being late. full further pressure on kia foothill now say, well ok, they don't want to lose the rest, do something for me. and i think this is how the escalation will continue to happen . very of see if russia will push beyond that cease fire line in the don't ask and the hon screens bug. thank you very much constant i, russian affairs analyst and, and correspond it. thank you so much. well, this escalation in the russia, ukraine crisis has alarm bells ringing in brussels. of course, when crossed now to brussels and our bureau cheat their alexandra funt. nominate
9:14 am
alexander. how has the e u been reacting to these latest moves by russia? alteri, the european union has vowed to react with firmness and determination in solidarity with ukraine. and we are seeing a lot of activities here in brussels this morning. you ambassadors are coming together to decide to discuss sanctions and they will be provided with the sanctions proposal. a by the european commission and the european commission is saying that they are ready to propose measures against those directly involved in the recognition of the to break away a regions in eastern ukraine. and the foreign policy chief even said that he expect said those sanctions to be approved and impose this afternoon. so
9:15 am
that will be would be very fast for you are p and standards. what can we expect from those sanctions? we can expect this package to be rather limited with a number of a people in law hands and nets. and of course, in russia who will be targeted with acids freeze it's, we were the travel band said the european union could to potentially also move on to cut to trade with those 2 regions in ukraine that could happen in coordination with the you asked that it has already announced such measures. what about nato and all of this? alexandra moscow wants to keep ukraine out of the alliance and is demanding that may to pull back from russia's borders. what can they to do to strengthen security without antagonizing russia in the situation? well, i think it's certain to see in nato presence increased in eastern europe. that is
9:16 am
water. eastern european members of the alliance have been calling a for a yesterday. i spoke with a lease who amy and foreign minister even before put in decided to recognize lo hunter and on that as independent. and so minutes to lance bag is told me that they really need more nato troops on the ground. you just have to remember that 5 of nato members have borders with russia, and of course they are worried. they are afraid they are scared that the whole crisis could spill over into father into european territory. so i think that's for sure that we are going to see need to enhance its presence on nato territory in eastern ukraine. alexander, thank you very much. that was our brussels bureau chief alexandra phenomena.
9:17 am
the united nations security council has held in emergency session over the crisis. russia used the session to accuse ukraine of shelling residential areas in eastern ukraine and said it would prevent her quote blood beth. the united states in bo, envoy promised that the u. s. would bring new sanctions against russia. russia's clear attack on ukraine sovereignty and territorial integrity is unprovoked. it is an attack on ukraine status as a you and member state. it violates a basic principle of international law and it defies our charter. what is more, this move by president putin is clearly the basis for russia's attempt to create a pre tax for a further invasion of ukraine. dante and sharika. at present, all parties concerned must exercise restraint and avoid any action that may fuel tensions. we welcome and encourage every effort for a diplomatic solution here, surely couldn't y,
9:18 am
georgia. that normally is the united kingdom will be announcing new sanctions on russia in response to its breach of international law and attack on ukraine sovereignty and territorial integrity. there will be severe economic consequences. this situation echoes our history. kenya, in almost every african country, was birthed by the ending of empire. our borders were not of our own drawing. there were drawn in the distant colonial mitchell holes of london, paris, and lisbon with no regard for the infant nations that the cleaved apart. and johnny is now in the studio, is our chief political correspondent, melinda crane? well, and i know that you have a background in international law. you understand the signals that are being given there in the un security council from the various members. what did you make of the statements that we heard coming out of the council?
9:19 am
well, very earnest and some very drastic statements. the german un ambassador, for example, said that russia has finally shown its true colors and revealed it's true intentions in ukraine. so certainly an absolute condemnation from many sides of this violation of ukraine's territorial integrity. that that was a carefully chosen term, because of course, these eastern regions that have been recognized by russia do still formally belong to ukraine. so a recognition of their independence is a violation of territorial integrity and sovereignty. nonetheless, what did the council actually do? pretty much nothing. and that takes us back to the words of the un secretary general in munich on saturday when he said that the polarization in the security council is such that it is essentially stymied. it is stalled and cannot perform
9:20 am
the function that is intended to perform, namely of international peacekeeping. so unfortunately, this security council, at the moment, thanks to russia's veto, is a lame duck. russia says it's sending troops into eastern ukraine into these 2 separate those regions. as peacekeepers as a peacekeeping mission, can we expect the u. n. a sanction that mission. a certainly not know, this is a unilateral decision on the part of russia and it violates the un charter in terms of the territorial integrity of nation. so they will not sanction that, that is the fig leaf that the u. s. and u. k. intelligence services of on been predicting that russia would find such an excuse for sending in forces. the big question will be, and how do we see an outright conflict between those russian forces and the
9:21 am
ukrainian forces that are on the outer edge of the borders of these regions in eastern ukraine? because if so, then we move toward the hot conflict that so many fear. so obviously this situation is now only beginning to escalate. so we are of course, hoping to avoid that sort of conflict happening in ukraine. but the, the un security council, as you say, is stymied. we can't really expect too much action there. options, other options for dealing with a responding to it from the west, at least, would involve sanctions of either from the united states, from europe as well. coordinated sanctions, it's looking like we're going to suppose there was we heard from alexandra this. well, 1st of all be a limited package of sanctions. you know, we, we've seen over the recent weeks, the west really coming together on their messaging but also on their
9:22 am
a pallet of actions that they're planning to take. so we know that they have a package of very strong and painful sanctions that they would apply if and when this became what amounts to an invasion. that is to say, if those peacekeeping troops from russia do suddenly become involved in hot conflict, you can expect to see that bigger package that triggered. but for now, the more limited one is as alexandra outlined, direct sanctions on those responsible for and involved in this decision. so that would be, those are the security elite surrounding president putin, as well as the actual leaders of the self proclaimed independent republics in eastern ukraine. and beyond that, probably a form of trade embargo on the relations with eastern ukraine in order that it feels the pain. so that is something that we will see. i think both the e u and the u. s. and the u. k. they say they want to be aligned on this put into
9:23 am
place. many of our viewers may be asking, why not a bigger bang? now, the reason is that you want to have a coordinated staged plan so that if action escalates, the punishment can escalate. and also so that you have a clear relation between actions and sanctions. ok, in order also to be able to remove them. if russia steps down. so limited sanctions now and perhaps more later. well, definitely more later if the situation escalates. i'm with the crane or chief political correspondent, thanks so much. this is catch up on some other stories making headlines around the world today. columbia's top court has voted to decriminalize abortion in the 1st 24 weeks of pregnancy. it's a victory for abortion rights activists who had sued to have the procedure removed from the penal code. columbia joins a growing list of latin american countries to liberalize access to abortion. in brazil, a memorial mass has been held for the victims of a landslide that was triggered by heavy rains a week ago,
