doesn't make it yet another pointless loss of life. russia says it's not targeting civilians, but pitches such as these are which ukraine says is a residential building in flames. in the northern town of china have seemed to disprove that claim as to these satellite images showing craters caused by russian artillery fire near residential areas in the city of khaki in the east ukrainian say they will do all it takes to defend their country. a civilians learn how to become soldiers. ukraine's foreign minister makes clear the extent of his resolve that they will never give up. he also had this appeal to people in russia. resume american fo would like to address the citizens of the russian federation. luke, what vladimir putin turned your country, you'll be country into here,

declared an invasive war against ukraine. she sent here your sons for husbands to kill ukrainians, capture our lance, destroy our cities. ukrainians did not want this war, but they will fight for the land and their homes. morganson good. thank you mary. apo residents, i sheltering from the fighting in an underground. jim. many have been here for 5 days. despite what is happening outside to some a trying to be optimistic minute, let's hope for peace negotiations because everyone wants peace and some kind of result. so that civilians are being killed with a majority here, but we have a lot for now though there is no peace. and this is a new reality for the millions of ukrainians who just last week will leading normal lives. and some of the heaviest,

fighting on monday was in ukraine's 2nd largest city khaki, ukrainian authorities. a dozens of people were killed and hundreds injured when russian forces fired on residential areas. the emergencies mystery released this footage, showing flames and thick smoke rising from apartment buildings. authority side casualties could be higher because the damage from monday showing over residential areas is still being assist. well, russia denies that its forces are firing on civilian targets in ukraine. earlier d, w and use spoke to a khaki president. and she told us about a missile attack on a residential area with up to 5 apartment buildings where he's with many sufficient civilian casualties, argue as a big feet and the now with russia cell in wisconsin cell. and because i now hear the shell and goes on and people cannot go outside and we are running for

food supplies and their musical supplies. so actual is the big street, is on the verge of humanitarian at the store. that's wash sabrina here because now and it's in a couple of supply and food is impossible. i have seen here today the long lines of people who want to just to buy a bread because it's a shortage right now. i so wary and great about the russian troops comment to ukraine. i want to defend my whole and want to fight with all those ukraine nouns who are now in the territorial defense, you know, and then a military and everyone ca on. now i can give all interior out medical aid and offend that i'm capable of. and i know a lot of people who do that as well, because we are here on our land, whenever threats and russia with and it's been released in fees. and, you know, it is the russian speaking seat and put in now talks about, you know,
12:06 am
dinner for cation or, you know, rescue and russian. because we do not want to be rescued. we want russian troops to go back to russia. that's what we want. jonathan katz is a senior fellow with the american global policy think tank the german marshall fund . he joined me from washington dc. welcome to d. w, sir. i'd like to get your thoughts on where things stand now, because most observers thought russia would quickly overrun ukraine. but that hasn't happened. what's your sense of the situation? yeah, i mean, we're really in a period of continuous escalation. and despite the desires to see russia de escalate, move its troops out, even the conversations that happened today between ukrainians and russians. i think there isn't at least in washington many who feel like this is, is going to end anytime soon. in fact, only an escalation,
12:07 am
and when you see the types of weapons being used indiscriminately in ukraine by the russian army and military, you have to be concerned about how this is going to play out with over 5 $100000.00 plus refugees right now. you know, hundreds of thousands more displaced internally, more people being killed on a daily basis. and mr. put, not willing to back down. this is headed for a collision course with the united states and nato, as we see this, this really this disaster unfold. now you're saying more escalation casualties, refugees, i just want to read you something that cybersecurity expert, dmitri purvis, told me, yesterday he said russia didn't expect such resistance from ukraine. and he said that the invasion russia's invasions strategy so far is quite a textbook example of what not to do. what's your view on moscow strategy?
12:08 am
now ukrainians have been valiant and, and in their, you know, the international community in particular partners of ukraine or raleigh to support them. and certainly they have inflicted a great deal of damage and pushback they're fighting for their country and, and that support for them as needed. but when you look at what russia is doing get now militarily, because they're such a large, military sophisticated military, they can keep this up for as long as they want, despite the casualties. and what you're not seeing in russia is any news reporting about what's happening to their own troops. and so mr. newton is not only tried to control americans externally, but doing it internally, which then gives them a free hand to continue this war against ukraine. and so even if you look at their military strategy and you say it's not working, one has to be concerned that mister putin and his designs,
12:09 am
and i think many people believe that the only design for him is to take over ukraine, is going to use every arsenal, in every piece of weaponry, to take back ukraine. that's the strategy. and so i'm more worried about the death and destruction in this process and an unwillingness for mr. brewton to taken off rap whether he's winning or losing. let's talk a little bit more about vladimir putin because the, you and nato have come together over the past couple of days. germany in particular, in quite unprecedented unpredicted ways to impose severe sanctions on russia. do you think this kind of resoluteness has court fusion by surprise? absolutely, and you can see it right now in the russian economy with the ruble tanking. i think that, you know, he was forewarned by president biden, that there be severe economic consequences. i think what mr. newton didn't, didn't really think would come to fruition is the unity of the trans atlantic
12:10 am
community. you've seen a wholesale change in german policy in terms of arming ukraine. you've seen the e u step up really to become the super power that it, that it has wanted to to be in terms of security. and so right now you have tremendous will and effort of the trans atlantic community. and i think mr. newton really thought that he could break break that unity, that's not the case. but the next couple of days will really be critical. because as you can see, as, as the humanitarian situation changes on the ground, as the fighting becomes more dangerous, more difficult, more destructive, there will have to be a choice at some point for nato and europe. together in the united states to think about how they're going to stop further bloodshed. jonathan cuts with the german marshal fun. really appreciate your insights. they thank you. thank you. well, the united states is expelling 12 ration un diplomats accusing them of being
12:11 am
intelligence operatives. rushes un ambassador vasily and have been called to move a hostile step, but he refused to specify where the he was among boys told to leave. meantime, the 1st emergency session in decades of the un general assembly got underway with a minute of silence over the war in your crime. a voice by the 193 un member states later this week is expected to shed light on how much support russia really has in the conflict. let's get more now from dw correspondence, stefan simon's i in washington, stefan hi. let's start with this expulsion of the russian diplomats. how significant is this? well, if you, if you trust what a spokeswoman white house spokesman, when jen, saki says, then it's actually a month in the workings and are the appropriate authorities or personalities.
12:12 am
meaning the russian ambassador to the u. s. as well as the russian ambassador to the un had been informed of that month ago, or at least a significant amount of time before the action actually happened. so those diplomats 12 of them all stationed at un headquarters with the russian, a delegation there at the u. n. i have until march 7th to leave the country. and as you pointed out already, it is alleged that those 12 rush diplomats were spice, did engage in spanish work. and that is, of course, not to the wishes of the united states as if it would be for any other country. and since the united states is the host of the u. n. r, the united states has the right to expel those diplomats, and that sir walter, the us and the white house and out today's going to happen a caged if and let's talk now about this emergency meeting of the un general assembly. how is the voting on this resolution that deploring russia's actions?
12:13 am
how is that expected to go? well, is still going on. it will be also gone on to morrow and is, is expected that resolution will be not only in the workings but signed them and, and been defacto declared to morrow or on wednesday. now, how is this gone? they say 19293, a member countries in the un general assembly. and most of them i would guess 100 plus or something will probably vote for this resolution. and in this resolution, as you said, russia will be appointed out as the sole aggressor, and it will be said and asked from russia to actually stop the fighting. and or pull back now is, is going to happen and is, will this have an effect on russia? probably not. why? because it's not binding. a resolution of the general assembly is not binding. however, there was another meeting today of the, you guess,
12:14 am
did you end security council and there again, russia which still holds that seat. the chair, today's last day of the, for of the month, february to more it will be the united arab emirates who hold and preside, the un security council. they, the russians got an ear full again from all sides. there is a resolution in the works. now again from co sponsored by france and mexico, which will be voted upon at some point. and a, this is a resolution from the un security council that would be binding. however, problem there is that russia of course, will veto it because it has veto power, is one of the 5 permanent members of the security council. and therefore this will all be just symbolic, so to speak. it will have no real consequence. but one, rallying the entire world, or most of the world against what russia is doing and how russia is acting in ukraine. now, can be really interesting to see exactly how this all plays out. thank you very
12:15 am
