ah ah ah ah, this is news line from berlin, a declaration of independence. you leaders vow to roll back reliance on russian energy after crisis talks on the war in ukraine, d, i a 5 year plan to phase out russian fossil fuel enforce. they also promised more military aid to keep and tighter sanctions on moscow. also coming up, russia widens, is aerial bombardment of ukraine, the city of ne pro,
5:01 pm
in central ukraine, vom, for the 1st time in this war, troops also edging closer to the capital, keith, by hundreds of thousands, remain trapped in the port city of medical, emit heavy bombardment and safe at last, after days of heavy shelling and book and cease fires, some residence of north west of keith are finally able to flee. ah hello everyone, i'm layla rock. thank you for joining us. you leaders say they're working on a plan to phase out in ports of russian fossil fuels. as russia widens it's invasion of ukraine while speaking after today's summit. and bessie, you chief or is law of underlying set a 2027 deadline to and imports of rush,
5:02 pm
an oil gas and coal french president eminent mccoy, also outlined a half 1000000000 euro aid package for keith, including more military assistance. but leaders stopped short of fast tracking e u membership for ukraine. and the european commission that president has said, russia's invasion of ukraine threatens the energy security of all of europe. this crisis has indeed made us face up through our responsibilities in the face of a new reality. first, our duty to continue ensuring reliable, secure, and affordable supply of energy to european consumers. in the mid term, this means getting rid of all dependency on russian gas items to vacation of supply by massively investing and renewable. let's take you now to versailles, to d. w. correspond above a vessel she is at the summit where she has been covering this to day meeting of
5:03 pm
you leaders and bracing against the rain there a barbara strategic autonomy, energy security becoming self sufficient. is that the new top priority for the european union? that is what you once they have heard and understood what this war means to them, what this russian aggression that is so relentless and completely sort of unresponsive to any attempts to negotiate or toner down or come to an understanding that putin is sort of single mindedly pursuing his interest there in this war, they have understood what it means for them. they have understood that they are just that they can be blackmailed by putin. and of course, by other international forces or other countries maybe is somewhere in the world. if they don't get more to be more self reliant and that is what they will do now,
5:04 pm
they will want to spend more money on defense because they've understood that at least they have to put up a credible show against aggression, military aggression, which nobody for decades in europe had even health possible and now they must see that it's there in front of their eyes. they will of course, become very, orientate their industrial policy. they will need to produce a lot more things, not only weapons, but for instance em semiconductors in europe because otherwise they have to rely on country. so could become hostile. and there is a long set of measures here that they have discussed and that they agree on. they will have to implement in the next month. the point was all this is the e. u is here shoring up the position. what they're not doing is sort of figuring out how to help ukraine in the immediate immediate moment, how to sort of put more pressure on russia. let's talk about that. what, what about fast tracking a you membership for a ukraine?
5:05 pm
as of the ukranian president vladimir zalinski has asked for repeatedly that is not happening. they're all they were capable is a sort of symbolic gesture. yes, you belong to our family. and yes, eventually you can sort of go along the path of you, accession, but nothing concrete, nothing for the moment. so this is a little moment of hope that zalinski wanted to give his people the you is not granting it because a particularly older member states and northern member states where against this is too dangerous. we don't know what will happen, what that will entail for us and is so they bought it. and as so there is nothing more than a diplomatic gesture they making for here at the moment. well, let's, let's go a listen out for a 2nd. a barbara video statement was released by the president of ukraine and mister for latimer zalinski. and he addressed it directly to the e. u. a sick listen to what he said. just what she knows to do to constant shelling
5:06 pm
in parts of the sumi she of and donates regions. there is no electricity again that there are problems with heating law. no god, no water. that when you thought of business as humanitarian disaster, humanitarian disaster, 2 words that have become fully synonymous with the other 2 words. russian federation, he's got the right of, of a seller, the ukranian president. they're saying, you know, there is a deepening humanitarian crisis unfolding in ukraine. and it's for all to see, we've seen the millions of people that are being displaced, hospitals now being bombed. will you leaders face increasing public pressure in their countries? and what more can they do? you leaders, of course, will do any thing they can to bring humanitarian aid into ukraine. for instance, room a german rail services dodge bond and they are now are trying to enroll, credit trains into ukraine. there was age, i was food was the medicines,
5:07 pm
and they will of course, increase the spending for it to bring more weapons into ukraine. they are receiving all the refugees that managed to leave the countries and out of the country. and of course, a 1000000 or another 1000000 might yet come. so the, the for the prognosis is that up to 4 or 5000000 ukrainian refugees could come to the you, they will do everything, of course, except this one thing that might really hurt vladimir putin. and yes, you said that a public pressure for that is rising, but they're not ready yet to do it because they know it's going to hurt their own economies badly. they're not yet ready to cut off energy imports, oil and gas from russia, and that fills in pollutants war chest by about it 1000000000 euros per day. and that is the main problem and, and they're not ready to take a lot. so we don't know what the red line for the e u is,
5:08 pm
but what we do know is that it's an economic and political organization. it's clear that it doesn't want to become a security provider, but is it on its way to become a security organization? what's your sense and they are trying to, to become lead to become more capable of defending themselves. but they're not like ne, 2 is a sort of further defense and security union. and they say that they can, of course, never full full of the, the obligations and the duties of nato. and they always refer to, to that form of, to ne, to, with regard to the military side. so they want to step up their, their efforts. of course they want to be, so may it more capable, but they will not step into those shoes. they counted simply impossible because they know that basically, if it really comes to the worst, they still have to rely on intervention from the united states. did
5:09 pm
w corresponded bob hazel reporting from versailles. thank you. let's continue the conversation now. where did of use the chief international editor, richard walker, richard forces have been unleashed by this war in terms of the you what have been the unintended consequences for the block? well, i think what is really staring the leaders in the face most kind of urgently at the moment in terms of their own publics, is this issue of price rises on the energy market? now of course, we saw in the last few months that inflation in western countries and in other parts of the world to grown to be a worrying problem for a lot of central banks. thinking that the bounce back off to the kobe lock downs was triggering a wave of inflation around the world. now on top of this war, the impact of the sanctions happening, having a kind of cascading effect in various elements of the economy. and what is really
5:10 pm
biting is certainly these energy price rises all of shows the german chancellor talking about that in his press conference after the use summit and talking about the sort of immediate steps that governments will be looking at in terms of things that they can they can do to try to limit the effects of those on their publics because they're worried about public opinion. what happens to their publics if they really start to feel the pinch in terms of energy. there are various things that can be done in terms of price caps in terms of reducing taxes on fuel. but in terms of a longer term approach, i think that you is trying to treat this it to some extent, in a positive sense as a wake up call. to say that they have to reduce this dependence on russian energy and broadly strengthen europe's independence. overall. this is where this expression, european sovereignty, which has been very much a theme of a manual mccall, the for the french president for a long time. all of shots german shops are also really kind of claiming that his
5:11 pm
own at the moment. so it's kind of short term and long term issues being up on strategic independence or a strategic autonomy. that's also the other terminology that's being used often at the you is says it's limited in what it can do. where do you know, nato says we're limited and what we can do russia seemingly limitless and the damage that it can inflict on its neighbor, ukraine that puts you in the europeans in a bind? yeah, i think it does to an extent. and i mean, i think the, the western world broadly is kind of a gust at the lengths to which vladimir putin has already gone in this war. the fact that he invaded the fact he appears to be attempting a total takeover of ukraine just a few weeks ago. that was treated as an unlikely worst case scenario that is now happening. so there is a wide sense that vladimir putin seems very willing to escalate this conflict. far
5:12 pm
beyond anything that the, the west is, is able or willing to match. he's even threatened implicitly and quite explicitly involving nuclear weapons in this conflict. so the kind of tools of the west prepared to bring in, of course, nothing of that kind of order. but at the same time, i think there's a lot of kind of surprise and almost pride you hear from, from some of these leaders at how far the west and particularly the europeans have gone in terms of the sanctions that they have put on russia. and also the degree of unity that they have managed to show. i'm sure you're going a lot further in terms of sanctions than many would have expected before the invasion took place. so i think at the same time, there is a recognition that the vladimir putin is willing to escalate further than anywhere else in this conflict. but at the same time,
5:13 pm
a sense that the west has managed to get quite strong. richard walker, the w 4 in chief editor foreign affairs editor. thank you so much, greatly appreciate it. put me on well as the war in ukraine enters its 3rd week, russia is widening its attack on cities. airstrikes had targets in central and western ukraine. far from the front lines of the fighting will emergency services in central ukraine's. the civilian targets in the city of ni pro were hit for the 1st time since the war began. russia says it's destroyed to military airfields in the west. and the kremlin has unilaterally announced humanitarian corridors in places including mario pl harkey. if so may and churn if, while ukraine says civilians are suffering but so far agree, mr. evacuate people have failed a number of times. and the metro station in the besieged city of harkey has become
5:14 pm
a makeshift shelter for civilians trapped in the fighting. russia says it will establish a humanitarian court or in the city, ukraine's 2nd largest. most of the 1500000 residents have already fled, harkey, which has been under sustained bombardment or ukrainian authority say that 40000 people have now been evacuated from 5 different ukrainian cities. but they say, russian troops continue to break, sees fires, to allow more residents to flee. in urban north, west of chief people have been fleeing amid heavy bombardment. as russian forces advanced on the capital one, our brief pause in showing has allowed more residence to escape our correspondence . but he has bellinger. is there finally boarding a bus to safety? these refugees have just come out of the fighting zone? northwest of keith. daria has been on the road for hours.
5:15 pm
you believe we left everything there and just fled? i don't know whether we will ever be able to come back. european, a suburb north west of kia has been one of the worst hit places in this war. sees fires have been agreed and broken time and again, just a few days ago, a family of 4 was killed near this bridge. there was shelled on their way out of the small town. this is one of the places that had been fought about for days. people have been sitting there trapped waiting for an opportunity to get out, leaving behind what they could not carry with them. people have been fleeing in a hurry. shelling can start again at any moment. some have been walking for many kilometers before being able to cross over the bridge to reach one of the buses. just the law is the last notice, though it's difficult and terrifying. the roads are destroyed,
5:16 pm
there is destroyed military equipment everywhere. dead bodies lie around. we saw all this while walking. it's difficult for everybody, including old women. it's very frightening. watches thrust. many, i have no idea where to go. next. this kindergarten was closed after the war began . it's now hosting people who have fled to fighting with people. they do nothing with our son arrived without even wearing slippers. some come without a coat. there were some grandmothers. he went out to fetch water and we were evacuated because that lies were under threat. whole retirement homes have been evacuated. the refugees can rest here for a few days. c o u haul is natural. everybody from our neighbourhood laughed. a plane flew over us, then it suddenly turned dropped
5:17 pm
a bomb and everything was on fire. volunteers quickly evacuated us when you're as abruptly as evacuation of his pin and other suburbs goes on. the kindergarten braces for more people to arrive in the coming days of more or less talk now to correspondent or alexander von nom, and she is in lieu of ukraine in the west. alexandra russian forces have stepped up attacks across the country, including in the west. yes, and this is very worrying. i have to say that we had to seek, showed her twice to this morning with air raid siren going out for the 1st time. about 5 o'clock in the morning. nothing happened here, but there were several explosions in lute scanners awful. v for a 2 hour drive and actually a city that we visited just a few hours ago. the russian defense ministry, acknowledge that they attacked an error field there and they also attacked and our

field in event of land keeps good southwest. and this is, of course, as i said, very warring, and it's also showing that the russian forces might be intensify intensifying their efforts to flow at the flow of weapons and resources to the front lines from across the western ukraine. now humanitarian corridors have opened in fits and starts, but now there are worries they might be exploited. yes, it's increasingly difficult not to see is this way when we just consider that we have those announcements by the russian forces that there are you military and corridors that can be used by civilians. and then we have those reports, seeing that the russian forces are not stopping their attacks or that there are even targeting allegedly targeting the recreation routes. and the u korean president today said in his video address that are the 2 words. the humanitarian
5:19 pm
catastrophe are now synonyms for their russian federation and, and their situation is getting worse and worse. and we have to say that there are no western security or military expert who are saying that this is the main goal of the russian forces. now is to spread the chaos and terror across the country. so the ukrainian forces are busy dealing with, you know, helping civilians to get out, saving their lives and not finding out their russian offensive. and there was, you know, we corresponds, eyes are phenomena, reporting from the western ukrainian city of love eve. let's tell you now. but the other developments in the conflict u. s. president o'brien has announced his revoking russia's favored trade status. meaning it can impose higher tariffs on russian imports. he also said the us would impose additional sanctions on individuals, including members of the russian parliament and ban export of luxury goods. and
