homeless. the latest victims of wall talk of peace seems a long way off. a foreigner, some joined by ego jashka. he's the head of the office of the president of ukraine . thank you very much indeed for being with us. you are indeed of the news. now ukraine's president vladimir zalinski said that he is calling for comprehensive peace told with moscow, or you ought to mistake that this will happen. that's what my brother is doing from that particular 1st day of for the war. and he's, he's a 1000000000 to president, put in the only person in the speech is bad. so through our international partners to start the real peace negotiations been taught these talks in order to, to bring peace to my country. and definitely, along with this piece, talks should be the cease fire immediately implemented in your grant and the withdrawal, the russian troops from the territory of my country. but unfortunately,
5:05 pm
this is not the case for president bush, and most likely he's not ready. his seal, waiting for some, some symbolic greek tories. he wanted to achieve on the ground, those peace negotiations which are taken place in the, in the format of delegations, you know, they're dragging on but unfortunately with little result. what can you tell us about the situation currently taking place in mario poll? well, the situation is, is worse and in day bye, j bard say, you know, a bullet isinga's, we all are finally started to evacuate people from the, from the a city. because her fraud, the last 2 weeks are russians, if he used to provide the commander in corridors to stop the shed. and while the people have i equation, now you people are managed to escape somehow the cd and then they are carried out by ukrainian captain authorities in order to get them to the city. so for some reason they're gone sca, but unfortunately there are steel,
5:06 pm
many people left in the city and russians i make and really atrocities you. he'll well know they're there the case when they bombarded the drama theaters seal. oh, we cannot find all the people who were in this building only 130 managed to be evacuated from the shelter, but many people were on the ground floor. and unfortunately, the beadle, the building is completely ruined. the same was about, you know, maternity hospital you might remember when they bombarded and 3 people were killed including one child. so the city, the situation is awful. it's of human therein. catastrophe because people and what else? water without food, without electricity, without medicine. and do you know how old the world should pay attention to? what is going on in the city is practically there below kate and a human during atrocities and the ukraine army has been able to put up some with their how they holding up right now. well, it's hard to really there but, but, but, but, but, but they are holding, you mentioned that the aso, his, they're about to,
5:07 pm
you know, it's not really know a possible to, to, to get additional armed forces to the city. unfortunately. and that russia has said that it's fine. hypersonic morales. i k weapons depot in western ukraine. have you been able to confirm that? well, are we, we, we hear this sir news and i think it, it, it made me unfortunately, it may be the case. but very important, yes, you're drawing attention that they, they, they fight this hypersonic me south, which means that most likely they are testy in the, you know, they said kind of weapons and as well as other you weapon on the t ukrainian territory. so unfortunately, this might be the case in further they operations. and more than 6000000 people are displaced within the country, according to the united nations. mainly chance for sheltering in the west part of
5:08 pm
the country. could you just break down from those immediate needs and how you're dealing with that situation? well, you know, unfortunately, russians have to have everything to, to do, to, to, to make any place in ukraine on safe place. but all the time being right many i did piece i arrived into the territory of western ukraine. but our local authorities are coping in quite well. so some of the districts are, you know, oh, bless of ukraine. you know, they, the population there double to even triple, but for the time being all the people who are situated in the west and ukraine are, are having a good enough living conditions. and you know, they feel much better and to vent from on the territories where they escaped from. eagle is off car deputy hall to the office of the president of ukraine. thank you very much indeed for your time. thank you. all concerns are growing that china could offer russia a lifeline as
5:09 pm
a war with ukraine enters its 4th week. russian form as us, i gay lover of the scene here earlier this week. told into facts that russia and china needed to think how they were going to carry on. he accused western powers of undermining the international order with the new sanctions targeting moscow. on friday, you as president biden warned china not to give support to russia's invasion. so far, beijing has failed to condemn the invasion, saying it wished to see an end to the conflict of a man this i'm joined by sarah cook. she's a senior research analyst for china, hong kong and taiwan from freedom house. thank you very much and he should be with us here. oh, as you know, as though is the, the one hassle of having her work from home and do live streaming. maybe we should
5:10 pm
a oh there. yeah. okay. hi sarah. my 3 year. oh no problem at all. we feel as many times before. thanks so much for taking the time to speak to us here and d, w. news. ok, so china has failed to condemn the invasion of russia's invasion of ukraine. ah, western fears justified that it could start supporting russia in the conflict. look in practice when you look at what china is doing, there is some support happening. it's happening not necessarily in terms of media, military assistance, but absolutely on the information space. it's happening. chinese state media including on global social media platforms, but also on domestic platforms are, you know, on the nightly news are echoing mosque of this information, saying earlier that the lensky had left. he's saying that there are bio labs and those kinds of debunk conspiracy theories. and so, you know,
5:11 pm
that kind of support is actually happening in that case. the actions are speaking louder than words. i think what, you know, we're seeing on the financial side, again, why support, they're still buying. we are so buying fuel. so the fact that beijing is not, you know, shutting off the russian economy and is trying to, you know, it's kind of indirectly continuing to support. it is very much real action that does help russia. so what could that support look like? how we direct to get more towards financial support or military support unlikely to see china, really overtly giving military support to russia that we wouldn't know. and i do think that it's a good sign that president biden has, you know, told you know, told she specifically that that's not a good idea. i think, addressing that in advance is why i think in terms of some of the financial support . again, i think these kinds of trade relations,
5:12 pm
other things related to payment systems that seems more likely to me to be what, what could continue. but i think it's really notable. it's also a china not doing when we look at the way in which the regime has used economic leverage to silence voice is a broad and new sanctions and lithuania because of relations in taiwan against norie, when they gave lucia about peace prize. and so many other examples across the world to get what they want. it's still notable that they're not doing anything to try to apply along those lines to try to apply pressure on russia. you know, to change it to see the invasion of ukraine or, or to, to be more humane. it's a military activity. so i think again, actions speak louder than words in terms of also what china is not doing as much as what it may be doing. and there are these western sanctions imposed on last moscow going to bring beijing and russia closer together. you know, i think it certainly pushing russia closer to china. i, you know,
5:13 pm
i think china probably in a lot of ways going to want to sell to go away. they're facing their own coven, crazy with norma crime now actually really spreading in china. so i think it's certainly pushing moscow closer to beijing. i think we'll have to see in what ways that type of assistant takes form, whether it's in terms of payment systems. trade. i think also just things like you're seeing that russian internet with the increased censorship. starting to mirror the chinese internet a bit more. so how much of that model or any assistance there is provided? so, you know, i think it might be more along those types of things and things that might, that may be more directly related to the actual conflict in ukraine. because really important to the chinese regime to be able to retain a facade of neutrality from that perspective. ok. sarah cook from freedom health, thank you very much and will leave you to go and attend to a little one. thank you so much. thank you. i'm sorry about that. my worries at all
5:14 pm
. now politicians in taiwan watching the ukraine war and china stance closely. the russian vision has underlined the possible threats of a chinese invasion of tie one, which time to consider as a gauge province. taiwan recently raised as a lead level and double the training time for its reserves, military force, which is made up of nearly 2000000 men. he w, zachary li, attended one such training event. why hong way received his call up letter weeks ago. today long as saying good bye. 4 to his friends before he begin 2 weeks in an intensified military training program, the locals are calling. it's a tough in taiwan has ever seen how 14 days is a bit too long. it's like basic training for military and it's kind of a waste of time. it's also a huge inconvenience for my employer. but since the russia ukraine war began was i've thought about a war between china and taiwan. what if china, really
5:15 pm
a texas and with that in mind, wong is joining 15000 other reservists for the program. he'll spend 10 hours a day on combat training, such as shooting weapons and no days off. taiwan, president, taiwan cannot lead down its guard, denied that or can i, the situation ukraine has once again proven with national security relies no totally honest distance from the international community, but also on a unified citizenry. this training is undertaken not only to protect and defend the nation, but also to consolidate elaine a fight from the head. jodie thought that the u. n. o being views taiwan as a break away province, while the taiwanese have long seen china as a threat. the russian invasion of ukraine has re ignited these concerns. some in the military worry about ty,
5:16 pm
one's ability to fight off an attack booth with pat or mint which you all plugged in. or could. we don't want to see a situation like the one in ukraine here, so we must be strong and perform well in each of our roles. we need to be able to refine our skills. this is the most important purpose of the training program. tina good waiting. she how means? earlier this year, taiwan reported the largest incursion of chinese air force jets in months. experts here say it needs to improve its security. but however, in a long while, many taiwan is surrounded by the ocean. 99.7 percent of our goods are imported from overseas. if the people's liberation army were to block taiwan by cutting off shipping lions through and operationalizing air see battle that the threat is clear and urgent. all the thought on the way she to she means you already see the ways you ah, taipei is worried that beijing could take advantage of the ukraine crisis to raise pressure on the island. no,
5:17 pm
hong and his fellow reservists. hope that doesn't happen. but they'll be ready if and when it does run in middleton probably be out. while he has a look at some of the other developments taking place in the ukraine conflict. the united nation says the fighting has displaced aly 6500000 people inside ukraine. and that's on top of the more than $3000000.00 refugees who have left the country in total, those estimates mean around a quarter of ukrainians have had to fee their homes. a russian orthodox priest has been fined for calling the invasion of ukraine. a war in an article published online father yon burden was find the equivalent of nearly 300 euros. virgin is believed to be the 1st person to be found guilty under the new legislation rush through the russian parliament. and russia says it has used a hypersonic missiles to destroy a warehouse of weapons belonging to the ukrainian military. now,
5:18 pm
the russian army released images of what it said was a warehouse being destroyed. but did not say if this was the building in question. it also showed cockpit video of ukrainian military vehicles being targeted. moscow says it's hypersonic kin. gel missiles can travel up to 2000 kilometers at several times the speed of sound allowing them to evade defense systems. well, the use of that miss all is almost certain to heighten concerns within nato. he lions is currently sending more troops to its eastern border. the u. s. alone will soon have more than 100000 troops across all of europe. a presence not seen on the continent in almost 20 years. it's not just on land. american ships are underway in european waters, including the aircraft carrier, harry s truman, or the w, as steven bisley was on board the ship, which is in the mediterranean and sent us this report. the constant wine of jet
5:19 pm
engines, day and night, aboard this carrier. for us as harry s. truman lodges f, 18 super hornets. like these daily to patrol nato's eastern flank for stray russian jets. there are few on the sky with nato partners and remain on station for hours under nino command. it's a level coordination. the alliance has been practicing for decades to day with added urgency. ah, below decks, the pressure is always high. now the chance of an encounter with russian aircraft added to it. yes, it's in the back of our mind, but i think that the level training we've gotten in our expectations relative to our rules of engagement is such that we're in a position to, to really deal with whatever comes with the truman is more than air power. it's accompanied by missile carrying destroyers, almost certainly a submarine, thousands of sailors work to keep operations going. they've been at sea for months,
5:20 pm
and no one knows how long the deployment will last. carriers like the truman are classic symbol of us and nato power projection. the ability to deliver military might almost that will around the world for nato members. that's reassuring for the current conflict in ukraine, all this fire power still doesn't have much use. nato's focus instead has been preventing the war from widening. that's why the us wants these deployments to be visible. it's wide invites reporters aboard. and it's why the navy secretary has come to the truman for a visit. i would argue that the situation is quite stable here in the mediterranean sea. we have russian vessels that are out here, american vessels, we have french vessels, we have italian vessels, we have spanish vessels. and it's a piece of situation here, as long as the russians continued to behave. and so, and that's what we want them to do. a message amplified by truman's presence that
5:21 pm
a native not yet at war believes that can still deter one through strength. well, stephen bears the files that report and joins me in the studio. so trimming is acting under nato and earlier say we had that russia has announced the use of hypersonic cruise missiles. what message does that send to nato? well, 1st of all, it's terrible for ukraine at these things are already on the battlefield, but you'd have to believe this is also a very clear message for nato. russia and china have been seen as being very advanced in the development of these missiles, the u. s. a little bit further behind. so this will heighten those fears, that this could be seen further in a conflict. and especially a wind one. you know, these missiles are incredibly fast, they have a long range and they are precise. and those things mixed together, make them very dangerous, especially for larger ships like the truman like aircraft carriers. and so, you know, it's been said for a number of years now that the aircraft carrier may actually be on the way out in
5:22 pm
an era of precision missiles. and i think this will help raise those fears. and what was the mood like amongst the sailors and pilots? he meant yeah, i mean, it's some, you know, it's hard to say in one sense because you're brought on to an aircraft carrier only for so much time you're escorted around by the military. they have you talk to those that they want you to talk to and they have a message that they obviously want to send. as i said in the report, they want to project strength. they want to project resolve. i have been on aircraft carriers before. i have been on other ships and i would say that i didn't really sense that there was any sort of war footing or anything like that. this is, you know, a bunch of guys who are a bunch of men and women who are frankly carrying out their missions and who are doing a number of things this, this air patrolling that i reference there. that's only one of the things that they're doing. and over the years, we have seen a number of russian incursions into nato territory. so that in itself isn't new. so there's probably a lot of lessons pass down because of that. but of course, the situation is high and right now the tensions are heightened and of course,
5:23 pm
you fear any sort of mistake if there is some sort of encounter. some might see this patrol as possible escalation. what's your assessment? i mean it, nato is a defensive alliance. for europe and, you know, it's job is to reassure that in case this war widens, that there will be a response in the paradox of military operations is that you often have to show a lot of strength and deploy a lot of things to ensure that nothing happens that's where the paradox of the turns. but of course that also means that again, if there is a mistake, if anything goes wrong, so makes a bad judgment. then we have all this military material out there that it could be consequential. and that's why these guys train all the time. that's why they take it very seriously. but these military alliances, this is what they're there for, is that constant reassurance that constant message of we are there? ok, steven busy. thank you very much. now hans zimmer is one of the
