fact, was an agreement between nato and russia, about essentially the limits on nato. he didn't answer the question directly, but what he did say is that circumstances have changed because of the russian invasion in international legal speak. that means russia has departed from its commitments under the founding act. and therefore, theoretically between the lines. nato also can do so. and we heard some similar, slight vision and none the less messages between the lines. when it came to chemical weapons, he was directly asked, what does he know about the use of white phosphorus bombs in ukraine? and what would nato think about that? and he basically, he didn't speak to, he didn't mentioned white phosphorus, but he did say that we absolutely reject and to pose any form of attack on civilians. and the key thing about white phosphorus,
