time presenting futures past starts april 14th on d, w. ah ah, this is the w news live from berlin. russia claims the 1st stage of its war in ukraine is over and has been a success. it says it will now shift to its focus to the eastern dumbass region. we look at whether this signals a strategic shift from moscow in the face of stiff, ukrainian resistance, also coming up u. s. president joe biden is in warsaw where he's set to give
1:01 pm
a speech urging the free world to rally to ukraine's course. it also have his 1st meeting with ukrainian officials since the war began and running the race of her life, a ukrainian athlete winds to jerusalem. marathon after fleeing her war torn home country. ah, i am pablo foley, as welcome to the program. after a month of fighting that's left thousands dead and sent millions on the run. moscow says, said it's shifting its focus to ukraine's eastern don bass region while the kremlin claims its successfully completed. the 1st phase of water calls its military operation. analysts say it could be a sign. russian president vladimir putin is trying to save face after failing to subdue ukraine or capture its capital keith. but as moscow change of focus,
1:02 pm
the human tragedy of the invasion shows no sign of abating signs of spring greeted keep on saturday. as ukraine shakes off his winter, an end to the new phase of wall. oh, that may be a changing strategy after britian defeats. but there is little rest bikes of those on the front lines of battle. many are visibly exhausted, but steadfast emir determination to stay through poochie jame. as you can see, he says, and our children and grandchildren, a dying for years, rocky hidden, i'm 62. i can't leave this place or one. i'll stay here if need be, i will die here live, but i will not give them

a crane. who ukrainian forces have recaptured areas on the outskirts of the capital keep still lives continue to be destroyed. oh, i thought you, well, i didn't up is hospital in hoc eve. the wounded continue to arrive as ukrainian forces come under heavy fire was a little more normal in maria pulls their shem of the damage inflicted by bush and bombs is clear. oh so really, unfortunately, nothing remains of maria pull on their bombing it with savage weapons. i this last week there had been explosions like i've never heard before. my room could give
1:04 pm
a person, they hit residential areas with rock hill. i hundreds continue to flee. maria poll, saying good bye to the decimated city and to those who must stay behind when i spring indeed of you correspondent ne conley, who's in ukraine's capital cave. hi, nick. good to see you. now, despite the fact that russia has said it will focus on the eastern dumbass region, we understand that war is still raging in the south in the cities over mario paul and had son. can you give us more on that? i think there are very few people here in ukraine who would take that announcement at face value. i think this is more about trying to make less demands make a more manageable goal to themselves, the russian public as a success, given what is arguably fiasco in the rest of the country and russia's failure to make significant progress in recent weeks. going into this, you had messages must go about being able to take care of in
1:05 pm
a matter of days rather than weeks. and that obviously hasn't happened. indeed, there is a lot of fighting beyond dumbass, not just round me here in care of 25 kilometers down the road and it be in the fighting continues. although it seems like the cranes be able to push back russian forces quite significantly in someplace nikki, of, in the south, around mich alive at verizon is some news coming today that even the ukrainians were able to return to had a song which had been the one major ukrainian city under full russian control so far. so pretty difficult to really judge those cavities, not many journalists, independence on the ground, but a sense that this is a war that is very much going on. and this is by no means the beanie event. nick, you have touched on it there, but those rushes new focus on eastern ukraine. mean that the capital is off the hook. do you think that russian troops might fall back or we've seen that ukrainian success east of the river, that supposedly russian troops have been pushed back by quite some way. but on the
1:06 pm
other hand, just 20 kilometers a direct line for i'm starting now in downtown kia, they are still there and we hear the shooting. we hear the artillery is a very big this morning. quite close thing that was ukrainian antiaircraft systems knocking some projects out of the sky. and so this is very much still going on. yes, people are getting you sit there kind of new routines. people are coming out in great numbers, but doesn't mean the danger isn't still there. we're having routine reports of residential buildings being her being hit, people being heard, this is still going on and that the shooting and the artillery continues. well, another issue is what ukrainian president followed me to lansky makes of rush as far as shift and focus now. and today he address representatives come from countries like tar and saudi arabia the doe have forum at, let's have a listen. this is also a question of abandoning the reason for russian oil and gas, a responsible slate, and like the state of guitar are reliable and the solid sports is all about your resources and they can bag day contribution to the civilization in europe. they can
1:07 pm
do march to restore just states in the future of europe, arrest one way of your efforts. it depends on your efforts. i ask you to increase the output of energy to ensure that everyone in russia understands the threat. no can tree, can't use energy as a weapon and blackmail need to blackmail to word. well, it appears like an attempt by present landscape. the speed of the west's move away from russian gas and oil. nick is that the case? definitely, and people here will tell you that since the beginning of the war late february, a month ago, europe alone has transferred about 20000000000 euros to russia for coal, for oil and gas. the same time ukraine is received just about 4 to 5000000000. so you can see in terms of the order of scale there, russia are getting a lot of money to pay for this military campaign. and also that is a priority here. now in ukraine,
1:08 pm
they say that the sanctions on russian banks and other russian businesses is all well and good, but it's not enough to force the criminal to really stop this campaign. the only thing that will help now is in ball going to the media end to those transfers of huge amounts of hard currency. well, on the other hand, russia has barely budged on its demands on ukraine, including the key, recognized at the self proclaimed republics in add to nat scandal. hands is that a red line? zalinski is willing to cross nick i think for now it's a definite no, he's talked about maybe being open to some kind of deal over nato membership. that's been an aspiration you credit for some years now. that could be up on the table. but excepting the independence of those separately, but i think that is a no go ukraine feeling that it is doing well. and that that success on the battlefield is being recognized by western partners doesn't feel like it needs to make that kind of painful concession right now. and it's pretty hot, see why ukrainian public would agree to that kind of thing would accept that kind of deal after so many deaths and so much suffering across the country. a situation
1:09 pm
where, unlike 2014, this country hasn't collapsed militarily and it's still going in spite of a month to war. he w correspondent, ne conley. thank you and take her. well, i'm joined now by rafael last from the european council on foreign relations. i raphael, good to have you here on d. w at now the russian military is now saying that at phase one of the invasion is quote, mostly complete, and it will now focus it's war on the dumbass in eastern ukraine. do you buy that or has to shift been announced because of the failure to take the ukrainian capital? keith, i think from what we can tell russian non courses are definitely overstretched. their supply lines are buckling on the ukrainian pressure and there's some danger of freshman troops being encircled by cleaning for us. do you agree on pulse? have been able to mount limited counter fences and some areas. what i would caution up is from the statement that we put out of moscow and in the last
1:10 pm
couple of hours and to assess that anything changes and improvements received. because i think what we see is an operational realization to to limit exposure of posts and to reprioritize goals as part of this campaign. but again, if they take the done but there's nothing that will prevent them from returning to russell. how do you assess the change in strategy against the backdrop of domestic support and russia for the invasion? it's difficult to assess one, you must recognize that the crime and has a tight grip on the russian media ecosystem. it has consolidated authoritarian rule . the past couple of weeks, as well as, as the campaign against ukraine has, has commenced. and that is a long standing trend that has, has facilitated over the past 20 years since he's come to power and 2000. and so i
1:11 pm
found a difficult one, rely on sort of public opinion polls that are coming out of russia there. we need to recognize that often people i exposed to just one side of the story. but we also have to see that, especially a lot of young people who have experience abroad are leaving russia and the russian economy in the long term is a lot of pressure, particularly you know, emerging technology, you start offset times for, are relocating to outside of russia that's a little bit of a president putin, that could this be a potential face saving move fine. i think in the short term it might be, but as i said earlier, i think it would be wrong to assess that has moderated to schools because of the ukraine. i think his rhetoric taught ukraine as a nation, as a country of the people has been fairly consistent over the past couple of years. he's negated. there is such a thing that the creamy and identity are separate from a russian identity. and so i think we need to recognize and prepare for
1:12 pm
a sort of longer term pressure campaign against ukraine and a longer term pressure campaign against the west to support the ukraine. now, u. s. president joe biden is in poland. is he succeeding and keeping the nato countries united? i think he is, but that is something that is on the shoulders of the european nato. and i says for a man, canada to i think. and what we've seen on the past couple of days in various brussels meetings from the g 7 to the council meeting to the nato council meeting is a very unified west. there are some differences, i think when it comes, for example, to energy sanctions, a germany is very reluctant. there are some other east and allies that united states have been putting some pressure on berlin on this issue. but nevertheless, i think overall the picture that emerge from brussels and that is no bomb. b, reemphasized and poland by vitamin and his poach counterpart and redo dice is one of unity. and that is somewhat unexpected. because if you recall the american
1:13 pm
presidential actually 2 years ago, then paula was very much hoping for donald trump to return to the white house. and there was some disappointment when, when joe biden criticize, poland been hungry, and to get a better risk for creeping authoritarianism. and, but i think the current crisis has, has let ready rather flag effect with a natal within the u. s. united west profit loss from the european council on foreign relations. thank you. thank you for letting me. well, here's a look at some other developments in the war. french president minute, my call has proposed an international mission to evacuate people from audio pulled . the ukrainian city, devastated by russian attacks my call said he was working on a humanitarian operation together with turkey and greece. and he would soon call russian president vladimir putin to work out the details. pope francis has led
1:14 pm
a ceremony at the vatican to consecrate of russia and ukraine to the immaculate heart of the virgin mary. the prayer ritual is of deep spiritual importance to many catholics. the service was francis's latest efforts for peace and what he has called a cruel and senseless war. in more than 130 refugees from ukraine have arrived in germany from all over hundreds of thousands of ukrainians who fled to the small former soviet republic. germany plans to airlift 2 and a half 1000 refugees out of moldova to help help it deal with the influence will on his 2nd day in poland. u. s. president joe biden is to deliver a speech on the crisis in ukraine. the white house says the president will call on the free world to stand against vladimir putin. president biden has arrived at the presidential palace in war, so where he is holding talks with his polish counterpart on trade to them. the 2
1:15 pm
are set to discuss the situation in ukraine with the west's military, humanitarian and economic response to the war on the agenda. biden has also just met the ukrainian foreign minister and defense minister in his 1st face to face talks with top ukrainian officials. since the war began. well for more, let's go to our correspondent tablet, diesel, who's outside the presidential palace in warsaw. hi barbara. good to see you. now. president biden is meeting with the polish president. what can we expect from of course we can expect to that some of the things he talked about too is the ukrainian ministers, particularly the request for more and stronger and further reaching weapons. it will be also on the table here behind me, but which will take a little look around here. we can see that this is quite this visit of so biden ian was those quite the sensation follow to people. many of them have come out to sort
1:16 pm
of watch the president walk in to the presidential palace here. and of course they saw his this whole security machinery and the beast, the famous, the presidential limousine, which is now parked out of you. of course, at the 2 presidents are inside there. and after that, having a sort of push to the side of you, a good of the political and diplomatic rabble that's in the past of those 2 presidents because under duda took his good time after recognizing the election victory off. joe biden last time. and they will really have to sort of come to the point, want to more, can the international community do in order to strengthen ukrainian to resistance against the invasion of russia. and what more can they do also to sort of keep ukraine as strong and life on the other side of the border, which is not that far from here actually. so that is really the main point and poland is the leader. instead of pushing for stronger sanctions,
1:17 pm
for more measures against russia, well got actually brings me on to my, to my next question. what exactly are they calling for? if they want a tow for stance against russia, they say published a 10 point plan and some parts of it are quite simple. for instance, prevent any russian trade goes through belarus, to the european union, which is still taking place and just close those borders. it cut off oil and gas immediately. don't wait for another few months until the end of the year. a do it right now because it's important to sort of hurt rush economically right now. and it sort of a string of other measures similar to that really sort of on the economic side of course of coal for better and more weapons to call for fighter jets of, for ukraine in order to defend themselves against the russians in the aerospace and finally of course, it is the, the ongoing call of poland to send in
1:18 pm
a humanitarian mission unto international and nature protection to evacuate the embattled regions, particularly in the southeast or areas like mario pole where civilians are really under siege conditions. and poland says, we can't look on, we really have to do something against it now. not in 3 months or in a half year. now joe biden is set to deliver speech as well. barbara, what can we expect to hear from the u. s. president? and this is a nancy b as sort of for vase is speech that will set the ground for, for the further relations, of course, within nato, for unity within the western community. and to he will also call of course ed for unity and standing up against what the united states call that battle between a democracies and autocratic forces. and did they see this is sort of
1:19 pm
a very basic and very prince. as a matter of principle, really, they said we have to send up to this. otherwise we will be weakened. this is a fight that is fought in ukraine, that it concerns all of us that really delineates at the 2 sides here in the world . and it's like a good and evil, a black and white. it seems to be very a very strong in that regard from the little that we heard beforehand. and so he is really, he's really wanting to set the ground up for the next months and for the, for the future of nato at european union entrance until it lent him relations. of course, you know, you correspondent, bob hazel in warsaw. thank you. well let's take a step back and look at the bigger picture with me here in studio is d to be reporter william lou croft. good to see you, william. now add this is a visit which could be described as a dell. it delicate balancing act for joe biden,
1:20 pm
and considering the relations that we've seen between poland and the united states house a little bit more. yeah. and even we heard a little bit of other from barbara just now that poland is simultaneously the west's golden child. and it's black sheep, you know, we have on one hand, this incredible man of unity among western countries with poland really at a leading leading position given his geographic proximity to ukraine. and so important for nato policy and helping ukraine in all the various ways of trying to defend against the russian division. but at the same time, there's these longstanding issues between poland and the european union from poland and the united states. we heard as barbara saying, black and white polish shows how not black and white, the issue of democracy is because joe biden himself has accused poland of slipping into authoritarianism. this democracy that's kind of losing some of its democratic liberal values. we saw this with it's, it's very conservative government and very closely aligned to the church in poland
1:21 pm
. going up against abortion, right? l g, b, t q plus rights. they've been going hard against an independent judiciary. that's the european union. biggest beef with poland, that is basically done away with an independent judiciary, which is so fundamental to democratic rule of law. and the e. u has open cases against poland, withholding funding from poland as a punishment for violating european values. european union rules and joe, by it is very much on that side or tries to appear to be on this side of upholding these kinds of democratic values. and all of those things in the back on should not be forgot. forgotten in light of all the unity we're seeing with nato and all the unity we're seeing, we're supporting ukrainian refugees. while the same time, you have poland, keeping out refugees from places like iraq and afghanistan, we saw the big isis on the border with bellow roost at the end of last year, which the european union called blackmail. russia blub ellers, trying to blackmail the european union with using refugees as a weapon. so we're seeing very contrasting pictures that joe biden needs to try to
1:22 pm
thread very carefully. now we've seen an almost unprecedented show of unity among western allies, and we've also seen as some huge shifts in policy. we don't really need to look too far because it's been quite a parent here in germany. right? absolutely. i mean, with germany was criticized for dragging its feet for so long years, really. and being too close to russia to close for, to the taste of many of its european allies, especially in the baltics and poland, always berating germany for, for being too friendly to putin. for giving him too much the benefit of the doubt. and now they're saying, look what happened. we were right. it wasn't just merely our post cold war, post communist paranoia. we had a case to be made. and germany has really made this 180 turn. this site and vendor this, this turning point in history by committing huge amounts of money to defend spending germany, we know from its history how, how hesitated is to use military might now looks like it's on the verge of having, by far the largest defense budget in the european union,
1:23 pm
that's just one way that we're seeing germany really turn in a dime here, but how much of that is really going to come to fruition with this? we still have to see a very long way out as the political processes take their, their toll detail. you reported william bluecross, thanks for that analysis. when i to some of the other stories we're following for you this our since the rebels attacked an oil depot in the saudi city of jetta on friday, on the eve of the formula, one brown pre. their fire burned overnight with smoke still visible on saturday morning, saturday. authority said it would not disrupt the grand pre pulse of opened in malta for its general election labor. prime minister, robert abella, who took over from joseph must got, is expected to secure another term. but labor is still tainted by the corruption exposed by journalist, daphne carolina. delicia, who was killed by a car bomb in 2017. a volcano has erupted near
