do you think so i think this is a question of sort of multiple issues that the russians have encountered. first of all, they have tried to go for the sort of the 3 pronged approach, essentially moving in from the south, the east and the north. originally, commentators thought that this would be, you know, a way of drawing out the ukranian forces. but in practice, this operation has failed. the russian military was simply overstretched and absolutely unable to conduct such an operation in practice. but also they've had the logistics issues. they've had, they're being bog down issue. the meeting of the, you kind of resistance has obviously been very significant. morale is low coordination of the different forces has been very poor. the russians have tried to regroup, have tried to re deploy, have tried to shift their focus. so you know, now they're conducting a war of attrition. and therefore, you know, despite the initial failures, we still have to be mindful that the conflict is still ongoing. and that, you know,

even shifting to dumbass does not mean the end of operations. ukraine has proposed it's neutrality in exchange for security assurances. is this going to be enough? do you thing for vladimir putin to declare victory at home and pull his forces from the country? so we're here talking about the ukrainian proposals that were sort of revealed yesterday. now the important thing to keep in mind is this is the ukranian negotiating position. we haven't actually heard a russian response to it. and the proposal as it stands, crosses a lot of sort of red lines that pertain has put in place. one of which is, you know, an ukranian neutrality on the one hand, but effect to the plan suggest something very similar to ukrainian membership of nature in practice is sort of the quote of article 5. i think this will be a red line for president position because effectively, you know, it's sort of ukraine being part of nato almost by default. so i would say,

why would you think that the russians, i didn't push back against this proposal? similarly over the question of crimea over the question of dumbass. so at this stage, what we don't know essentially is the russian response. this is what we would be looking out for over the next few days. and now it's difficult to answer this question, what vladimir putin is thinking, but given the stage that his military is in right now, what other options do you think he's entertaining right now? so this is sort of the, you know, the been a $1000000.00 question because we know so little about what's actually going on in credit. and at the moment. now, what we can say is that recognition of sort of the end of the initial phase of the military campaign i think is an acknowledgment by the russian side of the initial failures. so we know that we know that they're also going to focus sort of focusing on the war of attrition. so militarily, they're trying to change tactics or at least modify them to the new reality. what

we don't know ultimately, and this is the important question, is, what is perkins perception? all russia's military fail is on the ground. i how quickly will they be moving towards, you know, wanting the negotiations to be settled because that's the big question. will he cross and if he's red lines, will he sort of compromise on crimea on neutrality at this stage? we don't know that at that's why people are very skeptical about whether the proposal that you couldn't put in place will actually sort of fly over the next few days. but again, you know, we don't know at this stage what kremlin is thinking maybe they will come out with their writing proposals later this week. but this is a way to see situation. a glass not called an expert on russian foreign and security policy. thank you very much for your insights. thank you. now some breaking news here in germany. the government has just announced it's activating it's early warning plan in anticipation of possible shortages of gas supplies from

russia. economy minister robert, have ex, dressed that there are currently no shortages, but the government would be establishing a crisis team to monitor the situation more closely. the move follows russia demand for gas payments and roubles, which germany and other western nations have rejected. for more i'm joined now by a political correspondent, jared. read. jerry, what more can you tell us about this development this our hi, i be, will the background to old? this is a demand from vladimir person that countries like germany pay for gas in the rubles and earlier this week we had the g 7, which is led by germany at the moment reject this demand. and so moscow has put this into a bill requiring countries to essentially pay for energy in rebels, which the g 7, as i said, says it will not do so. this has caused robot hardback to sit up a crisis team and activate this early warning level that you just mentioned,
