[000:00:00;00] ah ah prepares for possible disruptions to its gas deliveries from russia. the government announces it is activating an early warning plan to prepare for potential shortages . this after moscow demands payments in ruble to shore up it's economy. also coming up. russia says it will reduce military activity around the ukrainian capital. keep
10:01 am
falling peace talks, but the us warns this is not necessarily a withdrawal. and a gunman opens fire in israel before being shot dead. of these 5 people have been killed in a tel aviv suburb. the latest in a state of deadly attacks, the government is calling for caution. ah, i am abby quote. awesome, welcome to the program. we begin here in germany where the government has announced it is activating an early warning plant in preparation for possible shortages and gas deliveries. from russia, economy minister, robert ha bag said a crisis team was being established to closely monitor gas supplies. this follows moscow's demand for payment in rubles, which germany and other importers have rejected. how back, who's from the environmental as green party, also, or german industry and households to try and conserve energy via zehnder. i'm as a drug, we are in
10:02 am
a situation where i have to say clean that every kilowatt hour of energy saved helms on the sand. that is why i would like to combine the triggering of the early warning level for gas supplies with the appeal for hill to companies and private consumers. you are helping germany. you are helping ukraine when you reduce your use of gas single energy. and general nike in schism i'm spawn are political chorus . why and joyous out alley is with us now outside the german ministry of economy. julia, what is this early warning plan and what does it mean that they've activated it? so this is part of a 3 step emergency plan for energy here in germany, this or that was just activated right now. the early warning alert is the 1st step of this plan. it would, it means in practice is that the state is not really getting involved in terms of manner g, managing energy distribution and in the country. but it is
10:03 am
a going to form a crisis team that is going to meet, be made up of the ministry of the economy, ministry, other authorities, including the energy or net network agency, here in germany, but also energy companies. and it, this crisis team is mostly going to monitor the situation here in germany, in terms of, of gas or deliveries and a gas distribution. and is going to have to deliver regular reports in terms of the situation. and the other 2 are steps would only be activated if the gas situation would be to worsen to worse. enjoy a germany has repeatedly said it would not stop importing energy from russia due to its dependence. how concerned is berlin right now, given this step that moscow may shut off its gas lines? oh, what has been made clear is that there is no reason to panic after this decision.
10:04 am
this is just to be prepared in case of a change in a rush, as a gas deliveries to germany. what the government is waiting for. is this a deadline set by russian president vladimir putin, or he asked his government, the central bank and energy company gas problem to come up with a plan to implement the payment in rubles of russian gas. now the g 7, governments, including germany, have said they will not pay for the gas in rubles, this goes against the contracts to deliver gas from russia to germany. and so the government here is waiting to see what decision might come out of moscow to morrow . interns of these gas payments, but they are not immediately concerned about the gas deliveries stopping immediately. they're just saying that they are preparing in case what else did he say that stood out to you? julia was we heard in that a sound bite. he stressed how it would be really important for people and companies
10:05 am
here in germany to start a reducing their consumption. obviously, that is a big topic and he put it into the perspective of not only helping germany at this moment, but also helping ukraine. now the government has said and report, but how big the economy minister specifically have said that it, germany cannot immediately do without russian gas. they are working to reach a point where they can do without it in the next few years. right now they're trying to reduce the, the, the use of it, but it will take time. so it would be important for now, for germans themself to take a step and try to, to reduce their consumption. dw correspondent julia. so dally reporting, thank you very much. further analysis of this decision to activate an early warning plan should there be gas shortages in germany. d, w cheap international editor richard walker joins us now. richard, germany looks to be caught on the back heel here a little bit after years have been criticized,
10:06 am
particularly the previous government for their energy policy. yeah, that's right. and that criticism has been international, but also here in germany, that germany simply allowed itself to become far too dependent on russian sources of energy, oil and gas, also colbert, particularly natural gas, where as we've been hearing that the usage of natural gas even exceeded 50 percent for, from russia times, and it's quite interesting to watch robert hobbit, so the minister has been announcing this, he's the minutes really in the middle of all of this action of back trying to find different sources of energy because he's from the green party and he's basically been saying, we told you so about this dependence on russian gas, the green party of who's with this agenda of tackling climate change wants to reduce fossil fuel use altogether. but in particular, it's been very, very critical of russia. and in fact, he was hosting an international conference yesterday here in berlin on the transition towards clean the forms of energy. and he is very start language about
10:07 am
russia. germany is dependent on russia describing it is being stupid that germany, in hindsight, enabled this kind of level of dependency to, to develop and kind of this, this problem having been on 2 levels. festival too much to dependency on any one country. and then secondly, too much dependency on this specific country too much believe that russia might change. that when you build an inter dependence with another country that, that you foster a more positive relationship, that this is simply not come to pass. and particularly the fact that the nod stream to gas pipeline, which became emblematic of the debates around germany's depending from russia, that this was even built after russia annex crimea illegally back in 2014. i think this is seen as the really the, the greatest emblem of this failure. talked about a little bit more about minister havoc. he was recently and katara. he was recently
10:08 am
in the u. e. seeking out new energy deals. it seems that germany has backed itself into a corner. again, as he said, this was a stupid decision policy planning with regard to the previous government. and now they're being forced to turn to these countries in desperation. yeah. but they have to, i mean the united states has said that it will increase supplies of energy to europe, but that's not going to be enough to to meet the fall short of the full shortfall. so robert habit has been in the middle east visiting countries which have been criticized very strongly by his party for their records on human rights. and has been seen to watch on that tour. he was making instagram videos trying to explain to his, to the german people like his thinking in doing this. and i think he had a couple of points on the one hand, he was saying, what you know is still any relationship with any of these countries, not going to reach anything like the dependence that the level of dependence that
10:09 am
germany had on russia. but also some of the thinking that reflects this german attitude to what's being called vandal doors handle. this attitude that you can kind of change countries through trading with them. some of that was visible in what he said in a cattle, for example, where he started to him back. he had been raising issues. workers' rights work is representation of pay and things like that. and hoping that that would change in cattle. so some of that old german thinking does still seem to be their d. w chief international editor richard walker. thank you, richard. now, russia's pledge to reduce military operations around the ukrainian capital. keith has been met with skepticism by the united states and ukraine. they say moscow is just repositioning troops and not withdrawing russian forces had already been pushed back from ear pin a suburb of the capitol, leaving behind ruins and the bodies of dead civilians. washington warned that moscow could now be preparing for
10:10 am
a major offensive elsewhere in moscow's pledge to reduce its operations around 2 ukrainian cities, came after peace talks between russian and ukrainian delegations. in istanbul, ukraine has proposed that it is willing to be permanently neutral, but says it requires security guarantees from a group of nations. another round of peace talks, but this time with 1st signs of progress. as ukraine opens up to discuss, adopting a neutral status, russia promised to scale down operations. but if it is, the russian defense ministry has made the important decision to decrease military activity, several fold it in the direction of keith and churn, to his to increase mutual trust and create the necessary conditions for further negotiations. negotiations that will be needed to increase trust, but in action and not in words, ukraine's presidents stressed stock more than those of other yes, we can say that the signals we hear from the talks are positive. i'll it. but the
10:11 am
signals can't silence the explosions from russian shall yet visible. of course, we see all of the risks though, and of course such we don't see ground to trust the words coming from representatives of the country that continues trying to destroy us over your body. that are the nozzle lisa rushes announcement was also met with skepticism in washington. but i think we should be clear eyed about the reality of what's happening on the ground and no one should be fooled by russia's announcements. we believe any movement of forces around keith is a re deployment and not a withdrawal. i in the world should be prepared for a major offensive against other areas of ukraine. offensive that in the future should be stopped by other countries, acting as security guarantors. an idea that keith proposed in exchange for neutrality and in place of nato membership as peace talks scheme,
10:12 am
momentum. there is now also another possibility on the horizon. a high level meeting between both presidents as bringing the w correspondent, mathias bellinger, who joins us from the ukrainian capital. keith mathias, the ukranian delegation, has made a peace proposal. what security assurances are they asking for exactly ah, basically what they have said is that these security guarantees should be stronger than what the night nature countries have agreed on in article 5. which means that they expect countries to declare that they would be ready to step in if the country was attacked. and that's what one adviser has said. other official sources have a talk more about the possibility to procure or to provide weapons to ukraine. so basically the idea would be $245.00 ukraine in a way that it could really be not a member of nature,
10:13 am
but be armed so much that it would be very difficult to attack it and pop last possibly. i mean, it's of a different sources, different saying different things, but possibly even the guarantee that other countries, even though not through the mechanisms of nato, would step in the case of an attack. and he has russia says it will drastically reduce its military activity near to ukraine state cities, including the capital. is there a sense in cave where you are that moscow is retreating or simply looking to regroup. if anything shelling in the suburbs have the only intensified in the past 24 hours, where he explosions quite often now and it does not look that fighting activity has been reduced. of course, by the sound we cannot judge who has been shooting how many ro grounds. we know that the president lighting has lansky has been asking for direct talks with
10:14 am
vladimir putin for some time. russia now says this may soon be possible. what more can you tell us about that? whoa, the idea that the ukranian president has brought forward was that the jews president would discuss the says situation in don boss. so the future often bustle is region that is, has been divided between the 2 d factor divided between the 2 on paper divided between ukrainian control and controlled by these self proclaimed republics. um, during the past 8 years. and that was one of the things that the lens gas said in his election campaign that he wanted to have direct talks with russia. russia has a snub to this idea and has not been willing to a potent has not been willing to talk to him. um, we've heard that yesterday that there might be that this might be a way out i as, as, as with everything in these talks on both sides on our testing the waters. and none
10:15 am
of the words should be taken literally. but we will see what comes out of that dw correspondent mathias bellinger reporting from the ukranian capital. thank you. britain's defense minister. he says, russian unit, suffering heavy losses have been forced to return to russia and belarus, to reorganize and re supply as ukrainian force as re capture territory. they're finding abandoned military hardware and neighborhoods left in ruins. these russian tanks now belong to the ukrainian forces. sandra, these are a trophy tanks, we captured all of them. this was the 1st one, and there's a 2nd one over there. it's also a trophy tank. we fix this one yesterday and was collected another one from the forest to day. they simply left it there. yesterday we had a skirmish. we were shooting at each other when they got scared and backed off.
10:16 am
he's got to stock left it there so we took it out of listen listen, i dont males around other tanks were destroyed during recent heavy clashes just outside of kia wooden univer says the law of all of really 2 days ago from this village was liberated by our forces that were to worship with roy, there were ukrainian army and volunteer units. oh, greens crowded me. oh, we kicked the russians out of here, bullets visits and they are now several kilometers away out of the cumulative low. now they will advance and will free more villages in the coming days, copies written out the dollars library shelf after a month of fighting ukrainian troops are managing to win back territory. but while the impact of these counter attacks is not yet clear, the impact of russian shelling is this man's house on the outskirts of the capital
10:17 am
was severely damaged. especially the elderly struggle to survive and war zone. so does that. you are no better to where are you. i am living through my 3rd war girl. i am 92 years old or best to know that i've worked all my life. and now i have all this suffering. but ordinary children, we had to sleep out on the ground the 1st night i worked all my life for this house. the nic robertson, ukrainian units, have been able to defend lines and keep russian troops away from the city center. for them, russia's recent announcement to drastically reduce operations around key f is welcome news. but these ukranian soldiers know that if words are not followed by actions, the threat remains or next gas is a glass net called she's the author of russia, security policy, under putin miss. net call. thank you for being with us. now russia claims it will
10:18 am
reduce its military activity in western governments like the one washington say they have to see it to believe it. are you seeing it? do you believe it? thank you very much for hi me on. so the russians already last week talked about sort of focusing more on dumbass and yesterday talked about the good will. that there will sort of move back from shedding of to a new hip and cave. now, the focus of the operations does seem to have, if not shift had been intensified sort of on the south. mario poll east and ukraine . however, as you corresponded earlier, noted there were heavy shillings around keith last night. and so this is something that we will still continue having to watch because the ukrainian defense, for example, has suggested that the russians are moving more troops from georgia. more troops are still being moved from further afield. and at this point, we don't know whether the russians are gonna engage in sort of what they did in syria,
10:19 am
which is continued negotiations at the same time as that military operations continue . now this is one of the largest armies in the world. we know that very important launch is full scale invasion and, but perhaps hope for a swift victory. that is certainly not what's happened here. why have this military been unable to meet their military objectives thus far? do you think so i think this is a question of sort of multiple issues that the russians have encountered. first of all, they have tried to go for the sort of the 3 pronged approach, essentially moving in from the south east and the north. originally, commentators thought that this would be, you know, the way of drawing out the ukranian forces. but in practice, this operation has failed. the russian military was simply overstretched and absolutely unable to conduct such an operation in practice. but also they've had the logistics issues. they've had, they're being bog down issue. the meeting of the ukraine resistance has obviously been very significant. morale is low coordination of the different forces has been
10:20 am
very poor. the russians have tried to regroup. i've tried to redeploy, i've tried to shift their focus. so, you know, now they're conducting a war of attrition. and therefore, you know, despite the initial failures, we still have to be mindful that the conflict is still ongoing. and that, you know, even shifting to dumbass does not mean the end of operations. ukraine has proposed it's neutrality in exchange for security assurances. is this going to be enough? do you thing for vladimir putin to declare victory at home and pull his forces from the country? so we're here talking about the ukrainian proposals that were sort of revealed yesterday. now the important thing to keep in mind is this is the ukranian negotiating position. we haven't actually heard a russian response to it. and the proposal as it stands, crosses a lot of sort of red lines that pertain has put in place. one of which is, you know, an ukranian neutrality on the one hand,
10:21 am
but effect to the plan suggest something very similar to ukrainian membership of nature in practice is to sort of the quote of article 5. i think this would be a red line for president person, because effectively, you know, it's sort of ukraine being part of nato almost by default. so i would think that the russians, i didn't push back against this proposal. similarly over the question of crimea over the question of dumbass. so at this stage, what we don't know essentially is the russian response. this is what we would be looking out for over the next few days. i know it's difficult to answer this question, what vladimir putin is thinking, but given the stage that his military is in right now, what other options do you think he's entertaining right now? so this is sort of the, you know, the been a $1000000.00 question because we know so little about what's actually going on in credit. and at the moment. now, what we can say is that recognition of sort of the end of the initial phase of the
10:22 am
military campaign i think is an acknowledgment by the russian side of the initial failures. so we know that we know that they're also going to focus sort of focusing on the war of attrition. so militarily, they're trying to change tactics or at least modify them to the new reality. what we don't know ultimate name. and this is the important question is, what is perkins perception all russia's middle, she fail is on the ground. i how quickly will they be moving towards, you know, wanting the negotiations to be settled because that's the big question. will he cross? and if he's read lines, will he sort of compromise on crimea on neutrality at this stage, we don't know that. and that's why people are very skeptical about whether the proposal that you couldn't put in place will actually sort of fly over the next few days. but again, you know, we don't know at this stage with kremlin is thinking maybe they will come out with their own proposals, you know, late this week. but this is

a way to see situation. a glass not cove, an expert on russian foreign and security policy. thank you very much for your insights. thank you. here's my other ukraine related stories were falling for you, the head of the united nations world food program. david beesley has warned the warren, ukraine will have a catastrophic impact on global food supplies. beasley said that countries like lebanon and egypt depend on ukraine for more than 80 percent of their grain imports . and he said, rising food prices could mean having to cut rations in places like yemen. ukraine has honored one of the border guards who defied calls from a russian warship to surrender snake island in the black sea. at the start of russia's invasion, it was roman grey bombs, boys heard. and then now viral audio exchange with the worship. the guards were captured, but later freed, as part of a prisoner exchange. in israel, a gunman on a motorcycle has killed 5 people after opening fire on
