4:00 pm
starts april 16th on d, w ah, this is the w news line from berlin, ukraine's president wards russia could use chemical weapons against a besieged port of money. off all of you. bombardments was already devastated. the city coming thousands of civilians since the war began. also on the program, despite significant losses and setbacks, russian president vladimir putin says use forces in ukraine will prevail against what he describes as the anti russian enemy. and the top level german delegation
4:01 pm
heads for ukraine without chancellor shops who is under pressure to provide the besieged country with more support is foreign minister contradicts him on supplying ukraine with heavy weapons, which the chancellor has been deducted to step ah i'm so gale. welcome to the program. russia's assaults on the besieged, ukrainian port of mary upon appears to be entering the decisive phase. u. s. military analysts say russian forces and nearing full control of the city, closing in on trapped ukrainian forces. russia says it has killed or captured almost a 100 ukrainian troops attending to escape overnight. or your phone has been pounded by russian strikes for weeks killing up to 20000 residents. according to the mer. villians are expected to attempt to leave the city by car to day long. one of
4:02 pm
several negotiated humanitarian corridors, capturing the city would give russia complete control of the sea, of as of coastline and connected forces in ukraine's south and east. of meanwhile, the ukraine and western countries are investigating allegations that to russian forces used chemical weapons in maddie or pole. the claims come from ukraine's as of battalion, a military unit with far right allegiances. russia denies using chemical weapons. ukrainian president vladimir savanski has warned about their use or the little bully. one of the russian occupier spokesmen. he said that they might use chemical weapons against the defenders of north pole. or they treat this with the utmost seriousness. what i would like to remind world leaders that the possible use of chemical weapons by the russian military has already been discussed. and already at that time, it meant that it was necessary to react to the russian aggression much harsher and faster source decent issue, which will, let's pick up some of those threads with
4:03 pm
a d. w correspondent, nick, commonly, who joins us from ukraine's 2nd largest city hockey. welcome, nick. let's start with the city where you are. what's happening was he can see her give his, basically a shadow of it's for myself, it's 5 pm here and it's totally empty to, to few passes by occasionally visible on the streets behind me, the regional government headquarters that was destroyed in a russian, michelle tech. right, the beginning of this war and the russian soldiers are still very close within a few dozen kilometers where i'm standing now. so unlucky of where it feels like some kind of an amount of cheese returning and where those rest and troops have withdrawn quite significantly in recent weeks. you very much still on the front lines. basically every couple of minutes you can hear some artillery in the, in the background. it's often difficult to really work out where that is, but it just, this really bring home quite how close war is here and now still up, people staying here. not everyone has got out,
4:04 pm
but there is lots of speculation about whether russia will now turn up its attempts to take cut, as well as the kind of symbolic target and expectation of more people trying to get out in a hurry in the days to come here. ok, i'm down in the south in mario paul. russia seems to be intensifying. it's a tax that indeed, and it seems if the reports were getting are true that the remaining ukraine forces have been split into. and now one of the main places they still are, is a steel works with lots of underground tunnels, lots of places to hide and to hide from shilling and bomb attacks. so with that was one of the reasons why we'd heard speakers for the progression separatists in done yet, suggesting that chemical weapons be used as a way of trying to get at those ukranian soldiers as you couldn't troops still able to hide from the worth. the artillery, so that was really a sense now that they are trying to push home that advantage and to take medical instant tar g as soon as possible to free up troops to then be able to attack for the north along the white front and dawn back in places where the cranium has been
4:05 pm
holding up pretty well in recent weeks and how credible others allegations that russian forces used chemical weapons was so far we just getting those reports from those ukranian battalions that are effective. they say a number of people were given medical treatment with stinging eyes, the throats they were having problems breathing. it seems like no one has lost their lives in this alleged attack. but it doesn't surprise anyone. this is something that even the western doesn't seem to have the preparing for sending ukraine large amounts of equipment to deal with chemical attacks. and after all, now have to remember that the russian general in charge of this war has previously been in charge of forces in syria, a conflict where chemical weapons where you get civilians that definitely expectation here that that is not off the table. and that is something that could be used by the russian side if they feel like they're not making progress fast enough. okay, thank you for that. nick connelly in khaki for dr. alexander keller,
4:06 pm
s. from the institute for peace research and security policy at the university of hamburg, he researches the use of our chemicals and biological weapons. welcome to d, w. a doctor. what do you make of the sac claims that russian forces have used a poisonous substance in mariel. paul, good afternoon. well, it is certainly in the reality of the possible, but as we've just heard from your colleague on the ground, the evidence is very sketchy so far. right? investigators from the, from the u. s. and u. k. a said to be looking into this, how would they establish whether this was a chemical attack? well, generally speaking, this is extremely difficult from a far one would have to get conclusive proof by conducting an onside investigation during which samples would be taken. this would be environmental samples,
4:07 pm
biomedical samples from those people affected by the attack. and those samples would then have to be analyzed and compared to a known chemical warfare. agents to be really certain that this is what has happened. so you would expect that to be viable samples still around well, perhaps not of the warfare agent itself. but over the years and decades, those states processing, chemical warfare agents, chemical weapons, which have by now practically all been been destroyed on the international verification. those states certainly also know how these chemical warfare agents degrade and what then to look for after a week or a month after such an attack. war is inherently a terrible business. people get maimed or killed, lives, get destroyed. what is it about chemical weapons that makes them apparently so much worse than conventional weapons?
4:08 pm
well, to start with chemical weapons are prohibited by the chemical weapons convention. they kill indiscriminately and on that basis alone violate the principles of international humanitarian law. the laws of war, right. so what is the likely international response if this is found out? if this is determined to have been a chemical weapons attack? well, i would expect, and we are already seeing a, just at the mere possibility that we would hear lots of condemnations and rightly so if this were a proven to be a chemical weapon attack, i would expect more sanctions to be not only discussed but also to be enacted, and i would hope that states the international community would make use of the legal instruments that are available to hold those ah, responsible for this to account. because it this idea of holding people to account for these sort of attacks as fallen somewhat into disrepute. chemical weapons have
4:09 pm
been used in syria. and no one has been held to a account that has been used in attacks against the enemies of russia. and in the united kingdom, again, no one held to account. so beyond the condemnation, sanctions are already in place. and more sanctions are on the way. it's hard to see where russia gets punished if this is found to be them using these prohibited weapons or holding perpetrators for such horrible crimes. and violations of the laws of war to town is a long process. and probably not so much in the eye of the public. this process actually works quite well until russia gets a chance to block it. russia has blocked the work of the o. p. c. w, and the hague, holding perpetrators and syria to account. russia has blocked. those are similar
4:10 pm
efforts in the un security council with its veto. so i think it would be a mistake to. yeah, criticize these processes when it is only one culprit who blocks the process from being conducted until the end. ok, thank you so much for joining your thanks, planning that dr. alexander keller. from the institute for peace research and security policy. you're very welcome. russian president vladimir putin says his country's military campaign in ukraine will continue until all its goals have been met. speaking of to talk with his or ally, bella ruffian, president, alexander lucas shanker, the russian president said that talks with keith were at a dead end. yes, sir, to that russia was withstanding what he called the blitzkrieg of the west sanctions and said that rising prices would put pressure on west and leaders. he claim that russia could not be isolated from the world all held back foolishness. he was named
4:11 pm
with your order. we know that today our offices are taking part in a special military operation in dumbass, in ukraine, which that old number is helping the dumbass people's republic sorta still know. they are acting bravely, you professionally, that you under effectively using the most modern weapons that have unique characteristics you or roman gone to ranko is from d w sir, russia, ukraine and the eastern europe department. and he gave us his thoughts on president putin's comments today about the war in ukraine. well, he made no reference to those atrocities, and i would just mentioned 2 points. one, president putin appeared to be satisfied with how the war is going. so he said everything is wine, everything is going according to the plan. he made no, no, no mention of the accommodation of all the possible chemical attack in the city of
4:12 pm
mario po, which are not confirmed yet. but there are concerns about that. but he said that russia was using some very modern weapons. we do not know what he meant. the 2nd point is, he mentioned dunbar. so the eastern region of ukraine saying that that was a one of the objectives of this war. and this is something i think which points out in the direction of a possible offensive, new russian offensive that we will see the coming days a weeks. and because everybody's talking about it and he, he, dr. probably to cover up the the, the problems the russian army encountered around kia in the north of ukraine. so not now forces are concentrating the east roman gone to rancor. we'll take a look at some more headlines or from the war in ukraine. nearly 2 thirds of ukrainian children have been forced to leave their homes since russia evaded 6 weeks ago. as according to the you and the latest report also expressed concern
4:13 pm
about human trafficking and the sexual abuse of minus greece plans to speed up exploration for natural gas in order to reduce its dependency on russian import. the grease currently in ports around 40 percent of it, sir, gas from russia, a prime minister carrier cost mits attack is says he's cautiously optimistic about $6.00 areas in within his country with possible gas reserves. joe and president frank valdosta my has arrived in the polish capital. walsall for talks with countries president andre duda. discussions are expected to focus on the conflict in ukraine. peasants dine, myers office, said the trip was about promoting freedom democracy and the rule of law. in recent days, there ukraine's capital keith has played host to a succession of european leaders observing the war at 1st hand and showing solidarity with the embattled nation. one leader whose yet to make this journey is
4:14 pm
german chancellor, olaf shots now that a growing cause for him to demonstrate his support. several european leaders have visited keith since the russian invasion, while they wanted to meet ukrainian presidency landscape personally to express solidarity. the german chancellor has limited his contact to phone calls, this increasing pressure on all of shows to travel to ukraine as well. but not just for a photo op glenwood in fine, does he only want to go there to show that he's moved by it. he or does she want to go there with solutions or proposals? georgia inform that decisive. i don't see much point in him going in. if you haven't, i haven't heard your shot of it. there's no harm in it. i would say, come on, he should do it. always stay in contact for that and to entice enough hours that would be assigned to the outside event to the whole of europe and the world. this am so if the german chancellor would go to kia, to show his solidarity and his support, i think that would be very important. his anal saner. but officials in berlin are
4:15 pm
still debating about what kind of support he should provide. so keith is not the chancellor, but the foreign minister who has been the most vocal about ukraine. asthma. may i slightly that the horrific pictures that we're seeing, the tara, we see daily make clear that ukraine needs further military support to defend itself. we're doing that together with our international partners hines and with our european partners. we're providing millions more via our european piece facility throughout european piece vicinity. about plot, what is clear? ukraine needs further military personnel and most of all heavy weapons. there's no time for excuses now is the time for being creative and pragmatic ones got matters most. it is not clear if shows will also go to keith. but what is clear is that the pressure to put words into action is growing,
4:16 pm
including within the governing coalition. on the war in ukraine's also affecting the way the lives of millions of people away from the battlefield by threatening food security for some of the world's most vulnerable people. but it's fertile, black soil, ukraine is one of the world's top, wheat exporters, accounting for 10 percent of global supplies. russia invasion has thrown this years harvest into doubt to news is already be 14 shortages because of shipping disruptions. the u. n. has war that higher food prices could also mean having to cut rations of food aid to countries like yemen, where millions of people are dependent on them. monica taught over is an economist with the u. n's, food and agriculture organization. she joins us from rome. welcome to d w. i'm do you believe a new wave of hunger is coming? good afternoon from home. thank you for having me. well, as you mentioned,
