1:01 am
ah, i'm anthony. how walk into the program? where begin in the united states, where at least 14 children and a teacher had been killed in a shooting in the state of texas. the attack happened at an elementary school in the town of val day close to the mexican border. texas governor greg abbott says police are believed to have killed the 18 year old shooter. president joe biden as ordered flags to be flown at half mast on government and military buildings. a spring and d. w. 's washington correspondent to me some a scandal. so me give us an update if you can on the situation on the ground in texas. anthony, a lot of information is pouring in, i should say, not all that can be verified. we have to be very careful with what we say. but we
1:02 am
do know that the police chief of this district of all day and texas spoke a little earlier and said the investigation is continuing and that multiple federal and local law enforcement agencies or on the ground, including the f. b i is. this is a mass shooting and volley is around a 130 kilometers west of san antonio and not far from the mexican border. so apparently among the 1st responders on the scene, we're actually customs and border protection officers. and so this really is also, we should say, a heavily latino, latino community that has been impacted here and asked for what happened. we have learned that the shooter drove up to the scene, abandoned his car and then entered the school and started shooting. we have learned from the governor that he had a hand gun and possibly a rifle. and anthony, it's so terrible to say. but among the 14 students killed, there were 2nd, 3rd and 4th graders. that means these are children who were 67 years old, up to around 11 or 12 years old in the rob elementary school in vall,
1:03 am
day at school teacher also killed. we believe, as you mentioned, that the shooter died in a fire fight with police that has not been confirmed yet, but they're the police chief saying the investigation is continuing. the shooter appear to act alone, but they are looking into everything. and they urged media to respect the privacy of the families because they're still being notified. knowing everything you've said about the scarcity of her verifiable information to we know anything yet about the most i'll say very quickly, anthony. no, we don't know so much about the note motive or really nothing about the motive. at this point. we just know that the shooter was 18 years old, as i said, and that he came from this community valley. we don't know if he had attended this school when he was younger. again, he's 18 and this was an elementary school, but police are looking into every aspect of the shooters like they will look into his home computer phone, so on and so forth. so we're waiting for more information as to what was behind
1:04 am
this horrible crime. president joe biden swimming has been briefed on the shooting . we believe. has he made a response yet? no, not yet. actually the flags, as you said, are flying half mass at the white house and the president actually just arrived. we seen pictures of him just arriving back in the country. he was on air force, one coming back from the speak trip to asia. when he was meeting with allies there, when does shooting happened? he was in the plane, so there was a statement released from the white house saying that the president's prayers are with the families. and that he's going to address the nation. we're expecting that in about an hour and a half. already on the floor of the senate, we saw a pretty emotional appeal from senator chris murphy's, a democrat from connecticut, the same district of the sandy hook, school shooting were 20 children, were killed in 2012. and this is what senator murphy said. 14 kids dead in an elementary school in texas right now.
1:05 am
what are we doing? what are we doing? just days after a shooter walked into a grocery store to gun down african american patrons, we have another sandy hook on our hands. what are we doing? there been more mass shootings than days in the year. our kids are living in fear every single time they set foot in the classroom because they think they're going to be next. what are we doing? u. s. senate a, chris murphy. they were listening to him in washington dc, making that statement writing that question to me. unfortunately, the battle on to will draw on here as mass shootings in the us are sadly so common . that's right, anthony. we heard the senator refer to it that there been more than $200.00 mass
1:06 am
shootings in the us already this year. and just remember that president biden was actually in buffalo last week, comforting the black community there were, and 10 people were killed at a supermarket in this racially motivated shooting. so certainly, anthony, we can expect the president to speak about all of this and about the need for stricter gun control. but again, that is an issue that is so politically divisive in this country. and it has remained elusive until now. so we'll wait and see what exactly the president had to say. it has to say on this, the dublin washington correspondents to me so must gather many things. forces file to over, run the capital key. if moscow is now concentrating its fire power on the eastern dumbass region, the doubly correspondent mathias building a travel to the city of lizzie chant square, which has been under heavy attack. the 2 weeks lucid chance has been without water today,
1:07 am
a truck is expected to bring drinking water and others have been standing here for hours. actors, no one knows when they are going to bring it more than 20000 people to remain in the city. fighting along the main road has made access difficult, and the city itself is by no means a st. have no. do you think of these normally living conditions? it's very difficult at all with this roaring funder above your head, full of the a few kilometers from here, things are even more diet. this is the city of c over the network than the constant fire, a bridge that leads there has been bombed, effectively trapping those who remain there. that is
1:08 am
a fade that could also await lucy chance. if fighting along the road continues, the city has already taken quite a few hits. the government is trying to arrange evacuations while it's still possible. a few dozen people have been told that the bus would pick them up today. and they were hoping that things might be okay, but when shell fly of your head and houses are burning, you just feel, but you can't go on our nerves direct year when you nobody knows when the bus is coming and there's no way to ask internet and phone service down in the basement about 80 people have been shattering for weeks some since the beginning of the war. mama, mama, i was young lady, there was another job as a buses. mom says she would go if she knew where it's safe,
1:09 am
but she does know where to go to. the water. right? near has been given 10 liters of water. that's all for today. she and a neighbor girl, you know, we'll have to come back soon. at night they stay in the basement with dark. this is how we get down here. the whole neighborhood has moved into basement 1234, and over the 6 people living here, there's always fear that the next shell my teeth here. i feel sorry for my cat than myself. you cry every 5 minutes. what will happen to him if i die will bury him. don't worry
1:10 am
the evening is approaching. 2 days of a curation bus has not arrived yet. nobody knows when it will still come on, not european commission. president ursula on the line has promised the european union will help to rebuild ukraine. she was speaking earlier at the world economic form in davos, switzerland. the reconstruction of the country should come my massive investment with ambitious reforms. for example, to moralize, ukraine's administrative capacity to firmly establish the rule of law and the independence of the judicially to fight corruption. get rid of the oligarchs to build a fear sustainable and child competitive economy. and thus, to firmly support ukraine in pursuing its european path. ukraine
1:11 am
belongs in to the european family. joining me now is johnson cats. he's a senior fellow with the think tank. the german marshall fund, joining me from washington, they say jonathan, that the war has shown russia's military deficiencies, but to those shortcomings, guarantee russia won't get up. or what at once in e kinds east. well that they've really failed so far. many their objectives they struggle are wanting to, to take here and other major cities across ukraine. tried to what they said was, di, notify demilitarize crew. clearly that hasn't worked out. russia both underestimated ukrainian resolve capacity, but they also underestimated the support that your crane would receive from the west. and even just this week, you've seen had officials from the united states and partners that allies pledge additional military assistance to ukraine. so that support is going to continue the
1:12 am
course. unfortunately we have what you just reported and is this intent fighting in the dumbass region? and i think we shouldn't be focused on the day to day. this is going to be a long conflict. and as long as ukrainians are willing to fight, i think the west will continue to support ukraine, both militarily and in terms of military assistance. that brings us to the weapons of the us and the allies have pledged to same crimes so far the triple 7. how it says among them will be enough to turn the tide of the ball. yeah, i think it's, it's even more than just the weapons. and i and ukraine is asked for a number of different types of weapons, whether it's tanks, long range, missiles, others types of support howitzers. so what you're seeing is that the u. s. and partners and allies now training ukrainians furiously on to get them ready to use nato weapons. and i think this will have an impact real impact right now,
1:13 am
but that training is happening right now. i mentioned this defense ministers meeting this week that took place where pleasure new pleasures were made to provide this type of support harpoons and others support. so it is coming to ukraine. but the challenge is that you have to train ukrainians, a new weapon systems, but we have seen ukrainian so determined, ready to fight. and they've been bought back in a way that russia hasn't been able to achieve its objective. so right now that that support is going to continue just quickly. 30 seconds left. european union members are hesitant about crimes you membership bid. do you think there's a danger of european support faltering here? yeah, look, we heard sort of the head of the you just saying that where you where ukraine belongs, within the you and your family, a decision will have to be made in june about candidacy. i think there's a strong, a strong likelihood that ukraine will gain that candidacy. but of course,
1:14 am
there are different voices within the you, ukraine should be an eventual member of the you deserves and to see it needs that hook. and we heard about what we call marshall plan ukraine, that's going to require that you united states in the international community sport ukrainians. and so i am hopeful that those voices that maybe don't hear that position right now or changed by june. jonathan katz from the german marshall fund . thanks so much. thank you. and a reminder, before we go, the top story, we're following for you, this our gum and a shot did at least 14 children and a teacher in a school shooting in the us state of texas. governor says it's thought police then killed the shooter at the elementary school in the town of vall, day the washington correspondence is there have been more than $200.00 match shootings in the us in the last 5 months. and with that, iraq, that i did doubly business with rob watts is up next after
