also coming up the ukraine war and a delicate discussion on expansion. talked our correspondence on how india aims to position itself, but the virtual gathering of bricks, nation. and we'll go to rhonda where germany's by on tech begins construction of a factory for coven, 1900 jobs, but many are asking themselves why only now. i'm chris kolber. welcome to the program. germany is an, a gas crisis vice chancellor and economy minister, robert hobbins. today as russia is dwindling supplies, germany declared phase 2 of its 3 stage emergency gas plan. now this alarm stage, planned for when the government sees a high risk of long term supply shortages of gas economy, mr. hubig. speaking on the topic earlier today, he put phase 2 into effect, which does allow utility companies to pass on high gas prices to customers. with the goal of forcing down demand for gas.
3:46 pm
but good morning this from our political correspondent, hans bronte has this sounds like a serious situation. is it? yes it is. i think for the economy minnes, as i say, the gas is becoming a scarce come out. model is a fairly drastic phrase. and for the government to raise an alarm and official alarm, the focus at the moment is on saving as much gas as possible. now to get it into storage so that there might may be enough available for the winter for heating in winter later this year. so it's not a single yet that the market is no longer functioning. in fact, the emphasis is that there is gas available on the market, but obviously with russian gas becoming much less available all over europe. the everybody is looking towards new supplies towards alternative supplies and that's been raising prices. at the same time, there are incentives that have been announced to help companies,
3:47 pm
especially industrial uses of gas to save gas. there is an auction measure mechanism that is going to be put in place and in a short shortly where companies that manage to save gas can auction, that gas off to use us presumably mostly to me put into storage and b to be compensated. and that way for the savings that they implement. so it's an, it's an attempt to raise the alarm to tell industrial users, but also households that has really serious that one needs to look at saving gas wherever possible at the moment, shortly, please, if you would, when will prices for customers of utilities actually rise because they're not, they're not passing on these higher prices as of now, do they?
3:48 pm
well, i mean, some of the prices have already risen. but what's possible after this alarm phase in this alarm phase is that the supplies, given the possibility of cancelling existing contracts and passing on immediately the prices that are being demanded on the market. in other words, if you have a contract that gives you a kind of price guarantee, those price guarantees would no longer be valid. but that is a step that the government is not taking at the moment. it's the next possible, drastic step. but at the moment, it's not something that is the director envisioned in the near future. w political correspondent hands branton. thank you. china is hosting the 14th summit of bricks, countries in beijing. virtually that is, it is meant to produce a layout for a new era of global development as the host put it, but it will also focus on other items, russia, as war and ukraine, for example, and the ongoing pandemic. now,
3:49 pm
bricks is an acronym for the 5 major emerging global economies, namely brazil, russia, india, china, and south africa. these 5 countries are home to 3200000000 people, and that is 40 percent. their economies account for almost a quarter of the world's g d p. opening the meeting, china's leaders eugene ping had this to say. this is allison sher human history, like a river will keep moving forward with moments of both calm waters and huge waves. despite changes in an evolving global environment, the historical trend of openness and development will not reverse course. and our shared desire to meet challenges together through corporation will remain as strong as ever. that talk more about the briggs summit of the role india is playing, where the char carter care are correspondent in delhi, a charo. what is india's main objective at this meeting, which is dominated,
3:50 pm
obviously by the war and ukraine and it's ramifications. well, christine does formal response to the summit. and in the us participation there has been very standard. it's been focused on the themes that india has been docking out, talking about ever since bricks came up. and that is essentially a reform of the multi lateral order in favor of developing countries. and so even, even this time around, the formal response has centered around this team only. but we do know that for the last couple of years, india has been involved in this effort to give out a message to the western block, as well as of its partners in bricks that in india is, is looking at partnerships across the world to further it's its own interest, so it's it's, it's been trying to sort of balance interests of various groups. so add one on on
3:51 pm
one handed participate in breaks and the on the other handed by the space in the quad as well. so just a couple of weeks ago in the above dissipated in the quad summit. so and soon on on, on very close on the heels of the quad summit gums and breaks. so it's sort of a messaging to balance or border blocks chris, let's see on the issue of ukraine here for a 2nd emitter barrage of a western sanctions. russia's leader vladimir putin as says that his country is actively redirecting trade and economic context towards bricks. countries have tie is between delhi and moscow trade ties for that matter. strengthen well, a definitely strengthened and chris. we know that for ever since the war broke out and ever since us and european nations in both sanctions on russia. we saw that india began buying russian oil at
3:52 pm
a discount. good price is now as the war progressed, and as the west sanctions kept on intensifying reports started coming in of india's purchases of russian oil going up significantly and even exponentially later on at a heavy discounted rate. and just yesterday, i think the russian president vladimir putin himself admitted that russia's trade to india, china and brazil has gone on by about 38 percent in a very short period of time in just the 1st 3 months of this year. so that's a, that's a significant admission by booth than himself, and much or do the shagging of the western block. but yes, that remains to be the fact that the trade dies are definitely on an upward swing. chris and charo, there's talk about expanding this bricks group or adding new members to it. what is india's position when it comes to that?
3:53 pm
well, chris, formerly met india, has made noise about that. it has not made any significant statement as to whether it endorses auto boys as the expansion of the bricks grouping. but then there are several a reports that are that, that do indicate that there seems to be some displeasure in new delhi about china's plans to expand the grouping to include many other nations in it. india apparently feels that these know china wants to bring in these nations to bring in more members, which will be under chinese influence to, to offset or the, the weight of india and russia in the summer. so they did hon. it's the india is not happy and that it will try to resist these plans for bricks expansion. chris, d. w is charo car to care and deli charo. thank you. it is to rwanda. now we're germany's by on tax started to construction of a coven,

19 vaccine factory. it is part of a plan to help countries in africa, jumpstart a manufacturing network. for the continent. it may have taken them months to get here, but better late than never western vaccine makers of finally setting up manufacturing facilities in african countries at a time when they are more than enough jobs to go around. but locals, a looking beyond the current pandemic is aqua. so from what i mean, i've already seen where i come out of that. when you know my antics african vaccine manufacturing facility will greatly facilitate the prevention of any disease that may occur in our countries. condie with the hand, se, if these vaccines are manufactured here, the purchase price will not be high as it was. and it is a good way to fight the next pandemic to see what kind of his so when the next pandemic arrives, having vaccine manufacturer is on the ground may very well make the difference
3:55 pm
between life and death here as it has across the globe. all right, we're more or less cross over to the iranian capital kigali and our correspondent isaac regarding their isaac. this investment seems to be coming quite late actually . i mean, there's from criticism that african countries are pretty far back the line when it comes to fighting the pen demik. what do people in random make that view? well 1st of all, if we're going to run, i'm not sure about that because they are for cause like behind. they've think they walked countries thought about themselves before they thought about as you remember when, but it broke out every country and it worked well. it's sort of what people trust. so for them to think this is really pretty just then. but again, it is september is the lack of technology in african countries to develop the own vaccines to give to the people. so that was, but the lynch, ah, so in, at
3:56 pm
a level of miss information about the efficacy of the vaccine themselves, you know, your day that's been so much of 15 years about since and when a continent where there's so many people in it, they would take it in information turn out to them as the as the truth. so that's another factor answer today. if some people don't want to, but since they seem to make sense, i think if they don't walk as i go there have been efforts towards a coven. 19 jab, produced and developed actually, within africa. how far along all these efforts? well, it's a job that should be developed. new entrepreneurship was same between south africa after jen. bye biologics, rather on bell jones, is sent on. they have a ticket open just boxing for africa by the end of the app. however, when does the timeline to get themselves?
