he told us that it is under consideration. however, of course, here we are talking about 27 members stayed. so it could take a while to get everyone on board and the with peny and just to prove it seeks package of sanctions. so we will see whether this topic will be included in this expected joint statement on alexander, we're watching how the g 7 leaders are approaching the podium. so it looks like they will be making their statements just in the next couple of moments or, or they're taking their positions. so maybe it'll take another few, few minutes, thomas think just quickly before they begin speaking. oh, now i see that to the german chancellor is speaking. so let's listen in hosting with you as president joe biden. thanks for your engagement joke that he 7 has set itself the ambition of making the world a better offer on infrastructure and westland. today we are relaunching our joint work as a partnership for global infrastructure and investment with our joint

d 7 infrastructure initiative. we are building on strong national and regional initiatives such as did e u global gateway initiative, and similar initiatives of other juice of members. yet another example of our unity and close corporation at s g 7. the decision to work together on this offer to the ward was taking last year in covers b. since then we have worked hard and made great progress. we have built a g 7 structure for our corporation and launched concrete partnerships and climate, and hosts on the structure of our corporation. we are bringing together all development, find names, institutions coordinate with multi lateral banks and private sector, and setting up partnerships and country platforms. this is steep change for our corporation that we have committed, so we are boosting local vaccine production in africa. germany has
5:17 pm
contributed 530000000 euro as part of a larger team, europe and g 7 initiative. we are building strong partnerships to support the global transition to net 0 with our just energy transition partnerships. we support an accelerated clean and just transition of developing and emerging countries towards climate neutrality. the 1st b t p was launched with south africa. it crops $26.00. i'm happy to announce to day that the germany wire it's development bank is ready to offer and promotional loan of 300000000 euro for energy policy reforms as concrete support for this g d p. this is part of germany's contribution to collect of g 7 support of $8500000000.00 us dollar over the next 3 to 5 years. but we won't stop them
5:18 pm
in a joint effort with d 7 partners. we are currently working towards additional g t piece with indonesia, india synagogue, and we at now the public sector alone will not be able to closed a huge investment gap. we faced in many parts of the world. this is why we are promoting innovative instruments, such as the emerging markets climate action front in order to mobilize private investment to for sustainable infrastructure. there's a 7 is committed to support the emerging markets climate action fund, and germany is contributing additional $30000000.00 euro adding to $25000000.00 euro we have provided last year. the fund can mobilize up to 50 euro private capital for every single euro public money. we provide with our total contribution
5:19 pm
of 55000000 euro, we can mobilize up to 2750000 euro just spec, like our broad a g 7. again, them all work on promoting infrastructure globally is also affected by the current geopolitical situation. we have therefore discussed how our investment globally and climate neutral and low carbon energy, including guests can help us as a temporary response to rush us use of energy as a weapon. given the progress we have achieved, time is ripe to showcase off on to the wood under a common roof. i am convinced the d 7 makes a stronger, better and more convincing offer to partners globally. but beyond steps we have been taken. this is a long term undertaking. germany would move this work forward beyond the emma summit to make progress towards an equitable board. and i will hand over an even
5:20 pm
stronger joint initiative to full meal and of this year. and now i would like to him. and over to the united states president, thank you very much. little good afternoon folks. foundations can our world standard a genuine inflection point in history? technologies made our world smaller, were immediate and were connected. it's opened up incredible opportunities, but also accelerated challenges that impact on all of us. managing global energy needs, taking on the climate crisis, dealing with the spread of diseases, the choices we make. now, in my view, we're going to set a direction of our world for several generations to come. these challenges are hard for all of us, even nations with resources of the g 7. but developing countries often lack the
5:21 pm
central infrastructure, tilt navigate global shocks, like a pandemic. so they feel the impacts more acutely. and they have a harder time recovery in our deeply connected world. that's not just humanitarian concern. it's an economic and a security concern for all of us. that's why one year ago and this group of leaders met in cornwall. we made a commitment. the democratic nations of the g 7 would step up, step up and provide financing for quality, high standard, sustainable infrastructure in developing and middle income countries. what we're doing is fundamentally different is grounded on our shared values of all. those representing the countries and organizations behind me is built using the global best practices, transparency, partnership,
5:22 pm
protections for labor and the environment. we're offering better options for countries and for people around the world to invest in critical infrastructure that improves the lives their lives, all of our lives and delivers real gains for all of our people. not just a g 7, all of our people. today, we officially launched the partnership for global infrastructure and investment. we collectively have dozens of projects already underway around the globe. and i'm proud to announce the united states and mobilized $200000000000.00 in public and private capital over the next 5 years for that partnership. we're here to day because we're making this commitment together as a g 7 in coordination with one another to maximize the impact of our work. collectively, we aim to mobilize nearly $600000000000.00 from the g 7 by 2027.
5:23 pm
the strategic investments are areas of critical out to sustainable development and our shared global stability, health and health security, digital connectivity, gender equality and equity, climate and energy security. let me give you some examples of the kinds of projects that are underway in each of these areas. first, health. 2 years ago, cobra 19 didn't need any reminders about how critical investments, health care systems were, and how sex and health security is both to fight the pandemic. and to prepare for the next form because will not be the last pandemic we under we, we have to deal with that's why the united states together g 7 partners in the world bank are investing in a new industrial scale vaccine manufacturing facility in senegal. when complete,
5:24 pm
will have the potential produce hundreds of millions of doses of vaccine annually for coven 19 and other diseases as an investment that will hands global vaccine supplies, as well as improve access and equity for developing countries. second, in the digital area, our economy shirts are increasingly depends on people's ability to connect to secure information and communications technologies. we need to strengthen the use of trusted technologies. so that are online information cannot be used by autocrats to consolidate their power or repressed their people. that's why the digital and vest program is mobilizing $335000000.00 in private capital to supply secure network equipment in africa, asia, and latin america. the u. s. government also supported the successful bid by an american company sub com for $600000000.00 contract to build
5:25 pm
a global sub c telecommunications cable. this cable stretched from southeast asia, through the middle east and the horn of africa to europe. this will be essential to meeting the growing demand for reliable security high tech connectivity in 3 key regions of the world. 3rd, gender. we women and girls have the ability and the opportunity to present participate more fully in their societies and economies. we see positive impacts, not only their communities, but around the board across the board. we have to increase those opportunities for women and girls to thrive, including practical steps to make child care more accessible and affordable. as we continue the vital work to protect. in advanced women's fundamental rights, united states is committing $50000000.00 over 5 years to the world bank, global childcare incentive fund. this public private partnership supported by
5:26 pm
several g 7 partners, will help countries bill infrastructure that makes it easier for women to participate equally. equally in the labor force. 4th, very important climate and energy procedures. how critical this is, every day the entire world is feeling the impact of russia's brutal war and ukraine . and on our energy markets, we need we're a wide effort to invest in transform of clean energy projects to ensure the critical infrastructures resilient to changing climate, critical materials. they're necessary for our clean energy transition, including the production of batteries, need to be developed with high standards for labor and environment. fast and reliable transportation infrastructure, including railroads and ports, is essential to moving inputs for refining and processing expanded access to clean

energy technologies. for example, you as gum or just facilitated a new partnership between the 2 american firms and the government going to invest $2000000000.00 in building a new solar projects. in angola is the partnership though help angola made his climate goals in energy need rob creating new markets for american technologies and good jobs and, and goal. and i suspect throughout africa and the romania, the american company, new scale power will be the 1st of his kind, small modular reactor plan. as hell bring online 0 mission nuclear energy to europe, faster were cheaply and more efficient. yes, governor does help in advance. the development of this groundbreaking, american technology, which will strengthen europe's energy security crate, thousands of jobs, and romania and the united states. these deals, yes, some of what's in store. and we're ready. we're ready to get to work together all
5:28 pm
of us to lead efforts to lead us efforts. to my case appointed, i appoint an almost hochstein my special presidential coordinator to deal with the rest of our colleagues. i'll lady you, asshole govern approach to drive a coalition. the collaboration with the g 7 and our partners around the world, including private sector and multi lateral development banks. i want to be clear. this is an aide or charity as an investment that will deliver returns for everyone, including the american people, the people of all our nations will boost all of our economies. it's a chance for us to share our positive vision for the future. let communities round the world see themselves and see for themselves the concrete benefits of partnering with democracies. because when democracies demonstrate what we can do all that we have to offer, i have no doubt that will win the competition every time. thank you. now i invite
5:29 pm
president van line to the podium. thank you now much jill. mister president, thank you or not have linda's counsellor. we've just tried to overcome a global pandemic and it shook the global economy. and then, as the global economy was just recovering, wash us vicious attack on ukraine happened. driving price us up everywhere from food to energy, and costing deep uncertainty, especially in the most fragile countries. these are very severe challenges we will tackle them had on. and this is why g 7 partners are gathered here, but this must not, and it will not divert us away from our affirmative agenda to show the world that democracies, when they work together,
5:30 pm
provide the single best path to deliver results for our people. and people all over the world on climate, on health security and on digital innovation. and indeed, last november, i to cut 26. thank you again. bar is for the initiative. we announced our plans to step up globally investments in climate positive infrastructure. this was our response to the commitment we made at car bas bay. and i will never forget the start of this initiative at glasgow together with you, joe and your bars. it was the begin of a success story. today the world needs these investments more than ever. and that is what the partnership for global infrastructure and investment is all about. so now what should we do? we should work side by side. and this is the one and only way to maximize the
5:31 pm
potential of our investments and to demonstrate the power of development finance. when it reflects democratic values, that is transparency, inclusivity and sustainability. when it embrace as high standards for the environment and for the workers. and when it mobilizes the private sector, that's what success looks like. on our site, europe's response to the world's investment gap is global gateway. it's going to be under the roof of the global partnership for infrastructure and investment. it's the team europe approach. and to the $200000000000.00 euro dollars dollars that have just been announced by the president of the united states. tim europe is mobilizing 300000000000 euros till 2027 over the next 7 years from both public and private sources. 300000000000 euros for sustainable
5:32 pm
quality infrastructure. and also for health infrastructure investments that are transparent and that improve everyday lives and bring real benefit for the communities on the ground global gateways fully at work. and we are listening closely to the recipient countries so that we can better understand their needs and deliver the biggest impact. we already have many great examples to share. some of them have already been named the m r ne vaccine a manufacturing plants, for example. we just extend that this successful program to latin america too. but for example, also the great green wall, a project for food security and land restoration on the continent. or take the submarine fiber optic cable, ellen linking europe to latin america. the upcoming clean hydrogen project with
5:33 pm
egypt, namibia, and sheila and for example, constructing a port to connect christmas island in the south pacific to the rest of the world. these are projects in the right direction to travel. they are designed and implemented in full consultation and partnership with the countries and population concerned because that's our way to do business. so my point is we need to see more of these projects get off the ground in every corner of the earth, the earth. and for this, we really need, as democracies, to pull our common weight the european union and japan, for example, are already doing that deform you as part of our connectivity partnership or south africa has been named where all g 7 are supporting the just energy transition. and we will continue our work and do more projects together. we will optimize our
5:34 pm
collective power because it is up to us to give a positive, powerful investment impulse to the world, to show our partners in the developing world that they have a choice. and that we intend to step up in solidarity to meet their development needs. in doing so, we'll show once again that democracy is are prepared and meet the moment. therefore, my dear friends, let's continue the good work. thank you miss . so no, i may ask her for a minister of japan merger she done to take the pool street. he was on the jordan grove, in research, hebrew or congressman initiative by jo and allah. infrastructure investment is
5:35 pm
indispensable for the promotion of productivity and prosperity across the world. infrastructure such as ports and harbors, roadways or airports underpinned allies of the people and economic activities. benco be the foundation of the country's development. however, that does not mean that the development of a large amount of infrastructure would suffice. even if the initial cost is in expensive, it may lack economic efficiency in view of the life cycle as a whole. all if in feasible debt repayment plans caused the recipient countries to default it would after all, inhibit the growth of that country. therefore, in accordance with the g 20 principles for quality infrastructure investment,
5:36 pm
which in corporate transparency, openness, economic efficiency as sustainability and, and others. it is important for the g 7 members to unite and promote quality infrastructure investment. from such perspective, our country will announce that in the next 5 years, we will aim to realize more than $65000000000.00 of infrastructure assistance and mobilization of private sector capital. in addition to the challenges such as cobit 19 o climate change at the moment, due to the aggression of ukraine, the global economy is facing price spikes of energy and the food, or the disruption of supply chains. in order to deal with these situations, quality infrastructure investment again is indispensable for the development of quality. infrastructure is also crucial for the realization of
5:37 pm
a free and open endo pacific. for that into a pacific region, we will work on re weighs and airports that contribute to regional connectivity or the development of port and harbors for my time, security and the reinforcement of economic security including cyber security going forward. japan will execute international corporation by appropriate, efficient and strategic use of o d, e and expand o d a and will strengthen diplomatic efforts and continue to deepen a collaboration with respective countries including the g 7. thank you. no i would us to, to prime minister of canada, just introduce to take to pro miss you and i thank you everyone. it's good to be here with president biden chancellor sholtes and
5:38 pm
everyone participating in this event today a year ago. at the g 7 summit in the u. k. we made the commitment to change our approach to investment for infrastructure with the goal of strengthening our partnership with others around the world. simone, d. c. something will difficult. let's have a unsung full. it's real easy, gonna leave it together in order to overcome it, exist and infrastructure in countries. and it's essential that we do this in order to promote sustainable developmental crate shelves on promote trade plus protecting environmental meeting in rwanda with me here this week is fine. mr. forest johnson drive where we had the, we had the opportunity to talk about these challenges with many african leaders. and earlier this month in los angeles, i met with my co chair of the un secretary, general sustainable development goals, advocates group. i minister me a motley of barbados, we focused on mobilizing all possible resources, government,
5:39 pm
the private sector, multilateral development banks, and philanthropic foundations. since the g 7 last year, we've made significant progress together, including commitments to support countries and managing their own energy transitions away from coal and other fossil fuels. canada doubled its international climate finance commitment to $5300000000.00 over 5 years. in large part, to support these efforts, which include a $1000000000.00 investment in the accelerating coal transition program. of course, if we want to close the infrastructure gap, we have to find ways to invest sent to vice greater private sector investment. because no amount of public money can single handedly fix this issue. that's why at home, organizations such as our development finance institute fin, dev, canada is helping build a blended finance platform in partnership with key institutional investors. we're
5:40 pm
doing this to lower the risks for private sector partners and put their capital to work to help solve today's big problems. canada's private sector is already a significant investor investor in global in structure. we're going to help them deal even more of it or seek it as to try a fight. because people say no take a great deal of work still remains to be done. by all of us, we must remain focused determined and united. and to day we reaffirm once again a commitment his at b r partners you to take forward? yes. infrastructure investment pro and even in program i look forward to connecting to continuing to work with you all during the summit. and mostly over the years to come. nasty because i asked him president of duping counsel, shanisha to speak to us. thank

you. dear chancello on our shoulder to ensure polluted states for designs. in this event the you fully support the g 30 partnership on global for searcher investment . and the reason is simple. we've always been the leader incorporating was developing countries, 46 percent of global development, 8 trumps from the european union, and everywhere, almost 70000000000 euros due to fund more peace, more prosperity, and more development. the g 7 estimated to value standoff transparency principles. and so is the you, we focus on small to clean and secure investments in sustainable infrastructure in digital climate energy or transport. and we also envisioned the poa, in potential of people in the education and health and injecting edge

research. the e o. s a project of peace and prosperity entered in the role of flow than mutilate release me. we wiley, are partners on the high standard of human social and religious rights in o g 7. partnership wants to do i forward, it was torture. the sustainable inclusive resilience in high quality in emerging markets and in developing countries, for instance, which investment vaccines in medicine production, notably, inefficient turn threes, utility development banks will play catalyst tool in mobilizing private capital a laundry. sotheby's support. the european union is moving forwards. we saw at global g 3 initiative at our you effort to assimilate shabury, we announced an africa europe investment package of 150000000000 euros. we are

5:44 pm
in assistance to investment projects in developing countries. we have to do more and we also want to be this effort widely acknowledged a partnerships with the developing countries multilateral due alman banks and especially the world bank will be mobilized even further together with a private sector. again, a wide effort or partnership with developing countries has to be undertaken the areas you've, you've heard the many areas in which these investment projects are going to be on the take him own to arizona. put more stress, one is energy and the other one is health care. energy is quite clear that in the present situation will have short term needs. that will require
5:45 pm
large investments in gas infrastructure in developing countries and elsewhere. but we have to make sure that they can be retro verted to carry hydrogen. so that's a way to reconcile shorter needs. we long term climate needs and also many developing counties and one continent, africa is exceptionally suited for investments renewables. and that's where i would expect all our countries to fund and design identify in design many, many vesman projects in this area on vaccines. again, this group account has been the european union and united states has been by, by far the largest don't or this global conscious, including canada and japan,
5:46 pm
by far the largest orders of vaccines. and we'll continue, man, you should, is in this field. when i was clear, the more is needed, namely, to enable african countries and other countries to produce the vaccines in their own only are in land so that the vaccine could be readily available to their people . thank you. thank you to your so if you're just joining us now, we've been listening to remarks by leaders at the g 7 summit taking place in southern germany. and to unpack some of those, the comments and the topics that were talked about. i'm joined now by the w brussels bureau chief alexander phenomena who was listening to that press conference, or from just outside the summit venue. hello, taylor sandra, and with me in the studio is thomas barrows. d. w is a political correspondent,
5:47 pm
thomas, and i'd like to start with you. it seems that the big announcement made by the g 7 leaders was the launch of this partnership for global infrastructure and investment in enormous amount of money being put in that. what is the significance of this initiative? on the one hand, you have the, let's call them more pressing issues. we've been discussing them all day that have to do with the war in ukraine with russia and so on. so sanctions on military age, but this here is proof that the g 7 goes well beyond those immediate issues and that it tackles other aspects as well. other challenges as well as what or the law fun delay and actually described as an affirmative agenda. so basically working with other countries around the world and some of the big global challenges president biden of the united states, basically stress that when it comes to global health challenges, for example,
5:48 pm
of global climate challenges. it's actually some of the developing countries around the world that face the biggest problems simply because you haven't got the necessary infrastructure to deal with these kinds of challenges. and as such, that's why the g 7 group have decided to precisely focus on these issues, decline, work, hand in hand with some of those countries around the world when it comes to gender issues. when it comes to global health, when it comes to climate, when it comes to a wide range of issues, each one of those leaders actually gave concrete examples of how they are helping the say specific countries or specific regions in the world. one great example was the development of vaccines in african countries, but it basically shows that in this, in the case of the g 7, it's not only about discussing the most pressing issues the most urgent initials, the, the issues that everyone is talking about. but there is also about discussing other aspects that may be on the agenda. and in this particular case, this affirmative agenda that formed elaine mentioned is specifically this partnership for global infrastructure or something else that funder. lion ers
5:49 pm
stressed very much is as she put it, democracies working together provide the best results, the best path for results for everyone, whether it's on climate or in health or on security. alexandra, i couldn't help but think that this was in some way a reference to the competing models of types of governments and nations that we're seeing as the world becomes increasingly polarized. so as the martin democracies pitting being pit against the authoritarian states, what did you make about? what did you make of ursula underlines comments and others referring to democracies? well, i think that you are totally right. of course, what we need to understand that this re launch of this global investment infrastructure in an investment program, this is aimed at countering china's influence. that is why not only ra, a peon,
5:50 pm
a commission president or that was a lot funder line, but also you as president joe biden, that those stress, as well as other leaders there that are a day or want to advance democracies in developing countries. this whole program is based on shirt values, and they want to promote, for instance, gender equality. and they want investments in green technologies. and so they don't want any strings to be attached to this help and this investments. and this is mand, clearly to be an alternative to china's spelled and wrote initiative that has been criticized as a tool for the chinese government to it and to advance its interests. and of course, in hands its influence world wide. and we had a lot of examples of that,
5:51 pm
for instance, countries who borrowed money to be able to participate in this a belt and wrote initiative ended up in deep dad's. so dad is this promise of by the g 7 leaders, that this is not going to be to be happening with developing countries a participating in this partnership. however, let me just add this, of course we are going to be at speaking here about 600000000000. you asked dollars as you, as president joe biden said, but this is still not enough money compared would what china is investing, and that is why the leaders are stressed that it cannot be only about public funding, and they need private funding as well. and now thomas, we also heard from joe biden, talking about how the choices that are now being made direction of the world for
5:52 pm
generations on how else can d 7 nations in a shift to the direction of the world through these investments? or one thing before i, i my address that because alexandra's common just now reminded me of a sentence that actually stuck with me. i think he was from rosa on the line when she said this is how we do business. so basically presenting those those projects and i couldn't agree with alexandra more that this is certainly a sort of parallel or a, or a contrasting project. when you look at china's belton road initiative. it is the way in which these groups of nations want to do business. they want to cooperate with other countries around the world. this is also not exempt of controversy, but they're basically trying to focus on certain areas where they can cooperate with countries around the world. that can also help them in one way or another. so joe biden, clearly stressing that this was not aid, that they were giving countries around the world that this was something that will ultimately benefit these countries as well that are talking,
5:53 pm
that they would also refer to their own security and their own well being. so when you talk about renewable energy, when you talk about climate proposals, in general, when you talk about global health in the pandemic that we've just had, these are all issues. and i think there is a clear understanding among these group of leaders that the problems that affect one group of nations around the world certainly can have an impact, thousands of kilometer the thousands of miles are away. and that's why there is this need to cooperate on, on projects. and in this particular case, we're talking about 7 countries that do have a lot of money at their disposal. and that certainly can bring about some of those projects that they, that they discuss whether it's putting solar panels in one country or working hand in hand with others about food security. you're talking about gender equality and so on. there were certain areas that were mentioned during their respective speeches, but it was all about this idea of how they do business, and that is business that they do in contrast to other ways around the world. in
5:54 pm
particular, the case of china just did have a, as political correspondent, thomas pharaoh. here in the studio with me and alexander phenomena who's been reporting from the location of the g 7 summit in southern germany. thank you so much to both of you. for all of your insights we'd like to turn our attention now to the war in ukraine and multiple explosions were heard on the southern outskirts of the capital. key of those came just hours after russian missiles struck, the city center severely damaging residential buildings. mm hm. and missiles strikes, a key of apartment blocked 140 in incoming rockets this morning. authorities say it's been 3 weeks since the last attack. but if key events were lulled into a sense of security, they are again alert to the russian threat. rescue
