ah, ah ah, this is dw news alive from berlin, nato countries declare russia the most significant and direct threat to security in europe. nato unveils a revamped strategy with finland and sweden, formally invited to join. and russia officially out of any partnerships moscow calls the move aggressive, was coming up on the show, ukraine's president accused as russia of further war crimes after missiles hit a shopping mall in one of the deadliest strikes on a civilian center. since the war began, our correspondent is at the scene with the latest.

ah, i'm claire richardson, thanks so much for joining us. nato leaders have declared russia the main threat to their security as a new strategic plan is defined for the military alliance. the new plan extends a welcome to likely future members, finland and sweden. it also increases the level of troop rotations in the baltic states. and leaders have also made it clear that russia has lost its position as a strategic partner after moscow invasion of ukraine. sweden's prime minister, magdalena anderson, arriving at the nato summit. but if all goes to plan her country, along with finland, should soon put aside decades of neutrality to become members of the military alliance. and this is the man making it possible. after

weeks of wrangling turkey's president, reject type adder one has dropped his opposition to them joining, giving current members something to smile about at the summit of a full line, she's going to welcome finland and sweet historic application from membership and their decision to move away. busy from neutrality, traditional neutrality to join, no life is going to make stronger and more secure, and nato stronger. the summit comes against the background of russia's war in ukraine, which is forced nato to rethink its mission. we face a rather cold change or to our security environments on strategic competition is rising around the world. so today leaders have endorsed nato's new strategic concept. it makes clear that russia,
8:03 pm
russia pulses the most significant and died a threat to our security in the current concept. we states that the rush is a statistic partner. she to drive home the point ukraine, president of hello to me as a lensky was on video lane to remind nato, what conflict with russia looks like lives in the shop. now, this is not a war being waged by russia against only a crane. this is a war for the right to dictate conditions in europe for what the future work order will look like. that is why it is absolutely necessary to support your train now with weapons people, the funds and political sanctions against russia, which restored able to pay for the wall to absolute none, they'll nato promise. it would not turn it back on cave presence. landscape made clear that ukraine, there lies on our continued support,
8:04 pm
and our message to him was equally cared. ukraine can count on us for as long as it takes the u. s. has already said it will increase its military presence in europe, including a permanent garrison in poland. it seems the russian threat has helped to make nature look the strongest it has for years. and we have dw correspondent jack parrot reporting for us from it, that nato summit in the grid, a jack nato's new strategic concept called russia the most significant and direct threat to the alliance. what did we learn about what nato has planned in response? well this is a big shift indeed. claire, this is a moment where the strategic concepts it has been laid out. they do it about every 10 or so years. the last one was in 20 to 10. and we're now seeing a real change in the language to sort of grinds the values in the agreement between
8:05 pm
the 30 nato countries. i think the most significant thing with regards to russia is that they say that they no longer consider them as a partner. the sort of pretense of russia and nato talking to one another trying to work through these things has ended. that era is no pause. having said that, they do say that the door is open to diplomacy. but clearly with the war in ukraine, that is something that is really shifted now. and that's what we've seen in this concept. that willow, as i say last, probably for the best part of a decade now is the finding values of what nato is trying to do. we already knew that nato was stepping up. it's a high readiness forces to 3 100001 the east and flying up from 40000. so that's a significant number, a more troops to be, to be on high readiness. and this is really all with that focus on russia, the ukrainians that have been present here at the nato summit have consistently said listen, we're being invaded now. but after us,
8:06 pm
it could be you. and it has relationship with china was also on the agenda. us oldenburg said china was not an adversary, but it, it does present serious challenges for nato. and what steps is nato taking in that regard? yeah, this is actually a really significant change in something that a lot of the european leaders have been openly talking about. the dutch prime minister, the belgian prime minister, have been speaking publicly about china recently saying that while russia is the main concern at the moment that the i shouldn't be taken off of china for the 1st time. china has been mentioned in this concept. this strategic concept has been outlined by nato to day. they talk about the opaque dealings of china, that aggressive misinformation and the cyber attacks that affect and threaten allies directly. and that again is a real shift in language. they're very concerned about what china's doing. china hasn't condemned the russian invasion of ukraine,
8:07 pm
either. not something that was mentioned joined the press conferences as well today . so that's a major shift. just one other thing is that they also mentioned for the 1st time climate change in the strategic note. there is a sort of understanding that the issues that are gonna probably arise as we try as a, as a world to try and tackle climate change. that those are things that could start to prepare, but to propose security and defense risks and threats as well. now, just to come back up briefly to the consequences of the russian invasion of ukraine . we have finland and sweden now on track for fast track membership of nato, after turkey lifted it's vito of them joining. how significant of the development is this? yes, a really significant development. it would firstly if they do become members, which we do really expect them to pretty soon. it will give nato a real superior position in the important baltic sea militarily. one of the interesting things that we're seeing though there's huffman just in the last few
8:08 pm
hours or so is that the turks, the term turkish government, which released its veto on the 2 countries joining have now asked for, we know, for the extradition of $33.00 people that they felt were being harboured, that they considered to be terrorists in finland and sweden. so we're starting to see the price that finland and sweden are actually starting to pay for that veto to be lifted. we know from the finished president, he said listen, nothing's actually changed. there's no reason we designation of the took her to such as groups as terrorist organizations as turkey wanted it to be. but there are now these questions of the ex, traditions as well. and we'll have to wait to see how that goes forward. we know that, that, that nato and the, both the things in the swedes have said that all of it would be done in the context of you, european human rights. all countries are the 30 countries of nato will now need to ratify that process for finland and sweden to be, to be a,
8:09 pm
to become members know that the invitation has been formalized. that could happen. i think people are starting to say summer in september, which would be very quick ordinarily it would take about a year. okay, jack paris in the trent for us. thanks so much for that reporting in ukraine itself, the mayor of the river port, city of nichol. i have says, at least 5 people have been killed in missile strikes. and those attacks come a day after a russian missile hit, a shopping mall, killing at least 18 people. russia claims it wasn't targeting them all. they had fired on a weapons depo, nearby ukraine's present volunteers. lensky meanwhile, is urging the united nations to expel russia as a member and label it a terrorist state. according to ukraine, this was the moment to russian missile hit, sparking a fire that left the shopping mall and cram and chug in ruins. and dozens of people dead and missing. with rescue workers still picking through the rubble in the city

. far from the front lines, residence are in shock. superficial thing bend. absolutely. everything. like a spark. i had people screaming. i don't know how to describe it. it shocked me. it was horrible. those of it'll just, it's terrible. be on warrants will cover. how many people with their rush hour, people who are returning from work with lots of shops, i'm sort of, there were always a lot of people in amsterdam versus cylinder. ta get it. i think gentlemen, felina, but russia's defense ministry claims. it didn't target the mall, saying it struck this nearby building instead. according to moscow, it was ammunition being stored here, exploding that started the fire that both ukrainian officials and locals denied. there was a weapons depot in the area. no residential buildings,

a shopping center, a football field, normally treat infrastructure in 1st to put it on tuesday present. lensky urged the un security council to take action in response to the attack. and for the was, while, it is imperative to deprive russia the opportunity to manipulate the un, which it must be impossible for russia to stay in the security council. as long as its terrorism continues those up. i see museums, but with russia holding veto power on the council, there's almost no chance for it facing consequences at the un for the destruction and death here in kremlin, chuck or correspondent nick connelly is on the ground in kremlin shock. and i earlier asked him about the video we just saw, and ukraine says it shows the strike on them all. we been trying to work out how for this all stacks up, how it all fits. we went to the sites of the factory where that was film from that's over there on the other side of the shopping center. and then where behind
8:12 pm
the impact site for that missiles strike. and we compared the location we compared what we saw on that video that was published by volume zalinski grants present. and we thought we saw and it all makes sense. you got stuff at the factory in the foreground that is untouched. so that russian explanation that russian versions that somehow there was a destination at the fact that it spread here just doesn't stack up to look find me here. there's basically devastation in the shopping center, but there are green trees further over there that were not touch. the fire did not spread from that side. this wasn't by that hit this shopping center to behind me they see where the roof of base been taken off. that is where the missile hit. and then suddenly, further to my other side, you can see the bits where the fire engulfed, shopping center didn't bring the roof down, but basically turned everything that was there to dust. everything was inside that store. or it could be acrid fumes still now and the firefights having to wear protective equipment, but it is just very dangerous working. it, they've been working nonstop for basically 48 hours and, and now basically largely occupied with trying to find the bodies of about $35.00
8:13 pm
people that are still believed to be under those that rubble. nick connelly reporting from crime. and chuck there was going to united states now and in texas, 3 men have been charged in connection with the deaths of $51.00 people who were found dead in an abandoned a tractor trailer. the victims included migrants from mexico, guatemala, and honduras. u. s. president joe biden said the jets were horrifying and heartbreaking. did all these washington bureau chief in as paul sent this report from the scene of the tragedy near the city of antonio. about 250 kilometers north of the mexican border to water bottles. part of, of spontaneous memorial honoring the migrants who were found dead in a trailer on this remote street. just out of san antonio. 50 people died of heat stroke and dehydration making this one of the deadliest border incidence in recent history. but it's not the 1st tragedy here,

just 240 kilometers from mexico. i feel sad, you know, because those people come to you with fe to look for their dreams, you know, and some people find him and some people not. but they, they don't find that review. so they find him inside that plato have dead, you know, they come over here tonight, is there to make a better living in the me a lot of money get here. and then people, you know, abuse them. texas governor abbot put the blame squarely on the president, saying the tragedy was the result of biden's open board of policies. technically, the border is still closed for most migraines, part of co which restrictions that are still in place. president biden finds himself in a difficult situation when it comes to migration policies. and this is dangerous for him because his challenges will make migration
