limited traffic is used on russia bridge to crimea a day after. it was damaged by your massive explosion. moscow accuses ukraine attack and it's vital link to the legally occupied peninsula. ah, i am eddie micah junior and you are welcome to the program. russia has a talk to ukraine's southeast and the city of south regia overnight killing at least 17 people. now, here is the aftermath of the sheli residential buildings with large sections blasted out, while local officials reported roads and houses damaged between authority, see dozens were injured. rescue crews are searching for survivors. so parisha is and yet you ration occupied new care plan with the power plant. that is the largest in you you know, these mothers,

belinda joins me now from the train city of you should tell about the us. tell us more about the casualties from this overnight. russian strike in upper region. no, we have to figure circulating at the moment both up from the authorities, 12 or 17 people that are about 50 are in hospitals, but the rescue operations are going on. if you look at the pictures of these buildings that then we will see a large apartment blocks basically cut in half with a few apartments in the middle lacking that because they have collapsed in the middle. so it looks like this is one of the most deadly strikes in this war on civilian infrastructure. we're talking about 12 rockets hitting the city this morning and 50 buildings damaged, the buildings that have been hit and those around them. so it's pretty, pretty bad. definitely a pretty bad situation there, but why is that? but he just really constant targets for such

a tax at the moment of what is the, what the city, the major city in ukraine and which is controlled by ukraine. that is very close to the front line and we've seen a tax on cities rising in the past few months. that wouldn't close to the front lines, that hockey support easy. and that is nikolai, if these are also cities that are in these territories, that the russian claim, as russian speaking, as somehow linked to russia and that russia has laid claims to in the past. support is, you know, also being a city that is on, on one of these or, or that is as being the next, the, the depletion region, which is the capital off, is one of the territories that russia has a next illegally. and that also makes it a target, but yes, you've been following this for
1:04 pm
a while. what do you think could be the motive behind this striking up reject? could it be in response to the bridge attack in crimea this weekend? i think that there are 2 possible motives strikes on civilians. one is a 2, a series to, to so fear about among the population. and the other one is revenge. and both are probably a motive here in this strike. what we've seen in the past and latin pattern is that whenever ukraine strikes anything very important behind the lines or makes territorial gains, these attacks on cities on civilians and cities they intensify. and of course, the bridge and crimea was very symbolic, but also a very important strategic object being one of the most important supply lines for the troops and hasn't southern ukraine. so retaliation is pretty much what we can suspect here. but yes, there with us. so we'll be back to you in
1:05 pm
a bed. let's get more on there, crimea bridge blast with this report. a massive explosion lights up the pre dawn sky over the strait between russia and occupied crimea. social media footage appease to show the moment of detonation, which russian authorities say was caused by a truck bomb rushes for administrate late to posted this video claim to show traffic once again flowing over the bridge. b rail and road crossing opened in 2018 as a high profile project overseen by president vladimir putin. it's a key supply route for russia in its invasion of ukraine for many ukrainians. the timing of the blast just after putin 70th birthday makes it even more welcome. toyota. hey,
1:06 pm
then i really got the in the morning and saw the usa into the ground. oh yeah. last in, oh oh, the family is what they have it says is janet over in this is definitely good news and the emotions are overwhelming. we don't need the cry, man bridge. that's what it will do. this is, and i don't think that peyton is brave enough to use nuclear weapons in response. me leave is this abuse this disorder? ukraine has not claimed responsibility for the attack. but in his nightly address, ukrainian, president vladimir lensky made a thinly veiled reference to the destruction green tingley ukrainians to day was a nice and mostly sunny day in our country, thinking the temperature was about 20 degrees celsius and the sun was shining wall . unfortunately, in crimea, it was cloudy, still the world now wait to see how putin will respond. many feet,
1:07 pm
an escalation, as another blow to russian forces. once again, put moscow on the back foot. f as blank. i sto at us in ukraine's city of usually hello, but the us up. what's the latest on the bridge blast investigation? how's that been so far? well, we know that it's ongoing and we know the divers are now examining the parts of the bridge that have fallen into the waters and also the funds for fundamental the bridge and the russians keep maintaining that this truck was responsible for the blast, the truck loaded with explosives, but they're all forced out among the expert community about this other versions. possible versions would be a rocket attack that many seem to seem to think is probable. and the 3rd one would
1:08 pm
probably something planted under the bridge, which would also be a very complicated operation. ukraine hasn't said anything itself cause the main suspect here, but they haven't owned this by now, which is not something that we've seen before. it ukraine doesn't comment on anything like that. we'll see how the investigations go about. we saw people in your green sided breeds their crimea bridge strike, but they are also fears right? there are, of course, feels of retaliation. what we've seen as of what is a was a ripple retaliation. and of course people have been a warning. experts have been wanting people to be more cautious in the next few days. however, these fears do not amount to anybody saying that this shouldn't have happened. people are considering this, the right step here, the bridge being symbolic and being strategic. and it's been on ukraine's list on
1:09 pm
the prince target list for a long time. and officials have publicly said so many people in the public or military experts have also said that this would be very valuable. target. ok, good abuse. like yes, belinda reporting from ukraine cd of use there. thank you. now we are joined by former u. s. military command on senior vice i with human rights, fast bed hodges. hello, ben. it's good to have you with us. now. you greenhouse celebrated the attack but has still not claimed responsibility for it. even when most experts are pointing fingers. i bet now, could i be some type of war strategy, or could ukraine really be, you know, sense of it? well, it's, it's nothing i don't know if the word innocence is correct. i mean, this is where our war ukraine is a war with russia. and so things like bridges, logistical lines of communication. those are legitimate targets,
1:10 pm
unlike the civilians who are murdered last night around the shop or reach about russian missiles, right? what we're really matters here though is the effect. what, what does this do? this will make it more difficult for russia to bring in logistical support armored vehicles into crimea from the russian mainland. and i also demonstrates once again that russians have not been able to protect their rear area, the radians have continuously been hitting logistics, which is a good way. busy to do great russian capabilities. ok, so ask yourself, this is wall, right? so if you green actually hit it, why do you know clean a responsibility? well, they don't have to. i mean again, what matters is the effect. and you know, we don't know what else is going on. ukrainians have done
1:11 pm
a very good job of protecting information. so at this point, if, if they're the ones that have responsibility for they would, they would realize that there's no value in claiming credit for it. especially if it would reveal anything about methods or where this was it within the broader concept. what matters is the effect that was achieved, however it was achieved, and that's a significant blow to russian logistics. and you can imagine that is ukrainian forces continue to close in on crimea, both from the west and from the north. and then when the bridge is cut outside of crimea, this creates a real predicament for railroad ration force. ok. so after the bridge incident, the crumbling has appointed a new overall commando of russian troops in ukraine. what impact could this have on the battlefield in favor of moscow? well, depending on the several things,
1:12 pm
i think it probably is not going to have much effect because the problems or russian forces are experiencing or not the kind of thing that can be solved by just bringing in a new commander or a new commander may bring in new energy, perhaps new perspective on certain aspects of the of operations. but the problems that have beset russian forces are not the kinds of things that can be solved by just a cover commander. the logistics network is totally exhausted and is not the type of system needed to sustain long term land operations. russian, navy, army, and air force have not worked in concert, not one single day since the 24th of february. i don't know if he can fix that because it is not in the culture to conduct what we call joint operations. i mean, the russian black c fleet is not even in the fight and ukraine doesn't have
1:13 pm
a navy. i mean, these are not the things that just a commander console by himself, so we'll see how does he have the support of the kremlin also, will he get what he needs? in terms of policy changes? that will be something to watch. ok. now ukraine has been making more gains on the ground. russia is planning to mobilize, so just, but it's russian problem read a lack of so just so is there more to it? that's a great question. they have had manpower problems, but partly because of the corruption in their system. they never had as many people, actual boots on the ground as what they reported in the readiness of the soldiers is that the training level is not what you would have expected from what was once considered the 2nd best army in the world. and it, what's interesting to me is that once this partial mobilization was initiated, half a 1000000 military age males left russia to avoid being mobilized,
1:14 pm
showing you that they absolutely don't have the stomach. they don't want to be a part of this. they have no heart for the fight. and so what's gonna happen is you're going to have several thousands of soldiers that are not prepared, not trained. it's criminal, actually to send people in the combat that are not properly trained. and i think that overall, the mobilization is going to be a net negative for the criminal putting has been threatening nuclear action. is that still a viable threat? or should he be treated as the block? oh, and course the situation is serious because they have thousands of nuclear weapons, both strategic nuclear weapons, as well as tactical nuclear weapons. and he clearly does not care how many civilians are killed, as we've seen over the last many months. so when you, my president, and i think most of the leaders of the world take the threat seriously. but i think
1:15 pm
that i would also say unlikely that person could use a nuclear weapon. there's no battle field advantage or i'm not sure that the military would actually support it. and of course it would be opposed to the united states not become directly involved if you use a nuclear weapon and i don't think anybody in the problem was that. ok from our u. s. military command on senior advice i would you want to write best and i'll just thank you. thank you. and you are up to date here on did of use teaching from one of the top of the hour me a story. this is my play the way from just one week how much was going to really get.
