3:00 pm
ah ah ah, this is the w news live from berlin, ukraine and its west and allies denounced russian claims the key is planning to exploit a radioactive bomb on its own territory rights president says he fears moscow could be planning such a move itself. also on the program, the state within the state, we look at how it runs and leads revolutionary. god controls the country's economy
3:01 pm
and decides who succeeds and who fails. britain's former prime minister barak johnson pulls out of the race to replace the current prime minister segment to take part in the contest would not be the right thing to do. i need sport. we bring you highlights of weekends, football action, a shock result in the german disease or bottom of the table, both from the lead leaders, william bell in that more coming up later in the pool. ah, i'm fil gale. welcome to the program. ukraine and it's west and allies have been hit back at rush and the claims at cave is planning to death, major radioactive bomb on its own territory, russian defense minister. so guy show go, i was told to counterparts in britain,
3:02 pm
france, and turkey at moscow is concerned. the situation in ukraine is deteriorating rapidly . you cranes, president lansky his war, but russia's manufacturing a pretext to escalate the conflict. college or university, when the rational minister of defense sets up the phone calls and rings foreign ministers with stories about a so called dirty new killer bomb. everyone understands everything very well. me. a little lay understand who is the source of everything dirty that can be imagined in this war. if russia calls and says that ukraine is allegedly preparing some things, it means one thing. russia has already prepared it. i believe that now the world should react as harshly as possible. what you're sure a here last d, w, russia, analysts, roman, got ranko, whether it's likely a weapon of this type would be used in this war. well, i would say it is extremely unlikely for several reasons. ukraine wouldn't do it
3:03 pm
because it would mean a lot of civilian casualties. and it would mean that western partners of ukraine would be very critical of it. so ukraine would not risk for destroying relations with those countries with united states 1st to war and other countries. nuclear powers like france or united kingdom. so i think it is on the ukrainian side extremely unlikely, but it is also unlikely, i think on the russian side, because it would hit a civilian population, it could hit russian soldiers. and it would of course, mean a reaction from the west, probably more sanctions or more weapons to ukraine. so russian wouldn't nothing of it. i think there is a very small probability that russia might try to use it as a false flag operation. but that probability is rather low, i would say ok, so why make the claims then, why is russia making these claims if it's in no one's interests for this to happen?
3:04 pm
well, my guess is that there are 2 plausible reasons for russia to do this. first, russia is desperately try to talk to the western leaders again to try to persuade them to put pressure on ukraine to enter into negotiations again on russian terms. of course, which would mean a ceasefire. and russia is in need of a cease fire, or at least temporarily because the mobilization writer is trying to conduct is very slow. and russia cannot hold all the lines front lines, which was the aim of that mobilization. so russia needs a few weeks of kind of a cease fire. and to achieve that, it is trying to scare the western leaders that ukraine would use nuclear weapons or that nuclear weapons would be in any way involved in this conflict. and any time raja says nuclear weapons, the west is very alarm, so the red lights go on. the 2nd reason for russia to use in my opinion is
3:05 pm
that it is a signal to the population in russia. look those ukrainians. they are so brutal. so we have to fight them, have to fight them hard. so it is a propaganda purpose directed, mobilizing the russian population behind this war. you mentioned that russia has as used this tactic before. we've seen that russia talked about the use of weapons of mass destruction, then you say that the red light go on in the west. what effect has this tactic i had in the course of this war? well, not much so far. we remember when this conflict started president vladimir putin, the russian leader also claim that ukraine was aiming to become a nuclear power. which is nonsense. of course, there is no evidence of that. and ukraine stated that it is not going to try to regain its nuclear status. is inherited from the soviet union in the early ninety's
3:06 pm
. and so it was just a propaganda trick. and we also remember in spring russia claiming that ukrainian was working on a biological weapons program, which was also a false claim. russia try to bring it to the united nation. so try to publicize it widely in the media. nothing came of it. no, no evidence was shown, and russia dropped it so we were here less and less of it in the last time. but the effect was propagandistic mostly. so russia was talking about it, showing how bad ukraine was for its own population, but there was no evidence nor proof at the w, russia, unless roman gone to reco in bomb. thank you. so in other developments or rushes, continuing to attack southern ukraine with miss styles and drones, in the north or a growing fear that moscow's plumbing, a joint invasion, we'd better rouge in troops. russia recently deployed thousands of soldiers to
3:07 pm
bellows fueling fears. they could be about to open a 2nd front as dw, so funny for sharp reports are much new here are region and nearby villages are preparing for the worst fear it keeps you alert when it's dangerous. the soldier sat mortar attacks and shelling have increased here and paper maps work . when technology doesn't. he staking us close to the water with beller or there's no need to spend time thinking will inoffensive happen or not. we're preparing for the enemy to come. work is to play this part of northern ukraine is were russian forces sweat through when they 1st had it for keith at the start of the war. the push back broke though ukrainian 3 took the area in april may pottery remote but we patrol these positions was forest was angry, really proud to have such trophies for the ukrainian army, vanessa locally. so this is a former russian position dirt. yes, it is
3:08 pm
a little. this is what's left of one russian fighting vehicle after those battles in march. the soldiers here expect new ones to arrive soon. tell him them, we are prepared. motivated, we have no way back. we are defending our homeland millichef, so you struggle many are suspected their neighbors in bella. ruth had helped the russians from the star, but now it's official. on the other side of the frontier, they are joining forces. they say they are preparing to defend themselves, but people here at the border with bella, ruth assured that will take the form of an attack. although they don't know when it will come. village or snow. they are russian soldiers just 30 kilometers away. has gotta look. oh, how me, who should i go to like a hey, i'm not afraid of the wind said, but i am afraid of the russians. they are traumatized by the violence and very
3:09 pm
worried that rush in forces might return. but they won't leap. see yet, does it last, this is our home lans we were born here is we live here and we won't go anywhere. valentina, like most people in his village has lived here all her life. she desperately wants peace. that's what the soldiers in the forest say. they are fighting for the york. i won this war to stop with me. i have much to lose. there's only one life, but it's better. i fight this than my children, all my grandchildren. and yet some of his children's generation have not been spared the war. there prepare for the winter for the russians, and now for the bella russians using fear to stay alert. a breaking news of britain's former finance minister will become it's 3rd prime minister this year, richie sooner kathy support of more than half of mph from the ruling conservative party is rival, petty morgan says, withdrawn,
3:10 pm
and has pledged to support him. a former prime minister boris johnson withdrew from a contest earlier despite claiming he had the numbers as join d. w. a corresponded burger to masters at 10 downing street in london, 3 prime ministers, official residents are welcome at burger. this news dropped in the last few minutes . bring us up to date. well, yes, now we know the tier and number 10 downing street richie sooner will be the next prime minister. he's the 3rd prime minister within just 2 weeks after really months and months of turmoil where voice johnson had to step down. and we had a very few, a few weeks, really of less trust, bring prime minister, and now it's going to be richie soon. ok, so this is going to be the big news, penny mordant has said that she will work with re she's do not. and it's not going to go to a very to the conservative body base. but basically the conservative m. p 's have
3:11 pm
decided who their next prime minister will be. right for this is a 2nd. go at the top a job or what does he stanfull? yes, indeed. recei sooner actually had lost against less trust when he tried last time to become the new prime minister. and at this time now he was successful and mostly i think conservative m. p 's rallied behind them because he stands for economic ah competence. he has a background in business in finance, he, i was credited with helping a lot of u. k. businesses during cove. it during a very tough time and prevented them with his furlough scheme from going bankrupt. however, there are also many people who are saying, well now it's really a new era and re sooner we'll have a lot of tough decisions to make because of the risk of the strain finances of,
3:12 pm
of the u. k. and they are warning that, um, actually it will be quite difficult for him because of his immense personal wealth . so he might be the one to make carts either in public services or in benefits. we don't know yet. ah, exactly what is economic program will be bought on it. there will be a contrast to his his own personal wealth. right for he is now our conservative party lead of a country house, a prime minister at the moment enlist trust us like to see the changed happen just like that, or is there some sort of a process to be gone through? of course, there is a, as there is a price as we are expecting. every student richie soon to speak to conservative m p 's. but in order to formally formalize his, are moving in year number 10, downing street. he would also have to see the king. so this is the formal process. we don't know exactly when that happens, but it won't be today. so yes,
3:13 pm
the handover will then be within the next days. i thank you for that bug it mass in london. just to repeat that breaking news and answer in the last a few minutes. that's a britain has its 3rd prime minister of the year richie sooner asked the man, looking now at some more news from around the world. north and south korea have exchanged warning shots off the coast of the korean peninsula. each side accuses the other of reaching its maritime borders. tension between the 2 curious have been simmering on the young, carrying out to reference tests at an unprecedented pace this year. uganda has reported one a dozen cases of a bowler and the capital cam. paula of the last 2 days i break began in the countryside. health registry says there have been more than 90 confirmed and probable cases, including $44.00 deaths flooded town across eastern australia or on

highlight for more heavy rains. at least 5 people have been killed in thousands of homes, flooded across new south wales and victoria authorities, a warning that more rivers could burst their backs. one of africa is suffering, it's worse. drought for 40 years. 4 consecutive rainy seasons have failed in northern canyon. one of the driest regions is particularly tough communities rely on the lifestyle for a living. as a lot has become even more barren, hundreds of thousands of animals have died with their livelihoods gone. the situation for local people is dire, especially in kenya's to con a county. as d w is a felix marine report needles. selena totally has 4 children of her own and also takes care of her sister's kids. but with a drought she has been unable to feed the large family at times even skipping meals

by a what a points as that gets, what a for cooking and washing clothes. this was once a flowing grava. no, it's the only water for kilometers. suddenly, i know that the water here isn't clean mud. we often have diarrhea. so with this, it's the only water point. so even dogs drink from here and if i'm thirsty, i'll drink from here to. it affects us so much before the rain stop falling, they're not and can your region was already experiencing hush, climatic conditions, some 500000 people in true color. i in dire need of help the drought here most experts fee is partly cost by climate change because population is in africa continue to experience for the significant impacts of climate change. so i think it's cool for, for the blow as
3:17 pm
a whole, to actually address the issue of glass. it because he that makes you a lot of people only in africa, but another continental us were asked for selina and high extended family chinese training out for the while to act. they are already being button by climate change not to iran, where people are continuing to demonstrate the biggest challenge to the regime for decades. that protesting against efforts to force women to wear his job. but they're also angry about our lack of freedom and declining living standards. countries, economies been shrinking for years in 2011 gross domestic product, the value of all goods and services produced stood at $626000000000.00 us dollars last year. it was down to just at 241000000000. and the draw is partly because of western sanctions imposed over iran's nuclear program. but economic mismanagement
3:18 pm
has also played a part, at least a 3rd of the economies thought to be controlled by the countries elite revolutionary got to how powerful ave travelers arriving at m. m. o. many international intern may not realize they're doing business with the islamic revolutionary. god, the core runs the airport and the iranian capital, as they do other airports and hovers across the country. they decide what goods are permitted into the country and who is allowed to do business here. but there's more the revolutionary god owns an extensive network of companies and every economic sector. they construct streets, dams, train lines, and high rise buildings. they run medical facilities and trading companies, and they control iran's most important source of foreign capital, the oil industry. the revolutionary guard decides what happens in every sector of the iranian economy. they decide who's allowed to be an industry success,
3:19 pm
that private company, which does not belong to them or not working with them. they cannot compete with them. because if you want to imagine, i urge you see has their own institution wished money is blum's to them and they insure us in many other private sectors. then the private person, which is not working with them want to compute still have not too much asked me in the country. supreme leader, ayatollah ali ha manet is also a powerful play. economically. he runs a foundation that collects religious taxes for muslims all over the world. it amounts to millions of dollars which are then secretly pumped into the economy. it enables certain companies, special funding, less desirable ones of it left to go under. and they are mostly us. those are those money order companies and stock tops and organizations which would be collaborating with the regime. so that's mean for to song minorities for example,
3:20 pm
which are totally on the suppression from the regime like a reunion. curtis on they won't have a chance to earn money. financial support makes all the difference. it can be a deciding factor as to whether a company can survive or not. so how much oversight is the revolutionary god subject to ali, a phone a is author of iran, unveiled and of political succession in the islamic republic of iran is also a senior fellow at the arab coast states institute in washington, dc. well, you know, the soccer public has tried to have civilian oversight and civilian control. but at the same time, the very same revolution using that, it got to protect itself, a domestic protest. and whenever you invite an army to shoot in to be in the domestic politics of the state,
3:21 pm
you can never push them out again because they have the guns and not. and this is why it got returned for support for the or she has the mandate concessions. and some of this is economically as your report. so i got it in control of not the economy of you even also the politics. right? and this is all out in the open it, everybody knows that the revolutionary god controls all these companies. so in demonstrators complain about the state of the economy. are they also calling for? and so the involvement of a i r g c for the time being most of the protests are political. they have to deal with the personal freedoms, uranian woman, particularly the younger ladies and teenagers who go to the states. but i do believe that there is an underlying protest which has to do with the general
3:22 pm
corruption in this one of the costs obviously got involved in the economy that the private sector cannot compete with them. it is impossible to ra, economic business. you know, we are getting a share of profit to that, and that is something that you are business classes for the time being here. see middle class for press, your see young ladies for this thing. but before i may want to see business class courtesy, a garage. right. and you can't really talk about iran's economy without considering the effect of sanctions. the u. s. reinstated it sanctions and back in 2018. they've been expanded since we have the use, the latest set of sanctions against the morality police and other organizations. how effective have these latest sanctions, how effective are they likely to be in perhaps a bringing about change so that demonstrators are less unhappy with the current
3:23 pm
regime? the back of the section regime has been somewhat mixed on the one hand, yes many to see on the recently got own companies are sanctioned by the united states and by the european. but on the other hand, because of the general sanctions against iran economy, the union state is using the smuggling network of the revolution he got, for example, to so on, in the black market. and one of the vice presidents of iran even said that as much as 30 percent of the money gained from selling the boy under the black market under the san marliss disappears into the pockets of so it seems that the guy is trying to take advantage of and he's also enriching, and so i was going to clear and very interesting. thank you so much for joining us for alpha from the ira. go states institute in washington dc.
