hi alice services. ah, be allah guest at frankfurt, airport city managed by frappe, bought lou. ah, ah ah, this is dw news live from berlin tonight, britain getting a new prime minister, the 3rd new leader in the span of just 2 months. pretty soon at received a rapturous welcome today from his orders. the country's former finance ministers, number one priority, now sorting out the economic chaos left by his predecessor, also coming up tonight. russia claims that he is planning to explode. what's known
10:01 pm
as a dirty bomb on ukrainian territory. ukrainian, president zalinski saying that it's moscow that may want to use a radioactive weapon, plus the horn of africa suffering its worst route in for decades. parts of northern kenya have not seen any rain in years tonight. when we look at health communities, there are code and he's already serving a 23 year prison term. now the disgraced film producer and convicted rapist harvey weinstein is facing new sex crime charges in a los angeles court room. ah, i'm regards to our viewers watching on p b s in the united states into all of you around the world. welcome. we begin tonight with yet another new leader in the u. j. britain's 3rd prime minister in
10:02 pm
a year of political chaos is promising to night. a new error of stability. former finance minister ritchie soon acts to day gained. the backing of his conservative party are becoming the leader of that party. his predecessor lives trust. she stood bell when financial markets rejected her many budget. her economic plans for the country soon ex 1st to ask, will be to restore confidence in the u. k. government finances the she for not received a warm welcome at the conservative party headquarters. so not when pico went to adopt job from this, just her quit just often a few weeks in office but so not faith is stuffed challenges, such as tackling floating energy and food prices and a deep political crisis. he will be that tut prime minister this year. the united

kingdom is a great country, but there is no doubt we face a profound economic challenge. we now need stability and unity. and i will make it my utmost priority to bring our party and our country together as finance minister for knock on pressed for supporting the late off workers and businesses during the pandemic. but as one of the wealthiest politicians in the u. k, he has been criticized for his lavish light stain. he was also questioned or what his finances into yuki, some feel a relief to have a new leader. but some are not. so hopefully he wants to take us the sort of american way winner america. we have a different economy, runs differently. we expect different things where we expect some public service
10:04 pm
from her, from our government and her i don't think his methods are going to provide that. if i had to choose from anybody from the tory go, my one monitor a gun, but he's probably the only competent one that would actually trust with the nation's finances. pat sonata victory is also historic. he is the 1st british prime minister of south asian origin. he's also the 1st hindu to become the country leader and the youngest. the yuki has seen in 200 years when nicholas alan is a professor of politics of the royal holloway university in london. and i asked him whether richie soon act unlike his predecessor will last as prime minister for more than 45 days. i think there's a good chance that he will last longer than this trust. it's almost impossible for him not to last longer. i think the likelihood of him inflicting
10:05 pm
economic catastrophe on himself, and then he'd ask him to happen. so the, the so conflicted prompt him that his trust to quote abroad upon itself the editor friendship. thus no can happen. and the only thing that soon accounts to his advantage is i think b, n p is in the conservative party, just know they are now in the last chance lou. and they'll give him a little bit of a ride, a little bit of an easy passage lease to start with. so i think he should be on course master trust. either only 7 weeks ago, a britons conservatives, they chose. liz drew us over richie sooner and yet at the time that he lost that race a, he was warning bet this many budget which we, we know, trust propose could have dire consequences than that is exactly what happened. he could have said to day, i told you so, but he did not. what message does that said? i think he has a difficult path to tread his criticisms,
10:06 pm
of less trust his economic policies, the program which she was actually elected by consent to party members. and he doesn't even need to point out that she go that wrong because everyone can see it. and already the 2nd chance limit is trus a point. and 2nd, finance minister jerry hunt reversed those policies. so he soon doesn't need to say until he said, because every one knows that he told us so. so i think come in that sense in his pursuit of unity within the pontine food to speak very softly, shall we say in 7 criticizes venus as of yet in pickup on the word afford of sooner is fantastically wealthy. he's one of the richest people in the u. k. a. he was involved in his own tax scandal earlier this year in, is there going to be a large chasm for him to bridge between himself and ordinary britons right now? who many, who were just, i'm struggling, you know,
10:07 pm
to deal with inflation. the old old politician, bristol conservative politicians probably say more or less as being out of touch with to. so in the sense he's not in any different position to any one else. clearly, he's enormous. well, is something that his opponents might want to use. that advantage in terms of criticizing highlighted highlighting is being out of touch. but i don't think he is going to be in more out of touch with want to say than sailors trust me. not least is he is a constituency. m p. he's expecting does keep in touch with his constituents in his constituency party. so he's going to have his finger on the pulse as much or as little as really any other concern to minister the felon professor of politics at the royal hollow university of london. we appreciate your time and your insights tonight. thank you. thanks now to the war ukraine, ukraine tonight,
10:08 pm
and it's western allies hitting back it. russian claims that keith is planning to detonate. what's known as a dirty bomb or radioactive weapon on ukrainian territory. and russia's defense minister telling britain france and turkey that moscow is concerned that the situation in ukraine, and i'm quoting here, is deteriorating rapidly. ukraine's president zelinski the de warned that russia is manufacturing a pretext to justify an escalation of the conflict. hello, julia oversees, when the russian minister of defense sets up the phone calls and rings foreign ministers with stories about a so cold, dirty nichoela bomb. everyone understands everything very well. me a little. they understand who is the source of everything dirty that can be imagined in this war. if russia calls and says that ukraine is allegedly preparing
10:09 pm
some things, it means one thing. russia has already prepared it. i believe that now the well should react as harshly or as possible. what you're sure to hear more now. i'm joined by mason clark. he is a senior analyst in the russia team. leader at the institute for the study of wards . could they have you with this this evening? what's your prognosis here? how likely is it that a, a dirty bomb could be used by russia or by ukraine? certainly, thank you for having me. we think it's quite unlikely at this point. wallet, show use comments over the weekend to, to his contemporaries on sunday were alarming. we think they're in large parts a russian information campaign intended to pressure ukraine as well as its western backers, while certainly this is alarming. and we cannot unfortunately rule out that the russians will use some form of dirty bomb or a chemical weapon. this statement is not unfortunately unique show you in
10:10 pm
particular has claimed as far back as last december. the ukrainians were preparing some sort of false flag, a dirty bomb attack. and various russian officials have stated this repeatedly from the earliest months of the war as a recurring claim against ukraine. it also very closely parallels with the russians have done in the war in syria for several years of claiming these constant false flag attacks that never really pan out to anything. so while we can't rule it out, i do think it's at this point still unlikely that the russians would detonate that . and it's largely intended to be an intimidation tactic to force western partners to withdraw some of their support for ukraine. and let's say worst case scenario, if there were to be a detonation of a dirty bomb. and what would that mean for the situation on the battlefield? i think a lot of people when they hear dirty bomb their radioactive weapon, maybe they think there would be a mushroom cloud like you would get with a nuclear bomb. but i talked to me about what the reality would be like on the ground. right. so a dirty bomb is not actually a nuclear weapon,
10:11 pm
there is no nuclear vision that goes into the explosion. it's a conventional explosive, t and t's most often that it's surrounded by some sort of radioactive material. there is no nuclear reaction. but when the bombed detonate, it spreads this radioactive material over a given area. usually not too large. it would be in the range of a few city blocks for most dirty bombs that have been thought about in the past. and it's unlikely that it would have a major battle field effect that would require the use of true nuclear weapons by the russians and even then, and might not have too much of a decisive effect. so if it were put into practice, it would certainly cause horrendous death and damage to some ukrainian civilians. but it wouldn't turn the war around for the russians. and very crucially would not necessarily provide them the justification that they could possibly be seeking the u. s. and its allies and ukraine have done an excellent job of debunking so many of these russian claims throughout the war. that it's very unlikely that much of the
10:12 pm
international community would actually be swayed by russian claims of ukraine using a dirty bomb. and it would essentially further isolate russia for not much appreciable gain. let me ask before we run out of time about the situation in russian occupied here. so there are reports that russian troops are preparing a defense of the city and not withdrawing. what's your assessment of the situation there were seen, some russian troops being left behind in the city and establishing defensive positions in order to defend against a very successful you crania advances while other forces have already been pulled across the river. and very notably at some of the russian occupation administration, the civilians sent in from russia to run the occupied territories have already pulled back along with banking, staff and other key personnel such as that. so i think the russians are certainly setting conditions to withdraw across the river and preparing to possibly lose the city of hare san, but they are not simply evacuating at wholesale. and i do think there's
10:13 pm
a good chance, though that the ukrainians are going to be able to retake hair saw now or force the russians to withdraw by the end of the year, mexico with the institute of the study of war. we appreciate your time and your analysis to night. thank you. thanks for having me. we're even as fighting rage is around the occupied city of here. so there are some positives to find among the counter attacking ukrainian troops or a couple who met on the front line with an unusual love story on ukraine's front lines to tanya, a doctor and her husband, a soldier, a part of this unit, fighting to take back the city of his son equipped with a multiple rocket launcher, the soldiers lie in wait for their next mission. the pan met each other here in the army view. well, i was already
10:14 pm
a commander in another unit which cataneo was transferred to. we met each other. we were in action together. we spent time together. so that's how it happened. so so, so philip sat in me, they receive a command that i was leaving immediately follow us. the order is to move to another position. a target has been identified. a russian unit about 19 kilometers away from then you position the troops determined the coordinator for work would be to move shows the will, the will look for the right trajectory and shoot at the enemy to tanya takes over communications and is ready to intervene. should something go wrong
10:15 pm
then comes the scramble to leave. the soldiers have less than 3 minutes to make their escape. not being located by the enemy is their only chance of survival. now at a safe distance, the unit waits for their next target. they take a short break just enough time to reminisce about the couples. wedding. they were lucky enough to get 2 days off for it is easier for me because now i always know what he is doing and he always knows where i am. in finance. with shana rochelle was more so it's better this way. i know it can help her if something happens. i don't want to be away from her on another front and constantly worry about the new mother. so yeah. the ukrainian army has re captured more than 90 towns and villages near her son in the last week that keeps the troops spirits high. but massive russian counter attacks have caused internet disruptions which complicates the

advance on his on oh, yes, could you officer so sure. i was hoping that we could retake her song this summer, but with god's help, i hope it will be 2 weeks at most. they bought that day can't come soon enough for katana and her husband, who were both on duty here. when the city fell to the russians some 8 months ago, are you green serves it is forces have shot down more than 200 drones in the last few weeks, drones made in iran. now both iran and russia are denying that these kamikaze drones that are being used in moscow's aerial bombardments that these drones have come from iran. but the west says there is mountie evidence that says otherwise, use of such drones, by the way, would violate a un resolution that curbs iranian weapons exports. his is the scene that ukrainians have grown familiar with
10:17 pm
a kamikaze drone flying over their heads in the center of the capital key. if that police try to shoot down with machine guns before it crashes into building though iran denies selling such drones to russia, key of says moscow resorted to iran made a head 136 drones to attack you cranes, energy and civilian infrastructures. the unmanned aircraft is one of a series of drones made by iran, where the wingspan of 2 and a half meters. it can carry 40 kilograms of explosives. it's classified as the light ring munition, as it can stain the f for hours until a target is found. then it zooms in becoming a missile that destroys itself on impact. military experts say they've been rebranded, guaranteed by russia and used extensively to carry out strikes across ukraine, such as here in the north eastern city of hockey. compared to miss ives,
10:18 pm
the shad drones are cheap. $20000.00 euros per unit. ukraine says russia has ordered 2000 more. they use represents a new challenge to ukraine's air defense. even if they report having shot down of a $220.00 drones over the last month. they can be kazi type flies, low can be sent a low noise swamps and can cause considerable damage. the horn of africa is suffering its worst route in 40 years. 4 consecutive rainy seasons have simply failed to take place in northern kenya, which is one of the driest regions is particularly tough for communities which rely on their wide star. for a living. as the land is become even more barren and arid. hundreds of thousands of animals have died and with their livelihoods gone. the situation for local people is dire, especially in kenya's tre. can a county as dw felix marina reports to knocked over.

climate change. we're populations in africa continue to experience that this significant impacts of climate change. so i think it's a cool for, for the globe as a whole, to actually address the issue of land because it affects you a lot of people only in africa, but another continent as well. as for selina and high extended funny chinese training out for the while to act, they are already being button by climate change you know, from drought to drones. and now to drugs the central american country, or salvador, as long been plagued by drug gangs last year. police arrested more than 50000 people in a clean up operation. now, many of those arrested ended up dying and overcrowded prisons, but it's not just narcotics traffickers who are ending up behind bars. when henry
